Ndola maid pleads innocence over child theft charge

A maid , who allegedly stole three children in Ndola recently, has pleaded not guilty to the charge. This is a matter in which 38 year old Mary Nakamba , is charged with child stealing which is against the laws of Zambia.

Nakamba who stood for plea before Ndola Magistrate Brain Simachela pleaded not guilty to the offence saying she had no intentions of hurting the said children.

Particulars of the offence were that on November 9 this year, Nakamba allegedly kidnapped Chileya Manda’s three children in Chifubu Township.

ZANIS reports that Nakamba who was working as a maid at the complainant’s house has been accused of fraudulently taking away the three named children, two of them under-fives.

The accused disappeared with the children after she informed neighbours that she was taking them to the under-five clinic but did not return.

Police arrested Nakamba in Kapiri Mposhi after a manhunt.

The eight-year-old was found in Ndola and the two babies were located at an orphanage in Kapiri Mposhi.

The matter has been adjourned to November 26 this year for trial.

Tayali doubles down on HH allegations, refuses to apologise

UNITED PARTY for National Development (UPND) president Hakainde Hichilema has been reported to the Anti- Corruption Commission (ACC) by Economic and Equity Party (EEP) leader Chilufya Tayali for the questionable role he played in the privatization of some national asserts.

Tayali has also advised the opposition UPND to begin looking for another candidate ahead of the 2021 elections, adding that HH was headed for prison.

Tayali told journalists this morning at a press briefing that he had reported HH to ACC to be investigated on privatization allegations leveled against him, citing among others, a house located in Chelston which he said HH deprived the owner as well as farm number 1942 situated in Kalomo Southern Province.

Tayali also said he was in the process of reporting HH to the Police for allegedly being in possession of two National Registration Cards (NRCs) bearing different names and details.

The EEP leader said he had gathered enough evidence against HH and was ready to meet him in court.

“I highly doubt that HH will escape from this and I want to give some friendly advise to the UPND that let them start looking for another candidate for 2021. I am more confident with the evidence I have against HH than I had against Chishimba Kambwili,” said Tayali.

And Tayali dared the UPND leader that should the Courts finds him innocent, he would give in to his demands of K10 million.

“But if they find him guilty, he should also give me that 3 bedroomed House he promised otherwise I do not owe any apology.”

Meanwhile, Tayali said the same joy UPND sympthysizers showed when HH demanded an appology and K10 million from him is the same excitement they should show when their leader goes to jail.

1.2 million Euros forest project kicks off in Western

Government in partnership with Worldwide Fund for Nature Zambia (WWF) has commenced the implementation of the 1.2 million Euros Forests Landscape Restoration Project (FLRP) in Western Province.

WWF Coordinator, Abel Siampale expressed optimism that the five-years project that is aimed at restoring the depleted forests in Silowana complex of Sioma and Sesheke districts will achieve the desired objectives due to the support shown by the communities.

Mr Siampale stated that the project will fully embrace the ideas generated by the communities in the targeted areas.

Mr Siampale said this at Mutemwa area in Sesheke district during the participatory mapping exercise which marked the beginning of the green recovery tailored programme.

He projected that the programme will go beyond its initial target of 13 villages that are grouped in three Village Action Groups (VAGs) to more, because of the pressing need to address the degraded and deforested areas.

“This project as you can see has begun with the participatory mapping activities that will further see the development of organized maps that will ease the process of sharing the resource in these communities. We anticipate to restore 37,000 hectares of land with the Silowana Complex and this will be done within the lifespan of the programme,” he explained.

“As a team implementing the programme, we are so far confident that the programme will come to fruition looking at the commitment shown so far by community members here in Lusu and Mutemwa communities,” he stressed.

Mr Siampale pointed out that of the 990,000 hectares of land that covers the Silowana Complex, 30-35 percent is covered by forest areas that urgently require restoration having been depleted as a result of agricultural expansion activities, timber harvests and other forms of deforestation.

And Seseheke District Commissioner (DC), Sililo Namawa said the region has a lot of illegal timber business being a border town hence interventions from other stakeholders are welcome.

Mr Namawa said the programme will be fully implemented hand in hand with his office and the traditional leadership.

“As government, we are happy with you WWF and the interventions you have brought, will help our farmers through trainings and other sustainable livelihoods activities,” he noted.

Meanwhile, members of Mutemwa and Lusu communities both welcomed the programme which they said will help safeguard their natural resources.

Mutemwa Village Induna, Patson Matengu assured that he and the other community members will support the programme to the fullest.

He recalled that decades ago the area had thick forests but has over the years been depleted by people who do not mean well to nature.

“We are here to inform you that, we used to have a lot of trees here but most of which are cut by some people who do not even come from here. Your coming as FLRP is timely and will work with you to save the remaining natural resources and also restore the depleted ones as you have clearly stated in the preamble,” said the Induna.

Pius Mutanda and Catherine Masupa both from Lusu Village said the participatory community sketch mapping exercise signaled their relentless support to the programme.

The duo emphasized that the programme will be a success as it has been owned by the community members and will benefit generations to come.

The Forest Landscape Restoration Project that was launched on October 29, 2020 will also benefit at least 1,000 small holder farmers in the surrounding districts through training.

The FLRP is also being implemented in Kenya and Tanzania as part of the regional programme that aims at regional exchange of experiences on Forests Landscape restoration among the three countries.

Malanji applauds EU support to Zambia

Minister of Foreign Affairs, Joseph Malanji says the European Union (EU) has played a key role in the fulfillment of the Zambian development agenda.

Mr Malanji said EU has continued to be a reliable partner especially in the implementation of the Seventh National Development Plan (7NDP) with focus on economic diversification and job creation, among others.

Speaking at the opening session of the Zambia-EU Political Dialogue, the Minister emphasized the importance of the meeting noting that it will enhance the cooperation between Zambia and the EU.

“I must underscore the importance of the dialogue as we endeavor to increase and solidify cooperation between Zambia and the European Union. I have no doubt that this year’s dialogue will build on the successes of the previous ones, and will be another opportunity to consolidate our relationship and explore new avenues of cooperation,” Mr Malanji stated.

He stressed the need for collective efforts by the international community to heighten cooperation in research for vaccination and cure for the Coronavirus.

Mr Malanji noted that with concerted efforts, there will be equity access across the world to ensure effective control of COVID-19.

Meanwhile, the Minister said effects of climate change have negatively impacted on the agriculture and energy sectors, thereby causing food insecurity among other challenges in the country.

Mr Malanji explained that through bilateral and multilateral support from the EU, the government has put in place measures to control the ongoing challenges.

“Whilst the Zambian Government has put in place remedial measures, it is only through collective and concerted effort can such global challenges be overcome. I would therefore like to convey the Zambian government gratitude for the continued support at both bilateral and multilateral levels, in the area of climate change including the ongoing challenges of eradicating the African Migratory Locusts affecting Zambia,” he said.

He further indicated that the Zambian government remains committed to promoting principles of good governance, democracy and the rule of law, hence assured that the 2021 general elections will be free and fair.

The Minister is confident that the political dialogue meeting will further consolidate Zambia’s cooperation with the EU.

Meanwhile, EU Ambassador to Zambia, Jacek Jankowski said Zambia and the EU continue to be strong partners in good governance and the rule of law, as evidenced by the engagement in the implementation of recommendations of the 2016 EU election observation mission.

Mr Jankowski assured that EU will continue to support the electoral process in Zambia, with the aim of strengthening electoral institutions and processes, and enhance conflict prevention in the coming elections.

He disclosed that EU and EU member states recently contributed more than K185 million through the United Nations Development Programme to the electoral process in Zambia.

“As you all know, governance is at the heart of the common values we share. Zambia and the Zambian people can be proud of their longstanding democratic tradition, and they deserve elections they can trust. We need to acknowledge that the upcoming 2021 general elections are going to be very sensitive,” Mr Jankowski noted.

The Ambassador welcomed the official invitation from the Zambian government for EU observers to be deployed for the 2021 general elections.

And Mr Jankowski said EU is in support of President Edgar Lungu’s view that climate change is one of the most pressing challenges that required urgent interventions.

President Lungu in Eastern Province for a 6 days working Visit

President Edgar Lungu has arrived in Chipata district, Eastern Province for a six-day working visit.

President Lungu who arrived aboard a Zambia Airforce (ZAF) airplane, touched down at Chipata airport at 10.20 hours

The President was welcomed by Provincial Minister, Makebi Zulu and other provincial heads, security chiefs, and party officials.

The Head of State is being accompanied by Presidential Affairs Minister, Freedom Sikazwe and other senior government officials.

President Lungu took time to greet members of the public who thronged the airport to welcome him in the province.

The Head of State is expected to visit selected districts, inspect developmental projects, and interact with chiefs, the clergy and party officials during his visit in the area.

The President is also during his visit expected to launch 2020/2021 farming season.

Meanwhile, -President Edgar Lungu has donated 78 bicycles to village headmen in Lukashya constituency in Kasama district.

Lukashya Member of Parliament (MP), George Chisanga who handed over the bicycles on behalf of the President said the bicycles have been donated to help headmen in their mobility.

Mr Chisanga stated that the bicycles will go a long way in assisting headmen with their daily activities.

“You had requested for bicycles from President Lungu when he came for campaigns during the Lukashya Parliamentary by-elections and like he indicated, he could not give you then, because it was a campaign period but now that the campaigns are over, he has delivered,” Mr Chisanga said.

The Lukashya law maker said the President has earmarked to handover a total of 250 bicycles to all village headmen in the area.

‘We are today handing over 78 bicycles but we expect to deliver 250 in total and this will be done in phases. The President wants to work with you in delivering development in the area,” he said.

Meanwhile, Chisanga Village Headman, John Musonda praised the President for honoring his pledge of providing them with bicycles.

Mr Musonda said headmen in the area are thankful to President Lungu and have pledged to work and support him.

He assured that headmen in Lukashya are behind President Lungu.

Voter registration in Kawambwa progressing well

Kawambwa District Registration Officer, Isaac Mwale says the on-going voter registration exercise in the area is progressing well.

Speaking in an interview with ZANIS, Mr Mwale who is also Town Council Secretary said all the bottlenecks that were experienced in the first week of the registration exercise have been addressed.

Mr. Mwale disclosed that Voter Education Facilitators have been redeployed to help the Assistant Registration Officers in manning the centers with an overwhelming number of people.

He has also expressed confidence that the district will meet the target number of registered voters despite starting on a slow note as people are now aware of exercise.

Mr. Mwale has since encouraged Kawambwa residents to turn up in numbers and register as voters so that they can have an opportunity to elect the leaders of their choice in the 2021 general elections.

PF makes tabling of Bill 10 in 2021 an Election Issue

Government Chief Whip, Brian Mundubile says the Patriotic Front (PF) will table the Constitution Amendment Bill number 10 in Parliament once it wins the 2021 general elections.

Mr. Mundubile said it is unfortunate that the bill fell off despite the party and other stakeholders explaining its benefits.

He said this at a media briefing in Mporokoso district.

Mr. Mundubile stated that the opposition political parties who shot down the bill did not put into consideration the proposals that were made by different stakeholders.

“Bill 10 was not the making of the PF but the youths, traditional leaders, persons with disabilities and other stakeholders who made submissions on clauses they wanted to be amended,” said Mr. Mundubile.

He further said PF will now work on winning majority seats in Parliament so that it can pass such important bills without requiring the support of the opposition.

Mr Mundubile who is also PF Chairperson for Legal Affairs and Mporokoso Member of Parliament, noted that bill 10 had very progressive clauses that would have benefited all Zambians.

He has since urged the opposition parties to be putting aside political differences when making decisions that concern all citizens because such matters can negatively affect the development of the country.

Meanwhile, Mr Mundubile said he is optimistic that the party will win the 2021 general elections because people have confidence in PF.

“The massive development ranging from construction of schools, health posts among other developments are among the reasons why citizens want to work with us, ” he stated.

The Chief Whip has since reaffirmed the party’s commitment towards fostering development in all parts of the country without leaving anyone behind.

The Constitution Amendment Bill number 10 collapsed on October 29, 2020 after it failed to get two- third support of Members of Parliament required to pass it.

The bill required 111 votes to pass but only managed to get 105 votes.

At least 120,000 city commuters will use the diesel multiple units deployed by the Kenya Railways Corporation as part of a plan to decongest Nairobi roads. Kambwili found with a case to answer, he defamed President Lungu

National Democratic Congress (NDC) President Chishimba Kambwili has been found with a case to answer in a matter he is accused of defaming President Edgar Lungu.

Lusaka Magistrate Felix Kaoma has placed Kambwili on his defence in the matter which Republican Progressive Party Leader Peter Chanda took to court alleging that he put the name of the President in ridicule by uttering defamatory words.

Particulars are that on 9th September last year, with intent to bring the name of the president into hatred, ridicule, and contempt, Kambwili published defamatory words.

It is alleged that Kambwili defamed the President when he insinuated that the Presidential jet is being used to carry drugs, the words which are suggestive that President Edgar Lung has been trafficking drugs.

When the matter came up for the continuation of trial, the state presented its last witness, Kamima Nyirenda, a pilot at the Zambia Air Force.

ECZ dismisses allegations of favouring UPND Strongholds

The Electoral Commission of Zambia (ECZ) has dismissed allegation leveled against the commission by Civil Society Organizations (CSOs) that data collected by some CSOs on the ongoing voter registration has revealed that the exercise in most UPND strongholds like southern province is faster compared to other provinces that are perceived as such.

In a statement released to the media, the commission said that it would not condone the public profiling of its staff aimed at discrediting ECZ and that the decisions the commission makes are not done by the individuals.

Yesterday at a joint media briefing, the CSOs accused ECZ of manipulating the voter registration exercise through the unfair distribution of registration kits.

Speaking on behalf of the CSOs, Young African Leaders Initiative –YALI- President, Andrew Ntewewe has since called for the dismissal of ECZ- Manager for Elections, Winnar Mwanamonga and Voter Education Manager, Emmah Mwiinga who they believe are responsible for the unfair manipulation of the electoral process.

Mr. Ntewewe says persons in charge of elections and voter education within the commission have distributed more registration kits to southern province as compared to other provinces with similar voting population, a situation he says is bound to plunge the country into chaos.
He has since challenged the Electoral Commission of Zambia Chairman Esau Chulu and Director of Elections Patrick Nshindano to come out clean and explain how these registrations kits were unfairly allocated.

And the same briefing, Advocates for National Development and Democracy Executive Director, Samson Banda says the ECZ must take these allegations seriously and act immediately as this action may endanger the peace of the country.

ZRA Employee Commended for turning down K 1 million cash Bribe

The Zambia Revenue Authority (ZRA) Assistant Director for Debt Recovery Unit Mr. Joseph Mfula, a has been commended for turning down a K1 million bribe to lower tax assessment payable to ZRA by Opermin Zambia Limited.

Reacting to the arrest of Opermin Zambia Limited Director by Anti-Corruption Commission (ACC) for attempting to corrupt a ZRA officer with K1 million cash, Ibrahim Kabwe Mwamba, PF National Students Mobilisation Coordinator, said he is proud to be alive at a time such as this and applauds ZRA for displaying highest acts of patriotism and dedication to the fight against corruption.

Mr. Peter Samboko, aged 41 of Riverside Kitwe, has been charged with one count of Corrupt Practices with Private Person after he jointly and whilst acting with other unknown persons corruptly offered and gave Mr. Joseph Mfula, an Assistant Director – Debt Recovery Unit at Zambia Revenue Authority, One Million Kwacha (K1,000,000.00) cash as an inducement in order for Mr. Mfula to lower the tax assessment payable to ZRA by Opermin Zambia Limited, a matter or transaction that concerns Zambia Revenue Authority.

This gives confidence to many of us youths who follow with keen interest the operations and activities of the institution tasked to collect taxes on behalf of government.

Credit also goes to Commissioner General as this is clear demonstration of credible and good leadership at the top. We also wish to take this opportunity to recommend for promotion such rare acts of integrity from individuals. Under the prevailing economic situation it’s very easy for someone to fall prey to temptations of corruption but this particular officer showed courage and has instilled confidence in others to follow suit. You have by this act earned yourself and the institution some reasonable mileage of credibility and this must be applauded by every well meaning citizen of our great nation.

Heritage Commission to develop tourist sites to boost tourism

The National Heritage Conservation Commission (NHCC), says it is committed to develop tourist attraction sites across the country.

NHCC Northern Region Director, Kagosi Mwamulowe said the Commission will endeavour to develop various tourist attraction sites to boost tourism as well as growing the country’s economy in line with the Seventh National Development Plan(7NDP).

ZANIS reports that Mr Mwamulowe said this in Chinsali when he handed over the site to the developer, Bwacha Camping Sites, which has partnered with NHCC to develop Chipoma falls.

He noted that Muchinga Province and the rest of the regions in the northern circuit has great potential for tourism development.

Mr Mwamulowe said the tourist attraction sites in the northern circuit are set to be transformed and make them more attractive by partnering with other developers.

“The event we are witnessing today started in 2008 where stakeholders including the NHCC decided that this area around Chipoma falls be developed so as to attract tourists,” said Mr Mwamulowe.

And Bwacha Camping Sites Director, Joyce Nsamba said her organisation is committed to develop the area to international standards.

“We have plans to construct charrettes, ablution block, restaurant, and other facilities that will attract both local and foreign tourists to visit this place,” said Ms Nsamba.

And a local resident, Peter Chanda called on other residents to render support to Bwacha Camping Sites so that the area is developed.

“We are happy that a local developer is coming to develop our place. This is a welcome move and I appeal to all the residents of Chipoma falls area to support this development,“ said Mr Chanda.

The Chipoma falls is on Chimanabwe river that flows through an attractive series of rapids and cascades averaging about five metres each.

Students on Government Loans who fail to Complete their Studies should pay back the Loans

THE Higher Education Loan and Scholarships Board (HELSB) has clarified that even students who obtained loans from the Loans Board but failed in their studies are required to pay back the loans.

The clarification by the Loans Board follows concerns from some former students that despite having failed to complete their studies, the HELSB is still deducting loans from their salaries.

However, HELSB Corporate Communication Officer Chiselwa Kawanda clarified that all students who obtained loans from the board are required to pay back the loans.

Ms Kawanda in an interview with ZANIS, yesterday, said the former students have to pay back the loans because Government spent money on the short period that they had stayed in school.

Government had to pay for their tuition fees, accommodation and meal allowances when they got admitted into the university hence the need for them to repay the loans, she said.

“We didn’t give them a loan so that they could go and fail. These loans have conditions, the beneficiaries have to pay back whether they spent one month or a year in the university,” the HELSB Corporate Communication Officer said.

Ms Kawanda, however, clarified that the students are only supposed to repay what was spent on them during the period they spent in the university.

In cases where students leave the university but the institution still maintains them on the loans list, then HELSB has to engage management.

Ms Kawanda said if a student is maintained on the loans list, the board still continues to pay the fees to the university.

“So in this case, such students can come to our office and the Loans Board has to recover the loan from the university,” she said.

Ms Kawanda, however, expressed happiness that most of the former students who benefited from the loans are willing to repay them back.

She said HELSB has also started engaging employers to help them recover the loans from the former students.

Ms Kawanda said the challenge sometimes is in locating the students using a National Registration Card because some people tend to have similar card numbers. She said tracing the students is also very difficult especially if they have changed their place of work.

The HELSB started making the deduction in 2018 from students who were enrolled into universities in 2004.

Even those students that benefited from what they were calling grants in the 1980 and some years back can contribute a token to the loans board so that more vulnerable children can benefit from the scheme.

Two British firms seals deal processing mineral materials from tailings dams in Kitwe

TWO United Kingdom (UK) based mining firms joined hands establishing a tailings retreatment plant which will be processing mineral materials from tailings dams in Kitwe.

Copper Tree Minerals and Jubilee Metals Group will be processing materials from the tailing dam behind Kitwe High Court, Nkana East and another place West of Mopani Copper Mines in Kitwe.

The companies will also be involved in remediation of the land beneath the tailings dams to make them suitable for public and commercial use.

Speaking in an interview in Kitwe yesterday, Copper Tree Minerals spokesperson Charlie Chase-Gardener said the jubilee brings on board its in-house expertise which will significantly accelerate the project development cycle.

Several job opportunities are expected to be created by the two companies whose initial investment into the project is although he could not disclose the exact value of the project investment.

“Jubilee will also benefit from the detailed resource analyses and vast process test programmes previously performed by Copper Tree,” he said.

Mr Chase-Gardener said the partnership will create significant employment opportunities in both construction and operations phases.

He said Copper Tree has always employed Zambian companies and workers for drill campaigns, laboratory test work, transportation and logistics.

Mr Chase-Gardener said the two companies remain committed to working with Zambian companies and workers for its construction and operations.

“ Once the process of removing the tails from the dams is complete, about 314 hectares of land will be freed for use, “ he disclosed.

Mr Chase-Gardener said Copper Tree and Jubilee will work closely with the Zambian Government to ensure an appropriate regeneration plan is implemented in the future.

Exim Bank of China accepts to defer interest payments on Zambia’s sovereign loans

China’s Export Import Bank of China (EXIM CHINA) has announced that it is suspending Zambia’s interest and principal payments on sovereign loans totaling $110 million due between 1st May and 31st December 2020.

Secretary to the Treasury Fredson Yamba has announced in a statement issued this evening.

The Government of the Republic of Zambia (the “Government”) is pleased to announce that the Export Import Bank of China (“Exim China”) has advised that it is suspending, within the framework of the G20 Debt Service Suspension Initiative (DSSI), the payment of all interest and principal on sovereign loans amounting to US $110 million due between 1st May and 31st
December 2020.

The move is aimed at helping Zambia ease the debt and liquidity pressures as Zambia mobilizes the necessary resources to fight the COVID-19 pandemic.

Reaching this agreement is an important milestone for Zambia as it undertakes steps to ensure broad based debt relief and equal treatment of creditors in its debt relief efforts.

Government is thankful to the Authorities in China for this debt service suspension and for the friendly relations that exist between the two countries.

This is the second creditor from China to provide relief to the country following a similar gesture by the China Development Bank.

While this this is bilateral debt, we will continue to engage private Chinese lenders based on friendly consultations.

As earlier indicated Government will be transparent in the process of debt relief and will continue to work with all our creditors to reach similar interim agreements around the
deferral of both principal and interest payments.

Such interim debt service deferment agreements will also provide the Government with the necessary time to complete its overall debt strategy aimed at restoring public debt
sustainability.
