
Government has directed the National Sports Council of Zambia -NSCZ- to look into the controversy surrounding this Saturday’s Football Association of Zambia -FAZ- reconvened Annual General Meeting -AGM.
Sports Minister, Vincent Mwale says the sports council should also communicate its findings to the parties aggrieved before the AGM.
The Minister has explained that the directive follows his receipt of a letter from Football Administrator, Simaata Simaata, who raised alleged illegalities about the AGM.
Mwale has explained that he has since directed the sports council to look into the issues raised, before the AGM is held.
He has added that it is the duty of the sports council to look into issues raised by its members.
And Former FAZ Committee member, Marcha Chilemena says the Saturday AGM is illegal and should not be allowed to proceed.
Chilemena has said the motion being tabled was rejected and therefore cannot be tabled again as there is no mover of the motion.

NOTHING ILLEGAL ABOUT RECONVENED MEETING
The Football Association of Zambia wishes to categorically state that its reconvened meeting for October the 10th, 2015 has been called within the confines and provisions of the FAZ constitution. There is nothing illegal about this as it is a continuation of the adjourned Annual General Meeting that was held in March this year.
It is important to point out that
1. There was a proposal tabled at the AGM in March by NOPAFA, requesting that there be change in the structure of Division One in order to avoid play offs for Luapula and Northern provinces. The letter from NOPAFA met the required deadline for submission and was tabled accordingly. The FAZ AGM bound documents that were distributed, included the letter mentioned. The NOPAFA proposal was debated by various counselors.
2. During this debate, the FAZ President, Kalusha Bwalya and General Secretary, George Kasengele, advised NOPAFA that the matter they had raised needed more consultation with all the stakeholders because it was a matter that was being looked into by the FAZ Premier League and Organising Committee (PLOC) of FAZ. He further advised NOPAFA to withdraw their motion to give the FAZ Executive more time to look at realigning the entire division one structure because it was already under discussion by the PLOC. It was the view of the President that the matter did not warrant to be debated and voted on at the AGM.
3. However, NOPAFA insisted that the matter be put to a vote. The President then advised that irrespective of the result of the vote, the matter was still going to be tabled and discussed by the Premier League and Organizing Committee.
4. When the motion was put to a vote it was unanimously defeated. At this stage a resolution was made that the matter be taken up by the Executive Committee to give the proposal a national and holistic complexion.
5. This then culminated in the setting up of a three man committee comprising Executive members who were tasked to undertake national wide consultations with all stake holders, in view of the NOPAFA proposal.
6. It is this discussion that the Association is taking back to the reconvened AGM in Lusaka.
From the foregoing it is clear that there is no illegality in the October meeting nor, its earlier adjournment in order to conclude unfinished business. As an Association we will be failing in our duty if such resolutions which resonate so well with the football family are left unattended to.
It is also important to mention that this particular item has nothing to do with amendments or election; as such it will be passed by simple majority based on the same quorum of the March 2015 FAZ AGM.
While the NOPAFA proposal was centered on the problems of the Northern and Luapula Provinces the current proposal has taken a national approach.
However, we implore the Counselors to come in numbers and give this program, the national Character it deserves.
In conclusion, we would urge Mr. Simata Simata to come to the mainstream of the football family so that he ceases relying on recycled third hand information. From the onset it is clear that Mr. Simata has either been misled or has misled himself on this matter.
The Football Association of Zambia is well aware of a letter which has been authored by a named aspiring candidate for a FAZ position at the March 2016 Elective Annual General Meeting, requesting clubs not to attend the reconvened meeting set for October 10 2015. Efforts to get some clubs to write this letter on their respective letter heads have failed hence the anonymous and unsigned letter. We urge all counselors to ignore this letter with all the contempt it deserves, lest we fall back into the anarchy and mediocrity of 2009-11.
The Association will take stern disciplinary action against any affiliate seen or associating with such malicious and retrogressive propaganda aimed at trying to disrupt the AGM.
taxpayer funds are used to bankroll FAZ yet we have no direct say as stakeholders…simply tell them directly that you will cut funding, let them run to Zurich to complain or to their mob boss Sepp Blatter if they want.
Just ban them and use the money they get to buy medicines for the hospitals.
My dear brothers and sister in football,i wish to tell you that FAZ are big lairs.I was in Kasama on duty when Erick Mwanza and the other two gentlemen help a meeting at the lodge where i was lodging since in stay in Lusaka.I got interested in the meeting because i knew that he was not there for the said topic of March AGM.What was discussed in the meeting was that teams from Northern should by all means not disappoint Kalusha Bwalya when he moves a motion of continued presidency and league restructuring.He told them that an AGM was possible even when it was against the constitution just for them to pass some of the resolutions. At this point i knew that Andrew Kamanga’s ideas were being stolen of league restructuring.Football councilors please if you have the heart for football,Kalusha…
With all that’s been happening in Zurich of late you would to think Kalu would be the wiser and act smarter. Are they fulfilling the saying that “those that God wants to destroy He first makes mad”.
Now Sepp Blatter has been suspended.
