Govt urged to restrict entry of second hand vehicles into the country

2nd-hand-carsGovernment has been urged to restrict the number of second hand-vehicles entering the country as such vehicles cause harm to the health of people and the environment due to their emissions.

CFAO Managing Director Albert Campbell says such vehicles emit gases which are poisonous.

Mr. Campbell said this during the launch of film entitled “HOME” which shows how the environment is being polluted.

He also urged the Zambian Bureau of Standards to scrutiny the roadworthiness of the second hand vehicles coming into the country.

Mr. Campbell pointed out most of the second hand vehicles are not road worthy hence emit poisonous gas which are harmful to people and dangerous for the environment.

The film “HOME” with footage from over 50 countries and will be screened in Zambia on the 5th of June on World Environment Day.

The film will be screened on ZNBC TV and will be reproduced on DVD for free viewing to make people aware of the effects of emissions which involve green house gas emissions, from fossil fuels.

There are no available fascilities for zambians to buy cars on finance, but also why not u CFAO initiate a car recycling scheme? this will address the already road unworthy cars still hit our highways???? whats you corporate social responsibility with regard to the enviroment? invest in recycling and reduce land fill, but more importantly are u being green in your own office????

  5. Look at your stats CFAO MD. Who is your biggest customer? The individual? The mines? The Parastatal? The Private sector? No. Its the GRZ. Why? The reality is that very few Zambians can afford a USD53,000 4X4 vehicle from CFAO. The japanese imports are far cheaper at USD 5000 to USD 15,000 duty included for a 4X4, thus allowing many the chance to drive. I have seen theToyota Zambia dealership raking in money selling spares for used vehicles. This is what CFAO should be aiming at, rather than discouraging the importation of used vehicles. I would even support a maximum age of 8 years for all used vehicles but not a total ban. Besides, if we were really to go into emissions standards, even you current crop of vehicles would have difficulties making the cut because of poor fuel quality.

  12. The Zambian government/local authoritiesshould even go a step further by providing facilities where old vehicles can be taken for crushing. Japan by selling cheap secondhand and sometimes not road worthy vehicles, are just dumping these vehicles on our soil. I would urge the Local Councils to start charging residents who have parked old non runner vehicles on council land/public places.

He is fogetting that this cars come from countries of high standard and high regard for the Enviroment. The point should be these cars are killing the local market-dealers to be specific like south africa did. Also govt should retric vehicle below the year 2000 because they don’t have adquate Environmental regulators and we do’nt have enough structure such as roads to handle such influx of used cars.

  14. Seeing beyond the veil , Zambia as a developing nation will for sometime to come depend on fossil fuel. We can not compare with USA ,they can afford non -fossil fuel we cannot. When vehicles come in Zambia let them be tested. So advocate openly about non- fossil fuel,not hiding behind the veil of second hand cars

  16. Nothing I can add on. we don’t choose to buy second hand cars, but we have no choice. in fact second hand or new, it makes no difference to the zambian economy. All we need is at least a car assembly plant.

  20. I had requested opinions from LT bloggers last month based on my proposal that government must impose higher duty for vehiclkes manufactured before the ‘Green Era’. This will force Zambians to buy newer models that are also environmentally friendly. Thats what Kenya has done and you wont find funny Mark IIs on their streets. On the other hand ,we cant afford CFAO cars because they are too expensive. It would have been possible had most Zambians been employed at Ministry of Health Human Resources Department !!   24. This is a good start. Fellow bloggers the issue is “to restrict the number of second hand-vehicles entering the country” and not to ban. What that may mean is say ensuring that we are only importing second hand vehicles which may be less than five-years old at the time of import. That is even why I laugh at ZRA who slap tax more on a vehicle because it has power windows, steering while they charge less for manually operated ones. They are anti-technology in other words. They even charge less tax for vehicles older than 10 years while those which may be less than 5 are heavily taxed when it is supposed to be the other way round. That said, lets us have investors for car manufactring so that CFAO does not have a field day in terms of competition which is skewed towards them.

  27. A car may be old yet in good condition and good roadworthy, equally a relatively new vehicle my not be roadworthy. what we need is good monitoring mechanisms at entry points ,that are corrupt free. what I see here is a compaign for non-fossil fuel cars.

    This “Government has been urged to restrict the number of second hand-vehicles entering the country as such vehicles cause harm to the health of people and the environment due to their emissions is very poor analysis of real issues to do with second hand (salaula) vehicles being bought mainly from Japan.
    While it is important to restrict the importation of salaula vehicles to help companies that sell new ones to make money also, the excuse here is very lame. I thus hope GRZ will take this advice with care.
    I am also worried about greenhouse gases production that enhance Climate Change, but this is too much from Mr Albert Campbell. Have a blessed Sabbath you all.

  41. They do not have to restrict the number. Government could simply hike the duty on all second hand cars so that it becomes cheaper to buy brand new. That way, government has income and the country is greener.

  42. The late Ronald Damson Penza slapped a tax on ‘salaula’ and there was an uproar from MMd back benchers. It looks like we like other people’s left overs! The ‘Bend down Boutiques’ were protected by the leaders themselves because they were profiting from them. We killed Serios International, Mulungushi Textailes, Colwyn, Law and Bonar and Kafue textiles which were producing brand new clothes and clothing material in exchange for salaula. I bet the reasoning was that ‘imported’ second hand is better than brand new local. We destroyed brand new Fiat (Federation Internation Automobil Turin) assembled in Livingstone for imported reconditioned cars from Nagoya. Anything from across the border is better! That is our thinking.

  43. I am sure this CFAO chief is new in the Zambian car market. His over prized vehicles can not be bought by ordinary locals even if they were offered on credit. The emmissions from these so called old cars by volume compared with the american gas guzzlers is a drop in the ocean.NEXT he will say my poor grand mother in a village without electricity must use an electric stove as her fire wood stove is polluting the enviroment, what cheek!!!!   46. People be real. Global warming is not a myth. It is real guys. There is terrible accumulation of green gases up there. This has affected the world climate and the most hit are the developing countries especially the countries in Sub-Saharan Africa. Just look at how Zambian climate has changed. Floods, droughts, freezing coldness, high temperature etc. I heard last week that it was raining in Zambia this month, this is one of the effects of global warming by green gases ( carbon etc). So there is need to reduce pollution in the world. On the issue of second cars, I can say yes, they contribute largely to carbon emissions especially those which are more than 5 years old. What I can advice govnt is to allow only second hand cars that are below 5 years.

  47. No shortage of jokers in Zambia. Does this chap even know what ” going green” means? There are over 30 million vehicles in the UK, over 100 million in japan and over 150 million in the US. Total labour force in Zambia is 5 million, 50% of whom are unemployed and 85% of the productive labour force is in Agriculture. Most of the active workforce in Agriculture are peasant farmers. Now, it doesnt take a genius to work out how many cars there most likely are in Zambia vis a vie thier impact on climate change. Thats the trouble when people just borrow words from elsewhere without any thought. Maybe the chap might just be playing dumb to get his sales up. Dangerously Dumb. Besides the vehicles in question were constructed by the same companies and once driven in those same countries.

  48. Kambngolo, the gases you refer to are called ‘green House gases’, i noted you miss out the HOUSE all the time. I am sure in the country where you are, there are cars that are older than 5 years. Here in the UK they are only giving incentives to srap cars that are older than 10 years old, where do you get your 5? Common sense tells me Zambia being a poor country should be encouraged to drive cars upto 15 years old if not older.

  49. In South Africa where the CFAO man comes from, japanese second hand vehicles are restricted because they want to protect their local car industry. However, the ordinary pipo are very furious but it looks like big business won! Thousands of South Africans actually want these imported cars because they cant afford the horrible prices in their own country! So, what is this man talking about? Look at china its very poluted elyo cars are not as widely used as in other countries because of the population. In Botswana 2nd hand cars especially fron Japan are not allowed unless you go to buy in SA yourself, but yu know what, the people there are happy with their Govt, they have loan facilities where they afford expensive cars on loan, and they are major importer of these vehicles from South Africa, pantufye ama zambians are not getting the RSA cars like toyota no wonder Campbell is upset. leave people alone and let them drive something.   51. I thought Lusaka Times would be opposed to this. Looking at the website, it is evident that majority of the ads on Lusaka Times come from the same Japanese used car dealers. What would be to happen if there was a restriction? Probably Lusaka Times might lose out on ad revenue. In short, if this move passes, we might end up paying to use Lusaka Times in the future.

  52. This CFAO man is indirectly marketing his firm. Why should it be Zed in the forefront of stopping importation of 2nd hand cars. Here in NZ there is an ave of 2 cars per family ,95% used. All we need is strictness on warrant of fitting e.g everything 6months not ifya import inspection license, etc. He’s wasting his time, I’d be surprise if grz implemented it because they would lose votes. Offcourse the older the lesser the efficiency in burning hence more co2, but he can not say his ars do not produce poisonous gases while others do. Pollution is also a factor of engine capacity, if you compared his brand new Nissan-patrols, terrano etc to say a cranky 1995 Corolla with a 1.3cc engine. i bet you the corolla ill produce less co2/ mile….

  56. The poisonous gas to humans is not carbon dioxide CO2 but CO which is carbon monoxide. Other gases emitted from cars are hydrocarbons , water vapor, Nitrogen oxides . Well CO2 affects the ozone layer and indirectly skin cancers to the whites a few climatic changes in Africa. CO which is carbon monoxide does affect every one , more so in western not African rural areas and sparsely urban African areas.

  65. Mr. Campbell, am sure you are aware that ozone layer depletion and global warming impacts have been caused, NOT by developing countries BUT by DEVELOPED countries. Even up to now, there is still major green house gas emissions, especially if you talk of USA. Coming to talk about second hand cars in Zambia causing pollution is a drop in the ocean if you compare the impact the developed world is causing. Mr. Campbell, if you had these facts, you would not have made such statements. You’re right to say second hand cars do emit NOx and other green house gases, but do you know just how many cars are in developed countries busy emiting greeen house gases? By the way, whether a car is new or old, the exhaust will still contain green house gases, tho the diff is there. But check yo facts first;

  67. The CFAO Managing Director Albert Campbell is an interested party and I m sure his company’s sales of new cars have not matched used cars. Used car business is BIG business even in the UK and USA because these are the only cars that can be afforded by the majority people. There are more used cars on the roads in Europe and the US than in Zambia so the impact on the environment is very minimal.
    Is Mr Campbell able to give discounted vehicles in exchange for a car in excess of 10 years as is happening in the UK? I bet he would not!! My advice to Mr Campbell is to concentrate on selling cheaper cars which can be afforded by the ordinary Zambian than giving unworkable advise.

  68. Dumping! Dumping! in our beloved country. When is the government going to wake up and realise that these cheap second hand (Salaula) cars are just being dumped in Zambia. Zambia has no facilities for crushing these salaula vehicles. Even the local authorities have no capacity to collect the non runner salaula vehicles from public/council land. No wonder Zambia has the highest RTA(s) due to these not road worthy cars coupled with not very compentent drivers who have no regards for other road users.

  69. There are scap metal dealers in z now, they are able to deal with metal from old cars. Some scrap metal is even exported to south Africa. By the way Pots at soweto are also made from car parts …fenders, bonnets etc. So the dumping comment above lacks substance. Again, Someone has already said above that, if NOT well serviced even a new car can be dangerous…….

Why would you encourage the average zambian to spend money on an item that depreciates at the speed of light.   73. CFAO MD actually its the govt that has been encouraging these second hand vehicles. They charge a lower duty on old cars and a higher duty on latest cars. What does that mean more SIKOLOLO , POLUTION and accidents as long as they cash in duty who cares about the effect of these second cars. Simply lower duty on lates vehicles and we will see better cars on the road. Japan still has very gud second hand cars and majority can not afford CFAO 4x4s.
