Kabushi PF Parliamentary Candidate Bowman Lusambo has been summoned by the Ndola District Elections Conflict Management Committee after the UPND complained over what it says are provocative campaign messages.
The UPND in the District has written to the Ndola District Elections Conflict Management Committee complaining over Mr Lusambo’s campaigns messages targeted at its leader Hakainde Hichilema.
The party says Mr Lusambo is behind the three mock coffins that were draped in UPND chitenges that have been going round the district.
The party also claims that Mr Lusambo has been distributing posters with the words R.I.P HH which it says is provocative.
And Ndola District Elections Conflict Management Committee Chairman Roy Kuseka has confirmed that Mr Lusambo has been summoned to appear before the Committee at 14:30 Hours today.
Mr Kuseka said the Committee wants to establish some facts behind the reports regarding the nature of campaigns that Mr Lusambo and his team are engaging in.
According to the Electoral Process Act No. 35 2016, one of the mandates of the Electoral Commission of Zambia is to manage electoral conflicts and resolve disputes.
These committees are composed of a Chairperson appointed by the Commission; a Vice Chairperson; One representative from each registered political party; representatives of civil society organizations and representatives of such Government ministries and institutions as determined by the Commission, such as the Zambia Police, Anti-Corruption Commission and the Drug Enforcement Commission; and the secretariat.
The National and District Conflict Management Committees have powers to mediate electoral conflicts, advise the conflicting party in an election conflict, report the matter to the police for further action where a crime is committed during elections and recommend the revocation of accreditation of any monitor or observer to the Commission.
The Committee does not however have judicial powers or powers to disqualify the candidature of any person participating in the elections.
Meanwhile UPND Cadres also displayed a mock coffin of PF President Edgar Lungu at a rally address by UPND President Hakainde Hichilema.

I am asking my self why no one has taken the PF misleader Vodiga Rungu over the abuse of government resources when a Zambia Air Force helicopter flew provocatively over the UPND Chawama rally last weekend.
For as long as leadership of the Electoral Commission and other important government institutions are appointed by the office of the president, Zambia will continue to be a defacto one party state pretending to be a democracy.
The playing field is clearly not level and advantages the ruling party while severely marginalising the opposition.
Conclusion: The 2016 campaign is not free and fair and will result negative appraisal of the fairness of the election if the PF wins.
