Former Minister of Information and now Patriotic Front Member has said that he does not engage in criminality or shady deals.
Reacting an audio recording of a phone conversation with the Bank of Zambia Governor, Mr Kambwili said that is a leader and has been a decent businessman for many decades, his inquiry was innocent and remains innocent.
Reports have been circulating that Mr Kambwili was trying to force the bank of Zambia to issue a bond against government debt owed to suppliers. In the audio, the alleged governor is heard chiding Mr kambwili for breaching channels of communication.

I have noted with sadness an illegal recording being circulated of the conversation I held with the Bank of Zambia Governor, Mr. Christopher Mvunga.
Let me give a brief background to this innocent conversation that has been misconstrued.
It is public knowledge that the Zambian Government owes local contractors, and suppliers of goods and services over $5billion for infrastructural works done, goods supplied and services rendered.
So when the Bank of Zambia recently advertised for the open market to buy Government bonds and Treasury Bills, various contractors and suppliers owed money by Government approached many of us deemed of influence and have served in Government to understand how the money owed to them by Government could be turned into Government Bonds or Treasury bills.
It is public knowledge that I have served in Government as a Minister of Foreign Affairs, Minister of Labour, Minister of Information and Broadcasting Services. I have also been a member of parliament for many years. Such questions and inquiries for me are therefore are normal.
It is in this light that I approached the Ministry of Finance to understand the process, if at all it was provided for in the law, to turn Government debt owed to suppliers and contractors into Government Bonds.
I needed to know how suppliers’ or contractors’ debt could be converted into Government Bonds or Treasury Bills.
So I am rather surprised that such an innocent inquiry has been portrayed to impugn alleged criminality.
In fact I expressed surprise when the Bank of Zambia Governor, Mr. Christopher Mvunga called me expressing anxiety about my inquiry. But for those that know Mr. Mvunga, I knew I would have to wait to have a decent conversation later when he was more in an appropriate mood.
I still don’t understand why he expressed annoyance about my inquiry whether I had breached procedure or protocol or how the conversation was recorded.
I wish to emphasise that I do not engage in criminality or shady deals. I am a leader and a decent businessman for many decades. My inquiry was innocent and remains innocent.
I still want answers if such a financial scheme is possible for local contractors who are owed a lot of money by Government.
My appeal therefore is to President Hakainde Hichilema to dismantle this huge debt owed to local suppliers, contractors and those that provide a service to Government.
This debt has chocked the local economy and has rendered many businesses to go into difficulties, bankruptcy and disruption.

You had ‘dr’ assigned to your name and you cannot see what that meant? As for not engaging in certain transactions was it not you who was pardoned a few days ago? A pardon that can still be challenged by the way as you walked the streets on appeal…it leaked what can we do? We listened in ‘the emperor has no clothes;!
Chimbwili…..you are done. Now even BOZ staff know you don’t carry any stick. They can say whatever they want and scare you. They know you are done.
So just because you supplied government with exorbitant prices and since the person you were relying on to pay you quickly is no longer there so now you want to be paid with bonds. Wait your turn there are more pressing payments. Just concentrate on your cases for the time being.
When proof of criminality is thevoice of those committing the crime, nothing beats that!

Mvunga has never written any academic dissertation. ACCA qualification is not an academic qualification its a professional qualification. Lets be serious. Show me one university which offers ACCA as an academic qualification.

A quote from Kambwili’s exonerates Bishop Imakando from those who painted him red when he said ‘many businesses are threatened with bankruptcy and that the country has over borrowed’. Kambwili said “This debt has chocked the local economy and has rendered many businesses to go into difficulties, bankruptcy and disruption”. THEREFORE IMAKANDO WAS RIGHT.
Sorry, CK. We are still investigating how Government accrued such huge debt. The tendering procedures and the amounts involved. Preliminary findings show that 99% of the Contractors are PF cadres.

Why should ECL and the Chief Justice be involved in the day to day Operations of BOZ? The ECL Govt destroyed Govt Institutions by Politicising them.
