Permanent Secretary in the Ministry of Finance and National Planning in Charge of Economic Management and Finance, Mr. Mulele Mulele has noted that the Federal Republic of Germany remains a key financing partner to Zambia.
Mr. Mulele was speaking on Monday when his delegation paid a courtesy call on Zambia’s Ambassador to the Federal Republic of Germany, H.E. Mrs. Winnie Natala Chibesakunda ahead of the government-to-government negotiations on development cooperation between Zambia and Germany taking place in Berlin from 6th to 7th May 2026.
He pointed out that the negotiations on the 2026/2027 circle will result in financial support to key sectors among them water, justice, agriculture, food and nutritional security and the Office of the Vice President and further underscored Zambia’s commitment to the areas of cooperation in the current circle which include governance and public financial management reforms.
Mr. Mulele pointed out that the Zambia Development Agency (ZDA) is part of the Zambian delegation to market Zambia as an investment destination and shift the partnership towards one based on the cooperation model which promotes private sector investment and creation of jobs.
The Zambian delegation is comprised of Mr.Mulele as head of delegation, Permanent Secretary in the Ministry of Water and Sanitation Development and Sanitation Eng. Romas Kamanga, Permanent Secretary in the Ministry of Justice, Mrs. Mwenya Kaela Bwalya, Zambia Development Agency (ZDA) Director General Mr. Albert Halwampa and senior officials from line Ministries involved in the government-to-government negotiations on development cooperation.
The negotiations will culminate in the signing of a two-year development cooperation agreement between the two countries.
