Home Affairs Ministry responds to the new e-passport tender corruption allegations

The Ministry of Home Affairs has disassociated itself from the speculation and allegations circulating on social media relating to corruption surrounding a tender for technical and financial proposals for the e-passport production through a Public Private Partnership (PPP) procurement, and that this tender has already been awarded.

In a statement released to the media by Chifuta Nephas, the Public Relations Officer Ministry of Home Affairs, the allegations that the tender has already been awarded to a Belgian company as false, malicious and unfounded, and therefore, to be treated as mere speculations.

TENDER FOR MIGRATION FROM MACHINE READABLE TO E-PASSPORT

The Ministry of Home Affairs wishes to inform the general public that in order to improve security and conform to the international Civil Aviation Organisation (ICAO) standard, Government is migrating from machine readable to electronic passports.

In line with this decision, a tender for technical and financial proposals for the e-passport production through a Public Private Partnership (PPP) has been floated. This tender seeks to solicit participation from all reputable companies with financial and technical capacity to facilitate migration from machine readable to e- passport.

The tender was floated in accordance with the Zambia Procurement regulations which guide and regulate all public procurement.

The Ministry wishes to disassociate itself from the soeculation and allegations circulating on social media relating to corruption surrounding this procurement and that this tender has already been awarded to a Belgian company as false, malicious and unfounded, and therefore, to be treated as mere speculations.

Arising from that, the Ministry urges all interested companies to respond to the solicitation before the due date for possible consideration.

    • Ministry of Home Affairs is still not telling us in what ways the new passports will make travel outside Zambia easier for many of us.

      For instance, what visa waivers there will be and protection of data in the embedded electronic chip from fraudsters …

    • This is a unnecessary overhead expenditure for a corrupt country like Zambia without financial stamina.

  1. Corruption, nepotism, & regionalism is the new religion in Zambia today, & the Pope of these vices, is a drunken pretender known as, Jonathan Pombe Mutaware.

    • They said the same thing about NRDC land …first they deny vaguely then state that its a swap by then money has already changed hands…this is a ministry overseen by a former Katondo Street Currency dealer what would you expect.

  3. He has just told you that the tender is still open but you are still crying corruption . meanwhile serious people are applying.

    • You know what I’ve learned in Zambia is that if my bid fails I run the Zambian Watchdog and claim that there’s is corruption in the awarding of contract. If my bid succeeds I keep quiet.

    • It’s normal to believe fake rumours and speculation in Zambia today than actual facts. That’s why I don’t see any serious challengers to PF in 2021 just like the by-elections proved.

  4. How far are with the issue of a civil servant Amos Chanda insulting a citizen to a point of dehumanizing him(that the guy was below a dog). Are the documents now ready for a disciplinary issue.

  5. This clarification is bull, procurement of a Public Private Partnership project is guided by the PPP Act and not public procurement procedures, that alone tells you that the statement is shrouded in lies.

  7. Word Corruption is now becoming boring and it has lost its meaning or i can say it is now a weak weapon to strike on the siting government. Even to go to toilet you will hear that he has corruption involved why the flies not following him when coming out of the toilet. We have buried our heads in mud we have stopped thinking about positive things

    • “Corruption” is a code by tribalists to campaign against those they hate and who are not like them! The goodness is that It will NEVER be president.

    Never trust them…..a bemba will steal from his own wallet and think he is being sharp.

    They just want to steal money now, eurobonds are gone so expect to pay for new passports, new reg cards and new driving licences and new ATM bank cards….

  9. This Government needs to consult US he pipo , don’t just false things as u did on internet based calls, we need to understand what this e-passport is , are we going to have a Chip on ur body for identification? if so what part of the body? forehead, private parts , hand etc?
