HH asks Human Human Rights Commission to investigate Gross Human Rights Violations by the State police

United party For national Development (UPND) President Hakainde Hichilema has asked the Human Rights Commission of Zambia to investigate the Extra-judicial killings and gross Human Rights Violations by the State police.

In his letter dated Monday, January 4th, 2021, delivered to the Commission and copied to The Zambia Conference of Catholic Bishops, the Evangelical Fellowship of Zambia, the Council of Churches in Zambia, the Law Association of Zambia and Non-governmental Gender Organisations Coordinating Council (NGOCC), Hichilema says the recent killing of two citizens when he appeared at police Force Headquarters must be a source of concern to all well meaning Zambians.

The Civil Society for Constitution Agenda (CiSCA), Chapter One Foundation, Our Civic Duty Association (OCIDA), the Public Protector, the Speaker of the National Assembly, the Chief Justice, the Police IG, Ministry of Home Affairs and Ministry of Justice are among other institutions the UPND President has copied his letter to.

In the same letter, Hichilema states that neither him nor any other citizen will be showing up at police stations when summoned for fear of being killed as was the case on 23rd December, 2020 when a State Prosecutor Nsama Nsama and UPND supporter Joseph Kaunda were shot dead in cold blood by the police.

”Until the relevant authorities can guarantee our supporters’ safety while exercising their rights as enshrined in our Constitution, it is unreasonable for me or indeed anybody else who has been subjected to similar treatment I have received to respond to frivolous police callouts in future. This is necessary in order to avoid the needless loss of innocent live including the obvious attempts to assassinate me in the confusion that arise in such situations,” states Hichilema.

”This pattern of extra-judicial killings and gross violation of human rights by the Zambia Police is tarnishing the country’s image, which was once an oasis of peace in the African region, placing it on a path towards autocracy and lawlessness. This trend can only be arrested and stopped if institutions like the HRC play their Constitutional role effectively and stand up in favour of human rights, liberties and freedoms.”

The UPND leader further says his party is ready to assist the Commission with evidence of these extra-judicial killings as material is in abundance.

”We trust you will thoroughly investigate the extra-judicial killings and gross human rights violations that occurred on 23rd December 2020. The UPND and its leadership are available to provide evidence to the HRC to enable it to undertake this task smoothly.”

  1. Playing victim. Was it in hhs plan to stage these killings so that he avoids going to ZP in future?? Were these killings a plan to divert public attention from his actual misdeeds during privatisation which he was summoned for?? It’s sad that ZP is incompetent but something is very wrong here, the fact that ZP hasn’t finished their investigation means hh is not the right person to point fingers and declare who is the perpetrator here. Or he’s dead scared that the law is fast closing in on him??

  3. What is “extra judicial killing”? Please try and speak truthfully Mr HH. Do you even care about the impact of your sharp tongue of lies.
    From the little English I can use, “extra judicial killing” would be applied when a suspect under state custody is killed before being taken to court.

  4. In as much as I agree with the request, but some situations could be avoided if leaders acted responsibly.
    Why hire buses of cadres, who any sane person knows how they behave when in mobs, to attend an official police call out, which is done in doors?
    The police warned the cadres based on the irresponsible statements they were issuing through social media. What made it worse was that HH and all UPND leaders did nothing to cool down the unnecessary, if not irrational, anger towards the police.
    Two people lost their lives, but HH later issued a statement that the police were very professional during the questioning or whatever it was.
    Was there need to ferry cadres from all over the country, when he had a horde of lawyers.
    In my opinion HH should apologise instead of playing…

  5. HH is working very hard to divert attention. I would not be surprised if he is the one behind the killings to avoid being investigated. For as long as Zambians do not get answers on privatization, the ghost of privatization will still follow him everywhere he goes. Where ever HH goes people die. People died when he sold the mines.

  6. It is 2021 and we are in an election year. Human sacrifices have started in the party hoping to win 2021. When we look back , records are there for all to see what sacrifices have happened. We all know the innocent youths that have been taken to the bloody alter in order to win 2021. This is what is beginining to happen now and we will blame others for these deaths including the police. But deep down we know , it is our quest for power that is killing the innocent young men and women. We are sacrificing their innocent souls.

  11. Freedom of movement, freedom to assemble and associate is not by courtesy of Zambia Police. Whn the families of the victims of senseless and brutal murders take legal action, I hope you will be in court to argue as u hv done above. After all Zambian Citizen has got his law degree now. If nothing wrong happened, why has Edgar Lungu taken action and is now waiting for a more comprehensive report?

  13. No matter how long it takes, time to account will surely come. People cant just be killed like that and you want to apportion blame, I am sure if HH was near Frank Mugala or Vespers both killed by Police, they were as usual going to blame HH the way they are doing it now

Since you became an imposed President of UPND people started dyeing in cold blood of which we know that the all plot is orchestrated by you. How come no person was killed at the center of confusion but two people and innocent for that matter died in a quiet area where there was no confusion. Man , we know its you HH killing innocent people.

  16. From the word go, Baal declared he will not recognize ECL as President of Zambia and UPND promised to make the country ungovernable. Since then the country has witnessed unprecedented lawlessness of UPND brainwashed cadres who can’t even respect the Police or the Courts. How does Baal talk of human rights while at the same time disrespecting the law and the state institutions? Human rights can not be separated from the law, neither can you respect rights of criminals at the expense of the innocent. .

Was he the one who pulled the triggers on unarmed persons? Instead of taking the authorities that be, to account, you are busy politicking non.esense. As Zambians, we do remember that right from the time Baal was defeated, he declared he would not recognize ECL as President of Zambia as a result of which UPND leaders promised to make Zambia ungovernable. Since then the country has witnessed unprecedented lawlessness of brainwashed UPND cadres who can’t regard the Police or the Courts and this is the root of the problems in Zambia. How does Baal ask for human rights while at the same time disrespecting the law and the state institutions? Baal ignored the Police warning but went on to ferry cadres in 32 buses. How can Human rights be upheld without regard for the law. It is nonsense trying to defend rights of law breakers at the expense of law abiding citizens.

  21. When you read the letter, it all about him and UPND. So he is directing the HRC to investigate his allegations. Someone wanted the government to investigate his involvement in privatization, he went to court and sued that person. This man awe mwe.
