Minister of Home Affairs Steven Kampyongo has expressed concern over the deterioration levels of discipline in some Zambia Police Service Officers especially the Traffic section.

Mr. Kampyongo, says while traffic Check Points, patrols and road blocks are essential tools in law enforcement, it is evident that some officers are abusing the noble purpose.

Speaking on ZNBC programme in Lusaka this morning, the Minister directed the Police Command to plan and execute regular rotation and transfer of officers from general duties to Traffic Section and vice versa with immediate effect.

Mr Kampyongo said the rotation of officers will reduce corruption and avoid overstaying in a particular section or division by Officers.

He stated that the integrity of the Ministry and the Police Service must be protected at all times.

Mr Kampyongo, added that the Police Command should ensure that supervising officers who fail to discipline erring officers under their charge are charged themselves.

The Shiwang’andu law maker, has since directed the Police Command to work with the Ministry of Finance and Road Transport and Safety Agency (RTSA) to ensure a full implementation of the Electronic and Direct Payment System for the payment of road fines and fees is accelerated.

“I don’t want to see police officers rounding up minibus drivers and putting them in the wire (police station) because that is a recipe for corruption. Work closely with RTSA in ensuring that erring drivers are charged and pay the fines in a prudent manner,” he sounded.

He has since warned members of the public to desist from engaging in corrupt activities as the law will be applied to both the payee and the paymaster.

    • Kampyongo boi, its not only police officers even yourself, just 2weeks back your brother wanted to kill himself driving drunk 01hrs, yestaday your brother again was found to have 60 gb of pono stored in his 4n, what a family of loses are you.

    • And discipline is deteriorated among some ministers, watching porrno on official phones and sending to some friends..
      Steve boyi did you watch it? Do you know from which ministry office they took the video?

    • Kampyongo MUST be charged by his boss first before he asks the IG and other supervisors to discipline police officers. He himself is indiscipline where does he get the audacity to talk about others? When you google corruption in PF, Kampyongo’s name would pop up first, how honestly does he find it easy to mention the word corruption? Spare us young man and stop using violent PF cadres aganist innocent people.

    • The fact that he says it is deteriorating it is an admittance that he and is goverments are failing in this ministry …it is under their watch this deterioration is happening … How do u expect these officers to be motivated when u had even sanctioned Chinese to become their bosses …only to be saved by public outcry. Your lack of professional exposure isn’t helping Kampyongo and now Lungu transfers a drunk of a Doctor to be permsec in the same ministry …Bwafya!

  4. Thats is not a solution Kampyongo is talking about. This is why we never progress because we have people leading these institutions with no basic clue on how to run and evaluate the issues leading to corruption. The whole police service need to be reformed and qualifications for being a an office changed and improve the conditions and services for them so they do not need to have to be corrupt to survive the hostile reality of the economic situation in the country. Think big Kampyongo otherwise your tactics are just uselss and it will make corruption even worse.

  5. yOU YOURSELF BWANA MINISTER IS THE ONE COMPROMISING ZP WITH YOUR INTERFERANCE AND PUTTING YOUR CADRES IN ZP uniforms. Stop interfering with the law and let them do their jobs professionally .Corruption is very rife at the top and when it can be stopped then ZP will also stop.

  6. The corruption of police officers starts high up in the command. Officers in the traffic division and the division which provides armed officers to banks and financial institutions (and hence obtain an allowance for doing so) have to provide a portion of the takings to the senior officers that allocate them to these duties. They all ‘eat’ together…so do not expect the rot to end. It benefits everyone in the system!

  7. The indiscipline starts from you Mr Kampyongo, who thinks he will hold onto power for ever. Your time of reckoning will come baba. The only option you have is to make sure PF doesnt loose in 2021 and even if you loose you must make sure you rig the election because a UPND win for you and friends is a disaster, as Max Chungu said in a recording to Bowman, those houses you live in will become unbearably hot. “ya ka kaba” ha ha ha

  8. They few police staff who have maintained professionalism are marginalized by the system as they are perceived as indisciplined and will bear the full blunt of this message. Cadres who were recruited corruptly and used by the government outside the law are the champions of the system and are frustrating the few good ones. It is very challenging to work in the police force, yes the police force if you are professional. I feel for the few good guys in a system.

  9. I think the government is to blame coz of the amount there Chager is quite a big amount, the amount of chairs should be reduced so drivers are able to pay at the bank not at check points?

  10. the only time disciple will be brought back into police service is when a new government will be in place 2021 not this time where a street vender is incharge of the ministry . kulibe nzelu apa nothing.

  11. Please sir just remove these road blocks because they are inconveniencing the general public. People on the ground are frustrated with these traffic Police. They look for small defects on vehicles on purpose to harass citizens. Even if your vehicle is road worthy and your driving licence valid, you still fear to approach these road blocks as most times they look for petty defects and charge the motorist. Everyone is affected from farmers, taxi and bus drivers, businessmen, delivery vehicles. Hard earned money is taken away by them. Also they are so common like they have an office on the road side. Emasdale, industrial area near guras, kamwala etc etc. Please sir help.

  12. Police service in Zambia has in all honesty and respect to Hon Kampyongo collapsed. On 3rd January Luanshya Traffic Police holding a road block on MPONGWE Luanshya road attempted to charge me for failing to have 2019 road tax.When I told them that RATSA had given 14 days grace period, they said Police did not receive official notification! When I arrived at Luanshya RATSA it was the same story from other Luanshya drivers!Corruption and breakdown in Zambian Police is systematic,even VIPs like him are no longer safe being guarded by such a broken police. Another two years of PF under this police is a frightening prospect.
