CSPR concerned with the misappropriation of funds meant for poverty reduction

The Civil Society For Poverty Reduction in Luapula says it is deeply shocked and concerned at the misappropriation of funds aimed at improving the living stands of people in poverty in the country.

Hope Mwelaisha the Provincial Coordinator for CSPR said the revelation in the 2015 Auditor General’s report was disheartening especially that poverty reduction programs were under funded.

Ms Mwelaisha noted that it is difficult to ascertain why there has been continuous mismanagement of public resources by government institutions.

“The Civil Society For Poverty Reduction in Luapula is deeply shocked and concerned that public funds aimed at improving the living standards of people in the country living in poverty have continued to be misapplied by those entrusted to run the public service, the revelation in the 2015 Auditor generals Report on how these funds were mismanaged Civil in various line ministries is disheartening. This is of particular concern, considering that Poverty reduction programmes were underfunded in some cases funds were not released at all.

“We note with great displeasure that various government agencies, there was the highest ranking of unvouchered expenditures of 349 million kwacha followed by the undelivered materials amounting to 251 million kwacha; the unvouchered expenditure is where payments are either missing, unsupported by relevant documents such as receipts and purchase orders.

“However, the irregularity remains an area of great concern by CSPR as it makes it difficult to ascertain why there has been a continuous mismanagement of public funds by government institutions, with high poverty levels in the country especially Luapula standing at 81.1% according to the Living conditions monitoring survey of 2015,” she said.

She called on controlling officers in various ministries to put effective monitoring measures and that government should take stain action to critically and efficiently implement performance contracts with public services workers.

“We note that there has been a reduction in the misapplication of funds as seen in the auditor generals report of 2015 from 73 million kwacha in the 2014 to 28 million kwacha in the 2015 report. We urge Controlling officers in various line ministries to put in measures of monitoring effectively.

“While CSPR is aware of the challenges faced to discipline erring public service workers within the current public service working conditions, Government should take stain action to critically consider effectively and efficiently implementing performance contracts with public service workers, this will enhance monitoring of performance of public service workers in various line ministries,” she said.

    • Luapulans recently voted for this very looting up to 90% for PF. They should not complain at all. If they are hungry, they should go to the home of Scarface for some monkey meat.

Don’t forget that UPND Maureen Mwanawasa was one of those found guilty of misappropriation of funds meant for AIDs victim support. It’s not a PF gov’t issue but more to do with the nature of Zambians drawn to politics and Public office and Civil Servants. These groups of whatever party are corrupted and have found a way to rob citizens to ameliorate their poverty. Go to Civic Centre for service and note it’s also Southern workers taking bribes. Let’s condemn without favour. Let’s jointly condemn and demand high conduct in office. Maybe even copy China where Corrupt officials are Hanged for…

  2. When will NGOs in Zambia be led by people with the passion for what they stand for? We should be seeing action taken by NGOs on behalf of the affected people. They are just talking and everybody thinks the only person who should react is the President. This is wrong!!!!!!. We need activists in this country to advocate for the mistreated masses and affected sections of society, otherwise they are also just as guilty as the ones they are pointing fingers at.

  3. Its official! HH is not well, he checked in with what he thought was general fatigue arising from the acting he put up during the last presidential campaign where he lost again. He has been diagnosed with acute illusory withdrawal effects. The symptoms for this illness are a sharp temper, loss of libido, loss of appetite, harboring ill feelings, believing in something unbelievable. If not treated, it leads to mental disorder often referred to as depression. At that stage the imaginary conversations accelerate, the patient can become violent especially to close associates. The cure for now is bed rest but it might be up scaled to medicinal dosages….we wish him quick recovery as we prepare for the party convention in January.

  4. These NGO’s are Weak and ineffective at their task. Why always Shouting after effect? Why not be Alerting before or during? Monitoring Funds needs to improve massively in Zambia. Maybe even managed by the Donors themselves because Public office staff are acting like children. Let them copy Swedish embassy.
