Prominent Lusaka Lawyer Nelly Mutti has been elected as the first-ever woman Speaker of the National Assembly. Mrs Mutti has been declared duly elected Speaker after going unopposed.

She takes over from another prominent lawyer Patrick Matibini. Clerk of the National Assembly Cecilia Mbewe declared Mrs Mutti as Speaker this morning in the house.

Mrs Mbewe who is the Returning Officer, declared former Gwembe parliamentarian Attractor Chisangano as the First Deputy Speaker, while Luangeni Independent Member of Parliament Moses Moyo was declared as the Second Deputy Speaker.

The new Speaker told the house that she was humbled to be granted the opportunity to serve in her new position.

“It is therefore with great humility that I submit myself with the will of the house, I thank you,” she said.

And speaking in Parliament, Vice President Mutale Nalumango congratulated the new Speaker saying she is the most suitable person to take up the role.

Mrs Nalumango expressed confidence that Mrs Mutti will deliver to expected standards. The Vice President further expressed optimism that the Speaker will undertake her work without fear or favour.

She also emphasized the importance of the task that lies ahead for the Speaker, in the new role that she is taking.

“As the custodian of the dignity and privileges of the house, the functions of your office are the same as that of a leader of any organization that is to uphold and defend the integrity of an organization and to uphold its rules and objectives,” Mrs Nalumango said.

Parliament has since adjourned and is expected to reconvene next Friday when President Hakainde Hichilema officially opens the first session of the thirteenth National Assembly.

  1. Congrats to Nelly Mutti and congrats Zambia too.Surely Saudi Arabia and Iran could learn a lesson from Zambia on how to treat women.

  2. Congrats Bo Nelly. Woman Vice President, Woman Chief Justice, Woman Speaker -Can we see Woman Minister of Defence – Your Excellence Sir. I am becoming more proud by each day to associate myself with the name Zambia. We rejected third term ( for the second time ) manipulation by our weak brothers and sisters. Hope they have learnt a lesson from that.

  3. It would have been nice to have heard her c.v. .
However, congratulations are in order. Ms Mutti has been a champion of the oppressed and downtrodden. I am sure she will help the opposition members of parliament to check and balance the government properly.

  4. Unbelievable that Zambia is getting so fixed.
HH should praise God to give him so many wise women around him.
Zambia will qualify to world cup.
    Jah live.

  5. Why an educated woman or man would bleach their skin is my question. You have a law degree and enough legal practice but still suffer from low self-image. The question is why, why, why. It just beats my reasoning.

  6. The president has tried so hard
with numerous attempts to strike a balance in gender and next, new, generation. He may not fully succeed, but he has given us a hint.
His party stayed in opposition for 20 years where older dudes were stuck with him. Youngsters of yesterday have redeemed him and they deserve a payback just like the old aged do.

Wow! This right here is an appointment for the ages. They don’t get any better than Mrs Nelly Mutti. This woman is formidable and I reckon she is overqualified for that role. In my opinion she was supposed to be sitting on the ConCourt or Supreme Court bench in a very senior role. But I really hope she changes that role as it has been made into a political role to do the dirty work of the political party in power since the MMD govt. I have no doubt Mrs Mutti will bring about integrity to the role which Mr Amusa Mwanambwamba and Mr Matibiti failed to do, although the former was heaps better.
I came to know about her from the KK’s arrest and Chiluba ‘Kafupi’ parentage trials, alongside the likes of Sakwiba Sikota (before he sold out); Prof Patrick Mvunga; Mainza Chona; Daniel Lisulo;…

@the observer, #12… what are you talking about mate? Mrs Nelly Mutti has always been a light skinned person. I think she may be of mixed heritage but I don’t believe she has bleached her skin.
You can’t deny her natural beauty though even at her older age.

  10. Its “FEMALE SPEAKER” not “woman speaker”. Its chauvinistic!! Ichisungu ichi. It has also been caderised by PF and MMD.

  11. Mrs Mutti was appointed Director in May 2005 and subsequently Board Chairperson of the Company in 2011. She is a Lawyer by profession and a holder of a Bachelor of Law degree from the University of Zambia. She is also a certified Arbitrator and Mediator. Mrs Mutti is the Managing Partner of Lukona Chambers, a renowned law firm in Zambia. In her illustrious career, she served as the Chairperson of the Anti-Corruption Commission from 2002 to 2006 and as Commissioner on the Constitution Review Commission of Zambia from 2003 to 2005.

  12. Congratulations Madam Speaker. I am indeed dumbfounded. Looking forward to interesting debates in Parley, I believe. You deserve the Position. Best of Luck in your new role as the Speaker.
