Lusaka City Council refutes allegations of selling Kulima Tower to a South African Investor

Lusaka City Council has swiftly moved to refute allegations that Kulima Tower Bus Station has been sold to a private South African Company.

In a stement released to the media today, the council said that what the council has done is appointed Parkrite Zambia limited as company which would manage the parking in the Central Business District with effect from 10th October, 2016.

The Council further said that the decision to award the parking rights to Parkrite Zambia was reached at through a Full Council meeting under minute number LCC/PSU/001CP/12. In the Memorandum of Agreement (MoU) it was agreed that Parkrite Zambia would manage the parking system on behalf of Lusaka City Council for an initial period of three (3) months subject to review with a possible extension of 10 years after which all the parking management system including the infrastructure would be handed over to LCC.

This morning, hundreds of PF cadres and some bus drivers this morning besieged Lusaka Civics Centre and staged a protest after reports that the PF government is in the process of privatising Kulima Tower Bus station.

Reports have emerged that the Government through the Lusaka City Council are in the process of privatising Kulima Tower bus station to an investor from South Africa.

ALLEGED SALE OF KULIMA TOWER BUS STATION

The Lusaka City Council would like to correct the impression created by some individuals that Kulima Tower Bus Station has been sold to a private company, to the contrary, Kulima Tower bus station has not been sold to anyone hence the station is still a property of Lusaka City Council. Recently the council announced the appointed of Parkrite Zambia limited as company which would manage the parking in the Central Business District with effect from 10th October, 2016.

The decision to award the parking rights to Parkrite Zambia was reached at through a Full Council meeting under minute number LCC/PSU/001CP/12. In the Memorandum of Agreement (MoU) it was agreed that Parkrite Zambia would manage the parking system on behalf of Lusaka City Council for an initial period of three (3) months subject to review with a possible extension of 10 years after which all the parking management system including the infrastructure would be handed over to LCC.

The parties further agreed that the operator (Parkrite Zambia Limited) shall manage, collect and enforce all parking fees including all on street and all off street parking spaces including intra-city bus terminus and independently parking lots owned by Lusaka City Council in the CBD; and that Parkrite Zambia shall remit 40 percent of the parking proceeds to LCC after submission of all financials to the Finance Department.

The City Council’s plan to engage a private company to manage the parking in the CBD is intended to sanitize and decongest the Central Business District to allow for better and safer parking system. The Local Authority through Parkrite Zambia intend to use proper paid parking management in its quest to move to smart city management protocols, such as smart traffic, smart lighting, and smart transport.

Therefore the council wishes reiterate that the alleged sale of Kulima Tower which is being propagated by some individuals is false and incorrect.

    • PF does not admit anything. They say one thing and the opposite happens. These are the worst guys when it comes to telling the truth. But there is a limit to lie-telling. Now time is catching up with them. Dununa regret. How can you become so unpopular within just three months after elections?

    • africans have big problem,you give up 60% of your revenue instead of empowering the local authority to collect 100% revenue.the biggest problem in zambia is political appeasement on the expense of development,when DANIEL CHISENGA was mayor he tried to modernize and offer alternative place for street vendors but mcs warned him not to proceed ,there is too much political interference from state house in council operations.most of municipalities in western world run parking lots and the revenue collect is used to better the cities,its all selfish,jealous and corrupt mindset thinking that whites are better in management.

    • Affectionately known as ‘lima tower’ by Kabovas. This is a darling of the Kabova fraternity which should stay that way. SATA drew support from there. Please leave Kulima Tower in the hands of Kabovas because it’s one of SATA’s cherished legacies. As Governor he never tampered with such monumental sites that were close to his heart. Move Lusaka City elsewhere and starts Privatising as much of the new city as you like but leave lima tower and other symbolic places as they are.

    • @Aka: a historical fact is a fact. We talk of the crimes of Hitler even though he cannot defend himself. What is special of that hopeless Satan, the worst mistake Zambians ever made? Satan was a hopeless bumbler and a liar who bequeathed Lungu, the ultimate disaster.

    • This information should have been part of the award process. What is wrong with our institutions? How do you enter into such a sensitive arrangement without consulting and engaging all stakeholders? That shows clear lack of Project Management skills within the Council or rather shear neglect of the Zambian people. You cant award a contract to manage systems that are already existing without engaging the current managers of the system. That is a recipe for confusion and anarchy. Let us take our jobs seriously for once and avoid blaming Politicians every day. How many Engineers and Planners at are this Council for them to lack those basic management skills.

    • Shot Put PF let the councils hire Parkrite a while back. It is good to research before spurting anger due to your inclination to UPND. I do not agree with the PF on 93% of their activities, but I give them credit when it is due.

    Seems the council would like to see some sanity at Kulima tower.The LCC officers are usually dodged by bus drivers who operates at KT most of whom come from chawama and John haward and motorist who preoccupy parking slots around KT disregards paying parking fees.

  4. There is just serious confusion in this country. Yesterday in Riverside Kitwe, We had our normal load shedding 10 to 14. And from 15 there was a fault and only repaired at 21. Today at 18 power has gone, Can’t these people at Zesco see that we were already loadsheded(punished) yesterday.

  5. We have privatised that dirty market station. This is good progress under the PF government. Chase out the greedy UPND cadres who used to steal parking fees from LCC. Next it’s Intercity.

HOW did they KNOW Parkrite offered the best deal WITHOUT CAMPARISON THROUGH TENDER? SMART CITY,SMART LIGHTING,SMART PARKING…what so SMART about a deal that is ONLY KNOWN to those WHO ARE DECIDING ON IT and YET ITS OF PUBLIC INTEREST? IS IT NOT JUST “SMART CORRUPTION” or “SMART STEALING”?

  7. This MOU is scam to defraud Zambians. There is no difference between former Council & Parkrite Collectors except that Parkrite is reaping even from where they did not sow. They have invaded Kamwala Second Class owned by private Indians & increased fees from K2.00 to K10.00. Parkrite collectors are still using the same handwritten receipts instead of vending machines or other systems, still no accountability. You only outsource if there are accounting systems in place. The Council is reaping twice from these shop owners by charging them rates & fees for parking slots reserved for their customers. Business is now tough for Indians since many Indians’ customers are shunning Kamwala due to exhorbitant parking fees of 10.00 regardless of time parked.

PF strive in anarchy, instead of enganging Lusaka City council on the way forward theirs is to match rowdly, next they will go to see their president at state house.     This has put pressure on infrastructure‚ resources and opportunities available to the people of N/W Rhodesia.

    To make the Mattress wet, they breed like Guinea-pigs in filthy Compounds & mine townships. Just take adrive to any compound in Lusaka or Copperbelt. They r spreading like a virus even up to L/Stone.

    You’ll find wave after wave of dirty/filthy/malnourished NYANJA & BEMBA kids & unruly youths. Their Govt is doing nothing about it whilst our nation (NWR) is being invaded.

  14. This country needs a fresh start. Why politicize a very good idea, everyone knows that the system will clean up the CBD but you want to kill it before it even takes off.
