The Promise of Free Education by President Hichilema is on Life Support-Kampyongo

Share

Patriotic Front Shiwang’andu Lawmaker Hon. Stephen Kampyongo says the PF was always alive to the challenges that implementing free education would present which was why the Patriotic Front had done the realistic thing of making education as cheap as possible and not free.

Hon. Kampyongo said the UPND and President Hichilema made a promise to the Zambian learners that they would provide free education, a promise the people of Zambia had bought into and voted for them.

He said it was therefore surprising that the President had changed his language and started speaking of quality education, stating that free education and quality education were not one and the same thing .

He said the learners and their parents were ready to go to school without paying fees which is what the President had promised during campaigns Hon. Kampyongo said this at Parliament yesterday after the ceremonial opening of the 1st session of the 13th National Assembly by President of the Republic of Zambia, Mr Hakainde Hichilema .

Zambia went to the polls on the 12th of August where the ruling Patriotic Front was voted out of office.

The United Party for National Development was voted in by the Zambian majority with the promise of delivering free education among other hefty promises.

Hon Kampyongo stated that It is now left to be seen if the promises will be fulfilled or if one by one , the promises will fall like dominos as has been seen with the promise of free education , which promise is now in the intensive Care unit.

  1. There you are SPEAKING FREELY!! Yes HH promised free education but if he fails on grounds of a poor economy you PF left behind, we may excuse him as long as he makes available education loans to all deserving Zambians and improves quality of education!! Under PF, EVEN FREE SPEECH WAS NOT PROVIDED FOR the way Mr.Kampyongo is speaking now!! SO Hon.Kampyongo, START BY THANKING HH AND UPND FOR RESTORING OUR RIGHTS TO FREE SPEECH!! If it was your time, thugs would have come to harass you, wherever you were speaking from!!

  2. What about you the PF? Did you fulfil the promise of more money in our pockets? Lower taxes? The answer is NO. So we knew that even if HH was promising some things it is not everything that he will do in one term. What we wanted was you the PF and gang of plunderers out of power. The PF under Edgar was Zambia’s worst disaster

  3. Lets be realistic in our responses.Insulting is not a solution. Then promise was in black and white and we want it implemented. The only theme you know is accusing pf members.Be objective. We shall continue reminding the people who promised free education from pre-school to higher education.Thank you.

  4. Kapoyongo is going to jail………

He was instrumental in the 48/48 scandals and burning of markets to facilitate 48/48……

Kapoyongo was commander , with lungu of caders in zambia…….
For now lungu has immunity, for now , but Kapoyongo will answer……

Even Kapoyongos election win was through unfair manipulation, violence and bribes….

After lungu, this is the man , who was instructing police to be unprofessional……

  6. This is the last man who should say anything, surely can free education start on the first day, this level of dallness is appalling, the President never said this will be attained on the first day, if you have been to school, you will know that there are short term, medium term and long term medium goals, you leave the treasury empty with reckless borrowing and you want your friend to come and offer free education, using what

  7. Before we talk about free education, were the PF cadres from Shiwang’andu who were stoning opposition campaign helicopters in any election when PF was in power ever get arrested.

    14
    7
  8. @ Roka, the only chaps crying about free education are PF supporters, none of the 2.8 million who voted for HH care because all they wanted was PF out of power so keep waiting bane as we still celebrate the removal of the most incompetent government in the world.

    13

  9. How can we implement free education when the money was used to buy fire tenders for a million dollars each with beneficiaries from the exaggerated price well known. And you are still talking

    14

  10. After having stolen publics and now you are coming out with useless statements this one. Zambians are wise now and know that HH will slowly but surely fix the damaged economy you fellas caused due to your poor mismanagement of the country’s confers. Better to zip up now and let serious visionary leaders start working for our beautiful beloved country. Why should Zambia fail to provide free education when it’s the second largest copper produce in Africa. Such poor limited mindset exhibited by the Kampyongo and failed PF leadership is what has caused Africa to lag behind in many sectors.

  12. Ba LT, this is the least person you can even quote.
It’s free education for those who can not afford it, but its NOT mearnt for him and his children, after all that was looted from the Zambian people, he will be silly not to afford his children`s education. He even shows how dull a minister he was, the current government is still running on PF budget, which did not account for that fact. So how on earth, would he expect HH to start implementing free education, which will be deepenning the current debt Zambia has. And the next thing, PF will be turning around to blame HH for debts and bad economy.

  13. All he wanted was power….and he tried for 20 years…so people shouldn’t expect anything different…nothing will change just Mutinta wearing unsightly outfits and HH wearing surgical gloves…so far that’s the only change that Zambians have seen and will remain that way for the next 5 years….and of course extended overseas trips….kikikikikiki meanwhile how much is cement and melie meal and fuel

  14. Imagine this former Katondo St Forex dealer was a Minister of Home Affairs…if you listened to the whole speak of HH you wouldn’t make a foooool out yourself by asking for free education in fact you should be the last person to ask about given that you stole alot of money. How can 42 Firetrucks cost $42 million?

    13

  15. Mr kampyongo your government left Zambians with fourteen billion dollar debt
To pay and you want Bally to give free education in one month?Courts are coming
For all those who accumulated wealth not
The legal way.lets recover first then fund
    Free education.

  16. Hon Kampyongo and co,

Just because you promise marriage to a woman doesn’t mean the very next day after accepting your proposal, there will be a wedding and she will shift in your house and instantly have children.

    Let’s not think like cartoons.

Some things require planning, any project requires levels of implementation.

It’s not like the policy pronouncements like the ones we were used to in pf.

When one has a night mare, following morning policy direction change.

    4
    5
  17. Kampyongo, why don’t you tell all your pf members to bring back the billions of dollars you pf looted, then we can start implementing free education

    6
    3
  18. Mr. Kampyongo, with all due respect to you as one our former leaders, kindly remember that you lost by about 1 million votes to the UPND. We who voted for the UPND know very well that its too early to start hallucinating for free education, even before the New Dawn Administration presents its first budget.

The economy needs to be repaired before money can be spared for such benefits to the citizens.

  22. More than one million votes came from the youths who were promised free education, jobs, paying them meal allowance, empowering them so that they start having three meals in a day. So these youths are waiting but not this time until the upnd budget is made and see how much will be allocated to each ministry. Let’s give the new govt chance and support them. We need to work as a team to build our country. Let us also avoid insulting each other please

    2
    4
  23. You and ECL bought second hand riot vehicles from South Africa to scare Zambians. Ah ah you didn’t even had a chance to use them. So shout up

    7
    4
  24. @Peter Mulenga, the promises were made at the time when the allegations you make were clearly known so you just remind your guy to FIX IT, otherwise shut up yourself and get a life.

  26. Free education is possible – if you look at the way you thieve stole money from exaggerated Contracts. How have you used it ? Building heaven on earth mansions while the poor people in Mporokoso are suffering eeh ! That statement can only come from a Thieve who thinks if you plant a mango tree today the following day you expect it to have fruits.

  27. Not even sure why this chap has the never to talk. I think a lot of chaps have lots of free time. Where is ACC, DEC, and FIC to begin pursuing them so they spend more time in court explaining their sudden wealthy among other actions that Zambians need answers. Let HH focus on governing and his promises will be questioned at the end of 5 years. Did anyone question PF about more money in your pockets immediately they won in 2011?

    4

  28. We really need a lot of civic education on this platform. Kampyongo is a parliamentarian and what he was speaking about is his duty. And please let’s stop lying that under PF there was no freedom of speech. Being denied access to ZNBC does not mean theres no freedom of speech. How many times did HH appear on Hot FM, Phoenix, MUVI and the like. How did people hear about his free education promise and other promises. Aren’t UPND youths already asking for Sean Tembo’s blood? Is that your definition of free speech? Defend HH with policy direction that’s if you even know it. It appears whatever HH says is thus says the Lord.

  30. Zambians judged PF yes they did.
Don’t focus on what is gone now start talking about the promises and how they are going to be met forget about PF he is no longer receiving taxes it is UPND who is receiving taxes from taxpayers, the government in power is now the driver don’t waste time on the past.
The head of state must fulfil his promises which he promised people with enthusiasm and clarity and eloquency, and precision and sharply really he did it and convinced the 19million Zambians.
He must now do walk the talk if he is not careful together with his followers who are now insulting people and calling them names and intimidating them because they want what he promised them .
Politicians must not just wake up and start promising people like *****s who don’t think.

  31. Kampyongo, please give HH time. He will fulfill all his promises. He still has to find the funds to be able to achieve this as you guys were helping yourselves left, right and center. The impunity of it all. Room 9 of passport office in Lusaka (yes, we in the diaspora know this room very well) and you were leading this Ministry. Before you were even asked anything, they gave you your their personal telephone numbers. Which ever agency is going to investigate this, please include the diaspora,

  33. HH never said free education the day I’m elected.
Previous regimes committed themselves to time periods –
” More money in your pocket within 90 days.”

90 years later there still is no money in our pocket but more money in theirs!

HH said Im sworn in at  08:00  by 12:00 the US dollar is down. Guess what? The dollar is actually down!!!???

    On a lighter note:

UPND and its supporters listened to PF’s  arguments regarding how impossible it would be for the government to provide free education. We, having analysed their argument, got converted and were won over to their school of thought.

Just like in the story of the monk and tiger. For those who have never heard of the story-

A monk was walking in the forest when he heard desperate cries coming from some quarters…

  34. A monk was walking in the forest when he heard desperate cries coming from some quarters of the forest. He, calmly walked towards the origin of the  cries and was soon faced with the sight of a man desperately struggling with a tiger, holding on to its tail. The hungry vicious and furious tiger was turning this way, then the other –  desperately trying to get to the man. The man, to avoid the aminal from getting to him, would move in the opposite direction to that taken by the animal each time it tried to get to him –  all the while pulling hard at the animal’s tail.

The man, seeing a monk coming his way, incessantly screamed for help – his veins almost bursting and his eyes almost popping out of their sockets.

The monk calmly approached the scene, assumed a meditation posture…

  35. The monk calmly approached the scene, assumed a meditation posture and, in the midst of the man’s desperation and wild screams for help, proceeded to meditate. The monk, thereafter, suggested the man, like him, be calm in all circumstances. He then asked what was going on.

The man, comfounded and in disbelief, called for the monk to get a huge stone lying a few metres from where the engagement between the man and the animal was taking place. He called out for the monk to kill the tiger using the stone.

Taking a minute to think the matter through, the monk declined to oblige – citing the theology and philosophy of his religion as the obstacle.

“Iam, by my religion, obstructed from killing any of God’s creation.”

He wished the man well and congratulated whoever would end…

  36. He wished the man well and congratulated whoever would end up victorious between the man and the tiger. He was about to go his way when the man, in desperation and trepidation, called out to the monk. His new request was for the monk to hold on to the tiger’s tail, thereby releasing him from that task. He, the man, having been freed from the all – important task of holding on to the animal’s tail, would get the rock and carry out the task of violently appending the same to the tiger’s head.

The monk, upon consideration, agreed to the proposal. He got hold of the furious, menacing animal’s tail and replicated the life – saving moves he had observed the man implementing when he was in possession of the animal’s tail. He held onto and pulled the animal’s tail and moved this way…

  37. He held onto and pulled the animal’s tail and moved this way then the other – preventing the animal from devouring him. The monk, noticing the fact that he had grossly under – estimated the life – saving task, urged the man to attach urgency to his new task of hitting the tiger with the rock.

The man calmly sat down, adopted the posture associated with yoga and proceeded to meditate. He, thereafter, got up and proceeded to walk away. Furious, confused and scared for his life, the monk screamed to the man repeatedly asking him to discharge his new obligation.

The man, calmly, explained how it was that listening  to the monk expound his theology, converted him to the monk’s religion – largely due to the fact that the monk was an evangelist par – excellence. The man explained that…

  38. Why is Kampyongo still talking and wondering freely when he as home affairs minister really squeezed the opposition, remember him at the Ubomba mwibala alya mwibala PF function in Kitwe confessing that he was behind the squeezing of opposition leaders

  39. Kampyongo of all people should say something, how? Even Sean Zero is starting to sober up. We will provide the free education when you bring the change from the fire tenders ‘costing’ one million dollar each and insured for two hundred and fifty thousand dollars each

    2
    1
  40. Abena Kampyongo, we should be asking you similar questions on the computerisation of our national documents. At least UPND are still on honeymoon. Manje Iwe, why are files ku ma passport, birth and deaths still on manual? Una peleka kuti mahalf?

  41. At the moment, HH is an angel who seem to have brought hope to many, but let’s sit back and see how two big snakes will fight each other. It’s too early to judge.

  42. Me? I’m still waiting for more money in my pocket. Never mind 90 days. Ten years later and PF never delivered on that…. just “more money” and grand houses for certain individuals!

Now this guy expects completely free education in less than a month while also yapping about illegal ministers? Really shows just how ill-equipped PF is to provide quality opposition (let alone govern!) if haranguing is all they can do. Or perhaps Kampyongo has Asperger’s syndrome, the disease of taking everything literally. That and a side-dose of selective amnesia?

  43. I think it is high time the majority of us moved away from finger pointing and name calling all in the name of politics. PF had its time and nothing positive materialized from all all the years that they were in government. Now is not the time to try make ones self look better or holier than though but rather be a proactive solution based voice. Talk about what we can do to improve our country and its economy. Dont talk to me about what you didnt do or what you feel is not being done. Talk to me about what you will do to improve the live of the people who voted for you in your constituency. Talk to me about how you will add value in parliament and the vision you have in terms of development and how you will implement your vision. STOP WITH THESE CHILDISH POLITICS. ZAMBIA IS OUR COUNTRY…

  44. This fool has some guts…I can’t wait to see him go to jail…He needs to explain to the Zambian people where he got the money to build his houses on a minister Salary. In addition, we have not forgotten about the fire trucks….You thought Zambia belonged to you. *****…

  45. It is time for the new Government to start telling the people of Zambia , how mach money have been stolen. Time to tell us who was behind gassing. Time to start the process of reducing prices of items. The people changed the gernment in order to hear the truth. This is not time to tell the people what PF did no, we want the truth to come out. We know the accused will defend them selves in courts of law.

  46. Corruption scandals: 48 Houses Social Security Cash Luxury Presidential Jet Ambulances Fire Trucks Mukula Trees Ndola-Lusaka Rd Malawi Maizegate Fuelgate Swaziland landgate Zesco Loans Honeybee Corruption scandals: 48 Houses Social Security Cash Luxury Presidential Jet Ambulances Fire Trucks Mukula Trees Ndola-Lusaka Rd Malawi Maizegate Fuelgate Swaziland landgate Zesco Loans Honeybee

This dude is not in front of a jury yet? If course free education would be possible within 3 weeks as soon as you returned the money you and your kind stole.
I think “free education” should be an income tested anyway so that children of thieves like this one should not take advantage of it.

  47. Quality and Free Education are not the same? Pefu che!!! Listen Sir..what is free education if it is not quality education? In short education which will be free has to be smart, innovative and sustainable! Example quality education including sports for learners with qualified sports trainers, well stocked libraries, morden school syllabus with morden examination that will allow each learner to express knowledge of principle learned in class. Pefu will never learn i guess!

  48. Times for campaigning are no more with us , now we want to see how you are going to meet the people’s aspirations as you promised them , what took you up is the same that will bring you down , forget about what happened in the PF government the past and were judged by your vote, and is gone focus on the good and clear vision you painted for the people of Zambia , how to reduce prices of fuel k17 to k5 ubunga k150 to k50 fertilizer k700 to k200 free school from grade one to university very attractive promises indeed who can refuse that.
Now that must remain the subject of our topic not talking about a long gone Kampyongo he is no longer any issue to Zambians.

  49. Ka skopo donono…. no brains at all to think …even the people know that it will need time to be fully implemented it maybe done in phases from primary to secondary and eventually university.

  50. If PF supporters loved their leaders the way UPND members do, I am sure we would be discussing a different story today. See their comments and you can see that they love HH with passion. HH does not need to explain himself why he kept mute on free education during his parliamentary address when he made this as a core tool for his campaign : his members have already created excuses for him:, telling PF : “Bring that money which you stole and we shall provide you with free education.” I admire this, nay, I salute them for their unwavering love for their leader!
