Sata’s allegations against RB shock govt

Michael Sata’s allegations that President Rupiah Banda lied over former Finance Minister, Ng’andu Magande’s proposal for government to defer payment fees which Zambian Airways owes National Airports Corporation Limited.

Chief Government spokesperson, Ronnie Shikapwasha said it was very appalling that Mr. Sata’s failed to realize that government correspondence between Mr. Magande and Ms Dora Siliya, which he released to the Post Newspaper, confirms the attempt to treat the Zambia Airways in a preferential manner.

Lieutenant General Shikapwasha said what Mr. Sata claims to have disclosed is public knowledge as the same information was part of the news story published by the Times of Zambia on September 5, 2008.

“It is Mr. Sata who is telling lies by pretending that there is nothing wrong with the Minister of Finance proposing that government should use its powers indiscriminately to bail out one private company claiming to have been affected by the economic crisis more than others in an industry in which several other firms must be going through the same challenges,” he said.

He charged that Mr. Sata is only playing politics and taking advantage of the fact that the President was critical of the role the former minister attempted to play in the matter, adding that the PF leader hoped to set the public against the President.

In a press release made available to ZANIS in Lusaka yesterday, Gen. Shikapwasha said if Mr. Magande was still in government, Mr. Sata would have called the proposal irregular and discriminatory.

He further said Mr. Sata would have been asking what interest the minister would have had in championing the cause of one company at the expense of others in the industry.

General Shikapwasha, who is also Information and Broadcasting Minister, said the public should be aware that by proposing deferment of money owed to NACL by Zambian Airways alone, Mr. Magande was discriminately championing the cause of one company against others.

The Minister said the letter that Mr. Sata claimed to have disclosed confirms what the President referred to when he said he had documentary evidence that the former minister wanted to bail out Zambian Airways in which the Post Newspaper hold considerable shareholding.

He said it was good that Mr. Sata released the correspondence between Mr. Magande and Ms Siliya to the Post Newspaper so that the general public would judge why the newspaper was critical of President Banda.

    • It is a pity that many bloggers do not understand the expected behavior of directors of a company and ministers. The directors of ZA seem not to behaving in the interest of the company: FIDUCIARY DUTIES! That is why you have never had the Nchitos talk because they know that somewhere they are answerable and if you are living in a glass house don’t throw stone. Magande as a minister had no discretionary powers to grant ZA any tax relief. Furthermore, there was no justifiable reason to treat ZA any different. And why has this ZA issue become political? Many of you bloggers have been rubbishing school. This is one of the topics that demands education not intelligence or wisdom.

What happened in Madagascar should not be emulated at all because that is the worst form tyranny governance. In the first place, Rovalomanana (whatever) was selfish, why did he not resign and call for fresh election instead of surrendering power to the army?

    • What Does it mean to be Minister of Information, is it just to tell lies. Its so shameful that such a man who calls himself a man of God can be so untruthful. First he said Banda was not obliged to release the letter, then after Sata releases it, he says Sata is misleading people. The truth is there was nothing wrong with Magande’s letter. Ba Banda has just embarrased himself

    • This is what some of us have been saying all along. Suppose Magande did nothing wrong. Is it not obvious that when it came to supporting a candidate for President, the Post vilified RB so that they could help Magande become President? Is it not obvious that had Magande become President, he would have gone further than what he is proposing here? Please you guys, this is how corruption starts! A small favour here and there soon becomes big corruption! If you do not see the seriousness of this case, we are a nation most to be pitied!

    • if you think this is corruption, then RB and the likes of you should go jump off a bride, this is a clasic political smare tatic by RB. the last time I checked the country is falling apart and RB should pay attention to that and stop playing politics. besides if that letter is corruption then the whole world is currupt as Japan US EU etc are all helping private companies to stay afloat in these times. and if they are all corrupt then why is RB begging them for money?

    • This is how corruption goes on in Zambia. Magande showed favour to the Post. The Post supported his bid for MMD leadership and had he become President, the Post would have had a direct line to State House and would now be running the country. Why are you people so blind? RB may not be the best guy but Magande was wrong to allow himself to be a personal advocate for a private company. In fact Magande was proposing money laundering. Defer ZA debt for 2-3 years, give the money to NAAC instead. In 2-3 years, he was hoping to be President and then forgive the debt. Mwanawasa was not yet dead then!

    • Reading that letter clearly shows that Mr Magande was wrong, and I had great admiration for him as Finance minister. He was playing advocate for a private company not in his personal capacity but as minister. A minister in UK was removed from his post and investigated for doing exactly what Magande was doing. You cannot write on Govt Headed letterhead paper for a personal opinion. That is wrong. I demand a tribunal to probe Magande on this. Believe me, this is more serious than Siliya’s case. A tribunal will come.

    • Saint- Magande only made a suggestion. He had no power to go ahead with the deferment if Siliya did not want or Levy and the entire govt did not want to go ahead. People in govt do not act alone, they meet and discuss these matters with several people. I would encourage you and anyone else who supports RB to the point of KAssing to please read the letter again, because at this point anyone who says otherwise is simply showing their ignorance of economics and development or simply admitting that they cant comprehend the english language!

Magande has been treated unfarly in this Zambian airways issue.Magande was one of the best finance ministers that Zambia have had so far.RB brings Musokotwani who is currently Supporting the 66% increase in electricity tarriffs. Is this normal in a country that already has a lot of problems.Production costs are already to much,and many comapanies are struggling because of the credit crunch.Now is this the right time to be propalsing such increaments?Sisala and Musokotwani should go.

    • I agree, since production costs in the country are so high, the Government should make everything free……..!!

Is it not tragic that the people on this list believe that the way Government’s make decisions is in the manner that the former minister of Finance was suggesting what is essentially a significant policy shift. Surely even in the USA could the Treasury Secretary write a simple letter, I say again a letter, requesting that the Secretary of Transportation waive the fees that are due from United Airlines to the Federal Aviation Authority…? Such things can only be done in a banana republic, if it was so simple the government bail out and stimuli packages in the USA could have been done on the basis of a simple letter by Geithner………………!!!!!

    • Bak’ amba. Solution is not to Fire Magande. Govt was s’posed to sit down, debate and ratify the issue in parliament. Its indeed true that we really do need to support our own local companies when in trouble. The Airline carrying the National Flag is a very strategic institution. Besides today its the ordinary Zedians who are suffering now when travelling around the sub region – not the RB crew.

    • Good observation. We may not be for the current leadership but the issue here is Mangande’s interest in ZA. Is ZA the only private company which needed assistance? There are alot of companies which are in the similar situation and the govnt does not come in to assist in such a manner. Whether Sata, Mmembe, RB etc are fighting or not the fact/details availed to us so far indicate that ZA did not follow the right procudures to obtain loans to finance their buisness. So it is not about individuals but the monies which belong to us all ZAMBIANS! We need HONEST private run companies.

    • People! If 50 Zambian owned companies had come to magande for help, actually let me paraphrase went to the Min. of Finance and asked for help. The Minister together with his deputies and secretaries decided to offer suggestions to different ministries to help these 50 companies on account that these are Zambian owned companies. Taking this into account should he then have been accused of helping those 50 companies? It looks to me like RB would now be asking what about the other 1000, companies? For goodness sake this is just one company, leave Magande alone.

      The reasoning that is going on in RB’s head and the rest of his crownies is what is more shocking than the letter itself!

  18. come on guys how can a Minister write a letter to a fellow minister without the knowledge of secretary to the cabinate and cabinate itself asking for a bailout of one private company amoungest several similar companies in the industry?Bailing out the airline industry does not mean giving unsecured loans to ZA,airline industry has several local players facing the same challenges.why did magande avoid cabinate and wrote to a fellow minister for a bailout of a single firm?is it a coincidennce that one of the shareholders of theTHE POST surported his presidential bid?was it not clear that ZA books were beyond redemption? if $30m can disappear without a trace thenhow much do need for a bailout

    • Naomi Kunda you have defined diferment very well i wish you could do the same for bailout but i will assist you though. Any injection of fund into an obviously failing company either by way of Tax exemptions, deferement of Tax and rates due, injection of usecured loans or govnt secured loans by govnt is a bailout. in USA govnt is giving unsecured loans to listed and govnt owned institutions and defering dues on Tax through congress as a way to bail them out. this is what exactly Magande was tryng to do. the difference is USA does it through congress while Magande avoided cabinate and parliement to go to Dora who unfortunately refused.

  26. Magande was replying to Dora’s letter to him. Magande also draws Dora to a prior discussion before her communication. Probably, Dora wanted the Minister of Finance’s opinion on the presentation by ZA. And Magande gave his opinion: delay the payment and don’t close the company. So it’s either opinion and advice is taken or not. Nothing wrong with Magande’s suggestions. Zambia negotiates and renegotiates repayment of loans, what’s wrong for ZA to ask for extension of repayment of a debt owed to another company? Let’s be objective on this issue and not allow emotions to cloud our reasoning

I agree that Mr Magande was offering an opinion or advise to Dora.However he should have been clever enough to propose a solution to include other players such as Pro flight and Zambezi airlines.The other players operate the same local routes/destinations as Zambian airways does and incur more or less the same costs when it comes to local flights.
    Magande’s preference to bail out Zambian airways alone exposes his true intentions and severely weakens his defense on this matter.

    • Good call. Big picture – how many times was government going to incur costs in favour of Zambian Airways? ZRA, NAC and DBZ? How much more can they honestly need at any given time. A minister making a ‘suggestion’ on government letter head is not a suggestion, it is s directive – usually given by one who knows his/ her worth in said Government. I should know. I am a civil servant

    • Definitely you can’t call a meeting for all your nephews and nieces when only one has sought for help.However if they all live in the same house and the house runs out of mealie meal,it will be very strange if this one nephew comes to you and asks for a few pins to buy Chicken and chips for himself.
      If you are the one supporting that household,you would give him money to get a 25kg bag of Simba No 1 and not a packet of chicken and chips.

  29. Mangande was deliberately trying to secure a favour for ZA. What else was he intending to do for ZA. To what length was he prepared to favour ZA? Why ZA alone when there are so many other companies that need assistance who nontheless are incapable of having such favours. Clearly, Mangande advise to DORA was ill intended.

    • If everyone else decided it was better to raise ticket prices to get money, than to go to the Govt to see what their own “Zambia for Zambians Govt” was willing to do, who is better in this case?

      Now here we are trying to figure out what could possibly have happened “what length was he prepared to go” The whole point is that nothing happened. Spending so much time and money trying to persecute someone for something that never happened. When right in front of us there is Chiluba and his 7 cameras and suits and shoes in every color, that to me deserves more talk than this letter. Get real people!

  31. There is no reason to start speculating what Mangande was on about. ZA upto now has not paid any reasonable amount against the accrued debt. The Airline is grounded and out of business. The question is, what would have been gained by granting more time seeing that they are already out of business?

    I very much doubt if their being grounded has anything to do with GRZ. The deferment was never going to do anything for them unless something else was under the sleeve.

    • Please read the letter, Shikapwasha and RB do not put bread on your table, make your own judgement. The letter outlines the reasons. Nanga chizungu cha chupa or what?

    • Zambia airways is not the only entity that is critical to the local airline industry.Proflight and Zambezi airlines are equally very important players in the industry.For the Finance minister to ignore the others and only offer help to Zambian airways raises a lot of questions.To offer help to a company whose audited accounts reveal huge indebtedness is also very questionable.

  32. There is nothing wrong in govt bailing out an ailing private company if the long run benefits to the national economy outweigh the costs. This is not a new phenomenon, i mean the American govt is doing it, our next door neighbor Tanzania just bailed out a private airliner from collapse.

  34. ZA Borrowed money from parastals and never ploughed it into the business. ZA collected taxes from airfares and never remitted to ZRA. ZA Collected depature fees from clients and never remitted to NAC. Clients contributed towards landing fees and ZA didnt pay NAC when they where due. If this is not fruad then the cases against the Chilubas and Chungus for defruading tax pairs should be stoped

  35. Air Tanzania has been bailed out by the tanzanian govt. you zambians spend time talking though you know what is wrong and right or rather who went wrong or who is right. I have read all the comments…but no one so far offers solution to our problem today. i can’t afford time to discuss Rupiah Banda, Sata and Shikapwasha…these. I think we need a new govt in next elections. why did you choose such leaders to lead the nation? What is at stake is the quality of leadership…things will never change as long as we elect such type of leaders. period!!! Vote wisely in the next elections…otherwise you will spend time discussing national problems rather than national successes…all the time.

      ATCL was at one point in partnership with South African Airways.The government kicked out the South Africans and got back the 49% shareholding.In other countries,this is termed as “nationalization”.
      The Tanzanian government is planning to sell the 49 percent stake in its state-run Air Tanzania to a Chinese firm that will help it buy nine planes.
      This is very different from the Zambian airways situation.So don’t think you are the expert here

  38. Let me also say something bloggers. I have read through your views, opinions, speculations, perceptions, suggestions and finally some “immaterials”. Hear now you who are RB pro. RB , Shikapwasha and all cabinet ministers knew about Magande’s suggestion on how to save the ZA. He wrote the letter to Dora outlining the economic equation of Zambia and among the independent variables ZA was there. In order to make this equation functional and effective, Mangenda told Dora not to leave out ZA in this economic equation. Thus it was up to Dora to reject or implement what Magande suggested. As it has happened the ZA variable has been excluded from the equation. Let us move on now.

Even though, I have some of my doubts as to Magande and the post relation, how can we determine that he showed favoritism when there is no basis of comparison?should another company come out and say they were denied govt bailout for reasons not quite apparent, then this fish would get smellier, Zambians need to brush up on our vocabulary, ZA was given favorable attention as opposed to who was not? I agree with your information, my underlining point is that the govt at least made some efforts to do something about their Air Tanzania, this is so different from the stand taken by the Zambian govt…so to say, only accusations.
