Ministry will not issue license for marijuana medical use – Chilufya

Health Minister Dr Chitalu Chilufya says his Ministry will not issue any license for the cultivation and use of marijuana for medicinal purposes.

Dr Chilufya has told Q news that as the licensing authority; his ministry is not ready to issue any license as currently the end to end encryption for marijuana from cultivation to processing for its medicinal value is nonexistent.

He has since advised all persons interested to get licenses for the cultivation of marijuana for medicinal purposes to engage with the technical people on the end to end encryption for now.

Dr Chilufya stated that once the end to end encryption is established, the ministry will announce so that interested persons can come forward to submit their details so that they can be given licenses.

In March this year, Home Affairs Minister Steven Kampyongo told parliament that it is mandatory that one obtains requisite lawful authority to enable them cultivate cannabis for medicinal purposes, failure to which one commits an offence even if it is for medicinal purposes.

    • I cant touch a man who smokes Marijuana, who smokes anything, or drinks, or has tattoos.

    • Retrogressive thinking that has been inherited from MMD, FTJ created DEC and yet Castro a Chamba smoker was never arrested??? Alcohol then should also be banned! Alcohol is a greater evil than marejuana, let’s be fair here! Alcohol continues to kill more people and destroy more lives than any other substance! Ban alcohol as well!

    • It is very surprising that HH refused to give way to the presidential motorcade.

      Because even Peter Sinkamba knowsand remembers that it is wrong to behave that way.

      The ministry is right, they shiukd not give license for such substances.

      We have other substances that are used for medicines.

      This substance is a menace.

    • Mujajati wants the legalization for distribution. What with the pitifully doctors’ salaries.

    • Ba PF Katwishi …. meanwhile they are not even releasing information of the damage (mentally as in the case of @ Mushota and or physically, e.g. liver & Kidney damage, diabetes etc) alcohol intake has had on this country. Also what this has translated in terms of costs. There is also need for some comparative study with a country that has legalized it for medical use. Otherwise let us not pretend casual use is not an issue when you want to smoke this stuff is available everywhere 🙂

    • While we are busy enscrypting our brains, other countries have seen real Gold and cashing in big time! God in His Infinite Wisdom did not create Marijuana for nothing! It definitely has a good role in our wellbeing! The trouble is we don’t research to know the many benefits from Marijuana! All we know is the abuse part which in essence is a side effect people abuse! I wonder if MOH is even the right ministry to know the commercial value of marijuana. They don’t research!

  2. Because you want to smoke it alone. Be spontaneous and be brave. What if a cancer curing treatmenet is found in cannabis by another country? Will you be the first country to make order for the new drug instead of being in the forefront of discoveries. Pot is not just for recreational purposes – it’s medicinal. Come to the West – eg Netherlands and you will smoke greenglass pot which is not better than our pot from Choipata.

    • In America we are feeling eerie and we are the number one economy!!!!
      In your country, it’s a free lunch ticket for your police if I am found with a little stash for personal use. Tell you the truth, 90% of your police and military personnel are smoking weed.

  3. Makes no sense at all. People will always smoke and grow it. Why not take advantage and raise funds from that. Legality of the issue is waste of energy, the point is this is potential government revenue – people will always smoke and grow it with or without legal support.
    Government must think throw this one.

  4. Its clear that these lazy empty tins are incapable of managing such licencing policy…please just concentrate on the basics like putting medicine, beds and having running water in hospitals.
    I wonder why we have doctors in such positions when we have a shortage of them in clinics.

    • I think the Minister is using an IT term to describe security issues surrounding the process from cultivation to processing, so that the plant cultivated for medicinal purposes is strictly used for that sole purpose in the end. He has ‘coined’ the phrase in the medical field; now that’s a first!

      Sorry, for the explanation of ‘end to end encryption’ consult uncle (Google of course)…

  5. Looks like PF and there so called technical experts are already smoking marijuana among themselves. There is no such things as end-to-end encryption in marijuana trade. This are not digital bytes for you to guarantee no man in the middle attack or non-repudiation. This is a crop we are talking about.

    What do they even mean by end to end encryption. Where are they using it now. In copper exports?

  6. Africa is suffering from poverty of the mind. The so called educated people should just got in to the villages and learn a thing or two about herbs. Marijuana is the solution to Zambia’s economic crisis not HH.

  10. Dr Minister, I think you had too much weed. This is the reason Africa will never develop .You can’t “digitize” Marijuana using encryption protocols. WE should legalize it not digitize it.

  11. More than 95% of able-bodied men roaming along Zambian streets, and carrying bags or walking half naked, are victims of the mind-altering substances contained in Cannabis sativa (CHAMBA/IBANGE /LUBANJE/MBANJE- a plant which originates from Asia. Let us stop aping foreign ideas.

    It is mind-boggling as to why Zambians should be promoting the growing of this exotic plant species when this country is endowed with more that 5,000 species of plants most of which are potential remedies for a diversity of ailments. This is a wake up call to University Schools of Medicine to conduct pharmaceutical research on indigenous plants. We salute the Hon. Minister of Health for banning the issuance of Licenses that would have sent thousands of people into spells of psychiatric complications.

  13. Like any substance it must be treated with respect. In terms of recreational use, it can be very bad for mental health making people paranoid and maybe even psychotic. But for conditions such as MS, it can relieve some symptoms. So approach with caution.

  14. PLEASE WE NEED A FULL BODY SIZE PHOTO OF LINDA KASONDE, KASUUMA BUT I WANNA SEE THE WHOLE BODY STRUCTURE NA CHEST CONTROL . I ENVY HER COURAGE SHE WANTS LAZ TO BE PART OF THE BENCH ON HH TREASON CASE HAHAHA..SHE WILL SQUASH OF ALL TUMA STATE LAWYERS
