It is criminal for anybody to call for an illegal revolution as a way of protesting the outcome of the general elections, United Party for National Development (UPND) vice president for politics Canisius Banda has charged.
And Dr Banda has differed with the UPND vice president for administration Geoffrey Bwalya Mwamba (GBM) on whether the party should go for a convention or not following its loss in the just ended August general elections.
On Monday during a press conference held at Chainama Hotel, Mr Mwamba said there would be no need for a convention because Mr Hakainde Hichilema was still in charge of the UPND as president and Mr Mwamba also called for a revolution to protest the outcome of the general elections.
But in an exclusive interview with the Daily Nation yesterday, Dr Banda said GBM had no authority to issue such a statement.
He also said that it was criminal for anybody to call for an illegal revolution as a way of protesting the outcome of the general elections, adding that a legal revolution should be done through the ballot as it happened in 1991 when Zambians revolted against the United National Independence Party (UNIP) governance.
“So you might have heard the other day we had a press conference, then Geoffrey Mwamba said there will no convention and things like that.
“That is ultra-vires, vice president Geoffrey Bwalya Mwamba has no authority to issue such a statement,” Dr Banda said.
Dr Banda said such a statement could only come out of the meeting of the National Executive Committee or National Management Committee and not an individual.
Dr Banda said to make such a statement was ‘‘grossly premature’’, especially now when the UPND was still battling with keeping its members consoled.
He also said Mr Mwamba’s statement on the convention was highly ‘‘suspicious’’.
He said UPND members were currently hurt, disturbed and seeking direction.
Dr Banda said utterances made by Mr Mwamba would not help the UPND in anyway, adding that it was important that he (GBM) was careful when making statements.
Dr Banda said the party was owned by the citizens and that it had its organs which would hold its meetings.
He said it was at such meetings when the party should decide on what it does next.
Dr Banda said the meeting must be held to decide the way forward of the UPND and that only the secretary general had the powers to call for such meetings.
He however said there would be National Executive Committee and National Management Committee meetings to discuss what the UPND should do next following the election loss last month.
Dr Banda said it was only after holding such meetings that a decision on whether the party should go for a convention or not would be decided, and not Mr Mwamba.
He said the people must be consulted because they were the ones who put Mr Hichilema as a leader and he (HH) derived his powers from the general membership, hence the need to consult them on the way forward for the party.
Irrespective of the issue at hand, attacking a senior colleague in public or through the media is quite immature. Canisius is a good guy who however must study politics a bit more. Opportunism bears short rewards.
If UPND has to survive as a party, it needs to behave differently from now. It needs to set the trend. GBM is bringing ideas from PF of wamuyaya. If it is true that what he said was from his head and not party policy, then he needs to be called out. He was behaving like azungu anikonde. It is true his statement was very suspicious. Why talk about the things that have not been discussed by the Party’s Executive Committee? UPND will need to change alot of things, one of which is this 2 vice president issue. With the running mate clause now in place, you cannot continue with this redundancy of positions. So I am afraid, I do not agree with your analysis Neon. GBM has to be called out with his lies!

I dont blame Dr Banda for speaking out publicly. He has been attacked recently through Zambiawatchdog. I think he realises that his life span in UPND is under serious threat and if he doesn’t raise his voice, he will be pushed out. I agree with @Comedian that GBM is bringing the PF wamuyaya mentality to UPND and that should not be the case. HH has lost 5 elections, surely, people need to discuss this and see whether he is the best person to take the party through the 2021 elections. Before commenting on any issue i first look for the source and in this case the source of this story by LT is Daily Nation. Can anything good come from Daily Nation (PF’S media) on UPND issues? The motive behind Daily Nation reporting on UPND matters is not in good faith (evil). I wouldn’t be surprised to see Canisius refusing saying such things as reported by Daily Nation. Whatever the case attacking your fellow senior party official in the media send a wrong signal to the followers and its such behavior that brings division in the party because GBM has his followers within the party just like Canisius. Holding of a convention by UPND is ineluctable. How HH handles this issue is cardinal for UPND and Zambia’s democracy going forward.

The fact that UPND needs a convention should not even be a matter of debate. They should have had one when HH first lost an election. I am totally flabbergasted to realise that there is a possibility that HH might actually be the UPND presidential candidate in 2021.

Hatred that UPND members have on Bembas is also being visited upon on Easterners. Dont forget that the population of Eastern province is almost identical to the population of Southern province. Which means that if UPND carry on insulting easterners and treating them in the manner that HH treated Canisius Banda, it will be harder still for the party to win the presidency as the two regions will cancel each other out if Easterners vote for UPND’s rival party.

Let’s not pretend, UPND will struggle as a formidable opposition political party if HH left it today. The party has been moulded as a one man show for a long time. The man has invested heavily in the party, bankrolling it using his political fortunes. MMD was the only party that never relied on one person for its existence but even then where it now? PF was also a Sata personal property and it survived after his death because they were in power and controlled all the state machinery and resources. But it too almost collapsed following a

So these calls for HH to leave are not genuine… they are meant to weaken the party. HH needs to mentor someone who he will gracefully hand over power to, and not through rushed emotions.
But this is a lesson to Zambian politics that you never create and run these political parties like personal businesses where one person calls all the shorts. Take a leaf from political parties in the West where leaders come and go but the parties survive. In fact sometimes like in the US the leaders of the party are not even the ones running for office. They just sponsor the candidates.

It should be common sense that if a baby skips crawling and starts walking, we cannot tell that baby to go back and start crawling instead; rather we encourage it to start running. HH did not need to start out as a Councillor or ward chairman. He was already beyond those stages. He simply doesn’t have the natural grain in him to be a politician. Had he had it, it would have germinated.

Could someone help me understand if the issue of the grade 12 Qualifications of Mr. GBM were conclusively resolved. Am alive to the fact that the Electoral Commission of Zambia allowed the documents to be lodged in. But are we certain that the documents were authentic??? Anyone with info please help

What makes you think that they are “incompetent?” Do you have any proof that they are?
You talk and seem to forget one fact. We like it or not to run a political party in Zambia today you need money. Especially in the opposition. The party in power easily gets from the Treasury. So before we look at who will take over, we need to ask ourselves if they have the capacity to fund or organise funding for the party to survive. I rest my case without any preference.

That was part of the rationale used in selecting a successor for Mazoka. It hasn’t worked. Michael Sata may not have had as much money. He managed to win an election, though without the blessing of a personal wallet. More than money, UPND should concentrate on finding a natural politician. They have not been fair on Hakainde. He has had the money, their main attraction to him. However, he lacks a natural flare for politics. His political career has been a slow process of learning to dance Simbayoka while already on the performance stage. It hasn’t been easy. I admire him. Most other people would long have given-up. He hasn’t. But that’s not to say he hasn’t failed either. For him, it has been a trial and error kind of thing – not what I would propose for any other human…

I would like to draw attention to what is going on in some parts of Lusaka in relation to the behavior of the so called Parking attendants. I think its about time motorists are alerted to some scam that is going round especially with the parking lots at Barclays Northend Branch and ZRA head office.
There is a team of about 3 to 4 suspicious looking individuals who are in the habit of clamping vehicles considered improperly parked. The council needs to come up a better ID for us to be able to know who is a legitimate parking attendants or not. Law abiding tax payers are being swindled on their hard earned cash by these dimwits. This bunch of *****s mascarading as council employees are always hiding in the trees opposite the bank along the middle walk way. When one comes back to the car, they find these crooks surrounding the car whilst having placed their ugly looking spiky device under the front wheel of the drivers side. We cant allow this to go on because in the first place, there should a sign of NO PARKING ALLOWED and even these *****s should be there to direct the motorists not to park their car on that spot if at all its not allowed.

When we argued for some time over the payment, a stranger came in to be an intermediary and suggested, I give them a little so that its a win win situation. This never really bothered me that time because giving them a K5 instead of a K50 seemed fair on my part and I was running out of time on a very hot day. So gave them something for water. The council should put out an advert to state clearly whether that bunch of *****s are the only crew allowed to work on those spots in front of ZRA and BBZ. They council should also clearly put some signs to help motorists park their cars in the right spots. I am talking about motorist who might not be familiar with Lusaka.
The the council just go into some kind of collaboration with RTSA for collection of some of these fees as I suspect about 95% of these are just scams. These guys can issue tickets that one can pay for online or at the council using a cashier as opposed to give money to any Jim and Jack that just goes directly in their pockets.

UPND is a tragic story of a tribal party that was never meant or intended to be, but which became one after the demise of its founder. article 79 of the United Party for National Development constitution is unambiguous and explicit over the term of Office of President.
