Luapula PS directs Water Company to disconnect both Government and Private unsettled accounts

Luapula Province Permanent Secretary Boniface Chimbwali has directed Luapula Water and Sewerage Company to disconnect Accounts of all owing entities from both public and private sectors in the province.

Mr. Chimbwali says he is sadly concerned at the high levels of failure to settle water and sewerage bills by the consumers of the services in the province which has resulted in serious operational problems for the Water Company.

He added that the only Institutions which should be exempted from closing of the water Accounts are the Hospital and Prisons because of the nature of their business in the province.

The Permanent Secretary suggested that the Water Company management must execute the directive without any delays unless in situations where the affected Institutions enter into a reasonable payment agreement which must be agreed by themselves for a consideration.

Mr. Chimbwali also directed all Heads of Government Institutions to ensure that they prioritise settling water and sewerage bills promptly in order to prevent disruption of the smooth running of their Institutions as water is critical to human life.

  1. Who is this PS putting his job at risk? Doesn’t he know that Government operations can come to a standstill without water? What he should be doing is lobbying for funding from the national treasury to settle those water bills, not supporting disconnections even from his own premises

  2. This chronic problem is evidence to the economic capabilities of citizens. It’s indicative of attitudes in deciding what their household will prioritise as necessary. Clearly people are struggling financially rather than being lackadaisical or irresponsible. Food, shelter(rent) is about all most ordinary people are struggling to hold onto. This problem will grow. Removing fuel subsidies will probably mean loss of jobs to those eeking out a living in the transport sector especially those doing minicab services.

    Cost of Amenities live many struggling to balance their home budgets.

    • The PS sounds as if he wants residential accounts to be disconnected also because the people of luapula did not vote for his friend GBM

  3. No you don’t disconnect supply, enter into an MOU where you work out a repayment schedule then ration water supply until the amounts are settled in full. But GRZ must also play its part to ensure that the culprits who didn’t remit monies meant to pay the suppliers are quizzed if not disciplined. And since the PS has said disconnect start with his office.

  4. @4danny, what you say is correct but some heads of department must be taken to task. I’ve info that these chaps have their priorities. Prepaid is the only solution.
