Father Frank Bwalya has defended the patriotic front’s governments appointment of party cadres in the public service.

Father Bwalya has stated that such arguments are trivial comparing to the many challenges that the country is facing.Father Bwalya explains to QFM radio this morning that it is high-time that the Zambian people started advising the government on rather more important issues.

He says that it is clear from the government that there has been a policy shift by the patriotic in coming in deciding to appoint party cadres in decision making positions.

He has however admitted that the patriotic front has made a number of mistakes which needs to be corrected.He added that at the same time, the Michael Sata led government has made tremendous progress in a number of sectors.

He says that the patriotic front has set a policy direction that is far much better than the former ruling, movement for multi party democracy.

It is rather absurd to suggest that good policies will implement themselves regardless of who you have in working in the public sector and implementing them…….it is like suggesting that that just because you have bought a brand new Marco Polo bus it does not matter who drives it, who maintains it, who is the conductor, who does the accounts etc. but that you will still run a successful transportation business that will in fact grow…

I thought the quality of people appointed in the public service has a direct effect on how the important national issues will be implemented. So even though PF as a government puts in the best policies for developing Zambia, as long as the quality of the implemeters is of questionable quality, then we are going nowhere.   6. Father Bwalya, you are missing the point. President Sata when he came into power promised that he was going to get read of cadres from the civil service and would only allow professionals appointed by the service commissions. But what we didn’t know was that it was a donchi kubeba principle. Say one thing and do another. This is important we need a consistent President. He said he will restore Barotse but he is changing. He has sent alot of cadres and relatives in foreign service. What is the difference with the previous government. He single sourced Apollo to renovate state house. We now know that the changes we wanted are not going to take place. He might even reject the constitutional recommendations since this is being done under the inquiries act.

  7. The political situation in our country now is not different from the way the nazi came to power. The civil society supported the party and the nazi party made sure that all influential organizations in the Germany republic, were controlled by the party cadres, parastatals, civil society, farmers cooperatives and alike. The nazi came to power and we know how they ended. the economy and war brought them down. The question is whether that type of politics used by the nazi would work or not in the 21st century. It worked with unip but the economy brought them down. We are seeing the same precepts being used in the PF manifesto which Zambians did not ready of course even other manifestos. We are yet to see how things will work out.

To spell it for you , the new government brings in both technocrats and those who supported the party get into power. Don’t condemn and claim to know a lot . What Fr Bwalya is saying that it is “normal” to give some jobs for sympathisers whether you like it or not.

  12. Much as the father is entitled to his freedom of expression and opinion, i feel he has got it all wrong. That is called blind loyalty. PF in the runup to elections promised that cadres would not be appointed in the public service, promised to restore the barotse agreement, promised to reintroduce windfall tax, flush out chinese infestors, etc. All these promises have not been kept, not a single one i have mentioned. Further, the father says the PF has set a policy direction far better than the previous regime. Come on, talk is cheap, can the father pinpoint that policy direction, i would love to be kept well-informed. Instead of generalising, can the father give me the specifics of this policy direction, since he is the only one seeing this light at end of tunnel. Enlighten us all, father.

    What you are saying about changes in the US with each new President is TRUE but the number is merely 4-500 executive officers,eg CIA/NASA/EPA Director!Even then,appointments are MERITOCRATIC and some offices eg Fed Chairman remain unchanged with several Presidents!!!
    European countries on the other hand have permanent & impartial civil services,political masters PLAY NO ROLE whatsoever in the civil service -never mind the Army!!
    Whether we follow the American or European model is NOT the issue,the point is Sata made a promise and is now breaking it!!we wouldmy be having this debate if he hadn’t made a fuss about cadres appointment!!

Also the US economy is much more sophisticated and larger than ours and the US has a stronger institutional foundation. Hence it is unlikely that if Romney wins the US presidency this year then he will appoint someone with very humble academic credentials as CEO of Freddie Mac or on to the board of The Financing Corporation…Zambia’s current political climate means there are those who are elated and those licking their wounds. Regardless of which camp, simple matters such as this require little debate….It is by exploiting the best available of our human capital that we can stand a chance of reaching the full potential of our great country.   50. These party cadres are the ones who will reduce PF as aparty, especially in missions abroad. Banda appointed many of them hence his administration was full of corruption. Mwanawasa was so clever, I think he learnt something from Chiluba’s administration thats why he resigned, as for Sata he saw good in that administration no wonder he pushed for it’s third term for us to continue suffering. Levy even in Embassies never sent cadres in certain positions, and even those like Protocal where it was applicable the people were educated and deserved the posts. The fact is these cadres are corrupt and when they get home they are not easy to follow up if they have stolen money, some even do not surrender their red passports and abuse them a lot, hence our reputation as a nation has gone down.

  51. #Another problem is that, government is full of procedures and policies, hence it can take 2 to 3 years for a cadre who is put in that place to learn and be equiped with them to do the right thing in an office, therefore during this process of learning there are a lot of blunders and even misapproprietion of funds, and this leads to tanishing the image of the ruling party. It is yes good to give cadres jobs, but know which ones they can manage, as they are the ones who can bring you down at the end of the day, especially in missions abroad where when they get home they are not easy to trace. Zambians this is our country, what is obtaining is so pathetic to say the least, I really miss Levy a man of integrit in terms of decision making.

  53. Cadres are there for money and can change camps depending on where it is warm, but civil servants will always be there regardless of who is in government. We had no president for 3 months when Levy died, therefore, during this transition period civil servants managed to run the country smoothly, everything in the country was operating normal. This is the reason why civil servants in every nation are so important than cadres who can change camps depending on the wind. Countries in Africa such as Mozambique, Tanzania, south Africa etc have the best civil service and have reduced costs in paying gratuity to cadres because their civil service is professional. Our ministry of foreign Affairs attracts huge budgets due to paying gratuity to cadres returning from missions abroad.

In zambia if there is a word thats misunderstood is cadre.it simply means a small group of people who are specially chosen and trained for a particular purpose.alternatively what applies to political parties is a member of a political party.political parties are joined by people from all walks of life and some who join are already professionals who have saved the country in different capacities and have delivered.it is folly for anyone to think that the PF is the only party that is deprieved of professionals that is not logical for a party that has attracted masses.most of the pipo who are speaking with anger on appointment are those who didnt even support sata when the same cadres were been insulted with him.lets be fair guys.job seekers who want to reap where they didnt sow.why attack
