Good morning Pilato.

I have read your entire article reflecting on George Compound and I agree that something is wrong somewhere. What is wrong is your narrative that has a bias and meant to satisfy the political egos of your present-day colleagues. Let me tell you about George Compound because, even if I was born in Kasenengwa Constituency, my parents once lived in George Compound, at a place called Chazingwa where George Bush has now put up an orphanage. We stayed at that place with my Zulu kinsmen, migrated, lived and built a place called Mukulukumba near Matero Girls, and finally settled South in Chunga. I am addicted to this place, I have lived a few miles from George Compound all my life and have seen development taking place since the Kaunda days.

Before one can talk of these shanty compounds or what successive governments are doing, one must understand their historical conception.

George Compound, like many of these compounds, are a product of the thinking of our colonial master, Britain, dating back to the 1928s. We must count ourselves luckier to have China and Japan today. With Chinese and Japanese monies, African governments are fighting to change the mess left unto us by our colonial master. Our colonial master created native Reserve Lands, where George Compound today falls in, and Crown Lands (now called State Land).

The effect of creating reserves was that land not so reserved and outside reserves became Crown land. The indigenous people were not to enjoy customary land rights over Crown rights. The natives were removed from crown lands and consigned to Native Reserves which became overcrowded. Large areas of the reserves proved to be uninhabitable owing to the absence of water supplies or the presence of tsetse fly.

Fast forward to date. Since the end of colonial rule, I can’t point at anything tangible which our colonial master Britain has done to these squatter compounds which they created for our people.

Government’s resolve to bring clean water to George Compound was done with the help of the Japanese through the Kajima water project which is located in the heart of George Compound. The resolve to create better roads in George compound has been done with the help of the Chinese money.

Between the MMD administration of Rupiah Banda and the PF administration, George Compound has received a road facelift that include the Dual Commonwealth Road leading to George Compound. The L400 and L104 road works in Lusaka under the PF government have changed the way the people of George move from their houses when they drive to bury dead loved ones at Chunga or Chingwere Cemetery, a process that was a nightmare before the PF brought the L400.

We have schools constructed with Japanese money, and if George Compound had enough space, we would have seen more schools constructed with Chinese money but show me where a new school will be built in those reserves created by the colonial master.

Yes, George Compound has no better sanitary conditions and that is reason why when Government borrows money from China to run new sewer lines, the people of George Compound won’t care how much we borrow but will care about having the sewer lines.

Pilato, your narrative is wrong that Government has borrowed US$ 30 million from China to renovate Mulungushi. Totally wrong. The US$30 million is a grant by the Chinese for rehabilitation of Mulungushi just as the Americans have a $300 million grant to do, what is famously known as a Bombay drainage and water reticulation – not just for squatter compounds like George compound but also where the apamwambas live.

George has produced fine young men and women in this country. Ariel Phiri where are you? I have gone with some of these men and women to same schools, shared the same classroom with them and same desk. These cannot be said to be second class citizens. They say in poverty, people work very hard to lift themselves and their families up. Of course, government must borrow the money from China and invest in building more infrastructure projects so the boy or girl from George Compound can have limitless hopes and opportunities to live a better life.

If we can’t borrow when we don’t have enough, then we must be telling the people of George compound that they need to wait longer than they have waited since colonial times till time when money will be found. No, Pilato, my people are no longer patient. They want their government to work. China is not just a developmental partner to Zambia and Africa, in words like many others are. China is a developmental partner in deeds.

Government though must do more for compounds like George Compound. The people of George Compound want to see development, they will not mind if China lend us more money out of the US$60 billion to change what our colonial masters failed to do for the Reserves they created.

Finally, Pilato your brain has very wrong statistics when you claim George Compound has 400,000 inhabitants. Lusaka District itself has 1.2 million people. The 1.2 million are spread in 7 Constituencies and 33 Wards. George Compound lies in one Lima Ward of the 33 Wards.

So Yes, Pilato, something is wrong somewhere. What is wrong is that you can’t see the efforts of our governments to use borrowed money to change the lives of the people of George Compound – to try and undo the mess of 53 years of white domination. You are afraid to tell the people of George Compound how they found themselves in that mess which Government – from UNIP, MMD and now PF are trying to correct.

  1. For every million they borrow, they misuse 1/3, steal half and account for half of the rest. Yet you want to pull an argument out of thin reasoning to justify that. This West was wrong, East is wrong argument has been common knowledge since before the Cold War. Folk are imploring your government to be transparent in their dealings, accountable in their spending; this to reduce irresponsible borrowing. Yet you respond with this? It’s like your child awoke complaining of hunger, your wife brought up the fact that your drinking is both taking away from resources meant to feed your kids while impairing your decision making abilities, and your counter argument was “drinking is safer than cocaine use”. Terribly misplaced. Do better!

    • Pilato has reached unexplained limits with his hatred for the Lungu administration. He now concocts figures, he less understands how George was created. Am glad someone put him in his place, in a very mature manner and without mudslinging

And please ZRA and NAPSA – Please audit these CSOs – their employees contributions are not being remitted and neither is PAYEE being paid.

    • Isaac is being very simplistic, I think most people are not against borrowing. It is the corruption associated with it. Roads that should cost $300 000/km are being constructed for $ 1 million. Mean for the same amount, George compound would have 3 times as many tarred road if the change did not go to the shameless PF crooks. That is the problem, and people like Isaac Mwanza and Andrew Ntwewewe feed off the crumbs

      What Pilato is talking about is priorities…you can not be procuring new Toyota Jeeps for GRZ officials when you have not paid Zampost workers for two months…even the biggest sewer and sanitation project in Lusaka is funded by USA…a govt of sensible people would have matched that elsewhere in the country.

    • He should have applied on the UPND ticket? I hope he continues to apply on PF, he is an asset to this country. He can only apply on UPND if he wanted to stand in Southern.

    • Yes guy exercised constitutional right. Activists also belong to parties. Mucheleka was CSPR and he is DSG for UPND; Chipenzi equally applied in Siavonga on UPND and was rejected by the people.

      Isaac has just spoken his mind off this matter and I agree with him.

    • It is his constitutional right to either stand or not. I think what is important is the substance of his writing. Pilato’s reasoning is marred with impotency and factual incorrectness.

  3. Yeah China, Japan and America are Zambia’s good developmental partners. China built our TAZARA which the Brits refused, and we have paid back the money spent on it. We truly ought to borrow to rebuild George Compound, provide better sanitation. Improve on provision of clean water. George Compound has no space to build clinics, police etc. So if we need to help them, let’s use the funds to provide sewer lines

So you guys see nothing wrong with the debts Lungu accruing with no sign of an end.Malaysia returned those Chinese loans stating that they do not want to bankrupt the country why can’t our govt do the same. Thank God for smart people like Pilato who are free thinkers and not just followers like the poor bottom feeders in these shanties politicians like him take advantage of.     • Pilato speaks a populist agenda among elites. Come an election tommorow, the people of George compound will vote for Edgar Lungu, again and again. In fact, Edgar must borrow more from China and invest it in George, Mandevu, Kalikiliki and Mutendere. UPND will never win Lusaka. So just keep your frustration. Citizens have a right to expression and decide for themselves

    • 5.1 – Good argument which has a paradox to it. When the infrastructural playing field is leveled everyone will now be paying attention to the same supermarket shelves. History is replete with a “satisfied low class” that realizes that they are actually still badly off – and they revolt. The idea is to cater for the lowest in society with what we call equity – not equality. Otherwise your argument is cool…

  5. I love intellectual debate between Mwanza and Pilato. Both speak sense but Mwanza delivers a very good and strong point. Pilato has never visited George Compound, he knows nothing about plight of Georgians. He uses George compound to suit his political narrative, he least forgets key issues why George is where it is today. He had just been schooled with facts most of us woukd never want to say. No amount of slander can undo those facts

  6. There might be some truth in what Pilato said and what this guy is saying, but this is obviously a cadre to cadre conversation. None of these guys is neutral.

    • Despite the inaccuracies, the gist in Pilato’s write up can be summed up in the question; what is it better, to borrow/get a grant of $30m and renovate Mulungushi conference centre or improve sanitary infrastructure in George compound? Isaac has not answered that question .

  7. Very objective comment. All Zambians have an inclination unless one is not a voter. But i love mature response to Pilato. No hate undertones that we could hear if it were PF who responded.

  10. The difference between UPND and PF is the choice of activists they use. Pilator is a great composer of music and delivers message and Mwanza is a greater thinker of our time. He thinks before writing. Ultimately we know Pilato and Mwanza are both cadres just lile Laura and Chipenzi are UPND cadres

    • That’s why he is always praising UK. What he forgets is that those whites sacrificed alot as individuals. Some had to leave their mother land in pursuing of better prospects. As I speak now a lot of whites have acquired large potions of land right deep in lamba land living in tents. Meanwhile Zambians don’t want to shift to Lufwanyama in spite of the good accommodation being offered. They prefer commuting from Kitwe.

  14. The unreasonableness of UPND and fact that they will tribe to think instead of brains is what is making UPND unpopular each day. Wynter was right in his assessment of UPND. Kambwili new found love for UPND is not coz they believe in same ides which are tribally driven but he wants to get few numbers for his party. Weaken UPND as did Sata and create better chance for NDC.

    UPND and its civil society partners will never see any good in this govt; but Zambians will still vote ECL in 2021.

  16. Pilato is a good man but trying to find relevance by discrediting the President of Zambia, instigated by HH. He can’t claim to speak for the people of George compound as if he knows us. Who told him we drink dirty water? Doesn’t he know that Cholera broke out in New Kasama first in 2017 this year? Yes England is reason for mess we have, now they are messing themselves with Brexit.   17. One of the reasons we’re still dependent on aid is because of our lack of participation and inability to distinguish sense from nonsense. We love scandal and to scandalize. Stories that have beneficial substance on LT attracts very little or no postings. But when a story accusing Lungu of this or that appears there will be tens of contributions with some jostling to be first blogger.

      Instead of contradicting whatever Isaac has written, someone just brought up the fact that he is PF rather than the substance of his write up which I find to be very sober and factual! More like enlightening about George compound.
      The issue of corruption is real but it won’t be wished away by rantings from activists or their cooperating partners. Strengthening Institutions to fight corruption is what these well meaning partners need to focus on rather than subsidizing lifestyles of the people presiding over these NGOs .

Zambia, like any other country must borrow and we shall borrow from China because that is our choice. Who built the TAZARA for us which Pilatos father was using on his way to CB?     You expect everything to be done for you.
    Even digging pit latrines you expect foreigners to do for you. And this is becoming the level of thinking you are teaching your Children….

    Mwanza should have tried to put things into the hands of the residents of George by looking at community based participation …..If he is from that area as he claims he should have found time to to and look into community involment in those sewer lines , not teaching people that the whites did not leave anything, so now bla bla will do it for us… ?

  25. The opposition is scared to face 2021 so they will use people like Pilato and Laura to bring discontent. UPND media – the News Diggers – are also doing what they used to do best as Post. But it’s failing. Of elections were held today, Lungu would still win elections. Watch the 2021. Lungu must just borrow and deliver to the people of George.

    1. Just because the people of George compound don’t care how much we borrow doesn’t mean we can continue borrowing until we can’t pay any more.
    2. Yes, former colonial masters have not done much to develop these compounds but it was never their responsibility to do so. They have helped Zambia through budget support and donations but our leaders have wasted the money
    3. To put itinto perspective, a project costs $40, Zambia is borrowing $100 so that AVIC takes the $100, then give PF the $60 which it then uses for campaigns

While Diggers and ZWD are competing for attention of the opposition supporter by covering anti Govt agenda items and comments, you cover everything and everyone. Diggers News was NY favourite but realised they pretended attacking UPND but are just a mouthpiece of the UPND. Everyone who speaks against Govt is welcome but anyone who supports govt is an labelled PF sympathiser by Diggers News. They have not outgrown the hate they have.

In as much as you paint bias on the part f Pilato you are also biased because you are clearly PF and thats what you and Mr Ntewewe have been doing all this while .Yours is not a CSO but a mouth piece for the PF .Every regime has these so called CSO who are just surviving by handouts from the ruling eilte .All you have pointed out is there to be seen but you have failed to be objective .Where can a school be built ?As a governance advisor you of all people should know that the Government can even relocate people to build a school.If they are relocating people to build a road why cant they do it with schools and hospitals ?You have not denied the poverty and health risks in Gorge compound and while you used to live there in Prehistoric times some of us lived there as recently as months ago…

You hear Mwanza speak, he is biased in favour of PF just like Pilato, Laura and company are all biased in favour of UPND. Unfortunately all of them are opinion makers and I bet my money, Isaac is doing what Dora and her colleagues should have been doing. He has brought in the balance. same applies to Media. Read Daily Nation, you will know they are PF and read Diggers, you will know they are UPND. What matters most though is the voter in George Compound who really needs development.

Well I have read both articles, each writer had some points.Pilato was just trying to express the level of poverty people are exposed to in George compound.I once stayed in Matero and used to frequent George compound in 1996,it was no things.May be this time are things.So no malice was meant by one Pilato.Any way,you guys have eaten, me I am having ten months of not being paid.Bench mark for the government….poverty

  37. Isaac, few questions for you. I have known as a very pragmatic person.
    1. Was Britain meant to develop Zambia or George Compound or we were to do that ourselves? Remember, we were under their colony not free. We got the freedom what did we do with it?
    2. The issue is you can’t borrow to consume, you borrow to create value so that you don’t keep borrowing. What value economically has the Chinese money brought to the country? The same Chinese money has been used else were for economical projects that brought value because the people in-charge were very unselfish in their approach.
    3. The motives of most Zambians given the responsibility to negotiate on behalf of the masses has been very fraudulent and self-centered. Look at what happened during the negotiations when the mines were…

The way you are fighter for borrowed money and who is better at providing for you between the whites and the Chinese reminds me of a story I heard of in an African village where foreign prospectors came and started mining….the village head men of sorroundings areas started fighting for guard and other minual jobs while their wealth was being stripped… away…Very sad….

    Even right at the top from lungu you have people boasting about the whites and Chinese fighting among them selves to “help” them….

    This is a sad decade to be Zambian and African…

  39. It is a fallacy to think activists like Pilato, Mwanza, Chipenze, Laura and group all speak for Zambians people. When they speak about Zambians, they mean themselves, donors and their families.       All the money you have had in the 54 years from donors, borrowing, loans, grants, minerals, etc. what have you done with it? You mean the Brits keep stealing it? Mate don’t just defend for the sake of it… Zambia govts have been reckless in their borrowing and they have misappropriated all the money with misplaced priorities so much that in 2018 your people still don’t have access to clean water… you should be mad at them and not defending them.

  42. I have read the article and all the comments. Why are you playing akabwambe ? Both UPND and PF sympathizers no one is bring up solutions to the countries situation. Maybe the PF we can say they are trying to come up with the solution by borrowing money so that they do one or two things for the country but UPND and those criticizing PF’s borrowing give them the solution and shoe them where they can get money for development. Corruption has lost it strength people have stopped taking it seriously because now every development in the country takes place one will stand there is corruption in this dealing. Lets be objective.
