Indian National in court for racially abusing a Zambian

A 28-year-old Indian national has appeared in the Lusaka Magistrates Court for using derogatory language against a Zambian.

Patel Shahnawazy was alleged to have verbally showed ridicule and hatred to Ian Chilenga because of his race.

Shahnawazy was arrested on Thursday last week and remanded in custody after a video of him insulting a Zambian went viral on social media.

A concerned member of the public reported Shahnawazy of SD investment to the police.

The suspect could however not take plea because the prosecution is waiting for consent from the Director of Public Prosecutions -DPP.

Meanwhile, Lusaka Magistrate Lameck Mwale has granted a K15,000 cash bail to the accused person.

Magistrate Mwale further ordered the accused to provide two working sureties to be bound in the sum of thirty thousand kwacha but in their own recognizance.

The matter will come on May 3rd, 2019 for mention.

Police investigating the setting up ablaze of a suspect accused of stealing a side mirror

Police at Kabwata Police Station in Lusaka are investigating circumstances surrounding the setting ablaze and subsequent death of a 30-year-old man for stealing a side mirror of a vehicle.

Derrick Simwase who was alleged to have stolen a side mirror of a Mazda Vehicle registration number AJD 4997 a property of Richard Maluti aged 38 years of Muzovu Street in Kabwata died in the University Teaching Hospitals this morning.

The alleged theft occurred yesterday around 06:30 hours at the residence of Mr. Maluti who later drove to the Clan’s nite Club where the deceased is alleged to have been set ablaze using petrol.

Confirming the development to the media, Zambia Police spokesperson Rae Hamoonga said Police have since detained the owner of the said motor vehicle.

Mr. Hamoonga has warned members of the public to desist from taking the law in their own hands but rather let the due process of the law take its full course

Vice President Inonge Wina is hopeful that South Africa will hold free, fair and peaceful elections next month.

Mrs. Wina is also confident upcoming elections in Malawi and Botswana among others to be held in the SADC region this year will also be free and fair.

Speaking when she received Foreign Affairs Minister Joseph Malanji in South Africa today, Mrs. Wina commended the SADC region for growing its democracy.

South Africa will hold elections on 8th May 2019 to elect a new National Assembly and provincial legislatures in each province.

And Mr. Malanji who is also the Head of the SADC Electoral Observer Mission for the 2019 National and Provincial elections in South Africa, said President Edgar Lungu appointed 48 election observers drawn from the SADC member states.

He also disclosed that President Lungu has appointed former Minister of Foreign Affairs Kabinga Pande as his alternate as SADC Head of Electoral Observer Mission.

Meanwhile Mrs. Wina said she missed the auspicious occasion held to celebrate the 95th Birthday of First Republican President Dr. David Kenneth Kaunda.

She wished Dr. Kaunda many more happy returns and good health.

Mrs. Wina is in South Africa for a medical checkup after she was evacuated on Saturday for specialised medical treatment.

38 UPND Members of Parliament have written to the National Dialogue Forum asking to be guided whether they must stay away or it is mandatory for them to attend.

Forum spokesperson Isaac Mwanza said the National Democratic Congress Member of Parliament has also written excusing himself from attending because he has not been sworn in.

Mr. Mwanza said the response will be given to them during the course of this week.

He said in terms of attendance, the Committee is very impressed of a wider representation from all stakeholders as stated in the Act.

Mr. Mwanza said so far, 126 Members of Parliament out of the 167, 16 of whom are from the United Party for National Development are in attendance at the Forum.

He said the Forum has also drawn attendance from the other political parties with representation in Parliament and all the independent MPs are in attendance.

Mr. Mwanza said among the members, 8 representatives are from the chuchu Church, two of them from the Evangelical Fellowship of Zambia and several Civil Society Organisations except a few that decided not to attend.

He said the forum on Friday begun looking at the base document, that is the Siavonga Resolutions, that were availed to them and the delegates were segmmented into four groups. The groups have since made their recomendations to the main fora which is the only forum authorised to adopt the resolutions.

Mr. Mwanza said the adopted recommendations from the Siavonga Resolutions will feed into the Constitution Amendment, Political Party, Electoral Process, and Public Order Bills.

“We must make it clear that up till this stage no resolution has been adopted by the main Forum for feeding into the main Bills. We expect that the adopted resolutions from the Siavonga resoluttion top be made at the end of the day today”, he added.

Mr. Mwanza said beginning tomorrow, they expect the member to begin considering 80 amendments to the Constitution which have been proposed to the Zambian Constitution which include the merger of the Supreme Court and Constitutional Court, provide for continuation of Ministerss after Parliament has been disolved, the hearing of presidential petitions to be heard within 30 days, recognition and withdrawal of recognition of Chiefs, among others.

He said these are proposals contained in the Bill and came from the submissions that were made during the time the public were asked to make submissions on refinement of the Constitution. They have not been adopted, amended or rejected as yet by the Forum at this stage.

Baroka wins to ease Nyirenda’s worries

Wedson Nyirenda’s Baroka FC enhanced their South Africa PSL survival hopes on Sunday after moving two places away from the relegation zone.

Baroka beat 11th placed Amazulu 1-0 at home to move from third from bottom of the table with two games left to play.

The Polokwane side jumped from 14th to 12th position on the log on 28 points, four points more than second from bottom Chippa United who are 15th and occupying the relegation playoff spot.

Victory in their penultimate match against third placed Bidvest Wits away in Johannesburg this Saturday will end their relegation fight with a match to spare.

But a draw would also be enough should Baroka’s town rivals Polokwane City do them a favour and beat Chippa on the same day at home.

Champion digital financial inclusion, BoZ urges Zamtel

The Bank of Zambia has urged state owned telecommunication firm Zamtel to champion the provision of digital solutions in order to contribute to the achievement of the ambitious financial inclusion targets.

Bank of Zambia Governor for Operations Bwalya Ng’andu said Zamtel should take the lead in the market by providing digital solutions that will help accelerate financial inclusion especially for rural communities.

Dr Ng’andu was speaking at Zamtel House in Lusaka when he officiated at the launch of the integration of ZamPay and Visa and MasterCard platforms.

The integration means that ZamPay customers anywhere in the world can move funds from their Visa or MasterCard bank enabled bank accounts to their ZamPay.

Dr Ng’andu said the innovation by Zamtel will help bring about a cashless society and also reduce cash handling risks.

“Zamtel’s commitment to innovation that we see in the market is commendable and we would really like to see you become in your own space champions in the provision of digital solutions in order to improve the experience of your customers and even more importantly contribute to the achievement of our most ambitious financial inclusion targets that the Bank of Zambia and other financial sector regulators like the Securities Exchange Commission, the Pensions and Insurance Authority even ZICTA have set for themselves,” Dr Ng’andu said.

He added, “So this is the space where we would like to see a lot of change and you have taken up this challenge and we would like to congratulate very much.”

Dr Ng’andu said, “Given the state of advancement in technology based payment methods that we have so far achieved in Zambia, the use of cash in effecting payments is probably now much higher than it needs to be.

He said the current reliance on cash and hence the presence of huge amounts of cash in circulation today is owed to people still preferring to move with cash as opposed to using alternative payment methods.

“But dealing in cash is neither safe nor efficient and what the digital payments methods are offering is the opportunity to take away some of the risks and inconveniences associated with the use of cash. Electronic payments solutions are convenient in terms of time management as they also reduce the trouble and risk of carrying huge amounts of money particularly when making high value transactions,” he said.

“While digital innovations are unlikely to completely wipe out the use of cash as a payment method any time soon, innovations such as the ZamPay, VISA and MasterCard platform, give customers a real choice of making payments for their goods and services without having to withdraw cash from their bank accounts or wallets. It is, however, my prayer that ZamPay will ensure that this product is priced in a manner that makes it affordable to customers and also address the limited coverage of the mobile networks in order to encourage the widespread usage of technology based solutions to even the rural areas of the country,” Dr Ng’andu said.

The Bank of Zambia Deputy Governor has since appealed to the public to take advantage of these innovations saying it is no longer necessary to move around with huge sums of money as alternative electronic channels of conducting transactions are now available in the market.

And Zamtel Chief Executive Officer Sydney Mupeta stated that the integration of ZamPay with the Visa and MasterCard platforms is one innovation which will undoubtedly change the lifestyle of the Zambian people.

“As you are aware customers currently have to walk some distance to find the nearest retail outlet for them to credit their ZamPay accounts with e-value. This is not only inconveniencing but keeps the customers away from other productive activities”, Mr. Mupeta said.

He added that the integration will enable customers to electronically transfer money from their respective bank accounts onto the ZamPay e-wallet at the press of a button.

“All this will be done from the comfort of their home, office or indeed any work station. The integration of ZamPay with Visa and MasterCard therefore marks a huge step in making ZamPay the preferred mode of payment in Zambia as it will give our customers a seamless mobile payment experience”, he explained.

Mr. Mupeta also announced that over 187 merchants have so far signed up and are already transacting with ZamPay including the big chain stores like Spur and Choppies.

As Zamtel, we will continue to grow the list of merchants so that we give our customers a wider choice where they can transact from using this wonderful innovation. We wish to emphasize that ZamPay represents the future outlook of how most transactions will be done as we go towards a cashless society,” Mr Mupeta said.

ZamPay application is the country’s first Quick Response (QR) code allowing consumers to scan the QR code displayed by the merchant with their phones to pay for their goods.

To start using ZamPay, Zamtel customers are requested to first download the ZamPay APP from Google Play store or App store and launch by swiping up from the home screen, authenticate then tap or hold their phone device close to the payment terminal to make payments. The consumers then enter the amount they have to pay and finally submit.

 

 

 

Central Province PF youth distance themselves from calls for Davis Mwila to resign

Patriotic Front youths in Central Province have declared their support for Party Secretary General Davies Mwila.

Provincial Youth Chairperson Alice Boka has distanced the provincial youth leadership from the demands made by Julius Komaki for Mr. Mwila to step down.

She said Mr. Komaki was masquerading as a representative of PF youths as he has no authority whatsoever to speak on behalf of the party for he holds no any position in the party.

Ms. Boka said the PF has a clear channel of communication and everyone speak through the elected structures in accordance to the hierarchy of the party as established in the Party Constitution.

She said Mr. Komaki is bitter and disgruntled because he was left out of the PF Lusaka Province interim committee that was recently appointed by President Edgar Lungu.

She said she has audio recordings of Mr. Komaki bitterly complaining and trying desperately to recruit some youths to demonstrate against Mr. Mwila on account that Mr. Komaki is facing serious economic challenges because he has not personally benefited from the party.

Ms. Boka claims that in the same audio recording which they will make available to the public in due course, Mr. Komaki is heard saying he is working to push Kelvin Fube to take over PF so that he can also personally benefit from the party.

She said by rising against Mr. Mwila in such a disrespectful and illegal manner, Mr. Komaki is undermining the Party President who appointed him as party Secretary General and they will not tolerate it.

Ms. Boka has since appealed to all the PF youths across the country to ignore and rubbish any schemes being used to destabilise the party by a few disgruntled and frustrated youths like Julius Komaki.

Extend period for Presidential petition from 14 to 30 days – Chief Registrar of High court

Chief Registrar of the High Court Charles Kafunda has proposed for an extension for the period in which to determine a Presidential petition from the from the current 14 to 30 days.

Speaking at the National Dialogue Forum this morning, Mr. Kafunda said this will give ample time to the Judiciary to deal with such matters in future.

Mr. Kafunda said the Constitutional Court faced a lot of challenges in dealing with the Presidential petition which was filed by the UPND.

Contributing to the debate, Bwana Mkubwa Member of Parliament Jonas Chanda argued that 30 days will be too much in which to deal with the Presidential petition.

Dr. Chanda said extending the period to 30 days will be costly to the nation especially that the country would have come from campaigns and the election.

And Mwembeshi Independent Member of Parliament Machila Jamba also said 14 working days is enough to determine the petition.

The proposal has since been subjected to a vote by Chairperson of the National Dialogue Forum Professor Muyunda Mwanalushi, after a stalemate.

The Central Province Investment Expo created a lot of impetus for Indians to invest in Zambia, Zambia’s High Commissioner to India Judith Kapijimpanga has said.

Mrs. Kapijimpanga said she recently took some prospective investors who held talks with Central Province Administration and have committed to invest in Zambia.

She said the Mission in India will market all the investment expos in order to boost trade and investment between Zambia and India.

Mrs. Kapijimpanga was speaking when Chisamba Member of Parliament Chushi Kasanda called on her at the Zambian Chancery in New Delhi.

And Ms. Kasanda praised the India-Zambia warm bilateral relations.

Ms. Kasanda said the Lusaka Decongestion project and the construction of the 650 Health Posts with support from India are among the major achievements in the brotherly relations between the two countries.

She said her constituency, just as other parts of the country, has also benefited from the 650 health posts being executed by Zambia working with India.

Ms. Kasanda said India – Zambia cooperation is also visible in the areas of health, tourism and trade.

Zambia records reduction in Road Traffic accidents over Easter

The Road Transport and Safety Agency has projected a positive road safety outlook for 2019 as the country records a reduction in road traffic accidents and death during the just ended Easter holiday.

According to statistics released by Zambia Police recently, the number of road traffic accidents dropped from 260 in 2018 to 212 in 2019 during the same period.

Further, the number of fatalities reduced from 26 in 2019 to 15 in 2019 representing a reduction of about 47 percent.

RTSA Head of Public Relations Fredrick Mubanga says the statistics are a clear indication that the country could achieve a meaningful reduction in road traffic crashes if all road users adhere to traffic rules and regulations.

Mr. Mubanga said the drop in road accidents and deaths during this period could be attributed to the intensified highway traffic law enforcement by a joint team of RTSA and Zambia Police officers which culminated in increased compliance levels to traffic rules and regulations by all road users.

He has reiterated the Agency’s call on all road users, especially motorists, to strictly adhere to traffic rules and regulations if the country is to record a further reduction in road traffic crashes for the year 2019.

Malanji heads to South Africa as observer in forth coming general elections

Foreign Affairs Minister Joseph Malanji is in South Africa leading a Zambian Electoral Observer Mission to that country’s forth coming general elections.

Meanwhile President Edgar Lungu has appointed former Foreign Affairs Minister and former Kasempa Member of Parliament Kabinga Pande as alternate to the Head of the SADC Electoral Observer Mission.

Other members of the Election Observer Mission are five civil servants from the Ministry of Foreign Affairs and the Ministry of Defence

The Zambian team is in South Africa as part of SADC Elections Observer Mission until 16th May 2019.

South Africa will hold the General elections on 8th May 2019 to elect a new National Assembly and provincial legislatures in each province.

This will be the 6th election held since the end of apartheid in 1994 and will determine who will become the next President of South Africa.

Rescuers raced to help people caught in fast-rising floodwaters in Mozambique’s cyclone-hit city of Pemba on Sunday, as houses collapsed in one neighborhood and heavy rain raised fears of worse to come.

More than 160 000 people have been affected in the largely rural region, many already exposed and hungry.

“Help us, we are losing everything!” residents of the northern city shouted at passing cars as the rushing waters flooded their homes. Women and girls with buckets and pots tried to scoop away the torrent. But in vain – the water poured into doorways.

In the worst-affected neighborhood of Natite, homes began to collapse, the United Nation’s humanitarian agency (OCHA) said in a tweet.

We are unfortunately expecting devastating floods,” it said.

Tens of thousands of people in the far north of Mozambique are bracing for violent flooding as torrential rain pushes up water levels, after the death and devastation wrought by Cyclone Kenneth.

The first floods have already been seen in some parts of Pemba, the capital of Cabo Delgado province, as well as in surrounding areas, lashed by heavy rain since daybreak, AFP journalists reported.

Fields on the outskirts of the city that had been lush green just a day earlier were now brown with floodwater.

“It’s been raining hard since Sunday morning,” said Deborah Nguyen, spokeswoman for the UN World Food Programme. “Violent flooding is expected in and around Pemba.

“We are very worried because, according to the forecasts, heavy rain is expected for the next four days,” she added.

“We expect the rainfall to be twice as much as that which accompanied Cyclone Idai that hit the city of Beira last month.”

Idai hit central Mozambique six weeks ago and communities in that region are still reeling from floods that swept away homes, roads and bridges, leaving around 1,000 people dead and hundreds of thousands without shelter.

As much as 250mm, or about one-quarter of the average annual rainfall for the region, has been forecast over the next few days.

“I have never seen such rains in my life,” said one Pemba resident, 35-year-old Michael Fernando.

This was the first time in recorded history that the southern African nation has been hit by two cyclones in one season, again raising concerns about climate change.

Rescue workers evacuated at least 130 people to centres elsewhere in the city on Sunday, mostly by boat, said Salviano Abreu, spokesperson for OCHA.

‘Not a single house is standing anymore’

According to Unicef an additional 368 000 children in Mozambique are now at risk and potentially in need of lifesaving humanitarian support.

“Cabo Delgado has no history of cyclones and we are deeply worried that communities in the area would not have been prepared for the scale of the storm, putting children and families in a very precarious position,” said Michel Le Pechoux, Unicef Deputy Representative in Mozambique.

Some Pemba residents tried to pile up tyres and sand-filled sacks outside their homes to keep the rising water out, while elsewhere small, rapid rivers formed, carving trenches into the streets.

Children took refuge in a bus that appeared to be stuck as vehicles struggled on the streets. One woman stood, seemingly stunned, as the rain pounded down.

“We will keep moving until we get somewhere safe,” one man said, as people fled carrying belongings in plastic bags.

In the city’s Mahate neighbourhood, a large crack had formed in the ground, prompting OCHA to warn of landslides.

There was no immediate word on the extent of flooding outside Pemba.

Authorities have said at least five people died after Kenneth roared in Thursday evening with the force of a Category 4 hurricane, stunning residents of a region where such a storm had not been recorded in the modern era.

More than 35 000 homes in parts of Mozambique’s northernmost Cabo Delgado were partially or fully destroyed by the storm.

Images shared by OCHA showed rows of wooden houses, separated by sandy paths, that had been almost completely flattened. Only a few structures and the occasional coconut tree were left standing.

“Not a single house is standing anymore,” Abreu told reporters.

Some PF youths in Lusaka have called for the removal of PF Secretary General Davies Mwila accusing him of failing to organize the party.

The youths calling themselves PF DieHards say Mr Mwila should be fired because he is allegedly encouraging confusion in the party.

The youths led by Julius Komaki, the PF youth who also led a revolt against former Secretary General Wynter Kabimba told Journalists that Mr Mwila has 48 Hours to vacate his post of they shall forcefully remove him.

Mr Komaki alleged that Mr Mwila has sidelined youths in the party and has no time for them even when they visit the Secretariat.

But PF Youths in Central Province have backed Mr Mwila.

In a statement, PF Provincial Youth Chairperson Alice Boka said the youths in the province have declared their undivided support and loyalty to Mr. Mwila.

“We wish to dispel in the strongest terms the unauthorised and malicious statement from a named Julius Komaki who was masquerading as a representative of PF youths, allegedly demanding the removal Hon Mwila from his position as Party Secretary General. To put the record straight, we wish to inform our party membership and the public at large that the named Komaki has no authority whatsoever to speak on behalf of the party for he holds no any position in the party,” Ms. Boka said.

As a party, the PF has a clear channel of communication; we speak through the elected structures in accordance to the hierarchy of the party as established in our Party Constitution. We know and understand that Komaki is bitter and disgruntled because he was left out of the PF Lusaka Province interim committee that was recently appointed by His Excellency President Edgar Lungu.”

She said, “We have audio recordings of Komaki bitterly complaining and trying desperately to recruit some youths to demonstrate against our hardworking Secretary General on account that he(Komaki) is facing serious economic challenges because he has not personally benefited from the party.”

“In the same audio recording which we will make available to the public in due course, the same Komaki is heard saying he is working to push Kelvin Bwafya Fube (KBF) to take over PF so that he can also personally benefit from the party.”

Ms. Ms. Boka said by rising against the Secretary General in such a disrespectful and illegal manner, Komaki is infact undermining Party President Edgar Lungu who appointed Mr. Mwila as party Secretary General.

“As loyal youths of the party, we shall not entertain such disrepect and indiscipline from any youth in the party. We wish to strongly appeal to all the PF youths across the country to ignore and rubbish any schemes being used to disturbilise the party by a few disgruntled and frustrated youths like Julius Komaki.”

She added, “As youths, it’s our duty to defend our senior leaders from malicious and baseless attacks and propaganda from hired guns like Komaki.
