Vice President Inonge Wina has insisted that Zambia’s Ambassador designate to the United states Lazarous Kapambwe has not been recalled.
Mrs Wina says no Zambian diplomat has been expelled by the US Government in retaliation to the expulsion of that Country’s Ambassador to Zambia Daniel Foote.
She said Ambassador Foote was not expelled from Zambia but that he was recalled by his country after Zambia complained over his conduct regarding the issue of homosexuality.
Mrs Wina was responding to UPND Monze Central Member of Parliament Jack Mwiimbu during the Vice President question time who wanted to know whether Ambassador Kapambwe has been recalled or not.
Mrs Wina explained that as Ambassador to the UN, Ambassador Kapambwe had a different permit which is different from the one required by Washington.
Democratic Party President Harry Kalaba has insisted that Zambia’s Ambassador designate to the USA Lazarous Kapambwe was asked to come back from Washington by that country on a reciprocity of mishandling of Ambassador Foote’s issue by the President and Foreign affairs Minister and team.
Mr Kalaba questioned why Ambassador Kapambwe was told to come back after spending a month in Washington and after being told to prepare for presentation of his letters of credence to President Donald Trump on 7th February 2020.
He challenged Foreign Affairs Minister Joseph Malanji to explain to the nation how long it takes to process a visa for anyone going to the US, let alone a diplomatic visa.

Kalaba is a very knowledgeable person in foreign affairs circle. I would believe him over these incompetents in the PF who know nothing other than stealing & looting the country
Surely UPND MPs are useless. Jack Mwiimbu, who is probably the longest serving Parliamentarian, can be wasting time raising point of orders based on Kalaba’s hearsay? Can this man point us to any projects in his constituency that he has implemented that have uplifted the welfare of the people of Monze. Why waste taxpayers money on such useless things instead of trying to find a way of engaging government to resolve challenges the people of Monze are facing?
Ambassador Foote cannot be replaced overnight. The State Department has to study the circumstances under which the Zambian Government expressed unhappiness with the Ambassador and respond appropriately with the new appointment. The US Charge D’Affaires is a very competent Diplomat handling the Embassy in the absence of the Ambassador. To use the word “retaliate” is so shallow because it creates an impression that we are equal with the USA in terms of world influence and strength – a completely nonsensical thinking. The USA can just punish Zambia at anytime should they find it fit. The use.less Zambian opposition politicians always want to jump to anything that would hurt Zambia in order to show that Government is failing. There are better ways of projecting yourselves as alternate…

FYI Zambia is very low on USA priorities and there are thousands of low ranking officials to shunt away to Zambia, even without trumps knowledge, but they are not doing that for a matter of principle

A lot of speculation by UPND. But worryingly the largest opposition group has no one to explain to their MP, on the difference between Expelled and Recalled. It’s worrying when politicians use propaganda and ‘Miss-facts,’ (to coin a phrase). When you have to manipulate facts that’s a sure sign of desperation.
Jack Mwiimbu doesn’t collect any taxes from the people of Monze. Edgar Lungu’s govt does and even appoints Monze Township Council officials and the DC. So ask Edgar Lungu wht he has done for the people of Monze.
