ZRA Corporate and Communications Manager Topsy Sikalinda said on Friday 31st March, 2017 and Tuesday 4th April, 2017, the UPP President Dr. Saviour Chishimba issued statements purporting that the Authority dubiously and by corrupt means awarded a contract for the Design, Supply, Delivery, Installation, Supervision, Configuration, Testing and Commissioning of an Invoice Management otherwise known as Electronic Fiscal Devices to a named company amounting to K140, million.
Sikalinda said the Authority is an institution of high levels of integrity and careless statements from members of the public have the potential to bring the name of the institution into contempt and disrepute thereby affecting revenue collection.
He noted that having given that background, the Authority thought it was prudent for it to seek for a legal redress in the High Court on the matter.
“We have decided to sue the UPP President Dr. Saviour Chishimba for Malicious Falsehood and we are demanding K100 million in reputation damages” Mr. Sikalinda said

One of them talk a petition to court last year, and because of lacking the slightest evidence, he ran away from his own petition by spending all his time on preliminaries.
Then he turns around after his petition expired and time was over saying,
“have I been heard? I have been accused and thrown in prison without being heard”.

@ jfm the post was not insolvent they only defaulted on their obligations, ZRA gave them a payment plan which and they were paying through the court. There was one payment which was in dispute and they demanded for a meeting to reconcile the figures. ZRA swang into action and shut the business down. They went back to the revenue tribual and the tribunal ordered that the company be opened.ZRA never complied with the directive. Then in came liquidation issues. When this happens shareholders must be heard so that they can demonstrate how they will recapitalise the business. This wasn’t done.
Yes, Steve, but when the said payment was in dispute, the post rushed to court not back to ZRA and THEY STOPPED PAYING TAXES as the matter was being awaited in court and injunctions were obtained!! As far as i know, even when LWSC wants to shut you down, you don’t go to court, you go back to them. You sort out any disputes in terms of billing and then you agree a payment plan with them, of which they are very flexible just like the way ZRA is flexible. The problem is Fred had ‘connections’ which protected him in the judiciary hence rushing to them and pulled a finger at ZRA and STOPPED paying tax.
Since Saviour says he has evidence, he has nothing to fear. This gives him a great opportunity to prove his allegations and bring out the alleged corruption on public through the court process.

I would be shocked if the courts upheld such a notorious, substandard and corrupt mode of operation. Whistle blowers hold institutions and organizations upright and tight. ZRA is Zambia Revenue Authority and not Zambia Railways(Ibange).
If Chishimba has evidence let him show the courts. If he does not have the evidence, let him pay because he can not maliciously accuse innocent people like that.
PF government is allergic to court hearings. ZRA is a public institution and Zambians have the right to know how their institution is managed. If there any concerns being expressed by one Zambian on behalf of the lot the solution does not lie in dragging an individual to courts of law at the same time judge him and slap K100m as damages. Justice in this case falls short of normal standards. Allow court process to play its role. Why is PF government so afraid with court procedural processes and resort to unorthodox methods of justice.
The Doc is not a whistle blower. A whistle blower will report to authorities in confidence. In this case the Doc is accusing ZRA and not an individual in ZRA PUBLICLY, and therefore any thing which is uttered in public is best resolved in court so that liars are deterred from lying. Or indeed the perpetrator is brought to book.

The truth must be told, we should be told how and how much has been stolen so Chishimba should producing the evidence not just pointing at people and institutions that they are corrupt without proof.
