Commonwealth Secretary-General Patricia Scotland signs Visitors Book during her visit to State house
President Edgar Lungu and UPND Leader Hakainde Hichilema have finally agreed to dialogue on the current political situation in the country arising from last year’s disputed general election.

Visiting Commonwealth Secretary General Patricia Scotland who has brokered the truce has told a media briefing in Lusaka that the two leaders have willingly decided to forget about last year’s elections and engage in meaningful dialogue.

Ms Scotland said that both President Lungu and Mr. Hichilema are committed to the values and aspirations set out in the Commonwealth Charter, of peace and harmony particularly in this peace building year of the Commonwealth.

Ms Scotland said that the two leaders have agreed to a process of dialogue, facilitated through the office of the Commonwealth Secretary General, whereby a roadmap of reforms pursuant to Commonwealth principles of good practice, governance and the rule of law, can be undertaken in preparation for the 2021 elections.

Ms Scotland explained that this roadmap will be created through an inclusive, consultative process which will involve all political parties, civil society organizations, the church and other key stakeholders.

The Commonwealth Secretary General has disclosed that President Lungu and Mr. Hichilema have both agreed that the progress of implementation of the said reforms should be reviewed at the end of 2019 in order to ensure that the preparation and implementation of any such agreed reforms are completed expeditiously, and in good time for the 2021 elections.

However, we thank God that the country will move forward. Its like having MMD stuck at One O Clock! PF and HH accept critism and you will both flourish! Well done everybody involved in the reconciliation. It’s very cardinal to forgive and forget.

Is it both, is it Lungu or is it HH?

Hahaha, well I think only one will forget. Of what use is it if Lungu forgets, or remembers the 2016 elections?

Thanks of course it makes sense if HH promises to forget.

    • So how does make Tresphor Mpundu look? Instead of taking a reconciliatory role he stood on an ant hill to proclaim his imagined dictatorship taking root in Zambia. Are these supposed to be statesmen from whom we are supposed to seek wise counsel?

I have worked for the United Nations so I believe in peace and PEACE is my middle name.

Regardless of ones political membership, we are one tribe, ZAMBIANS.

Let’s move on my sisters and brothers. Let there be peace, love and togetherness again in Zambia. Let’s prove to the world that we can fly like an eagle ? in the sky again as one Zambia, One Nation and this nation is not about you and you but for every citizen. Let’s Tiyende Panodzi again as a great African nation am proud to come from. And please, let’s learn to forgive and forget. I know we can not forget the pain but once we forgive, we will minimise the pain

    • I’m glad ECL’s ego and pomposity has been brought to check. The commonwealth was going to sanction the Lungu administration and free all PF members’ assets abroad. Next would have been sanctions through the UN. I smell a command for Lungu to stay away from the 3rd term bid and the ceasing of his grip on the Judiciary and media and especially police. All this panga wielding crap will cease and Lungu will be humbled.

    • Lungu is the one begging HH to allow him to stay a little while on the throne. ECL knows he lost and all he can do is beg for HH to let go. In the past the PF did so with pride. Writing slogans like “it at the elections not in court”, “just prepare for 2021”, and “The petition 14 days is 14 days”. But they realised that all this call is numb skull.

      0

      0
    • Now Lungu has to politely ask the big man HH and beg him not to humiliate his administration further. All trumped up court cases are going nowhere, Lungu knows this for fact. He is crying mercy mercy so that when HH ascends he can have leniency on Lungu. But alas to ECL’ s minions. They will pay the price and cry that Lungu sold them out. The fall begins. People in PF will be purged.

You really know how to encourage yourself when you have fallen down and have injured yourself.

Ati “No it is not paining. Me I just fell but it is my neighbour who received the pain.” Ah you, are you sure.

Are you sure it is Lungu who had difficulties in forgetting about 2016 elections and looking forward to 2021?

The CW SG is just being diplomatic – otherwise she would have just put it straight that finally HH is willing to accept the 2016 results.

You fall down and break your leg and everybody notices it, then you stand and say, “No my leg is fine, I normally bend my leg at this exact point.” Iwe kwisa!!!

Hon Scotland put it clearly in her diplomatic speech that matters in court are fo the courts to deal with and she not tolerate any form of interference from the PF as she is herself has seen the evidence presented by both parties. UPNDs evidence is far superior and her expectation are that judiciary will conclude the matters amicably to the standard she believes is agreed ipon internationally .

I knew that PF zealots will confort themselves by issuing statements taken out context to appease each other.

    • First and foremost I would liketo thank Hon Scotland for visiting Zambia at this crucial time in the political history of Zambia. Her visit has done Zambians a great service by highlighting the fact consistently denied by Lungu and his PF that there is political tension in Zambia under PF. I hope PF stooges will consider her visit as a serious indicator of how undemocratic the PF under Lungu is viewed by the outside world. She has really being very diplomatic in her statement and unfortunately some PF zealots will misinterpret her statement into something else to pander to their fellow evil PF minions.

I suspect Lungu will listen only to Mugabe his mentor before he commits to any thing on this proposed roadmap for real. As I am writing this , I can rightly guess that Lungu has been on the phone to ZANU-PF consulting Mugabe.

Why is it that no journalist raised the question of judicial independence owing to the fact that the judges in Zambia appointed by the President himself to serve mostly his interest? And as such most judges worry much about losing their jobs than dispensing fair justice.

If judicial independence and judge appointment issue is part of the roadmap including the 14 day petition limit to exclude days the case is adjourned then the roadmap is a good one.Constutional court to hear all cases without fail and then pass judgment with help of the jury drawn from all corners of Zambia is the way forward.

All these are simply aspirations of the majority of Zambians but what will matter is whether Lungu and his stooges will swallow their pride and allow the process to yield amicable results…

Baroness Scotland was not representing Britain but the entire commonwealth a grouping we willingly joined and ascribed to its rules. For your information Lady Scotland is not even a muzungu as some are ignorantly implying. These are the same demands that many Zambians in the opposition, civic organisations and the church have been crying for but ignored by the government. Thank you Lady Scotland for pumping sense into our heads. I hope we will now learn from her what dialogue is before 2021.

    • @6.5 Jim, that is NOT my issue! It is NOT ABOUT COLOR BUT FAILURE TO REASON AMONG OURSELVES! Can you tell me WHAT IS NEW that this Lady Scotland said, which was never proposed by others who commented and advised HH??Didn’t the AU, EU,SADC,COMESA, Church Election Monitoring bodies and other organs including the Commonwealth advise that the “ELECTIONS WERE FREE AND FAIR BUT THE PROCESS REQUIRED IMPROVEMENT?” If the HH and his UPND had taken the path of pushing for these reforms instead of boycotting parliament and deceiving people that the international court was going to declare him winner, by now his popularity could have soared but see where he is..!! For FACTS, the commonwealth has its roots in colonial history and if we have to respect ourselves and be respected we need to listen…

    • @Ndanje Khakis, the Commonwealth Secretary General Patricia Scotland is not white, born in the Dominican Republic (one of the caribbean Islands ) and her family emigrated to UK when she was only two years old. Studied law, family law to be exact and has held various British government posts. She was appointed Attorney General by Prime Minister Gordon Brown, As Attorney General she was the Chief legal adviser to: Her Majesty The Queen, Parliament and the Government, Supervisor and Superintendent of the Prosecutorial Authorities.
So she is a woman of substance, she knows what to say and how to say it.

He will still go to court decimate the s.tu.pid IG and DPP who have no evidence whatsoever. (2) The reforms are not yet agreed to. What HH agreed to is the process of arbitration by the Commonwealth secretariat. If the current government reneges or refuses to change key electoral infrastructure, like what you have suggested (which will most likely be HH’s points of reform), then the UPND and HH can declare that the process has not worked and go to plan B.

  26. All in all this is a victory for zambia…hopfully the slid into perceived ( by some quaters) dictatorship has been checked and we can all look forward to a future of free and fair elections where the democratic rights of all citizens are protected…..

    • Kikiki ati dictatorship. Opposition losers are now calling election winners as dictators. Odinga will also lead a crusade of calling his president a dictator. Just forget about it we already know your intentions. Because you lost you want everyone to suffer. Leadership either attained ,made or given but hh doesn’t qualify on anything. You are just using him for his wealth even when you know the guy has no leadership acumen. To herd cattle is not the same as heading human beings.

  27. Anyway it had to take this lady to pump some sense into the “cruel step father Lungu”
Lungu needs to fire he’s current advisors, it takes wisdom and a lot of wise counsel to run a country.
You cannot always be flexing muscles when confronted with issues.

  28. @Spaka like Donkeys, when are going to grow and understand politics? In international diplomacy there is what is called giving the victim or villain a face saver. If underfive has chosen to forget 2016 and begin a dialogue towards 2021, whom do you think he will dialogue with if not The President? Forgetting 2016 means underfive forgetting everything including his petition, now that means he no longer challenged the election results. Therefore he has accepted President Lungu, both Obasanjo and Patricia Scotland have told him so.
As for 2021 elevtions, UPNDonkeys should expect the motger of all defeats because of the following which has cost them votes
    1. Arson on markets
    2. Xenophobia in Namwala
    3. Tribal attacks on easterners, bembas etc who gave UPNDonkeys some votes have now…

  29. ……3. Tribal attacks on easterners, bembas etc who gave UPNDonkeys some votes have now mobilised themselves to dent underfive and votes
    4. The easterners, bembas etc have now resolved to vote as massively for Lungu as Dundumwezi did for underfive
    5. He insulted the ECZ Chair as an easterner.
    6. If I were underfive, I would read the situation correctly and just retire from polirics. After all he is no longer the same underfive as the onw who took himself on a sleep-in tour of Mukobelo.

  30. Fellow citizens , can’t you at least rejoice that a woman with good conflict resolution skills has taken us a step forward ? Lets start this with a positive notion and lets remember that no matter what, we still need opposition parties and the largest being UPND with HH as leader. Treat this as a break through , more like when a married couple about to split up attend counselling and they agree to put differences behind them. If HH is found not guilty of the so called treason case then we’ll be happy and good to move on. Rejoice for we may have our lovely country back and hopefully with no unnecessary intimidation, arrests and one that is free for all citizens.

  31. In 2021 Justice Esau Chulu will still be ECZ Chairperson,Priscilla Issacs shall still be Director for Elections or whatever at ECZ.everything will be the same and expect little reforms.plus rumour has it that in 2021 election results will be announced electronically( IT experts will be in control),etc.SO I SIMPLY CANT SEE HOW PRESIDENT EDGAR LUNGU WOULD LOSE 2021 ELECTIONS ESPECIALLY IF PF MAINTAINS ITS SUPPORT IN 6.5 PROVINCES!!it will be the Kenyan or Rwandan way(ruling parties winning once more in 2021)!!!
THE ONLY THING HH HAS ACHIEVED HERE IS HIS FREEDOM FROM MUKOBEKO.OTHER THINGS WILL BE AS IN 2016 OR BEFORE!!

  32. Hh accepted because the beauty of the lady clouded his brains and his mind went the bottom pipe. He accepted in a rush so that he can go and wanka. Wait and watch what he will say now that he has relieved himself.
Alabane umwanakashi emuntu. She understands where a mans needs are. She knows where to touch and what words to use to neutralise a highly charged man. Am talking about a real woman.

    • Hh has sold his principles for a hug and maybe a kiss on his cheek. The meeting with the shrek obasango lasted more than 2 hours and still hh declined to bow to pressure while the meeting with the beauty only took less than 10 min and hh saccumbed to pressure. Same story at state house especially with Amos , ecl stood his grounds but ka Amos kalibensa after kamona itanta.
Hh in a nutshell has no principles and therefore not fit to be our president because he can trade our country for xex.

  33. HH has compromised to save mother Zambia and what what he stands for still remains right. Just like the two women in the bible fighting for a live baby, and the King said the baby must be cut into two with a sword and each woman take half- the real mother refused to have her baby killed. She compromised to save the child while the one who was not the mother was happy to have the child killed. Mulatu au boli.

  35. I have told you that Zambia still needs a white man/lady; that Lungu has been evil and is a Christian hypocrity; that AU and SADC are us-e-le-ss; but thanks to Obasanjo; Zuma; Mmusi and Malema and Odinga etc; release HH

  36. @1.17 Mama

So, if you were told that Lungu has been forced to accept the outcome of 2016 election results you would believe?

    • There is no country in the world where a president who supposedly won elections is forced to negotiate with some one accused of treason…….unless everybody pushing for dialogue can see election theft and fake treason charges….

  37. I wonder why people choose to ignore their basic logic and math- HH lost the 2016 elections fair and square. Lusaka and Copperbelt were key. How can you win more votes at presidential level when you have 30 MPs less? Seriously?

    0

    0
    • Most of those PF MPs would have their seats annulled due to the state sponsored PF violence , some are in court already….

without the violence and using the state illegally to campaign for him even that 100,000 lead lungu had would have been difficult to rig and steal……

  39. Please please please people let us help with this process lets not talk about winning or losing let us not harden the hearts of either ECL or HH let as allow this fresh air to help us. Say no to violence, rigging, insults and provoking one another, let stop name calling let us go back to what we used to be and are brothers first even in our difference in belief. It is not worth name calling or killing each other over….Thank ECL/HH for coming to the round table infact before the emissary is sent let the two meet in mfuwe no just the two and talk….

  41. We applaud HH for his steadfastness in the face of cruelty afflicted to himself as an individual and his family on the injustices prevailing in Zambia today. We believe the laws of changeless justice has finally bound the oppressor and the oppressed. And close as sin and suffering joined for temporal kingship, sooner or later truth will triumph. In fathomed the evil that men do, lives after them. As said a few days ago, Zambia with its current elections system is incapable of conducting free and fair elections unless something extraordinary took place. If we are to believe what the Commonwealth Secretary General Patricia Scotland says on elections reforms, then a ray of hope to change things in Zambia may be coming. Thanks to HH though need not have been incarcerated as a yard stick for…

  45. I DO’NT UNDERSTAND WHY PEOPLE ARE SO EXPECTANT. THE DIALOGUE BEING TALKED ABOUT HERE WILL NOT WORK. UNLESS IT IS ONE OF THE FOLLOWING:
” HH HAS AGREED THAT HE LOST THE ELECTIONS, BUT THAT IN THE NEXT ELECTIONS THE POLICE SHOULD ALLOW HIM MORE FREEDOMS TO CAMPAIGN. THIS WILL BE REVIEWED IN 2019.”
