Debate Bill 10 with sober minds, MPs advised

Government Parliamentary Chief Whip Brian Mundubile has advised members of parliament to be objective and allow for sober debate on Constitution Amendment Bill number 10 of 2019 which has been restored to the order paper.

Mr Mundubile, who is also Mporokoso MP and PF chairperson for legal affairs, said opposition lawmakers should clearly state their reservations in the bill as opposed to walk-outs.

“When a Bill transitions two sessions of the sitting it automatically lapses and it can only be reintroduced by way of moving a motion. So, Bill 10 is back and we expect parliamentarians to debate on the floor of the house, those walk-outs we have been seeing are not necessary.” said Mr Mundubile

Speaking to media in Kasama, Mr Mundubile noted that issues such as the mixed member proportion representation, delimitation and changing the Electoral system to do away with by-elections are some of aspirations of the general citizenry which Bill 10 will address once passed into law.

He added that the just ended Lukashya Parliamentary By-election serves as an eye opener to political players on the urgent need for the delimitation process and in turn enhance development in vast constituencies.

“The people of Zambia have said they are tired of by-elections and called for a change in the Electoral system so that we do away with by-elections. They have also said they want delimitation for consistencies such Lukashya. This is can only be done through constitutional amendment and what we want to achieve it through bill 10,” He said.

Mr Mundubile has since appealed to opposition members of parliament to stop politicizing the bill and debate with sobriety.

Yesterday, the National Assembly passed a motion to restore to the order paper eight Bills which were being considered in the previous session of the 12th National Assembly.

The eight bills include the Constitution of Zambia Amendment bill number 10 of 2019, National Planning and Budgeting Bill number 22 of 2019, National Forensic Bill and the Food number 1 of 2020 and the Food and Nutrition Bill number 2 of 2020, among other.

  1. Mr Mundubole sir, where are we going to find sober minds amongst our leaders today. On a serious note we need a different person to lead our nation. It doesn’t matter who it can be because for now we are in a self destruction mode. Lungu thinks ukushana ekuteka. We need someone who is patriotic to Zambia and has political will to surge forward.

    I thought this Bill was dead and buried!
    They are trying to pave way for Lungu to rule forna 3rd and 4th terms and beyond? They want to make it easier for them to rig elections.

  5. Timely advice. We expect mps to debate rather than walk off in hissy fit like a baby. The upnd mp’s are being paid monthly salaries while they walk away from parliament. Very disrespectful to their constituents. Can they grow a pair please

  6. MPs have a Right to walk out if they feel the Bill is dead and cannot be debated. Those who are infavour of the Bill can vote for it but they will have to prove that they have a 2/3 Majority Vote which they can rig I guess. A purely PF law doesnt auger well for Zambia. A Bi-partisan enacted Bill 10 law would be appropriate. The writing is on the wall.

  7. As well meaning zambian we have nothing do with your bill chakuti. Please don’t include us, if you have the numbers go head and enact the bill chakuti. Well meaning MPs will continue walking out of parliament and get paid every month, its tax payer money not for ba mwankole who want to advance thier agender through the dead bill chakuti.

  8. You can’t debate something that others think is perfect, an example is the amendment of the preamble – it is based on a lie.
    It is a fact our national character is multi-racial, just like it is multi-ethnic, just like it is multi-cultural and also multi-religious, amending and deleting the last part by replacing it with ‘Christian’ is lie that some MPs don’t want to be part of.
    Any person who thinks that we should amend the preamble is nothing but a liar.

People have done well and lived good life from unip to up to mmd with out bill 10, bill 10 is for you croocks / thieves. We comand that bill 10 must now die long side with you characters as the croocked, criminals and thieves owners of it. We want improved and sound economy for better zambia not bill 10 fi kopo.

Know that people have joid better life from unip up to mmd than the way it is to day wher there is no freedom and respect of the rule of the law. Bill 10 is for you characters who are crooked, criminals/criminal mided and thieves but living souls. We want improved and sound economy, respect of rule of the law and real freedom for better zambia.
