Visiting Commonwealth Secretary General Patricia Scotland who has brokered the truce has told a media briefing in Lusaka that the two leaders have willingly decided to forget about last year’s elections and engage in meaningful dialogue.
Ms Scotland said that both President Lungu and Mr. Hichilema are committed to the values and aspirations set out in the Commonwealth Charter, of peace and harmony particularly in this peace building year of the Commonwealth.
Ms Scotland said that the two leaders have agreed to a process of dialogue, facilitated through the office of the Commonwealth Secretary General, whereby a roadmap of reforms pursuant to Commonwealth principles of good practice, governance and the rule of law, can be undertaken in preparation for the 2021 elections.
Ms Scotland explained that this roadmap will be created through an inclusive, consultative process which will involve all political parties, civil society organizations, the church and other key stakeholders.
The Commonwealth Secretary General has disclosed that President Lungu and Mr. Hichilema have both agreed that the progress of implementation of the said reforms should be reviewed at the end of 2019 in order to ensure that the preparation and implementation of any such agreed reforms are completed expeditiously, and in good time for the 2021 elections.

I’m glad ECL’s ego and pomposity has been brought to check. The commonwealth was going to sanction the Lungu administration and free all PF members’ assets abroad. Next would have been sanctions through the UN. I smell a command for Lungu to stay away from the 3rd term bid and the ceasing of his grip on the Judiciary and media and especially police. All this panga wielding crap will cease and Lungu will be humbled.

He is crying mercy mercy so that when HH ascends he can have leniency on Lungu. But alas to ECL’ s minions. They will pay the price and cry that Lungu sold them out. The fall begins. People in PF will be purged.

If judicial independence and judge appointment issue is part of the roadmap including the 14 day petition limit to exclude days the case is adjourned then the roadmap is a good one.Constutional court to hear all cases without fail and then pass judgment with help of the jury drawn from all corners of Zambia is the way forward.
All these are simply aspirations of the majority of Zambians but what will matter is whether Lungu and his stooges will swallow their pride and allow the process to yield amicable results…

The Commonwealth has seen the degradation of democracy in Zambia and have stepped in to ensure that the PF does not make Zambia a totally failed state. Well done Ms. Scotland and the commonwealth. Now we need to get rid of this police state and restore the rights of everyone. The democratic reforms should include an independent electoral commission, not the mess we have now, and a restructured police service.

Big, big mistake from HH. HH has compromised and sacrificed principles and political reforms for the sake of his jail release. To me he is no Mandela or even others who had to pay the ultimate price to ensure longer lasting reforms.
This sugar coated truce won’t achieve anything. What will stop Lungu from rigging and stealing elections results using state agencies and then we will be back to where we are today. There’s no meaningful dialogue that can come in Zambia without acknowledging the source and what caused the impasse in the first place: i.e. the 2016 stolen elections.

@Maverick, I understand your frustration but you are wrong on two fronts. (1) HH did not secure his release through this agreement. He will still go to court decimate the s.tu.pid IG and DPP who have no evidence whatsoever. (2) The reforms are not yet agreed to. What HH agreed to is the process of arbitration by the Commonwealth secretariat. If the current government reneges or refuses to change key electoral infrastructure, like what you have suggested (which will most likely be HH’s points of reform), then the UPND and HH can declare that the process has not worked and go to plan B.
All in all this is a victory for zambia…hopfully the slid into perceived ( by some quaters) dictatorship has been checked and we can all look forward to a future of free and fair elections where the democratic rights of all citizens are protected…..

Fellow citizens , can’t you at least rejoice that a woman with good conflict resolution skills has taken us a step forward ? Lets start this with a positive notion and lets remember that no matter what, we still need opposition parties and the largest being UPND with HH as leader. Treat this as a break through , more like when a married couple about to split up attend counselling and they agree to put differences behind them. If HH is found not guilty of the so called treason case then we’ll be happy and good to move on.
