Fight against corruption that does not lead to convictions is mockery to the people of Zambia

By Pilato

The fight against corruption that does not lead to convictions is nothing but a mockery to the people of Zambia. The anti-corruption commission should sober up and take responsibility. We will not blame the suspects, we will not blame the judiciary and we will not blame ourselves. The ACC in its current form can easily be described as practical jokers not deserving our respect.

A professional entity cannot operate on social media drama and rumours the way ACC is doing. We remember how they called for a media briefing and announced that a certain ward councillor had bought a commercial bank for K300million. They abused our trust. We believed them and got excited that they had caught this thief. My uncle ba MWEWA Chitambala believed them and went running with the story and he was sued by one ward councillor ONLY for ACC to come back without shame to say they had the wrong information. Why should we trust them again?

Mr. Chitotela didn’t force anyone at ACC to sign any document, they entered into an agreement willingly and knowingly based on what? Why do they want to appear to be fighting corruption now by arresting and harassing the same person they sat down with and entered into an agreement with? Do they think that we are stupid? If you signed a deal with Mr Chitotela in 2019, what were the facts that influenced your commission to do so? Why are you arresting him now for the same suspicions? Yes, the fight against corruption is one that needs everyone’s support, but what did uncle Simon MWEWA get for believing and supporting the ACC? We can’t expect the judges to provide the facts just to convict Mr Chitotela, it is you ba ACC to do so and when you fail to provide facts, then what is your job?

The anti-corruption commission in Zambia is letting us the people down. Our confidence levels are at the lowest. Mr. Chitotela may not be our favorite guy but it is clear that ACC did wash him clean therefore instead of wasting our time, resources and attention, leave the man alone. You destroyed the case yourselves. We know most of our judges are corrupt and highly compromised but on this issue, they are not to blame.

The same can be said about the Kabushi guy. Who is the ACC legal advisor? Which constitution are they using to effect these Asset seizures? Are they doing so deliberately to frustrate the fight against corruption?

If you have no capacity to investigate thoroughly declare that publicly instead of wasting our time and resources. My appeal to the incoming ACC chairperson and Director-General is to start by investigating these incompetences by ACC itself.

My brother Munir Zulu did make serious allegations against ACC officials, we didn’t believe him but now we are beginning to believe that the ACC officials are highly and dangerously compromised. The new Chairperson SC Musa Mwenye and Mr Gilbert Phiri please we need to know who is frustrating this fight against corruption.

For now ACC should just close as we wait for parliament to ratify the new Director and Chairperson. ACC is not an entertainment organization so they should stop competing with Shi Mumbi and do the actual work for once.

  1. ACC is a farce. This is what happens when you move people around public offices and not attract the best talent from the private sector. Literally, everyone at ACC needs to be fired. Why can’t ACC attract auditors, accountants and proper lawyers? It is a very sad story. I think we need mercenaries in Zambia.

  2. The problem with us Zambians we conclude the cases before the case is not even head in the court of law. when one is a suspect we should not label them corrupt until proven guilt.

  4. Chitotela was “discharged”and not “acquitted”
The merits and demerits of his corruption case have not been heard in court.
The PF agents and media houses are deliberately misleading the masses

  5. May be fighting corruption with prejudice in the first place is what is wrong with you upnd sadists. In others words you have already judged or would like convictions to be made even when you don’t have any evidence. The courts only convict where there is evidence beyond reasonable doubt. Take your cadreism far away. Fuseke

  7. The UPND government is TEN MONTHS in power, and committed itself to fighting corruption on all fronts, through the ACC or otherwise. It has been a dysmal failure. Police officers are back at the roadblocks demanding bribes as before. Edgar China Lungu is STILL not in jail. FAILURE!

  8. IF THE JUSTICE SYSTEM IS FAILINGS US, WHAT OPTIONS DO WE THE MASSES HAVE TO GET JUSTICE, ACCOUNTABILITY AND TRANSPARENCY FROM THOSE WE ENTRUST WITH MANAGING OUR RESOURCES?
INDUSTRIAL SCALE CORRUPTION CAN BE SEEN FROM SPACE, WE NEED TO STOP IT NOW!

  9. You have an ACC officer who gets k10,000 or less as his salary with poor working conditions going to arrest someone who stole k60 million kwacha.
    Do the maths!

  10. @6, a discharge in this case is effectively working as an acquittal, on account that Chitotela cannot be tried for the same offence.
I suppose we have to wait for the appeal ruling.
On the content of Pilato’s writing, 100 percent agree.

  11. Can hh also show us evidence of how he accumulated so much wealth or is the fight against corruption only applicable to pf supporters?

  13. These PF plunderers knew that one day they would have to account for what they acquired dubiously during the brutal regime of Edgar Lungu. So they were stealing intelligently. They knew what happens to politicians once they lose power and so they covered their tracks very well while the new dawn was doing things ‘methodically’. One of the major things that would certainly determine the UPND’s retention of power in 2026 is how they handled the fight against corruption. Theft and corruption is what made us the 2.8m to vote for change

  14. I 100% believe with no doubt whatsoever that Lusambo stole. He even indirectly told us when he mocked Panji over his failure to take advantage of his father long stay in office. Now you acquit him dubiously – Do you want us to take law into our own hands.

  15. Even their own UPND top cadre – Pilato has given up on these corrupt Barry pipo.

Barry’s love of the white man is very irritating and insulting to Zambians.

  16. Bushe ni Koswe mumpoto nagula ni Koswe pali mic?
Kwindis like pilato Fumba is so shallow that he thinks accusing a person of corruption without hard core proof or evidence beyond reasonable doubt is an easy undertaking. I told you f001s time an again that the fight against corruption needs a hard core prosecution team. Your demigod is failing because the hhACC is deep down his petticoat.
Free the hhACC from the shuckles of the 1990’s corrupt now turned tycoon.
The hhACC should have started with hhpresident. That’s where the rot starts from. What filthy accusing figures. Dirt to the core.

  17. Ofcourse, we all want criminals to answer for their crimes, & any stolen money clawed back! However, lawful procedure must be observed to minute detail, otherwise, no prosecutions will succeed even if some might be as guilty as sin! It’s all very well making allegations, but this has to be verified by hard evidence the Judge can act on appropriately. As of now, with procedure seemingly overlooked – either inadvertently or deliberately, and Investigating teams:- ACC/Police, seemingly struggling to provide proof of crime/s, it’s naive to expect any who face a Court Judge, to serve a jail term! Dare I say, the ACC – particularly, is in complete shambles; they need to shut office & clean out the mould, it’s fogging everyone’s minds.

    #plant a tree please!

  18. Even Gilbert Phiri will not do things different as he is a UPND sympathiser so he will be working on instructions from HH so he will be bias .you need a person who is not politically inclined to run ACC

  19. The problem naba pilato is cadreism yalibafulunganya.
Does every accusation mean a person is guilty? That’s the problem with politicising the so called fight against corruption. It’s become a narrative which govt is pushing and it must be proved at all costs, meaning suspects must be found guilty.
How else do you explain the upnd attacks on the judiciary, if this “corruption fight” is not politically motivated?

  20. I think the HH suspect wealth accumulation allegation is now cold and dead in water, isn’t it? You guys had ample time in which you could have sorted this matter, & assured citizens – whatever outcome – once and for all put it to rest for good. But no! You procrastinated because you thought you were untouchable with time on your side! Well, It’s futile to whinge about it now just because he, unlike you, is not dillydalling to sort you guys out! Brace up!

    #plant a tree please!

  21. @Kaizar Zulu, you steal because you think HH stool. Try your luck, giving that as your defence in court.

  22. @20, exactly where did Pilato accuse the judiciary or expect them to find some people before court guilty because he is a UPND cadre?
The gist of Pilato’s argument is that ACC is incompetent and only they should be blamed.

  24. Once upon time,a woman had children. The woman was in charge of livestock keeping business. And her employees worked for some time with her. When the time was up for the woman and his team to leave, the incoming team was accused by the outgoing team of pilferage.Immediately the incoming team instituted investigation against the outgoing team.As the investigation against the outgoing team was progressing,it did not take long to hear that some of members of the incoming team were implicated in some scandals involving the livestock. But the investigating team focused and targeted only members of the outgoing team, leaving out incoming team suspects in their investigation. Many wondered and asked,”Why this sort of thing?”The question is, could it have been sweeter to pursue the outgoing team than…

  25. ACC is nothing but a joke. Extremely incompetent. It needs a complete overhaul. As far as I know, there has been no corruption case in which ACC investigated professionally, and it led to the conviction and imprisonment of anyone. Just a waste of taxpayer’s money. What the heck is wrong with this investigative body? Is it lack of proper training or what? Are there no competent Zambians that can run this group professionally ? Nine months of investigations since UPND came into office, no one from the previous corrupt regime has been convicted and sent to prison. There’s no evidence that it’s doing any commendable service to the country. What a shame.
