says the strike by health workers at the University Teaching Hospital (UTH) and other parts of the country is illegal.
Mr. Liato said no dispute has been declared between government and the labour movement for the health workers to continue with the strike.
The minister said he is making arrangements to meet the striking health workers at UTH, Saturday.
Mr. Liato said the workers should resume work and allow government to look into their demands.
He said government is faced with serious financial limitations arising from the Global Financial Crisis and could not have offered more.
He has however thanked other civil servants that have resumed work after the signing of the 15 percent salary and wage increment.
Nurses and health workers at UTH and some parts of the country have continued with their strike despite government awarding a 15 percent pay rise.
Meanwhile, Police today dispersed nurses who had gathered near their hostels at the University Teaching Hospital (UTH) in Lusaka.
The officers who kept vigil at the health institution were stationed at the main entrance to the hospital, while others were inside manning entrances to closed wards.
UTH Public Relations Manager Pauline Mbangweta said the officers have been manning the hospital since the strike started to protect hospital property.
Ms. Mbangweta said management had received reports of thefts and had to ask for reinforcement from the police.
A ZNBC crew found nurses walking around UTH premises as the police officers kept a watchful eye.
Nurses at the hospital have continued with their strike despite repeated calls from Government and their union leaders for them to resume work.
Government and the public service unions signed a 15 percent salary and wage increment.

iyo kwena mulelila pa Zed while people are trying to fight for a decent wage to feed their families. Hypocrites!
Liato, so what if its illegal? As a leader you need to see the substance of the sitiation over its form! You can recite the law over and over nothing will change, people will continue dying. Even if the workers go back to work, it ll still be under protest; they ll be aggrieved. We need a leader who when he talks he inspires confidence. At the moment we dont seem to have one in the RB administration.
The only interesting thing is UPND is like Manchester United while MMD is like Real Madrid if we liken the two praties to foootball where spent material is dumped at latter while freshers are built at the 4ma.
Sadly, I believe this Liato left the might UPND as a blessing in disguise for data from him “He said government is faced with serious financial limitations arising from the Global Financial Crisis and could not have offered more” is completely irrational as MPs are about to get mid-term gratuity. So instead of trying to take us Zambians as kids, let the MMD GRZ start using credible arguments in their hope to win confidence from the civil/public servants.

Ati ba labour minister. You are talking faster than you are thinking
NO MONEY NO WORK PERIOD,
As government and civil servants, you should learn to share in times of difficulties, so jubani vima big salaries and allowances vanu to allow for a better package for the poor health workers
” He said government is faced with serious financial limitations arising from the Global Financial Crisis and could not have offered more. ”
There are literallly hundreds of millions of US dollars being wasted in procurement, and then there was the payrise these MPs rewarded themselves.
They have no moral highground from which to speak, and their claim that there aren’t enough funds. There aren’t enough funds to corruptly award themselves, while running the government as well.
The minister needs to step down.
If you really care about the thousands of patients without medical attendance, then you would pay the nurses what they deserve. The serious financial limitations your govt is facing do not arise from the Global Financial Crisis alone but mainly from gross mismanagement of donor funds, or “stealing” to use a less diplomatic term.
Chidumbo maliketi kapompa saladi.
Give nurses a break
And why have teachers gone back to work, are they satisfied with 15%(K120 increament)?
We Chinangwa we.U think nurses are happy to let pipo die? Its because of you.Look at your official vehicle ,how much does it cost, your house, your phone, your talk time, your girlfreinds etc etc.Dont be silly.BA PASENI NDALAMA ZO KWANA.You thieves.
Illegal??? How doez this help us rezolve the problem at hand? I don’t remember of any strike that the government declared legal.
11 MAMA G greetings. On your “And why have teachers gone back to work, are they satisfied with 15%(K120 increament)?“, teachers do not do night duty. Also in terms of risk allowance of which nurses might be infected with HIV and other dis-eases, and want something; teachers onlly has chalk dust risk and it is not very life threatening.
These and other reasons explain why teachers are back working though they are not seriously teaching in protest of small pay – following the intelligent I gathered from home.
Have a good day, long live, and keep well.

#10 zedson, you have cracked me so bad, my ribs are hurting, you are very funny, weel this Chidumbo Maliketi is full of himself ka..
Kwangaloko ba Minister.
#14. Mwiyi thanks for the explanation, have a nice day too!
You cannot force a horse to drink water. The job of a nurse requires a lot of concentration, without which one can inadvertently mix up on medication resulting in disastrous consequences to the patient. Let them handle the nurses as professionals and nicely too, not like they’re from kindergarten. Sit down with them and listen to what they want.
Mr Minister Liato, you say the nurses’ strike is illegal. Can you tell us what is done legally under Mr Rupiah’s administration which includes you? Is it illegal for health workers to demand the end of their exploitation? You are just one of the numerous bootlickers and please just shut your mouth.
Is there a law that states striking is illegal or is this minister just blowing hot air?
Minister Liato, you are illegal and so are your party mates, why shouldnt the nurses go on strike? the money they are getting is not enough for them to support themselves and their families. The cost of Bunga, Malasha, malaiti , bread , sugar, vegetables and Meleki have gone up not forgetting ~Rent, have all gone up. so tell what is illegal Mr Minister,.
And Mr. Liato coming from the labour movement himself should know it well about the plight of civil servants. Now that he’s a minister, all he can see in a strike is the illegality. Is there any strike which is legal? Never came across one.
17 MAMA G well appreciated and you are welcome.
On “Meanwhile, Police today dispersed nurses who had gathered near their hostels at the University Teaching Hospital (UTH) in Lusaka”, this items is incomplete LT. Which hostels are these? Nurses’ or Student Nurses’? Also, what was the gathering about or going to be about? Did they want to be addressed or they wanted to demonstrate?

Mr Minister, were are the unions, you should be talking to them, thats there job, dont just come out and start talking without thinking, this is madness.
The govt pulled s fast one on citizens when they just came in, they hastily gave themselves salary increaments without convincing explanations. Well as they say what goes around comes back around.
Give them what they want you set the precedence.
You are a crook bwana minister. When you were in trade union you behaved the opposite of what you are doing today. WHAT HAS CHANGED. One would think a Labour leader would make a GOOD labour minister!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Useless Labour Minister
May someone please explain to me the process and procedures of having a story published on the Lusaka Times.
When it comes to pay rise 2 days after appointment and going for holidays u say its constitutional. When it comes to blaming others including the new cliche of the Global economic recession commonly known as “GLOBO” by my fellows on the street and the late president nimwe ba number one. But when it comes to getting work and rewarding those who are working you are dragging your feet. Mulifibantu fyashani kanshi? And dont forget that the future has a way of bringing these things up. your days may well be numbered. Gratuity mwadya at the expense of lives. is this not what satanists do? you have eaten the bread of the children and washed yo hands saying we have done no wrong. BA MWANKOLE!!!
IS IT LEGAL FOR THE MINISTER TO SPEAK LIKE THIS?HE SHOULD QUOTE THE SECTION OF THE LAWS THAT MAKE THIS ILLEGAL NOT JUST FROM HIS OWN LAYMAN’S ANALYSIS. WERE ARE THE PRO BONO LAWYERS KANSHI BECAUSE I THINK HE IS KIND OF MAKING A THREAT WHICH IS DEFINITELY ILLEGAL. NURSES ARE MORE EDUCATED THAN SOME OF U IN GRZ THEY SWEATED FOR IT YOU THE ONLY SWEATING WAS FROM SPENDING TOO MUCH ENERGY BWATALING LOUDLY SO THAT PIPO CAN SEE YOU. GIVE PIPO THE RESPECT THEY DESERVE IF SO GRZ SHOULD THEN SEEK DONOR HELP TO SUPPORT THE PAYMENT OF PUBLIC SERVANTS LIKE NURSES INSTEAD OF GOING UNDER THE PRETEXT OF ARV TREATMENT WHICH IS REALLY OF VERY LITTLE USE TO THE MALNOURISHED BETTER PART OF AIDS SUFFERS! at least we could get better services from nurses if they had better working conditions
Ba Minister, shame on you. How do you say GRZ has not enough money when in the next few days you will be getting ma 480 Millions! Can you think first before you talk, Global crunch had already hit when you ministerial people gave yourselves those fat increaments, ala.
shame on you Austin. Now that you are eating with them you have forsaken the very platform on which you made your mark and entrance into politics. I think we need to scrutinise MP’s expenses in zed too, i am struggling to understand how a ministers salary can sustain such a hefty looking body.
Chi Liato ulichipuba sana. How can u say that the the Govt has no money wen u guys want to get abou 400m as mid term gratuity. You hav even put on weight becouse of the money that is comin from these strikin health worker, you can even afford to go shoppin wen the people that voted u in power cant even afford
Ask people who know this Liato from the day of ZAMTEL union. These are guys who dont care about other people. In any case nothing is illigal in this BANANA Republic. If what Dora did is SMART whats so illigal about people wanting a proper reward for their labour. Iwe Liato knowing you you will jump to the PACT once you see that its winning.

27 Free-Market-Economist greetings. Firstly, I am surprised that an MMD cadre like you does not know the procedure of having his/her article publish on here LT following your “May someone please explain to me the process and procedures of having a story published on the Lusaka Times“.
Secondly, contact LT people on there “Contact Us” point above on this website page.

look at him selfishism is all over his face…. mwechi ukutumpa…. u behave as tho you dont know the risk those nurses go thru
Sad……
Fathead! Makaka
How is the Mid term gratuity calculated?
from zambia’s labour laws gratuity should be 30% of your earnings for the contracted period i.e 30% of earnings in 2 1/2 (in case of the MPs)
if that’s the case they earn too much and should cut their pays and give that to nurses.
#38 Mwiyi (Maestro)wku musanza- Some improvement at least. Sorry my computor had developed a problem to do with blue screen, so I have been off air since 8hrs. HAVE a NICE WEEK END
Austin is behaving as if he is not a former union leader… #6 put it right, “no money, no work, period.” What global crisis is he talking about? If they could channel some of the pecks they give themselves in parliament, it could help reduce some of these problems.
15% * K1,000,000.00(if lucky)= K150,000,which is also taxed! Wonder when this Zambian circus will end,it stopped being amusing ages ago.
43Deja Vu thanks for everything especially the Sabbath (weekend) wishes. I appreciate the “Some improvement at least. Sorry my computor had developed a problem to do with blue screen, so I have been off air since 8hrs“. Let us continue with constructive criticsm and build our Nation together for the betterment of all Zambians.
Have a blessed day and keep well you all Zambians.

Iwe Liato let us not into temptation, people have the right of expression wamvwa.
so wat if its illegal, this is the only way they can get ur attention
At least someone in the MMD has said something, the silence on the on-going strike was deafening! The nurses have said they are ready to resume work if the GRZ can meet them half way. Besides, they are not asking for too much. Just give them what is due to them as Zambia has always been in recession. There has never been a boom time in this country except for just after independence in 1964 upto 1974
To start with the MMD is illegally in power. Which majority voted for them? JV Ngamwa?
BE LIATO EFYOMULI EFYOTWALI EFYO TULI EFYOMUKABA,ANYWAY ASK BE LEVY WHR TH MON THR SAYIN WE STOLE.
Seems this man is now seeing things different ever since he crossed the wire fence. Iwe Austin where have you been ……?
there is nothing so silly looking like a fat fool full of free food!!!
Im beginning to get worried, has the I.D.I.O.T in state house ever said anything about the stike? We have a very uncaring and fullish (f**lish) president.
Hhe hhe hhe hhe
As the Sun is about to set to mark the beginning of the Holy Sabbath Day, I would like to remind everyone about a caring president HH who in his own words said if he becomes Zambian President he will not draw a salary, but donate it to the poor. To show that HH was not joking this week he donated the following in his own words:
““Me who loves the people of Zambia, today publicly I am announcing that I am donating a borehole and four toilets at Potters market so that we can open that market,” he said.”
And UPND Namwala MP Major Robbie Chizyuka after this simply had to say “UPND Namwala member of parliament Major Robbie Chizyuka said: “Let’s get rid of the MMD and move forward with Hichilema“.
These quotes are from the POST.

Liato, is that the best you can come up with, really? That no dispute has been declared between government and the labour movement for the health workers to continue with the strike? This government is full of jokers! You want them to come crawling to your office to declare a dispute?. At the start of global economic crisis, it was you MMD buffoons who kept telling us, even though anyone with a grain of sense knew otherwise, that Zambia would not be affected by the world economic crisis. Today you want to blame it for your mess even though it doesn’t seem to affect you decision to award yourselves salary increases! You hypocrites!!
# Icimuntu nacina ati mulelila. You are right ku Zambia being over weight ninshi kulila.
#2 Kadoyo. Icimuntu nacina ati mulelila. You are right ku Zambia being over weight ninshi kulila.
When he dies as a result of complications ati nabamulowa.
shapeless liato, even nurses are also yearning to lose shape like you and your visionless president.compare yourself between how you have ballooned now to the time you were in the union.you are enjoying man.
Did PF and UPND mps agree to the salary increments for MPs or was it just those belonging to MMD? Just asking coz sometimes we should not throw stones when we are in a glass house. It would be good if the opposition parties stated what percentage they would award the nurses if they were in power and how they would fund it. For an undecided voter like myself such pronouncements would help me to make a decision as to where to put my ‘x’ in 20111.
Jelita youwill be dead by then! lol!
20111 Jelita ninshi na baLesa tabisa ,surely not even your bones and hair could be retrieved from your underground eternal home
And Gen. Shikapwasha has urged nurses and other health workers that are still on strike to respond morally to calls from Government and other members of the public to return to work…
Gen. Shikapwasha said British Airlines has asked its workers to work for free for a certain period of time to reduce operational costs of the company.
“So, I do not see the reason why our health workers can not accept the 15 per cent salary increase awarded to them by Government. Let them be compassionate and return to work,” he said.
BaGeneral, you should have declined your mid-term gratuity. Kwati muleeba abaiche sure?
