President Lungu advises new DPP not to be used to settle scores

PRESIDENT Lungu has said that the office of the Director of Public Prosecutions (DPP) must not be used to settle scores.

The Head of State has further said opportunistic members of the Patriotic Front (PF) and the executive must not use the office of the DPP to advance their own causes.

President Lungu was speaking at State House yesterday when he swore in Fulata Siyunyi as Zambia’s first ever female DPP. Caroline Sokoni once acted in the position.

President Lungu has advised the new DPP that he expects the office of the DPP to be independent, impartial and serve its intended purpose.

President Lungu observed with concern that the office was abused in the past, adding that he does not expect to witness the same thing under his leadership.

President Lungu advised Ms Siyuni to be dedicated and focused as she carries out her duties.

Ms Siyuni who has served the bar for more than 20 years said promised to serve to the best of her abilities.

Meanwhile President Lungu also sworn in Chewe Bowa as Sate House Commissioner of Police.

President Lungu urged Mr Bowa to ensure that there is discipline especially amongst the officers serving at State House.

    • Nonsense Mr President (with due respect). Those are the exact words you used when you were swearing-in Judges of the Constitutional Court but what happened over the UPND Petition? You were the one in the forefront to abuse the Judges of the ConCourt. Nonsense, tell that to the birds but mind you, your day is coming to defend your actions. You have not even told the people of Zambia why you hang-on to the Presidency when the petition was being heard thus breaking the Constitution which you yourself signed. That is another of the serious cases still waiting for you, Mr ‘President’.

    • Its like the late comedian sousande, His advice was always the opposite, Same with EL, says something and does the exact opposite.
      Does poverty affect the thinking capacity, I think Zambians have been affected by this, Look at the choice of a president and you will know what type of a country we are.

    • Ba UPND, get off this site. Your watchdog was tracked and shut down and now dogs like Sinono, Spaka like and Snake bite are bringing their foolishness on to this respectable site. UPND lost and tried to put the country in limbo by not having a president but the concourt saw through this and made a wise ruling

    • How about this woman, whoever she is, putting together a case for ECL abrogating the constitution as her first assignment? Would Chagwa consider that as being impartial. Rubbish! Who is the woman is she ‘Siliya’ or is she ‘Edward’?

    • Lungu is the expert at saying exactly the opposite of what he will do in public, and then sending his minions to do it behind the curtain.

      Now we know what to expect!

      In this case lets be impartial,I mean its not Lungu`s wish to appoint DPP, but that is under law. Whoever, would be the President, he/she would have to appoint.

      We need to start from Parley, where we still have old laws created under UNIP, which were all fitted for a one party state.

    • Fulata (sounds Senegalese!) should start by raising three counts of treason against Lungu. The first one was when Lungu disclosed Cabinet proceedings to Newton Ng’uni in his challenge of Guy Scott as Acting President. The second one was when Lungu made his Ministers continue in office when Parliament was dissolved in May. The third count was when Lungu refused to hand over power to the Speaker when the election petition was raised. If Fulata cannot do this then you know she a Lungu stooge.

    • Mutembo was never used by Fred. The two were ‘business partners’ who’s venture went wrong and they have never recovered since. They both tried to use MCS to get off the hook but my this was not to last because the other vultures in the name of ECL and his associates, were watching. When the time came their other foes came on board to haunt them. This is not the first or is it the last. Lungu’s (Edward’s) days are numbered. There is somebody watching him right now.

  2. That position should not be directly appointed, and, sworn in by the President. This is what makes me angry. These are changes we needed to make in the constitution. IG of police is another position which should not be by appointment.

    These are issues I expect UPND members to be discussing, but alas! It’s vote stolen everyday.

    • @Kumikoti I agree with you completely. Devolving appointments is what will strengthen our institutions. I am not sure why Zambians think prayer day and other revelation tools will in themselves provide action to decide on such important sanctions. Perhaps for once that is something the MPs can lobby without walking out of parliament, or taking too many shorts during recess or…

    • Its down to governance…thats the difference between the Sweden or Germany to Zambia; yes they should be sworn in by the president but not hand-picked by him!!

    • @Kumikoti, you poison, don’t blame UPND. They have never had enough votes in Parly to change the Constitution. They best they have ever done is just to boycott the PF Constitution. Why cannot you haters put blame where it is due – PF who control and run Parliament and the legal system? Lungu is manipulating the system after writing up the Constitution the way he wanted it.

  5. UPND can you refurnish account details where zambians who want to fight for the future of fair and free elections in zambia can donate.

    This not about HH or GBM it is about future generations of zambians being able to cast their vote freely and fairly with out vote stealing.

    UPND are only ones fighting the abuses we saw including PF using and banktupting GRZ funds to campain.

    Many zambians worried about the future of our country will donate to this none violent fight against tarrany and corruption.
    Even $1 dollar donation will go a long way.

    • I agree we need a movement to champion that but not UPND or PF or current chaps in politics. They are all fake. We need a People’s Assembly which will not have a tribal or stealing tag.

  6. DPP is the niece to First Lady. Police Commissioner Bowa is inlaw to RB. What do you expect. ConCourt 3 of Judges are related to ECL. Judge Sitali is sister in Marriage, other lady is cousin and she is the one that gave a court injunction at night to stop miles sampa at Mulungushi.
    Please dont expect anything good from ECL he says one thing and does the other. Right now his biggest job is to finish UPND no matter what it takes. Since when in the history of Zambia apart from KK is a person arrested for greeting his supporters.

      Do you know that the President of the ConCourt ,Hildah Chibomba, is a first cousin to Hichilema?
      The other judge Munalula, is young sister to Hichilema’s wife.
      What justice can you get from judges of that kind.
      HH was promised by Chibomba that she was going to rule in favour of him even if ECL won.
      The ConCourt President failed to interpret 14days. For HH he wanted the country to stay without a president for 5years.
      HAKAINDE NEEDS A FRESH START.

    • @Mary Tembo since when did we have a 7th time world record holder of losing Presidential elections in Zambia apart from the Supreme Leader HH of the UPND himself and has been impersonating as the President of Zambia…He will be put exactly where he belongs if he continues undermining the Government…

    • As long as those appointed are Zambians, they will be related somehow. That is how they come to be known. How does the system identify someone they do not know, from school, tribe, village, work etc. Just how? Maybe these jobs must be advertised so that even us without relatives and villages can apply.

  7. GOOD LUCK—–MEANT TO SAY. DYSLEXIA DISORDER IS A BITCH……..Dyslexia is a disorder that causes its sufferers not manage to express themselves in written language as they would love too . Mis- spelling words,leaving out words or seeing words upside down……Dyslexics cannot be WRITERS,hence they hire AUTHORS to write for them… Just wanted to make that clean , before someone takes offence to by COLOURFUL LANGUAGE….

A good appointment, proof that HE has a well balanced spirit, especially if it is true that the The Hon Siyuni is Tonga by tribe(all UPND Cadres are ‘trying’ to sound mad, but I think, they think, they are in with a chance, especially HH who’s rubbing his hands right now gleefully, with malice aforethought)! So we are through with the Nchito Saga. I pray for him that he will have come through this with a great learning experience and that he will take the time in his disappointment to consider doing some private pro bono work for citizens who can’t afford Legal Counsel, if he is still able to practice…..! Maybe set up a charity, so that he can do some sort of restitution to the citizens of Zambia. We wish him well now the fight is over. HOOORAY FOR WOMEN POWER!

  9. I wish to congratulate Mrs Siyuni nee Shawa for ascending to one of the highest judicial offices in the land. We all know how Mutembo the desk lawyer tried to fight you but as they say you can delay a good cause but not stop it. However now that you are in that office please serve Zambia we don’t want to have reason to come and go through the lengthy process of removing you from that prestigious office that Mutembo who was supported by our failed leader HH still dreams about ..make a difference and change the way people are prosecuted….2021 Zambia Forward

  11. The moment she’s going to recommend the prosecution of a person near the corridors of power she will be shown the exit door. Some pronouncements are just like that, they remain pronouncements. She’s Director of opposition prosecutions

  12. Is she qualified to hold the office? Just saying she has 20 years experience moght not be qualification enough. Remember the concourt judges qualifications which were challenged
