Work Extremely Hard To Help Government Reduce Incidences of Audit Queries-President Lungu

President Edgar Lungu has observed the urgent need to further tighten controls in the application and management of public service resources.

The Head of State has emphasized the need for those in key positions to work extremely hard to help government reduce incidences of audit queries.

President Lungu said this at State House when he sworn in Mr. Chibwe Mulonda as Controller Internal Audit at Ministry of Finance and Ms Clare Mwamba Mubanga Mazimba as Deputy Auditor General in Charge of Corporate Services.

“As you may already be aware, the outbreak of the global pandemic, the Coronavirus, coupled with severe droughts and floods that have ravaged some parts of our country, have negatively impacted the smooth implementation of the 2020 national budget. This is in terms of both revenue and expenditure,” said the President.

“It is at this critical time that you should upscale your dedication to duty by ensuring prudent utilization of the meager government resources and strict compliance to public finance management guidelines of which auditing plays a significant role.”

President Lungu was confident that with the their vast individual experiences and skills in public service financial management, they will rise to the occasion and help identify control weaknesses that might exacerbate misapplication and mismanagement of resources.

“May I congratulate both of you on your individual promotions. I am glad that both of you were previously holding positions of directors of finance at the ministry of finance. Let me now address you individually. Mr Chibwe Nobert Mulonda, controller of internal audit, ministry of finance; until this appointment, you were director of finance at the ministry of finance. you joined government as an accountant and has served for 18 years rising through ranks,” he added.

“You have now been sworn-in as controller of internal audit in the ministry of finance. Your promotion is well deserved. Mrs. Clare Mwamba Mazimba deputy auditor general in charge of corporate services-office of Auditor Generaleneral: You were director of finance at the ministry of housing and infrastructure development. You have 24 years of experience in public service. You were first appointed to the government as an accountants assistant.”

He said Mrs. Mazimba’s individual accomplishments in public service finance management deserves commendation.

“Your promotion to the position of deputy auditor general in charge of corporate services in the office of the auditor general is in recognition of your hard work,” he stated.

  1. Sometimes a synopsis of the appointee’s resume is important in communicating such appointments

  2. Edgar Lungu holds the record for firing the highest number of police officers. Now he’s also sacking state auditors. That alone is cause for concern. Auditors just examine the past in most cases and hv rarely incurred the wrath of any president of Zambia except the current one. The trend of ignoring even qualified civil servants from the “wrong” half of the country continues. So much for one Zambia one nation.

  3. Words from HE are too soft. We expect him to give a strong warning insofar as mismanagement of public funds is concerned coupled with examples of set precedence firing, conviction, imprisonment. Oh wait! There is no precedence of such nature, ukubomba mwibala…… is the order of the day

  4. Who is he cheating surely what can a mere Controller Internal Audit do when the Ministers like Chilufya and Chitotela are stealing like there is no tomorrow, this Lazy Lungu sack the previous Auditor without giving reasons. And why do you keep exposing Grandma Bo Inonge to such events.

  5. It’s laughable to hear it from Edgar Lungu’s mouth. How many audit reports have issued without action?

    This man is sick in his head and criminals whose names appear in those Audit reports are roaming the Streets without arrest and some are senior PF ministers.

  6. The president makes statements that emulates hard working individuals but himself presides over a system that he hardly controls. His leadership as president of Zambia is missing signified by numerous incidencies that border on lack of integrity, competence and well thought judgement in various sphere of governance. We raise criticism towards our leaders as our right justifiable and obligatory concern as citizens. Our leaders have consistently been mentioned as main culprits in the mismanagement, misapplication and mere theft of public funds by virtual of the offices they hold. In every Auditor General report tenaciously compiled by hard working officers exposing these government officers of their financial crimes, government and in particular the president has dithered to punish or…

It is our leaders with their propensity for irrational and chronic economic blundering, inherent and disgraceful corruption that has led our nation be found in a financial crisis today. So, president Lungu can not shower the public with words that he himself overlooks once revelations from the auditors general reports are on his table for action or ACC to act upon. If anything, we say all this as duty bound citizens to defend and protect our nation’s pride and reputation from unacceptable and despicable behaviour by our leaders we put in public offices to serve Zambians and not steal the scarce financial resources entrusted to them on behalf of Zambians.   8. Nemwine – Meanwhile he will never suspend any of his corrupt ministers …Chilufya is probably in his office pulling strings whilst the ACC is waiting to question him…how can they carry out investigations when these ministers still have influence and access to state resources.

  10. MunaDekhane – This man is detached from reality…AG Reports from 2015 is there for everyone to see but he keeps singing the same song…he doe not have the discipline or mindset or leadership to tackle such issues a thief can not change to a saint overnight …Lazy Lungu is deep in dirt!!

  11. and revelations made known to him. In this way, Zambians will know and trust what he has just addressed to the nation and enthuse the appointments of officers made. It is the citizenry duty to hold to accountable of their government as not doing so is unpatriotic and morally deficient in the eyes of cooperating partners and other interested parties in good governance.

  12. It could have been very interesting to hear the real reasons why the former holders of those 2 positions were relieved of their duties. Reduce incidences of Audit-queries my foot! I have never heard of any prosecution as a result of someone found wanting after an audit, especially not a senior government official and not under the current PF regime

  16. At the end of the day, am convinced not to hire a Bemba in my company,as they are the worst thieves and corrupt in Zambia. If anyone disagrees with me, well, jst look at the current Zed Govnmnt! Its occupied entirely with Bembas, and look at how they ve run the country down? There is yo answer….its not me, but its the reality on the ground. Bembas cant be managers- never!
