Attorney General Mulilo Kabesha has called on Zambia Air Force (ZAF) commanders to ensure that military discipline is grounded in fairness and justice rather than fear, emphasizing that trust in leadership is built through impartial and consistent decision-making.
Speaking during the official opening of the Zambia Air Force Legal Clinic for Formation Commanders in Lusaka yesterday, Kabesha said commanders have a duty not only to lead troops but also to administer justice fairly and without favour.
He noted that while military rank may compel obedience, fairness and integrity are what earn the confidence and trust of officers and service personnel.
“Your soldiers may obey your rank, but they will trust your leadership only when they know your decisions are impartial, principled and consistent,” Kabesha said.
The Attorney General stressed the importance of transparency in disciplinary processes, stating that justice must not only be done but must also be seen to be done.
Kabesha further urged commanders to take a firm stance against gender-based violence, sexual harassment and all forms of abuse of authority within the Defence Force.
He commended the Zambia Air Force for organising the legal clinic, describing continuous legal education as essential in ensuring commanders remain informed as military law evolves alongside changing operational demands.
Meanwhile, Zambia Air Force Commander Lieutenant General Oscar Msitu Nyoni underscored the importance of commanders having a thorough understanding of both the Defence Act and the country’s general laws, noting that military personnel are subject to both legal frameworks.
Lt Gen Nyoni said the legal clinic, the first to be held since he assumed office in 2023, would equip commanders with the knowledge needed to make lawful and informed decisions when handling disciplinary matters.
He encouraged participants to share the knowledge gained during the training with officers under their command to promote a wider understanding of military law throughout the service.
“The benefit of this clinic must not begin and end with those of you who are present in this room. I urge you to serve as conduits of this knowledge within your respective formations,” he said.
The Zambia Air Force Legal Clinic is being held under the theme, “Striving Towards a Fair, Balanced and Informed Military Justice System.”
