Bill 10 will fix succession wrangles in chiefdoms-President Lungu

President Edgar Lungu says it is good that almost all traditional leaders agree that the Constitution Amendment Bill Number 10 of 2019 will help to resolve the succession wrangles in chiefdoms.

President Lungu says the current situation makes it hard for Chiefdoms to avoid succession wrangles. He says with the proposal in bill ten there is hope that the succession wrangles will be addressed.

President Lungu says as things stand anyone can stand and claim to be a Chief without fear of any authority. President Lungu said this when he met traditional leaders in Senga Hill District.

The President further asked traditional leaders to work with the government in taking development to their people.

President Lungu said it is sad that some Chiefs want facilities such as hospitals and schools to be built closer to their palaces and not in central places where everyone can access them.

And, speaking at the same meeting, Chief Mphande of the Mambwe people urged government to ensure that the Constitution Amendment Bill number ten of 2019 is enacted into law.

Dr. Mphande, who is a Former lecturer at UNZA, said the current constitution has contributed to wrangles in Chiefdom.

He said government need to get involved in the recognition of Chiefs like it was in the past.

The Chief also urged government to work on the roads in the area.

He said his people watch what is happening in the country and are greatful for the massive infrastructure development that is going on.

And, speaking on behalf of village headmen George Mandona urged Members of Parliament to support Bill ten.

He said those opposed to Bill ten are not aware of the problems which the current constitution has created in villages.

Headman Mandona said people in most Mambwe and Lungu Chiefdoms do not know which Chief to follow as a result of the wrangles.

Mr. Mandona said this during a meeting where President Lungu met village headmen.

During this meeting, President Lungu urged PF structures to work with traditional leaders.

He said Chiefs and village headmen should be respected.

  1. On Bill 10, I am letting you people debate. It is healthy to debate.
    Put it to vote. If proponents win, so be it; if opponents win, so be it.
    Either way whoever wins Zambia would have won. In the end democracy would have served its purpose.
    I am flabbergasted at those people spreading lies and those shutting up divergent views.

  3. The whole issue of chiefs should be abolished in Zambia, we must find ways of doing away with chiefs. I do not see how the locals benefit from having chiefs in their palaces. These chiefs just feed off their subjects and enrich themselves and their families.

    I don’t see anything good coming from these chiefs apart from engaging in tribal politics, corruption, marrying off young girls, promoting witchcraft and illegal sale of huge tracks of traditional land.

  5. Why should chiefs’ affairs be regulated under the Republican Constitution? This is a dynamic institution that requires regulation under ordinary legislation so that you are able to respond to changes that occur from time to time. Edgar Lungu ought to be punished for signing a useless constitution in 2016.

  7. Ubufi, succession wrangles in our chiefdoms are as a result of land, new found value in natural resources abundant in different chiefdoms.
    And external interference from people who are not vested in the electoral or selection processes of those tribes.

    Mr president, to refresh your memory, you as home affairs minister in the sata government sent the police to block the Chitimukulu from performing his duties, your colleague Nkandu Luo wanted her brother to become the Chitimukulu, contrary to bemba succession rules.
    And in all this drama president sata was the puppet master pulling the strings.

    And Michael chilufya sata was not bemba royalty. And this led Ba GBM to resign his cabinet position based on the humiliation the Chitimukulu was undergoing.

    So Bill 10 won’t stop…

  8. Excellent my president. The difference between us and opposition and diasporans is that we have read the document and know what it contains. Ask any diaspora or opposition to reference the clauses they feel are bad, you will hear ndweeeee. Quiet because they have no clue. Its easy for them to criticize and walk out of parliament like babies still breastfeeding.

Mr President, the handling of bill 10 from the start to now has been a total mess, a bill of this nature without the required level of inclusiveness is a botched bill and must be withdrawn, When you look at how the people designated to champion it are behaving, it only bring in more suspicion, take for instance the way Tutwa is taking it, he is behaving as if it is a War where he has to ensure that people must loose through force and he is showing that his team will push though thick and thin to ensure the bill is pushed though, now that is not the way you market an issue of this nature, because for an issue of this nature you market it by appealing to the emotions of people and not by fighting those emotions the way Tutwa is doing.   13. Since I was born, there was never any wrangle in our chiefdom, and no chief ever died.
    Wrangles are in PF, unless Edgar is considering himself as a king of Zambia.

  14. Lawyer Munshya has rightly pointed out that the main goal of Bill 10 is for PF to start controlling parliament. If they can control parliament, then they can make any changes they want to the constitution, to suit their agenda. Ba mambala aba want to take us back to a one party State, and stay in power indefinitely. Bill 10 is a Trojan horse, and doesn’t benefit the Zambian people, but only these PF crooks. Zambians have totally rejected this deceptive document. They can see through PF shenanigans.

    1. The issue of the the ELECTORAL COMMISSION under 219(d) Settle MINOR electoral disputes as prescribed..

    My question is what constitutes a MINOR electoral disputes..we wi spend another yr debating what that is when a case comes up. Why can’t this be clear.

I have read the bill and there is no where it says it will promote inclusiveness of women and vulnerable as some people are reporting. The issue of unclear stipulations should have been a lesson to us under the issue of what constitutes a full term for a president..but no we still are having parliamentarians doing the same. Why cant we do the right thing and not do something that will create more problems for us..I guess it’s greed operating here…I rest

  22. Bill 10 is a stealth malicious program, it deserves a complete deletion. Debates are supposed to be commissioned for progressive ideas not dictatorship ideas. Let’s focus on serious challenges the country is facing not wasting time on something that does not add value to our economy. Why should we debate on a strategy for PF to develop their pockets.
