Polygamous marriages making mothers abstain from child health services

Priority to conjugal duties is making some mothers in polygamous marriages to abstain from attending to outreach child health care services for growth monitoring in Katete District.

This is according to a Plan International Zambia report presented to the District Nutrition Coordinating Committee (DNCC) yesterday.

The report, which highlights the organisation’s third quarter nutrition activities in Katete, states that some mothers preferred attending to their marital needs than the health of their children.

“Some of the reasons advanced by some caregivers in polygamous marriages were that it was their turn to enjoy conjugal rights and that while attending a growth monitoring programme, another wife would attend to the husband,” the report reads in part.

The report has cited communities like Undi to have exhibited high levels of resistance to nutrition programmes such as growth monitoring outreach programmes.

The report says a child suffering from Edema, a severe malnutrition condition, recently died because the mother refused advise to take the baby to the health centre.

Further, the District Public Health Officer Chaonza Banda added that there was a village under Undi Community that had stopped attending any health activities.

Mr Banda added that another Village under Mzime had also stopped attending health activities that had been taken to the area.

According to Mr Banda some women have received threats that they will be banished from the village if the dare attend mother and child care health outreach activities.

He said this was especially observed during the last child health week, when the country recorded a lot of Covid-19 cases.

He added that one of the contributing factors to this was the rumor that there was a vaccine that was created and would be first tested on the African continent.

In reaction, the headmen instructed their people to refuse health services for fear of being injected with the Corona virus.

“And because of this, it affected the turn out and most parents, because of such a rumor, they would rather have their child die from home than being taken for injection which they were told was a Corona Virus injection,” he said.

The Committee hence agreed to engage the traditional leadership on these matters in order to come to array their fears and make them understand that health and nutrition programmes were meant for their own good.

The Committee also agreed to involve the District Child Protection Committee to enforce some laws, as denying children access to health services and nutrition services was infringing on the children rights to health, which is a form of child abuse.

Government will not create new chiefdom boundaries

Vice President Inonge Wina says Government will not create new boundaries for chiefdoms in the country.

The Vice President said this yesterday at Emusa Day Secondary School during a meeting with headmen and indunas of Senior Chief Magodi and Chief Phikamalaza in Chasefu District in Eastern Province.

Speaking on behalf over 100 indunas and headmen, Induna Enyegweni, Jacob Ndhlovu, told the Vice President that Government must help clear the boundary problems in the area.

“Now that you are here, there are problems from the two chiefs here. We want Government to be cleared over the chiefdom boundaries,” the Induna said.

The Induna also appealed to the Vice President to look into the water problem that people of Chasefu are facing.

“Because farming is a business, we depend on farming, we keep animals and we need dams and deep tanks,” he said

Induna Enyegweni lamented that people were using untreated water for drinking and other household needs.

In response, the Vice President clarified that the creation of new districts does not affect the boundaries of chiefdoms established in 1958.

“In the creation of new districts, Government cannot change the chiefs’ boundaries. Currently Government is still using the 1958 chiefs’ boundaries map. All these things that we are touching constituencies, wards and polling stations, there is nothing to do with chiefs boundaries,” Mrs Wina said.

However, Mrs Wina says Government is alive to the fact that the 1958 colonial maps do not take care of the increase in population and Government would consult chiefs to revisit the maps.

“We need to engage the chiefs once again because the population has increased and the boundary map we are using is from the colonial days,” she said.

Sweden, UNCDF launch partnership to improve financing for Micro, Small and Medium Enterprises

The Swedish International Development Cooperation Agency (Sida) and the UN Capital Development Fund (UNCDF) have launched a new partnership to solve financing gaps Micro, Small and Medium Enterprises (MSMEs) face in Zambia with innovative financial services.

According to a press statement issued by UNCDF Communications Consultant Mali Nkhoma, the new partnership is expected to improve financing for many entrepreneurs by addressing the challenges MSMEs are facing by using digital technologies when they need credit or capital to run and grow their business.

UN Resident Coordinator Coumba Mar Gadio, launched the partnership along with Susanna Hughes, Head of Development Cooperation at the Swedish Embassy and Francois Coupienne, UNCDF Global Digital Lead at a function attended by government ministries, commercial banks, and innovation hubs that work closely with MSMEs.

Dr Coumba said she was delighted with the new partnership between Sweden and UNCDF which will transform Zambia’s MSME sector through offering workable loans and guarantee facilities.

“The United Nations is hopeful that this partnership ensures that digitally-enabled MSMEs will be supported and strengthened, so that they will be able to extend their services to reach all Zambians, while improving livelihoods”, said Dr Coumba.

Head of Development Cooperation at the Embassy of Sweden in Lusaka Susanna Hughes noted that MSMEs in Zambia are the backbone of the economy but face challenges in accessing finance and business management, thereby affecting productivity.

“We believe that digital financial services can reduce this gap and contribute to poverty reduction, improved livelihoods and economic growth. We also believe that digitally enabled MSMEs are really important in providing services – and job opportunities that benefit women and young people,” said Ms Hughes.

And the UNCDF commended the Swedish government for the continued support to the MSME sector in Zambia.

“We are pleased that Sweden has extended its long-standing partnership with UNCDF into Zambia. This partnership stems from our common vision of building inclusive digital economies that leave no one behind in the digital era. Our partnership aims to support the MSME sector in Zambia with innovative financing instruments. Digitalizing financial services for MSMEs will impact under-served segments such as women and youth and contribute to Zambia’s development” said Henri Dommel, UNCDF Director Inclusive Finance.

The UNCDF and Sida are hoping to increase access to and usage of credit facilities such as Pay-as-you-go solutions for digitally-enabled MSMEs in sectors such as finance, energy, agriculture and trade in order to improve their services.

Ms Nkhoma said the UNCDF expects the financing arrangement to strengthen the MSMEs’ delivery of products and services to rural people, especially women and youths in order to help sustain their economic activity.

She said the UNCDF will work with MSMEs and enable them to leverage the digital financial services ecosystem that has been strengthened over the last six years.

The numbers are telling with active digital finance users increasing from 2 percent of the population to 44 percent of the population between 2014 and 2019.

Ms Nkhoma said the technical assistance offered to MSMEs will also capture how the businesses adapt to the post-Covid business environment and proactively work with gender equality and inclusion of youth in their businesses.

PF government has delivered development in all parts of the country-President Lungu

President Edgar Lungu has urged people of Chilubi swamps to vote for the Patriotic Front (PF) candidate, Rosemary Chimbini in this week’s Council Chairperson by-election slated for Thursday, October 22, 2020.

President Lungu noted that voting for Ms Chimbini is voting for continued development that is currently taking place in the district.

He explained that the late council Chairperson was PF and has left a number of developmental projects that are targeted at changing the face of the area.

The President said this can only be achieved if people will replace him with another PF member who understands the party’ stance on development.

Speaking when he addressed a public meeting at Mayuka Primary School in Chilubi Island, President Lungu said the PF government has delivered development in all parts of the country.

“Right now PF is in power and will be in power even after next year’s elections because we have delivered, our works speaks for itself, where ever you go you will see development. So be part of the winning team by voting for Rosemary Chimbini on Thursday,” he stated.

He explained that Ms Chimbini is the best candidate for the position of council Chairperson having served in government before as Lunga District Commissioner.

President Lungu also advised elected leaders against neglecting the electorates, stating that 2021 is near and leaders will be judged according to the way they performed and treated people who voted for them.

” Don’t forget the people that are employing you by voting you in to these offices, like next year time will come when they will judge you, decide whether to vote for you or not, so please let’s do our best when given these opportunities to serve the people,” he advised.

PF Secretary General, Davis Mwila encouraged the residents to turn up in numbers to register as voters when the mobile issuance of voters’ cards starts on October 28, 2020.

And PF candidate, Rosemary Chimbini has pledged to work hard and foster equal distribution of development in both the island and the mainland of Chilubi district.

President Lungu is in Chilubi district to drum up support for PF candidate in the Thursday’s Council Chairperson by-election.

Four political parties are vying for the seat and these include the ruling Patriotic Front (PF) who have filled in Rosemary Chimbini, People’s Alliance for Change(PAC) have Mark Mpundu, Risto Mushembe is standing on the United Party for National Development (UPND) ticket while United Peaceful and Prosperous Zambia has Standford Chikuma.

Chipolopolo Goalkeeper Mwange Joins Martizburg United

Chipolopolo goalkeeper Sebastian Mwange has joined South Africa club Maritzburg United.

Mwange leaves Green Eagles to join Martitzburg on a two-year deal.

He replaces Ghanaian Richard Ofori who has joined Orlando Pirates.

“The Team of Choice are very pleased to have added a goalkeeper of Mwange’s calibre to our squad,” Maritzburg Chairman Farook Kadodia told the clubs official website.

“Our technical team and scouting network have worked tirelessly to identify Sebastian as top quality goalkeeper and a good fit for our club. We are all very pleased to have secured his services.

Magistrate Simusamba has done to Kambwili what he did to me – Nevers Mumba

Opposition New Hope Movement for Multi-party Democracy (MMD) Party President Dr. Nevers Mumba has said that Lusaka Magistrate Simusamba by postponing the bail hearing of National Democratic Congress (NDC) President Dr. Chishimba Kambwili has done to him exactly what he did to him over two years ago and wondered if this can be a coincidence.

Magistrate Simusamba had sentenced Dr. Kambwili to two years imprisonment for forgery last week on Thursday. After the judgement was passed, Dr. Kambwili’s lawyer Musa Mwenya S.C applied for bail hearing to Magistrate Simusamba. He declined the hearing and moved it to this week on Tuesday. Today, when the matter came up for hearing, moved the hearing to Thursday.

It was also during the Court session that Dr. Kambwili’s daughter Chanda and his wife were arrested and taken to Kabwata Police Station.

Commenting on the postponement of the bail application, New Hope Movement for Multi-party Democracy (MMD) President said what happened to Dr. Kambwili happened to him 2 years ago before the same magistrate.

“We as the New Hope MMD are shocked with the unfair conduct of Magistrate Simusamba to Dr. Kambwili. When he passed judgement last week, I hoped that he would hear the bail application and pass judgement today. But what transpired is very unfortunate as it reminded me of what he did to me two years ago. He avoided my bail application for over two weeks which led me to spend two weeks at Mwembashi state prison”, Dr. Mumba lamented.

Dr. Mumba further said that Magistrate Simusamba shouldn’t be serving on the bench.

“As you maybe aware, after his avoidance to attend to my bail application, I complained to the Judicial Complaints Commission which responded to me recently and recommended that Magistrate Simusamba should be removed as a Judge. So we expected him to do the honorable thing by resigning or rescuing himself”, Dr. Mumba said.

Dr. Mumba then called upon the Zambia Police Service to show leniency and act professionally when dealing with the Public.

“Lastly but not least, What happened today was very unfortunate of where the state police beat up my niece Chanda Kambwili with batons whilst she was not armed. The Zambia Police Service should show leniency when dealing with the Public especially when dealing with sensitive matters like was the case of Chanda Kambwili. No father would want to see his child and Wife being beaten simply because of trying to attend their court case”, Dr. Mumba said.

ERB Regrets Fuel supply disruption Caused by Striking Truck Drivers

The Energy Regulation Board (ERB) has regretted the disruption of supply of fuel in some parts of the country.

ERB Communications Manager Kwali Mfuni attributed the disruption of fuel supply to a strike action by an organization representing truck drivers which affected tanker drivers.

In a press statement issued to ZANIS in Lusaka on Tuesday, Ms Mfuni explained that preliminary investigations by the ERB revealed that tankers carrying imported fuel could not cross into the country while other tankers had to be parked for safety.

“However, due to the strike action which affected some tanker drivers, some parts of the country experienced disruption in fuel supplies as some deliveries could not be made as scheduled” said Mfuni.

The ERB has since assured the general public that the country has adequate stocks petroleum products to meet local consumption.
Ms Mfuni said measures have since been put in place to provide security escorts to petroleum tankers to ensure safe delivery of fuel to different parts of the country.

She appealed to stakeholders to allow for restoration and normalization of supply of fuel at the earliest.

Ms Mfuni urged motorists not to panic and rush but buy fuel as they normally do and report any suspected fuel hoarding by tanker drivers.

Government to cautiously lift COVID-19 prevention measures – MOH

Government has cautiously lifted a number of COVID-19 prevention interventions among them being the staged re-opening of schools, with examination classes opening first.

Ministry of Health Permanent Secretary in charge of Technical Services, Kennedy Malama says the rationale behind closing schools was to curtail transmission of COVID-19.

Dr. Malama however says evidence on the harms attributed to closed schools including social, emotional, and behavioural health, economic well-being, and academic achievement of children, in both the short- and long-term, are well-known and significant.

He says government through a multisectoral approach led by the Ministries of Education and Health carefully took consideration of the benefits and risks of in-person learning considering the limitations of virtual learning in our country.

The Permanent Secretary said this in Lusaka today during the Covid-19 update.

“I must recognise and congratulate the education sector for the innovative strategies to ensure continued education such as e-learning and education programs through media platforms including TV and radio,” he said.

Dr. Malama explained that government has put in measures to ensure the safety of pupils, students and staff in all educational institutions.

He pointed out that the Ministry of Health continues to support the Ministries of General Education and Higher Education in ensuring a COVID-19 safe zone in the education sector through active surveillance and targeted testing.

And Dr. Malama has announced that the country has recorded a total of Eighty-five (85) new cases of COVID-19 out of 2,050 tests conducted in the last 24 hours with seven discharges from isolation facility in Lusaka.

He said the cases detected were 48 in Lusaka, Copperbelt 18, Northern Province 11 in Muchinga four cases and North Western four through community and point of entry screening, contact tracing and health facility surveillance.

The Permanent Secretary indicated that 60 cases were identified during healthcare facility screening which included 39 in Lusaka, 10 Luanshya, six cases in Kitwe, three in Kasama and two in Mungwi.

The other 25 COVID-19 cases were detected through routine screening including nine in Lusaka, four Nakonde, five from Lunte, three from Kalumbila, two Mufulira, one from Nsama and one from Solwezi.

“We have 8 patients in our isolation centres, Lusaka Levy Mwanawasa Isolation Center has 5 patients with 4 on oxygen therapy, Ndola has 2 with one on oxygen, Kitwe has one patient, Solwezi General Hospital has patient,” he added.

Dr. Malama noted that although the number of patients requiring hospitalization has reduced, it is of great concern that the few patients that are been managed in the COVID-19 centres are presenting with severe disease in critical condition.

“Among our patients in isolation facilities in Lusaka are young patients aged 19 and 21 years old. We have our teams contact tracing to ensure we capture timely anyone of the contacts who may be infected,” he said.

“For a long time the majority of cases needing hospitalization was the middle to older aged. Seeing severe cases in younger people is a concern and justifies the continued insistence to enforcing adherence to public health measures,”

The cumulative number of cases is now 15,982 and includes 346 deaths and 15,038 recoveries.

Globally a total of 40,657,780 COVID-19 cases including 1,123,127 deaths and 30,361,708 recoveries had been confirmed by this morning.

Clock ticks on Zambia debt default as crucial vote is postponed

Bloomberg reports that Bondholder meetings to vote on Zambia’s request for debt relief were postponed today after failing to reach quorums, increasing pressure Zambia to reach agreement with its creditors before it falls into default.

The meetings will be reconvened on November 13, according to a regulatory filing.

That’s also the deadline to make a coupon payment that Zambia skipped on October 14, before it triggers a default that will give bondholders the right to demand immediate repayment of the principal.

Zambia said last month it won’t be able to meet obligations without a six-month interest-standstill agreement.

The process has been keenly watched by other poor nations seeking debt relief, as well as fixed-income investors worried about where the next potential default may be.

While Zambia said it wants to treat commercial and official creditors on an equal basis, bondholders are concerned any relief they grant would be used to service debts owed to Chinese state lenders, which account for as much as a third of its external liabilities.

“No-one is a winner without an agreement,” said Simon Quijano-Evans, the London-based chief economist at Gemcorp Capital LLP.

“The real way forward is to increase transparency and adopt a multi-pronged approach that includes bondholders, the international finance institutions and China, just like Ecuador did.”

“We have no visibility on the use of proceeds if we agree to a debt standstill,” Kevin Daly, a London-based portfolio manager at Aberdeen Standard Investments in London, which holds Zambian Eurobonds, said before the start of Tuesday’s meetings.

“We have no clarity on how they intend to restructure their Chinese debt, we have no fiscal framework to ensure debt sustainability, and they are unlikely to reach a deal with the IMF ahead of the elections.”

Zambia’s $1 billion of 2024 Eurobonds fell 0.8% to 43.9 cents on the dollar by 1:56 p.m. in London.

Fuel shortage hits Mwinilunga district

Mwinilunga District in North Western Province has been hit by a shortage of fuel forcing motorists to access the commodity on the black market at exorbitant prices.

The only filling station in the district has had no fuel for close to a week now forcing motorists to buy petrol as high as K40 and diesel at K35 per litre, compared to the official prices of K17.62 for petrol and K15.59 for diesel respectively.

Mwinilunga District Commissioner, Anort Mapulanga has confirmed the development to ZANIS in the district today.

Mr Mapulanga said his office has engaged management at the filling station and advised them to urgently resolve the fuel challenge.

And Bilex Kananda, a taxi driver complained that they are risking the safety of their vehicles because of using fuel from the black market whose quality is not guaranteed.

Mr Kananda said the situation has forced them to hike taxi fares within local routes due to the high prices at which they are buying fuel.

“We have no choice, but to increase the taxi fares because we are buying the fuel at exorbitant prices. Fuel prices keep increasing every day,” he said.

Another taxi driver, Mark Malichanga said business has become difficult because customers are not booking their taxis due to the hiked fares.

Mr Malichanga said the district is expanding and has a lot of economic activities, hence the need to have a reliable filling station to service the area.

Commuters are now paying as high as K50 on local routes which they have been paying K30 to K40.

The motorists have since called on oil marketing companies to consider investing in the fuel sector in the district.

Meanwhile, Mwinilunga Filling Station Manager, Tranex Lupinda attributed the fuel shortage to the long holiday, saying his company could not load fuel from Ndola because the fuel depots do not operate during holidays.

Mr Lupinda assured that the filling station is expected to receive fuel supplies within this week.

President Lungu to engage DMMU on relief food

President Edgar Lungu says he will engage the Disaster Management and Mitigation Unit(DMMU) to change the strategy in the distribution of relief support to areas which were affected by floods.

And President Lungu says he will work with Vice president, Inonge Wina and the Minister in her Office to consider increasing the food relief quantities in areas that were affected by the floods.

He cited the Chilubi swamps in Chilubi Island as one of the places which needs to have its relief food allocation and distribution increased due to the hunger situation which was caused by floods.

“I will urge DMMU to quicken the process and improve the quantities of food relief until you are food secure, I will sit down with the Vice President and the Minister in her office to see if we can change the strategy of delivery relief to our people so that we don’t have anyone dying of hunger,” he stressed.

Meanwhile, President Lungu said government will continue to engage traditional leaders in the delivery of development across the country, stating that chiefs have proved to be key partners in the developmental agenda of the country.

He explained that when late President Michael Sata formed the Patriotic Front party he had a vision of improving the wellbeing of vulnerable people especially in areas where chiefs are the custodians.

” All came from the village, all the Ministers, MPs, DCs and everyone else and you people our royal highness you take care of our needs, this is why as government we will work closely with you to ensure that development is taken to the people in your chiefdoms in order to improve their lives,” he said.

President Lungu added that chiefs also play a vital role in the promotion of peace and unity in the country for the benefit of the people.

And responding to the concerns that were raised by the traditional leaders, President Lungu said he will engage the area Member of Parliament, District Commissioner and the one who will be elected Council Chairperson to expedite all the development projects taking place in the district.

He cited the construction of schools, health facilities and roads among others as some of the key infrastructure that government will deliver to the people before 2021.

“I have taken note of all the challenges you have highlighted, I will work with your DC, MP and the Council Chairperson to ensure that the delivery of development is quickened,” he noted.

And a representative of the traditional leaders, Mulenga Fumbe thanked President Lungu for being the first Head of State to visit the area since independence.

Headman Fumbe said the traditional leaders in the area have resolved to support President Lungu who is visiting the area for the second time in his quest to bring development to the district.

” From the time we got independence, you are the first President who has visited us in Chilubi swamps, this place was not known which caused it to be underdeveloped, but now things are changing of which we are happy,” he said.

He also appealed to President Lungu to engage DMMU on the food distribution exercise, adding that people are starving and are in need of food assistance.

Police officers apprehended Chishimba Kambwili’s wife Carol and daughter, Chanda at the Magistrates court this morning.
It is alleged that Mrs Kambwili slapped a cop who was roughing up her son and the officer in retaliation also slapped her.After roughly handling Mrs Kambwili she was unceremoniously bundled into a police vehicle.
Police have arrested Mrs Kambwili and her daughter and charged them with disorderly conduct and assault.

Nkana-Indeni Charity Shield Set For Closed Doors Showdown

FAZ has announced that this Saturday’s Samuel ‘Zoom’ Ndhlovu Charity Shield final between Nkana and Indeni set for Arthur Davies Stadium in Kitwe will be played behind closed doors.

FAZ president Andrew Kamanga said Football House is yet to get clearance from the Government on whether fans should be allowed back into the stadium.

“Regrettably, we still have to hold this fixture behind closed doors as we are yet to be given permission to allow soccer fans in view of the ongoing covid-19 challenges,” Kamanga said during the Charity Shield launch in Lusaka on Tuesday morning.

“On our part, we continue to engage the authorities to give us green light on the possibility of bringing fans back into the stadium under these normal conditions,” he said.

Nkana are in the one-off Charity Shield as champions of the FAZ Super Division while Indeni qualified by winning the National Division 1 championship.

Kambwili to spend More Time in Prison as Bail Application is Adjourned

The bail application hearing for incarcerated National Democratic Congress (NDC) Party President Chishimba Kambwila has been moved to Thursday. This is in a matter were the legal team had last week applied for bail for the NDC leader.

During the court hearing magistrate David Simusamba stated that the application for bail was made by the legal team before he could finish his judgment, hence his only going to give his ruling on Thursday to see whether the application was valid or not.

Hon Simusamba has since adjourned the matter to Thursday 22:10:20 at 10:00hrs.

Dr Kambwili is being represented by Keith Mweemba, Gilbert Phiri, Christopher Mundia and former LAZ Eddie Mweetwa.

At Court, United Party for National Development (UPND) President Hakahinde Hichilema and RPP President James Lukuku were at court to provide solidarity. Lawyer Kelvin Bwalya Fube popularly known as KBF was also in attendance during the court proceedings.

NDC Vice President Rikki Joseph’s Akafumba, Roan member of Parliament Honourable Joseph Chishala, Davis Musonda NDC Copperbelt Provincial coordinator, Emmanuel Malite NDC Media Director, Febian Mutale NDC Vice Chairperson for Mobilisation and other party members were also at court. Pastor Mutale Kambwili and Pastor Mable was also at court representing Dr Chishimba Kambwili’s family. Scores of members from the NDC and the UPND we’re also at court

Earlier, the wife to Mr Chishimba Kambwili, Carol Kambwili, was taken to Kabwata police and charged with conduct likely to breach the peace.
