Socialist Party President Fred M’membe has charged that the New Dawn Government of President Hakainde Hichilema is regionally and tribally inclined.
Dr. M’membe said he agrees with good governance activists who have observed and conclusions about Mr Hichilema’s regionally and tribally inclined government.
He said Mr Hichilema is running a government that is more inclined to Southern, Western, and North Western provinces and the southern parts of Central Province.
Dr. M’membe has noted that all the key institutions of the state – presidency, judiciary, legislature – are under the control and direction of individuals from these provinces.
“Mr Brebner Changala and Dr Sishuwa Sishuwa are very right in their observations and conclusions about Mr Hakainde Hichilema’s regionally and tribally inclined government.Whatever the pretensions, some regional and ethnic window dressing here and there, it cannot be hidden or denied that Mr Hichilema is running a government the composition and practices of which are more inclined to Southern, Western, and North Western provinces and the southern parts of Central Province.All the key institutions of the state – presidency, judiciary, legislature – are under the control and direction of individuals from these provinces,” Dr. M’membe stated.
He said Mr Hichilema is regionalising, tribalising, and dividing the country in a manner not seen since independence.
Dr . M’membe said it seems President Hichilema doesn’t care what people say about this regionalism and tribalism in the UPND Government.
“And as Dr Sishuwa has correctly observed, even defence and security follows the same pattern. The Electoral Commission of Zambia is no different; four of the five commissioners are from Southern, Western and North Western provinces. The civil service and public sector in general have also been accordingly realigned.I was probably the first person to publicly voice out against this policy and practice of Mr Hichilema in the hope that it might help him be aware that people were paying attention to it.But it seems he simply doesn’t care what people say about this regionalism, tribalism. It seems he believes in it and that’s the way he is going to govern the country. But this is going to cause problems. This country will not be a good place for any of us to live in unless we make it a good place for all of us to live in,” Dr. M’membe said.

The unity of all our people is very, very important.Mr Hichilema’s regionalism and tribalism is bound to backfire. It is bound to boomerang. It must therefore be exposed and strongly opposed and denounced, even in the cool salons of political manipulation and opportunism,” he stated.

Under the PF, every single minister, PS, director or kwasi govt head belonged to the north east region. Even recruiting of young boys and girls into the civil service involved only people from these regions. Even him was left to internal media humiliation by people like Beeswell Mutale, Kebby Mbewe despite his hard work and his reputation of honest, no audit query in southern province for four consecutive years but Lungu brough closer thieves like Lusambo, Katambo, musukwa, Mmembe should check his arguments well. How many permanent Secretaries were Tonga in PF? It is time for equalization. Ubucenjeshi bwankoko pungwa tasakamana. What goes around comes around. During tuPF era, there was massive marginalization of people from Southern, Western and North-western Provinces. So, it is only fair that those who were thrown out, despite being bona fide Zambians, are brought back in the system. This will go on until a fair distribution is reached over a period of time.
So, for now, people from Eastern, Northern and Luapula Provinces mainly, must keep quiet. Of course, if in the unlikely event it goes beyond, we will then tell the President that enough is enough. So, Fred, what is your problem?
This discussion vindicates the late founding father Dr KD Kaunda’s statement on the fact that the only one who would devide this great nation by tribal measureemnt is this man who benefited from the sale of state mines, Hakainde. And that is what we are seeing. Those who worked in the Govt.in the from the late 70s would know that the Govt departments especially the police where all skewed towards the Western and southern provinces. The instutution of higher learning were and are not spared from this scurge, but it requires a sober mind to analyse the causes and act soberly. Remember the mediation effort between HH and late Sata by Dr Kaunda? kaunda advised that Sata be president of the pact as he was more popular and that HH be vice but HH woalked out and asked whether he could not be presisdent because he was a Tonga. The UPND itself is belt entirely on Tonga being a president.
