Police in Lusaka, Copperbelt and Southern Provinces arrest 16 people in connection with leaked exam papers

Police in Lusaka, Copperbelt and Southern Provinces have arrested 16 people in connection with the leaked 2018 Grade 7, 9 and 12 examination papers.

Zambia Police spokesperson Esther Katongo said among those arrested are teachers and pupils.

Here is a full statement

LUSAKA, 1ST NOVEMBER, 2018 –Police in Lusaka, Copperbelt and Southern Provinces have so far arrested a total of 16 people in connection with the leaked 2018 grade 7, 9 and 12 examination papers. Among those arrested are teachers and pupils.

In Lusaka Province, Police have arrested five people identified as Ishmael Manda aged 25 of John Leing Compound also a teacher at Islamic Orphanage Secondary School in Makeni who was found with copies of grade nine (9) Mathematics, English, Religious Education, Art and Design and Business Science Examination papers on his mobile phone, Christopher Sampa aged 43 who is Director at CS Christian Private School in Chipata Compound in Lusaka, Alphate Kabamba aged 29, a businessman of Kabanana Compound who was found with hard copies of Art and Design, Religious Education and Social Studies, Alphonso Milambo aged 40, a teacher at Ellensdale Primary School and Angela Mumba Mulenga who was in charge of the strong room at Ellensdale School in Ngwerere.

Further investigations at Ellensdale Strong room revealed that Examination papers for Art and Design, Religious Education and Social Studies were tempered with.
Investigations conducted on the Copperbelt led to the arrest of three people identified as Humphrey Kamfwa Tembo aged 33 who was found with grade nine Mathematics paper 1 and 2, Collins Solochi aged 25 who was found with Social studies Paper 1 and 2 and a paper for Business Studies and also Andrew Banda aged 22 who was found in possession of English paper 2 for grade 12 and a hard copy of answers for Mathematics paper.

In Mazabuka of Southern Province, Police arrested Given Kanyeleti aged 24 of Nakambala Compound who was found photocopying a handwritten leaked Science paper 2 for grade 9. Further investigations led to the arrest of a grade nine pupil of Ndeke School aged 18 of Nakambala Compound.

Others arrested in Mazabuka are two grade nine (9) pupils at Maneila Open Community School who were found with grade nine (9) Computer Studies paper 1 and 2, Integrated Science Practical and both paper 1 and 2, English Language papers paper 1 and 2 for grade nine and Social Studies Examination papers.
The suspects have been charged with unauthorized possession of Examination paper or Information.

Investigations conducted in Mazabuka further revealed that Examination paper packs at Namaila Primary School had been tempered with and copies of Mathematics paper two (2), Social studies and Chitonga were missing. Four teachers namely Augustine Musenga aged 46 who is a Head Teacher at Namaila Primary School, Hedson Machila aged 42, Simon Sikombe aged 40 and Oliver Hauma aged 42 all teachers at the above mentioned school were arrested and investigations in the matter have continued.

Police have continued with investigations and members of the public will be updated on any new development.

Musonda Girls Cook appears in Court for defilement

Trial has began in the Mansa Magistrate’s Court in a case in which a 34 year old Senior Cook from Musonda Girls Technical Secondary School is alleged to have defiled a 15 year old School girl of the same school.

Appearing before Mansa Senior Resident Magistrate, Dominic Makalicha was Derrick Nsonga of Chibala Village of Chief Mutipula’s Chiefdom in Chipili district allegedly facing the charge of defilement contrary to Section 138 of the Penal Code Cap 87 of the Laws of Zambia.

Facts before the Court are that Nsonga on October 9, 2018 between 18:00 and 19:00 hours is alleged to have had forcefully carnal knowledge with a girl below the age of 15 years without her consent.

ZANIS reports that during trial, one of the witnesses who is a 15 year old pupil at Musonda Girls Secondary School, testified that on that fateful day, Nsonga had called the victim who is a grade 10 pupil to his office which is located in the kitchen.

Senior Magistrate Makalicha heard that when the minor returned to her friends who were in the entertainment room studying, she began crying and narrated the ordeal to them.

Another witness, Sister Martha Chanda who is Musonda Girls Technical Secondary School Matron also testified that around 19:00 hours while, she was at the Convent praying, she received girls who reported that one of their friends was abused by Nsonga.

Sister Martha told the court that the matter was then reported to Police in Mansa and the minor was taken for medical examination at Mansa General Hospital.

Nsonga through his Legal Aid Lawyer, Oscar Mudenda applied for bail pending continuation of trial.

And Senior Resident Magistrate Makalicha granted Nsonga a K2000 bail with two reliable working sureties to pay K5000 in their own recognises, meanwhile, the matter was adjourned to Friday November 2, 2018 for continuation of trial.

Zambia’s High Commissioner to India Judith Kapijimpanga says the Mission has received the information with deep sorrow over the demise of a Zambian national, Peter Mwaba, a 3rd year Civil Engineering Student, in a tragic road traffic accident.

Mrs. Kapijimpanga said the deceased was in the the company of his colleague, Dennis Musukwa, a 3rd year Pharmacy Student, who is in a critical condition.

She said the two students are both from PARUL University in VADODARA, GUJARAT State, India.

The High Commissioner said the accident occurred around 19:00 hours Indian time (15:30 hours Zambian time) yesterday.

Mrs. Kapijimpanga said information shows that the students were hit by a truck in a hit and run tragedy as they were on a motorcycle adding that a good Samaritan by the name of ISHY took the accident victims to the hospital.

She said the Mission has dispatched an officer to get more information in GUJARAT State, about 1000 Kilometres away from the Indian capital NEW DELHI, and help in anyway necessary.

Mrs. Kapijimpanga said the Zambian Mission in NEW DELHI and the students populace in India are deeply saddened by the untimely accident and has since urged the families to remain strong in the trying moment.

It is illegal to employ the 12 accountants recently dismissed – ZICA

The Zambia Institute of Chartered Accountants says the 12 accountants who were recently dismissed by government for their involvement in the misappropriation of public funds as spelled out in the Public Financial Management Act, 2018 may not be readmitted into the profession due to their reported misconduct.

Government through the Civil Service Commission recently dismissed twelve accounting and one operations staff who were involved in misappropriation of public funds as spelt out in the Public Financial Management Act, 2018.

The dismissed officials from the accounting cadre are from the Ministry of General Education, Ministry of Commerce Trade and Industry, Ministry of Foreign Affairs and Lusaka Provincial Administration.

And investigations instituted by ZICA revealed that the said 12 accounting cadre that were dismissed were members who were not in good standing with the provisions of Section 2 of the Accountants Act of 2008, which requires all accountants to be registered under the Act.

ZICA Chief Executive Officer Hapenga Kabeta said the 12 accountants working for Government and not in good standing violated Section 18.1 of the Accountants Act for holding out or impersonating an accountant.

Mr. Kabeta said under the Accountants Act, it is unlawful for any private sector or public sector organisation including government departments to employ accountants not in good standing with the Act.

Mr. Kabeta has urged all employers in the country be it in private or public sector organisations to employ only accountants in good standing with the Accountants Act.

He has also appealed to all individuals who are working as accounting personnel or studying for an accountancy qualification to register with the Institute and uphold professional ethics as enshrined in the Code of Ethics for Professional Accountants, which were adopted by ZICA for its members in Zambia.

Mr. Kabeta added that the profession is mindful of the need for the members of the Institute to be accountable for
their decisions and actions.

“We are however concerned that the internal control systems over which the relevant Controlling Officers have oversight, did not highlight these wrongful acts taking place in their Ministries”, He said.

EAZ confident Zambia will not default on debt payments

The Economics Association of Zambia has re-iterated its positive economic outlook for Zambia giving assurance to the Federated Investors (FI) whose fund comprises of emerging market fixed income assets to include Zambia’s foreign currency denominated Eurobonds and kwacha assets, that the country will not default on its obligations whatsoever when they fall due.

The Association stated that Zambia’s macroeconomic fundamentals remain bullish and solid despite structural
issues on account of balance sheet vulnerabilities as a consequence of debt sustainability concerns.

It cited Infrastructure spending as the major contributor to the current debt position which Zambia is addressing through its medium term expenditure framework as the Ministry of Finance seeks to restore the nation to fiscal fitness.

The Association added that Zambia has continued to be an attractive investment hub as evidenced by an influx of investment projects post successful hosting of investment expos aimed at achieving the requisite visibility for opportunities.

The EAZ further added that it is of the view that Zambia needs to get onto an IMF program, aligned with the nation’s economic stabilisation and growth initiatives which will then boost both local and foreign investor confidence.

This came to light when Standard Chartered Bank Chief Economist for Africa and Middle East Global Research–Razia Khan and Federated Investors (UK) LLP (a privately owned investment manager based in London) – Portfolio Manager for Emerging Markets Fixed Income (EMFI) Mohammed Elmi met with the Economics Association of Zambia at Hotel Intercontinental
in Lusaka to discuss the economic outlook for Zambia.

Accompanying Khan was Executive Head of Treasury for Zambia and Southern Africa Mwaba Kabwe and Head of Global Banking for Zambia Emmanuel Banda.

The EAZ was represented by its president Dr. Lubinda Habazoka, National Secretary Mutisunge Zulu, Executive Director Mirriam
Nachilima and ZIPAR Senior Research Fellow Caesar Cheelo.

The first ever economic summit will be held in Livingstone mid-year of 2019 at which various economists and related fields will be expected to convene to present papers that will help in building the economy.

Government urged to monitor the gold mined at Lumwana

The National Democratic Congress has urged Government to monitor the mining of gold and other precious minerals at Lumwana Mine in North Western province.

Party Secretary General Mwenya Musenge said Government might be losing out a lot of revenue through the sale of gold.

Mr. Musenge said his party has information that Lumwana Mine is exporting over 800 kilograms of gold on a monthly basis and has challenged Lumwana mine to come out clean over this matter.

“This is a serious allegations that Lumwana mine management should clear. We want to know the truth on this matter, we have information that the mine has not been declaring its gold sales to relevant authorities”, Mr. Musenge said.

He said the gold is usually bundled in light aircrafts and flown to a named country with some officials at the Ministry of Mines aware about the illicit gold transactions.

Mr. Musenge who has demanded for transparency and accountability in the mining and export of gold said it is prudent therefore that Government puts in place a mechanism to monitor the mining of gold at lumwana.

He has also appealed to the Zambia Revenue Authority to move in and investigate the purported sale and export of gold at Lumwana.

Meanwhile, Mr. Musenge has urged Government to ban the export of copper blisters by mining companies which contain other rich mineral particles such as gold that are not declared at exportation.

He said it is high time that the Zambian people started fully benefiting from their vast mineral wealth.

Zambians living in the diaspora have been counselled to resist the temptation of being messengers of negative messages against Zambia because such harmful sentiments have the potential to adversely affect the country’s political and development trajectory.

Zambia’s Permanent Representative to the United Nations (UN), Lazarous Kapambwe has said Zambians living abroad are the true ambassadors of the country and should therefore cultivate the spirit of patriotism and respect for their country and its leadership.

He cautioned Zambians in the diaspora against the misuse of information technology to negatively project the country’s leadership and the government.

Amb Kapambwe said it does not matter how far Zambians living in the diaspora are from their country because what is important is that they are citizens irrespective of their tribe, religion and political diversity.

Amb Kapambwe told Zambians living in the Tri-State of New York, New Jersey and Connecticut that if there are bad things being said about Zambia by citizens of other countries, it is because Zambians themselves are slandering their own country and leadership.

Amb Kapambwe said this at the commemoration of Zambia’s 54th independence anniversary at the Permanent Mission of the Republic of Zambia to the United Nations (UN) in New York.

He stated that the world would only perceive Zambia in light of how Zambians projected their country and its leadership and that he is saddened that some Zambian nationals have a tendency of misusing technology to politically and economically disparage their country.

Amb Kapambwe said it is important for Zambians living abroad to always be mindful of the responsibility of their citizenship as well as the duty that comes with the right of being a citizen of a country.

“We are here to celebrate our 54th independence anniversary and I want to share with you that when you Zambians living abroad say something about Zambia, people are more likely to believe you than they would if I said something about our country. We are living in the times of information technology and what we say about our country lives in cyber space forever and is believed by many people. So what others think about Zambia is what we say about our country. How the rest of the world is going to treat and perceive Zambia depends on what we say and how we project our leaders and government,” Amb Kapambwe said.

He stated that no one, including the leadership of the country could stop Zambians from having different opinions or to express themselves but that a spirit of patriotism should always be the guiding factor in their actions.

And Amb Kapambwe has expressed concern about the fragmentation of leadership among Zambian communities in New York and has advised that they should get organized and be united under one leadership.

He said it has been difficult for Zambians living in diaspora to welcome him because its leadership has remained fractured largely because of political inclinations.

Amb Kapambwe appealed to Zambians living in abroad to consider coming up with a united leadership that could serve their interests, stating that he is aware that there is a fragmentation of leadership serving the same community.

He said Zambians regardless of their religion, tribe, and political persuasion should be free to visit the Mission and interact with staff on a range of issues, stating that the Chancery shall always be their home away from home.

Zambia Police launch manhunt for PF Councilor who defiled a minor

Police in Eastern province have launched a manhunt for Chadiza’s Bwanunka Ward PF Councilor, Paul Zulu who is on the run after allegedly defiling a 14-year-old minor of Jungu-Jani village.

And Police in Nyimba have instituted criminal investigation into the case of exhuming a body of a 54-year-old albino, Judith Mwanza who died in June.

Addressing Journalists this morning, Eastern Province Commissioner of Police, Lackson Sakala says the alleged defilement case involving the PF councilor was reported to Musupazi Police Post on 10th October and the incident is believed to have happened on 9th October, 2018 around 23:00 hours.

Mr. Sakala says a manhunt has been launched to bring the culprit to book, who is said to be at large.

And in Nyimba, Mr. Sakala says Police have instituted criminal investigation into the exhuming of the body of a deceased 54-year-old albino who died on June 21st 2018.

Mr. Sakala says the matter was reported by Maxwell Kapata of Nyimba district council that unknown people had trespassed on Chapambe graveyard.

He said upon visiting the site, police discovered two chitenge materials, used grave and a blouse in the coffin, while the body of the deceased was taken to an unknown place.

Mr. Sakala says the incident is believed to have occurred between 23rd June and 30th October, 2018.

CTPD urges Government to revamp manufacturing industries to reap benefits of AfCFTA

Centre for Trade Policy and Development (CTPD) has advised government to quickly start addressing barriers that affect the smooth operation of boosting trade and integration with other countries.

CTPD Executive Director Isaac Mwaipopo says there is need for government through the Ministry of Commerce Trade and Industry to step up its efforts and expedite the modalities on negotiations for the rectification of the African Continental Free Trade Area (AfCFTA).

Mr. Mwaipopo told ZANIS in an interview in Lusaka yesterday, that AfCFTA is a good initiative as it will enhance the trading capacity for many African countries inclusive of Zambia. He explained that Zambia has potential to accrue a lot of benefits by belonging to the AfCFTA as it will be able to economically integrate with other countries in the African continent.

Mr. Mwaipopo also disclosed that the country’s manufacturing industry has not performed well making the country to import more than it can export. He said to this effect the local manufacturing industry need to be revamped as the country position itself to take part in the AfCFTA. The CTPD Chief has also called for countries to address trade barriers, adding that each regional trading block and custom union has its on tariffs and rules of origin. Mr. Mwaipopo stated that this is why it is important for African
countries to work towards harmonising and addressing all barriers that affect the smooth facilitation of trade.

He explained that addressing these challenges will go a long way in improving border standards therefore making the continent attractive and competitive to the world market.

The objectives of the AfCFTA include the creation of a single Continental market for goods and services with the free movement of business persons and investment, Zambia is among the 54 African countries that is expected to ratify to the AfCFTA with the objective of creating a single, continental market for goods and services with the free movement of business persons and investment in order to expand intra-Africa trade and the improvement of the competitiveness of industries and enterprises.

Seven year old burnt to death in suspected arson attack

Two cases of arson have occurred in Chieftainess Mpanshya’s area in Rufunsa district of Lusaka province where a seven year old boy has been burnt to death.

Rufunsa District Commissioner (DC), Judith Chama confirmed this to ZANIS yesterday. Mrs Chama said the two cases happened last night and in the early hours of yesterday.

She said a seven year old boy, Moses Biemba of Steven village was burnt to death after the house he was sleeping in with two other friends caught fire at around 22:00 hours.

Mrs Chama said the other case involved a make shift market at Mpanshya Mission Hospital turn off near Manenekela on the Great East Road which happened in the early hours of today.

She said the causes of fire are not known and investigations have been instituted and that burial for Moses is being arranged by relatives.

The DC also said that no goods or life was lost at the burnt make shift market.

And a check by ZANIS at the burnt house found the fire still burning inside.

The friend of the deceased Benard Matale, aged 12 said they were three in the house and at around 22:00 hours they just saw a fire enter through the door and dropped where Moses was sleeping and he started burning.

Mutale said they shouted for help and by the time people came and broke the mud house walls, Moses was burning.

Meanwhile, Father to the deceased, Bosco Biemba said he was at his house at the resettlement scheme when he was called and rushed to where Moses was staying and found that his son had been burnt to death.

Mr Biemba said the body of Moses will be put to rest immediately because they do not have the capacity to take the body to either Chongwe or Lusaka where there are mortuary facilities, as the mortuary at Mpanshya’s St. Luke’s Mission Hospital is not functioning due to lack of power.

Government commended for commitment to develop new disricts

Two Patriotic Front (PF), Councilors in Mushindamo district have commended government for its commitment towards ensuring that the new district develops quickly.

The two Councilors from Kang’wena and Kalilele wards said they are working closely with all government wings to ensure that the needs of the people are addressed.

In an interview with ZANIS, Kang’wena ward Councilor, Steven Kasono said since being elected into office, he has worked with the office of the District Commissioner and the Council to push for the rehabilitation of Lwenge and Fipasa feeder roads.

Mr Kasono appealed to government to connect power to Kichikwe primary school and the rural health post.

Meanwhile, Kalilele ward councillor Brenda Jatwa, has expressed happiness that most government officers that have been sent to work in the district are now residing in the area.

Ms Jatwa said with the council and the office of the District Commissioner being in the ward, it will be easy for people to take their problems to the right offices.

She called on government to quickly implement the women, youth and marketeer’s empowerment funds so that people can access them and start businesses that can better their lives.

The National Restoration Party President Elias Chipimo says Zambians are equally to blame for the hardships they are going through because they voted for the PF Government into Office.

Mr. Chipimo said the challenges began when Zambians believed that electing the PF into Office would mean that they cared about them, that they would be corrupt but not very corrupt, that they would be authoritarian but not very authoritarian and that they care about the fight against corruption.

He said Zambians made a mistake by believing that electing them even though they were visionless, they would operate in the best interest of the nation.

And Mr. Chipimo said his party will soon write to President Edgar Lungu demanding answers why the Chinese are being highly favoured over citizens.

Mr. Chipimo said he will also demand in the same letter that investigations into the death of Vespers Shimuzhila, a 4th year student at the University of Zambia be handled by an independent committee and not the police whose officers have been implicated in the matter.

“When we have written to the President about Vespers, will follow this up with our concerns about the treatment of Zambians versus foreign nationals, why are we spending 1 million dollars on fire tenders, why did we spend 280, 000 dollars on one ambulance, why have we borrowed to borrow a Presidential Jet at nearly 50 million dollars when Zambians are suffering”, Mr. Chipimo added.

Mr. Chipimo has also urged Zambians to write their own letters demanding action on a number of issues among them the shares given to Chinese co-owner of TopStar, the abolishing of VAT in favour of the sales tax system and increasing corruption levels in the country saying it will be difficult for the President to ignore all Zambians.

He emphasised that the blame does not lie with the Chinese but with leaders who are not able to secure the nation’s interests when concluding transactions.

Mr. Chipimo said unless Zambians wake up to the reality that they have all let down the country by allowing corruption and mediocrity, they will never move forward in addressing the root of the problems they face.

ZIALE vows never to compromise on the quality of students it is producing despite complaints

The Zambia Institute of Advanced Legal Education (ZIALE) has vowed never to compromise on the quality of students it is producing following complaints over the high failure rate at the Institution.

And ZIALE Director Ann Malata said there is no cartel that is deliberately failing students in order to limit the number of practicing lawyers in the country describing such allegations as demoralizing and unfair.

Mrs. Malata said Law is a noble profession that it highly regulated and demands excellence and hard work among its practitioners.

“We want the lawyers that we produce here to work anywhere in the world and if we start to relax that as gatekeepers then we are in trouble, Zambians must instead start appreciating what the ZIALE examinations are trying to achieve”, she said.

Mrs. Malata however admitted that the ZIALE Exams are tough due to the transition from the theory taught at Universities to the practical taught which requires seriousness for students to pass.

And Law Association of Zambia President Eddie Mwitwa said ZIALE examinations are not meant to be easier but to prepare a student for a bigger challenge.

Mr. Mwitwa has also urged Zambians to be factual in criticising the judiciary to avoid denting the image of judges.

Only four out of 384 students who sat for the Zambia Institute of Advanced Legal Education 2017 final intake examinations will be admitted to the bar.

Adequate preps for retirement necessary-Simukoko

Minister of Labour and Social Security Joyce Simukoko says many people die after retirement because they do not prepare adequately for their pensions.

Ms. Simukoko said employees in both the formal and informal sectors should prepare for their retirement package by saving and investing contributions to the pensionable schemes.

The Minister said retirees end up dying early after retirement because they do not have resources to sustain their livelihoods after employment due to poor saving habits among workers.

She noted that lack of saving has been a major contributor to destitution amongst retirees.

The Minister was speaking in Lusaka today during the launch of this year’s Pensions Awareness Week held at Intercontinental hotel in Lusaka.

She stated that the aim of the pension’s week is to alert the nation on some ills of not saving enough for retirement and to unite the financial service industry, businesses, employers and government to share innovative ideas.

And Pensions and Insurance Authority Registrar Martin Libinga said there was need to make the pension systems efficient in order to meet the needs and aspirations of the Zambians.

Mr. Libinga noted that making the pension systems efficient is the only way to ignite confidence in the general citizenry.

He also called on the market players to be more proactive in marketing their products, noting that currently occupational pension schemes only cover about 10 percent of those in formal employment.

The 2018 Pensions week is running under the theme, “Save, Invest, Insure: Your future begins with pensions, an awareness programme promoted by the pensions.”
