7 UPND Cadres Arrested for Interfering with the mobile issuance of NRCs

Police in Milenge District have arrested seven opposition UPND cadres for allegedly interfering with the mobile issuance of National Registration Cards, NRCs.

Luapula Province Police Commissioner Chilije Nyirenda has told ZNBC News that the seven were allegedly scrutinising and harassing people who showed up at Lunga Village along the Luapula river to collect NRCs.

Mr. Nyirenda said Milenge Police Post received the report from Milenge Town Council Chairperson Chanda Masheke.

He has revealed that when officers went on site, they arrested the seven UPND cadres who have since been charged with conduct likely to cause breach of peace and assault occasioning actual bodily harm. Mr. Nyirenda said the suspects are awaiting appearance in court.

Meanwhile, Home Affairs Minister Stephen Kampyongo has instructed all officers taking part in phase two of the Mobile National Registration Card issuance exercise, which commences in September, to be highly professional.

Mr. Kampyongo says the exercise is a government program that must not be politicised.

He says he expects District Commissioners to accord registration officers the required support during the important undertaking.

Mr. Kampyongo has also urged officers to serve people, accordingly, stating that identity is a constitutional right and a requirement.

He was speaking when he paid a courtesy call on Mpika District Commissioner Sampa Muswema in Mpika today.

Phase two of Mobile National Registration Card issuance will commence in September in Lusaka, Southern, Western, Central and Muchinga Provinces.

However in perfect upnd you never hear of such. However we all know that they are a bunch of criminals as proven by yet again another scandal.lock them up

  4. i don’t know why Zambian have to be arrested in their own country for helping monitor an exewrcise whihc is legal..

  5. Rigging starts from the issuance of NRCs to foreigners and then foreigners register as voters and the process gets rigged

  6. NRC issuance is an ordinary public function of government. If any member of the public has any suspicions or doubts about the process, a good public officer would just challenge them to express those in writing and that would put the matter to rest.

The office that issues NRC’s is a public office operated by civil servants meaning that these officers report at their work places as all civil servants do, 5 working days of 8 hours each in a week to carry out their duties of registration and NRC issuance. Now if NRC issuance has become a serial exercise tied to elections, what then is the use of these civil servants employed to issue NRC’s reporting to offices for? This is a public service as good as walking into a health facility for treatment! Efficiency at working places demands service delivery as needed and nationals need not wait for looming elections for expedited issuance of NRC’s! That it becomes a priority at the eleventh hour when elections are nigh breeds suspicion among competing political parties and depending on…

  8. Nrc exercise is on going th ing .it is not meant for an election .you get an Nrc when you are 16 years and a voters card when you are 18. If you get it now you will 17 next year.
    When you get neck now claiming you are 17 and above you must show cause why you did not get it when you were 16.
    To be transparent to the public kindly show everyone the truth

  9. contd…. conduct of the operation the probability of making mistakes is heightened by unscrupulous people taking advantage obtaining the national document! The known and normal practice at the established NRC offices in districts requires that the one requiring an NRC on attaining age 16 years be accompanied with his/her parents or relatives to vouch proof of being indigenous Zambian! Anyone way above the qualifying age for obtaining an NRC has some explaining to do and is guided on channels to follow before the NRC is eventually given. Pray there is no clandestine motive behind the scenes by the urgency with which the approach and period to issue these NRC’s is being pushed and for an excuse, using the “Democracy” rhetoric does not cut it! Where have you been all this while?

  10. Proper public officers at both political and non-political levels hv no problem whn they see a member of the public questioning their work. This is because they know that any member of the public has the right to feel important inside a public office. It’s after all public office and they’re the public.

    How can a normal country allow issuing of National IDs to foreigners? Isn’t this a crime? Instead of arresting the real criminals, you arrest those trying to ensure transparency around the process? Incredible. What goes round comes around!
