PF Secretary General Davies Mwila said that the Patriotic Front has not set any conditions for the dialogue except to demand for the recognition of President Edgar Lungu as republican President.
Mr. Mwila told ZNBC News that ZCID has since written to political parties to suggest dates for a summit of political party leaders which will take place next year.
Mr. Mwila also announced that no PF officials apart from President Edgar Lungu and Vice President Inonge Wina have been allowed to comment on the dialogue process so as to allow the ZCID conduct its work diligently. Mr. Mwila said commenting on the dialogue by anyone below him might jeopardize the efforts of ZCID. Mr Mwila also praised the efforts of the office of the Commonwealth for helping to facilitate dialogue.
Yesterday, the United Party for National Development (UPND) rejected PF’s demand that the recognition of President Edgar Lungu as the Head of State is non-negotiable by and for those who may wish to participate in the pending dialogue process.
UPND secretary-general, Stephen Katuka said that PF could set the rules of engagement in the proposed dialogue because they were just a participant in the process like any other stakeholder.
Mr Katuka said that the conditions to the proposed dialogue could not be set by one political party as all were mere participants, adding that it was those who were charged with the mandate to arbitrate through the process who could set the rules of engagement for the proposed dialogue.
Mr Katuka challenged other players to think about what would happen if the UPND also decided to set its own conditions for the dialogue to take place.
“This dialogue is not about Hakainde or Edgar Lungu, it is about the future of this country not individuals. The conditions must not be set by one party, it is those chosen to arbitrate who should tell us what to do and what not to do. Who is PF to tell us what to do?
“The rules of engagement must be set by those who are arbitrating, those who are calling for this dialogue. I don’t know what PF thinks, it’s like us saying first there must be this,” Mr Katuka said.
Why is PF even bothered by this and offer it a pre-condition for dialogue when President Lungu is already discharging the functions of President of Zambia.

This is inter party dialogue. Only political party leaders are invited in that capacity. I repeat people are invited in their party leadership capacity. So everyone including, Miles Sampa, recognises ECL as PF president. The dialogue is about political parties abusing state machinery when they ascend to power and political parties’ election conduct. This dialogue is not between GRZ and political parties.
Recognition of ECL can only be demanded under court order. An individual or in interested party cannot demand or command another citizen to recognize another. Only courts, I.e. the Judiciary can order or demand recognition of a sitting president. So far, the courts have not made any ruling to the effect that ECL should duly hold the instruments of power. Even the CJ declained.
If Lungu is a genuine and legitimate Republican President why is he demanding to be recognised? He knows that he stole the 2016 Elections and he is illegitimate. No Petition Hearing No Recognition. Let the Koswe Mumpoto President stew in illegitimacy. When eventually Lungu leaves Power and his immunity ceases he will face the music.Mulandu tauboli.

Lungu and PF are scared of Dialogue. They have too many skeletons in the Cupboard after stealing the 2016 Elections. They have been blocking the Petition Hearing becoz the Court will show that Lungu lost the Election outright. To rig the Elections in 2021 Lungu doesn’t want ECZ, Concourt, ZAP etc to be reformed. The Lungu and his Chipante pantry govt has thoroughly discredited itself. They are Now so unpopular and would lose elections now big time. Why we are entering into this dialogue process is because of a conviction by those who brought about this dialogue that there is something wrong with the way we’re running our political affairs. We’ve all agreed to dialogue, therefore, the ball is now in the court of the conveners of the process. Parties to this process cannot start arguing their case outside the court.
Lungu and PF are scared of the Commonwealth mediated Dialogue. They are trying to scuttle the Dialogue process by introducing preconditions. But, UPND is disputing the election of Edgar in the Courts of Law. Why should they drop their Causes for Justice? Actually, Courts do encourage parties to Causes to dialogue out side the Courts. Courts do not demand the withdrawal of Cases before out-of-Court Settlements. Why should PF demand for the Challenged legitimacy of Lungu Challenge in Courts before any dialogue can take place? UPND are Challenging the legitimacy of Lungu as Republican President, and not as a PF President after all, so why the more fuss?
What is it that this HH wants to “share” with the President and his team?
