PRESIDENT Rupiah Banda yesterday said that it was not true that only one person was involved in the stealing of K10 billion Kwacha from the Ministry of Health.
Mr. Banda was speaking in Livingstone on Thursday when he officially closed the Sixth Zambia International Business Advisory Council Conference (ZIBAC).
Mr Banda called for the suspension of all civil servants involved in the alleged K10 billion graft scandal at the ministry of Health.
He said it was disappointing to note that those who have been implicated in the scam were still occupying their offices and that the Secretary to Cabinet has not made any attempts to ensure that all civil servants that could have perpetuated the vice are removed from public offices to pave the way for investigations.
Mr Banda further said that he was not yet in office when the named official stole the money.
Mr Banda said the country was passing through a difficult phase and urged people to work together with government in the fight against corruption.
Mr Banda reiterated that corruption had become rampant in Zambia and called for concerted efforts in the fight against the scourge.

I’ll take advantage of being first to ask a question- is RB LEGALLY president of Zambia, considering he was born in then Southern Rhodesia, to “foreign” parents. If KK our founding president was found stateless and unqualified to run as a result of the 1996 amendment, is not there a likelihood our politicians who are now in power as a matter of convenience have thrown this under the carpet? The first thing you do when there is an allegation of this magnitude is to ask the person or persons involved to take leave (polite way for suspension)with full pay). Whether they have moved or been moved they are not supposed to be working. Yes this may have happened during LPM`s rule but, immediately even I came to know about it, steps should have taken to ensure “this man” was suspended to pave way for investigations. No wonder progects get abandon when their is a new president. The president here is stating that there is nothing he can do about this, which is a big shame really. Just one of the flaws in the system. Africa!

If you can, read the Supreme Court judgement on Mushota vs Kaunda. Any person who was a citizen of Northern Rhodesia at midnight on 23rd October 1964, or born to such citizens is a Zambian. The Chief Justice receives and validates all nominations to the Presidency and he accepted that RB was duly nominated and later on elected. I hope this clears your muddle.

Had he given such a statement or something similar to it, people would understand. But for him to wonder aloud why one of his subordinates (Secretary to Cabinet) hasn’t taking any action to deal with the problem only shows his lack of control over the affairs of the State. Secretary to Cabinet serves at the pleasure of the president; therefore, the president needs to tell him what he needs done on this issue. Trying to deflect blame only makes him look weak and out of touch with the “going-ons” in his own Cabinet/Gov!!
People do not even understand that even a minister cannot fire a cleaner in the department. The only person that any one has the right to fire is the one whom they appointed. The President is an appointing authority of ministers and permanent secretaries and parastatal heads. Being commander-in-chief of defence forces, he can appoint commanders of security wings but commissions are recommended by the officers selection board. The director of public prosecution cannot be fired except on recommendation of a tribunal. Civil servants are appointed by the public service commission. If we accuse RB of corruption because of an official in a ministry, tomorrow we will accuse him of death of a patient because of an incompetent doctor in a UTH. He may have his faults, but be fair!
I am still asking this question. What is with RB and Dora? Dora was not suspended when she was being tried by the tribunal regarding bores holes saga and ignoring the advice from Attorney General. I tagree with what you say but what I do not agree with is when people put the blame on everything on a man who has influence, yes, but no power to sack or suspend. This Ministry official is answerable to the Permanent Secretary (who has just been appointed) and the Permanent Secretary is answerable to the President (Political) and Secretary to the Cabinet (Administrative). The accused person is no longer in the Ministry of Health so how can he affect investigations? He has not even been charged yet, so how can he be suspended? Once again we want to look for evidence after we have passed the sentence. Is it not Zambian Airways history all over again?
Mark my word, the constitution is the supreme law of the land and the judiciary (which by the way includes Siliya’s tribunal) is at liberty to interprete the law, especially the supreme one. Whether called upon or not, judges are at liberty to make an “observation” of any breach of law which is what they did by telling RB that even with him if he breaches the constitution, he is dead meat! This is regardless of which leader is in power. We have to ask ourselves questions like who determines allowances for parliamentarians, who buys vehicles for ministers, who decides which projects are implemented, and who determines how much and where we borrow from? You will find that polictians do not even have a hand in all these things. Even the issues of hearses, mobile clinics where planned by civil servants. As for PF self-appointed leader Undereducate MC Sata’s pledge to work with UPND president HH, this is welcome as I have been advising him (bashikulu Sata) to become a UPND Team Cadre as soon as possible. I hope PF cadre-bloggers will now realise that their admired leader is the one who needs president HH and not vice versa.
Now, I am waiting for the Undereducate MC Sata to announce his disbanding of PF so that we as Zambians can have only one re-branded strongest opposition party the mighty UPND Team to give the MMD a good run in the 2011 elections.
This is because the losing of monies to the level of 10 Billion Kwacha through corruption is very very unacceptable. “One Zambia, One Nation” and let us do the right things.

Kapoko is the same guy who was working with the mwanawasas to hound a well known kitwe hoodlum called shawi fawaz on a theft of motor vehicle charge when fawaz fell foul of the late LPM. It was alleged that fawaz (or his agents) stole kapoko’s BMW X5 at gun point. It is obvious Kapoko had links to high places in the old admin and those links may have persisted in the new admin mostly due to remnants of the old admin like Kanganja and Simon Miti. Even some of the women like Rudo Chitengi whom he named when he challenged the seizure of his kit have been plundering with him at MOH for a long time now.

This investigation is not a two day job, so how will the ministry survive which almost literally depend on donor aid. it happened before in the same ministry where it was allegedly report and blown in the press that housing allowances for members of staff in billions had been misapproriated. Todate, all the people that were suspended and taken to court have long been acquited. I hope this is not a repeatation.

Kapoko is not a dull chap. you can’t move that kind of money in a poor country like ours when you have a low IQ. He obviously has had time to think this through. Im sure he is thinking the case will probably drag on for 8 years if he has a good lawyer, then he will be convicted and sentenced to jail for 5 years. He will immediately appeal the conviction and be released on bail. The case will drag on for another 2 years and he will finally be jailed in 2019. If by then his cronies are not yet in power, he will serve only 2 years out of the 5 year jail term and be released for good behaviour in 2021. You see, that is just my point. LPM had to be dragged with horses to put Chiluba on his defence. Granted he had to act as a lawyer, but why did he have to take so much persuasion if he knew there was corruption in 1994 when Chiluba had been in power for only 3 years? Has the prez read the civil service terms and conditions of service. A controlling officer must immediately suspend an officer who has been arrested for an offence. The controlling officer is the PS not the Sec to Cabinet. So, it’s between the ps of the institution and the ps in charge of all hr personnel. Was Kapoko arrested or is he just being investigated? If he hasn’t been arrested, then he’s covered by the rules and regulations!!

what i think is RB is involved in all these scandals we’re hearing about and even those we’ve not heard? this10 billion kwacha thief will get away with it because his identity upto now hasn’t been disclosed, why? he could even be abroad by now and be in exile forever…. i’ve seen confirmed thieves in our streets, no one is touching them so even this guy will simply walk…. ni pa zed..

In any case, The then PS is also answerable to the same scam, beacuse he was the controlling officer, and should have known how funds had been moving out. I bet you if Dr. Miti and them are involved. This case is nowhere.
