United Party for National Development (UPND) Vice President for Politics Canisius Banda is calling for an enactment of a law to deter people from promoting tribal hatred in Zambia, reports Pan African Radio journalist Hermit Hachilonde.
Speaking during a media briefing held at the Party secretariat in Lusaka on the 29th August, 2016, Dr. Banda said it is imperative that the people advocating for tribal hatred must be imprisoned to maintain peace and unity which Zambia has enjoyed since independence.
Dr. Banda stated that it will be outrageous to allow some individuals to divide the country after fifty-one years of independence.
“We must have laws so that some who are talking promoting tribal hatred in Zambia can be arrested” Dr. Banda said
Meanwhile, UPND chairperson Mutale Nalumango said it was folly for any politician alleging that UPND is a region political party in Zambia.
She noted that tribal cards in Zambia are only being played by some politicians whose motive is to divide the country for their self-aggrandizement.
“It is folly for people to allege that UPND is tribal party in Zambia” Mutale Nalumango said
And the UPND vice President for politics Dr. Canisius Banda has since urged the former UPND Deputy Spokesperson Edwin Lifwekelo who recently re-joined the Patriotic Front to put God first in his entire life.
Dr. Banda urged Mr. Lifwekelo not only to go to the PF for himself and his family but also to serve the community, affirming that he wishes him well in each and every aspect of his life.
“Edwin go! Go! We wish you well, also put God first where ever you will be and work for the community not for yourself and your family alone” he said
In other words arrest the entire pf including ka lungu for breaching the constitution and not handing over power.
Dr Banda I thought you had a direct line to Hecky Hecky No! Instead of going on the radio you should have just called him up to tell him he needs to be caged for his tribal nonsense!

My answer is no. The opposition should start fighting for a trully independent police force and the judiciary because their current form they are a danger to peace in Zambia.
Why do I say both the judiciary and the police force are a danger to the peace in Zambia? For a start how many court rulings has PF police failed to enforce with impunity since it came to power? I can not remember any?
We have the latest ruling about illegal ministers but no action to stop PF illegal ministers from abusing state resources and force them to pay back.

As I have said, yes we know and understand that it is not everyone in UPND who is tribal, but those who beat up people on the basis that they were not from their tribe are tribal.
And UPND needs to condemn them without being seen to cover or should them. Otherwise it would show that UPND leadership approves of it.
Those criminals combined two aspects in their behaviour;
1) They claimed they were upnd who were against those who were not UPND.
2) They used tribe as criteria for identifying the hose who were not UPND.

The genesis of tribalism is UPND please read their constitution on the qualifications of the party president. This was the same problem in Zambia Railways during the time of Anderson Mazoka, Mrs Monze, Hachipuka there was Mumpashya commission which investigated tribalism played by our tonga brothers and sisters. I think you are all missing it. What Dr. Canacius Banda is advocating is that we need to have laws in the Country which makes it an offence for any one who talks and promotes tribal talk in order to influence or incite the people for his own benefit. For example we may have a law which says “calling someone a tribalist or promoting tribalism during public discussions is a criminal offense”. One who commits such an offense shall be liable to fine of not less 15 000 Kwancha or save a sentence of not less than six month with hard labor or both depending on the gravity of the offence committed. I am not a lawyer but those who are lawyers can refine it better. With such a law in place many would be deterred from altering tribal nonsense in public let alone seen to promote it. No one…

Further & in case you didn’t notice the proposed Bill of Rights that you rejected had specific protections against tribal & invective objectives. Did you read the document before objecting to it sir? What law do you want now? I must say that UPND existence & objectives in the past 2 elections especially has been disappointing. My take is reporting that violence on Bembas and Easterners to the ICC will and has helped rein in their propensity for tribal ill treatment of others!
