ZRA urged to publish the recently completed audit for mining companies

The Zambia Tax Platform has called on the Zambia Revenue Authority (ZRA) to publish outcomes from the recently finalized audit of mining companies.

ZRA recently launched a tax probe after the authority unearthed a scam alleging that one of the giant mining companies had evaded paying tax worth 7.6 Billion United States Dollars.

In a follow up statement, ZRA announced in May that it had completed a full customs audit for all major mining companies in the country and further promised to update the nation on the status of the audit.

The Zambia Tax Platform says it is important that ZRA lives up to its promise and commitment to share the findings of the said audit.

“It is the hope of the members of the Zambia Tax Platform that through tax audits like the recent one conducted by the authority, the country would make progress in combatting negative development vices such as illicit financial flows and also enhance domestic resource mobilization,” says Zambia Tax Platform Chairperson Lewis Mwape.

“It is a well-known fact that Zambia is one of the world’s most resource endowed countries with vast mineral deposits, extensive arable land and water resources,” Mr Mwape said.

“In terms of extractives, the country has been commercially mining for over 100 years and expectations are that it may carry on for some years to come as it has continued to make new discoveries leading to further attraction of Foreign Direct Investments into the sector.”

“However, regrettably, ZTP notes that despite having attracted Foreign Direct Investment (FDI) in excess of US$13 billion in the mining sector over the last 10 years, these investments have not translated into corresponding socio-economic development for the country.”

Mr Mwape said local beneficiation from mining proceeds remains pipeline dream, especially for mine host communities.

“The other greater challenge has been the failure by government and other players to support the structural transformation of the mining sector so that it can be linked with the local economy,” he said.

Economist Lubinda Haabazoka has threatened to protest over what he has called exorbitant bank charges in Zambia.

Dr Haabazoka who is Lecturer of Economics at the University of Zambia has accused banks of day light robbery by slapping high bank charges for some services.

“Today a certain Bank just charged me K10 for withdrawing K100. How do we enhance financial inclusion like this? How can Bank of Zambia allow banks to exploit us like this? How can I pay 10% on my K100?”

He added, “Mind you I didn’t choose to open an account. I was forced to open one because I can’t be paid cash. I need an account. I need my refund. This is daylight robbery! If you can’t make money by selling loans, don’t exploit our savings.”

“This is why the economy cannot accumulate its own resources for investments. Because in K10 I can buy eggs for breakfast, lunch or supper!! I can buy a Pamela and yet I give it out just like that!!!!!! I am going to protest the bank.”

Dr Haabazoka said he still needs his K10 back.

“It should be a policy that we are given a chance to withdraw our money once for free then banks will never hold not even a penny of my money for more than 2 minutes. How can we develop Zambia like this?”

Dr Haabazoka stated that banks should come up with creative marketing and sell loans cheaply.

He charged that using archaic methods of income generation are detrimental to national development.

President Lungu tells road sector stakeholders not to fear corruption allegations

President Edgar Lungu has urged Cabinet Ministers, contractors and other project implementing agencies not to fear allegations of corruption but to rather work hard in ensuring that projects are completed on time.

President Lungu, who commended the contractor Tomorrow Investments for the good workmanship on the road, has meanwhile pledged government’s support towards the project.

The Head of State was speaking yesterday morning when he inspected the Chinansonge-Mulozi Muleya feeder road in the newly created district of Chipangali in Eastern Province.

President Lungu has urged Contractors and government’s project implementing agencies not to shy away from hard work for fear of being accused of corruption.

President Lungu has however warned that those who are involved in corruption will not be spared.

The President said that there was nothing to fear if people follow all the laid down procedures in implementing government projects.

The President said that it was sad that those opposed to government have continued raising corruption allegations against government institutions without providing evidence.

The head of state said that the tactic of accusing government of corruption has worked in one neighbouring state, but that it will not work in Zambia.

President Lungu said that he expected the Anti-Corruption Commission to move in and deal with corrupt people if there is evidence.

And Tomorrow Investments Project Manager, Trinity Dhanda, said the project which was supposed to be completed in three months’ time, will be handed over to government before the end of this year.

Mr. Dhanda said works on the road project has reached 65 percent.

He further stated that 65 people have been employed of which, 15 are women.

Meanwhile, Minister of Local Government, Vincent Mwale, said people in the area are happy with the road project.

Mr. Mwale, who is also Chipangali Member of Parliament, said the road has not been worked on since the first republic.

The Head of State was in Eastern Province to check on the newly created districts and drum up support for the Patriotic Front (PF) candidates that are vying for positions of Council Chairpersons in Lusangazi, Kasenegwa, Chasefu, Lumezi and Chipangali districts.

Republican Vice-President Inonge Wina has expressed worry at the lack of monitoring of developmental projects by opposition Members of Parliament in Western Province.

Addressing people of Western Province upon arrival at Mongu Airport yesterday, Mrs. Wina said government secured loans from the World Bank to improve people’s livelihood through projects in water affairs, agriculture and other sectors, but the MPs in the region were not cross-checking and reporting the impact of such projects.

Mrs. Wina regretted that MPs from Western Province were not willing to work with government.

She has however urged people to forge ahead and develop a closer relationship with the PF government for them to be empowered from its campaign promises being actualised.

And Vice-President Wina said it is evident that President Edgar Lungu does not discriminate any province stating that the whole county was benefiting from his administration.

The Vice-President, who was welcomed by party officials and senior government officials from various districts of the province, is in the region to drum up support for Looma ward by-election in Nalikwanda constituency.

He said elections should never prompt violence or make people enemies.

And speaking earlier, Western Province Minister Richard Kapita said the region has started making strides from the time the people realised the importance of working with government.

Mr. Kapita added that the Vice-President will during her working visit lay the ground breaking brick for the construction of a modern clinic in Lealui.

He said it was gratifying that no violence has since been recorded in the constituency during the on-going campaigns.

Meanwhile, Western Province PF chairperson Charles Mututwa assured the people that the ruling party will merge victorious in Looma ward elections because many UPND members recently defected to the party.

Mr. Mututwa thanked the President and his Vice for their frequent visits to the province saying these were bearing fruits.

He said one of the fruits was the commencement of works for the overhaul construction of the Mongu-Limulunga road.

Locomotive hits minibus in Ndola

The Zambia Railways Limited has regretted the accident that occurred yesterday involving the light locomotive number 159 moving from Ndola to Bwana Mkubwa and a Toyota Hiace bus registration number ACZ 3434 at 09:35 hours at Chimangachanga level crossing in Ndola.

Zambia Railways Limited (ZRL) Chief Executive Officer Christopher Musonda said preliminary investigations have revealed that the Zambia Railways locomotive, which was being driven by Yonah Mwale, hit into the Toyota Hiace bus which was driven by 17-years old George Kamanga of Chipulukusu compound in Ndola.

Mr. Musonda explained that the driver of the Toyota Hiace bus failed to stop at the level crossing.

He disclosed that the driver of the bus, including the other three passengers, sustained minor injuries while the locomotive sustained some damage.

Meanwhile, Mr. Musonda noted with concern the increasing number of level crossing accidents, as a result of motorists disobeying traffic rules.

He reiterated the need for concerted efforts among stakeholders such as the Road Transport and Safety Agency (RTSA) as well as the Zambia Police in addressing rail road safety issues.

“The rate at which motorists are disobeying traffic rules at level crossing is alarming as well as a huge concern to Zambia Railways. The accidents are not only posing a risk to human life, but they are a huge cost to Zambia Railways through repairs of damaged equipment as well as the railway track,” Mr. Musonda said.

He further urged motorists to observe traffic rules for their own safety and other road/rail users.

Turkish leader Erdogan to visit to Zambia this week

Turkish President Recep Tayyip Erdogan will travel to Zambia on Saturday on an official visit.

According to a statement released by the Turkish presidency last evening, Erdo?an will travel to Lusaka after he attends the 10th BRICS Summit in Johannesburg, South Africa on July 25-27 upon invitation.

As part of his visit to Zambia, President Erdo?an will exchange views on all aspects of relations between the two countries and on regional and international developments with President Edgar Lungu during one-to-one and inter-delegation talks.

This visit is also of historical significance as it is Turkey’s first official visit to this country at the presidential level.

It is anticipated that President Erdo?an’s visit will enable the relations between Turkey and Zambia to further develop and diversify.

President Erdogan will be accompanied by Treasury and Finance Minister Berat Albayrak.

President Erdogan has made it a foreign policy priority to establish new ties with emerging economies in Africa.

He has visited 20 African countries since he was elected President in 2014.

President Erdo?an is widely seen as a dictator after he declared himself the winner of a nationwide referendum in 2017 that all but brought Turkish democracy to an end.

The referendum granted him vast new powers over the judiciary, broad powers to make law by decree, the abolition of the office of the Prime Minister and of Turkey’s parliamentary system.

Power Dynamos reclaimed third place on Sunday after a brave 0-0 home draw against leaders and defending champions Zesco United at Arthur Davies Stadium in Kitwe.

The draw also saw Power redeem themselves from the 2-1 away loss they suffered at the hands of Zesco on April 14 in Ndola to sustain their first league loss of the 2018 season.

Both sides had great chances to steal the three points especially in the first half but Zesco striker Lazarus Kambole was denied by Power goalkeeper Lawrence Mulenga in the 7th minute.

Power midfielder Lameck Kafwaya then saw his 14th minute header go inches wide.

But the best chance of the match came in the 45th minute when Alex Ngonga’s free kick was parried by Jacob Banda.

President Edgar Lungu has arrived in Lusaka from Eastern Province after a three day working visit.

The Zambia Airforce Plane carrying President Lungu touched down at Lusaka’s City Airport at 17:12 hours.

He was received by Deputy Secretary to Cabinet Patrick Kangwa, Lusaka Province Minister Bowman Lusambo, Service Chiefs and senior Patriotic Front (PF) officials.

President Lungu was in Eastern Province to drum up support for Patriotic Front (PF) candidates who are contesting in the forthcoming Council Chairpersons elections.

While in Eastern Province, the President visited all the five newly created districts and campaigned for PF candidates for the forthcoming mayoral, council chairpersons and local government elections slated for July 26th 2018.

Zambia will not defend their U20 AFCON crown after they fell away in Burundi on Sunday.

Burundi beat the 2017 winners 3-0 to overturn a 1-0 away loss in Lusaka on July 14 and qualify 3-1 on aggregate.

It is the third successive time that a defending U20 AFCON holder has failed to qualify and defend its title.

Record seven-time champions Nigeria failed to qualify for the 2017 event that Zambia won as hosts.

Egypt,the second most successive team on four titles, also failed to qualify for the 2015 event after winning it in 2013.

Meawhile, Zambia’s Under-17 counterparts finally got their COSAFA U17 Cup defence back on track after winning their penultimate Group B match on Sunday at the on-going tournament in Mauritius.

Tennant Chilumba’s side beat Leostho 1-0 to go second on 4 points from two games on goal difference in Group B behind South Africa whom they face on July 24 in the deciding fixture.

Benson Simwanda scored in the 89th minute to see Zambia breath a sigh of relief after kicking off the tournament on July 19 with a 0-0 draw against Mozambiqiue.

South Africa , who also opened with a 0-0 draw against Lesotho on July 20, crushed Mozambique 4-1 to take command of Group B.

Only the group winner qualifies to the semifinals .

Republican Vice President of Zambia Mrs Inonge Mutukwa Wina has applauded both the Patriotic Front and the United Party for National Development youths for coming to a peace agreement run up to the by elections slated for July 26, 2017

Mrs Wina stated however that the news coming out of Kanyama ward in Mwinilunga district of North Western Province about an incident where UPND members where shooting in the air, was saddening .

The Veep has urged the leadership of the UPND to send a strong message to their members to desist from such acts of criminality. She stated that the matter was being investigated by law enforcement officials.

“The UPND Members must be told that here in Lusaka, we have made peace and that we want to continue to maintain that peace,” She said.

And the Vice President has urged all PF members to continue campaigning vigorously for their candidate Mr Sampa so that he can win the election with a landslide on the 26th of July.

And PF Mayoral Candidate Mr Miles Sampa took time to Present the social contract to the Veep which he signed to represent the people of Lusaka on behalf of the President and the Party, stating that it was not Miles Sampa but the entire leadership of the Party and government whose vision he would be representing and implementing once voted into office by the People of Lusaka.

Mr Sampa asked the People of Lusaka to vote for him because he was determined to ensure that all the residents got full benefits of having a functional Council which would provide them with very good services for the betterment of their day to day lives. He Promised to do his level best for the People of Lusaka and that he would not disappoint them once they entrusted him with their vote.

A United Kingdom (UK) based donor organization known as Tools for Self-reliance, in partnership with a Zambian non-governmental organization, is set to empower vulnerable but viable people with skills training programme in Kabwe district in Central Province.

Kabwe Deputy Mayor, Billy Sichamba, said Tools for Self-reliance has partnered with a Zambian based organization, Chichetekelo Outreach, to empower Kabwe residents with short courses at an estimated cost of K140, 000.

Mr. Sichamba said the short courses will be in accordance with the Technical Education, Vocational Training Authority (TEVETA) training guidelines.

He told ZANIS in Kabwe that course participants will be equipped with carpentry, bricklaying, welding and tailoring skills among others for free.

Mr. Sichamba said the training will commence on August 1, 2018 and it will run for six months, adding that it is open to all interested Kabwe residents.

He added that successful participants will be empowered with a tool-kit in order for them to practice their skills adequately.

The Deputy Mayor observed that when vulnerable people are empowered with rich survival skills, they will generate income through self-employment.

He has therefore thanked Tools for Self-reliance and Chichetekelo Outreach partners for coming up with a tremendous way of reaching out to less privileged people in the society.

Mr. Sichamba further urged Kabwe residents to embrace this opportunity by taking part in the training in order to sustain themselves.

The Private Sector Development Association (PSDA) has welcomed the Food Reserve Agency’s (FRA) decision to limit its maize purchase to only 500,000 metric tonnes for national strategic food reserve.

PSDA Chairperson Yusuf Dodia said the move will greatly help in promoting private participation in the grain marketing and purchasing sector.

Speaking in an interview with ZANIS in Lusaka today, Mr. Dodia explained that the decision by FRA is a good step in the right direction.

He said the private sector usually faced challenges to access the markets as they would not compete with FRA which is highly subsided by government.

Mr. Dodia said there was now need for government to come up with the policy that will support private sector participation in the grain marketing process.

He noted that government should also allow grain marketers to buy and store excess produce for export markets.

He further said government should work with other key stakeholders in the maize marketing system to develop a strategy that will encourage farmers to grow enough maize not only for local but also for regional consumption.

The PSDA Chairperson further stressed that the private sector involvement is significant in the effective implementation of the marketing season.

Mr. Dodia has also urged farmers to understand the market forces and the law of supply and demand so that they do not feel exploited.

Two days ago, the FRA announced that it will only purchase 500,000 metric tonnes of grain and expected the private sector to also come on board.

FRA board Chairman Joe Simachela stated that the private sector should fill the gap on both the areas that will be left out as well as buy the excess stocks that will not be accommodated in the FRA budget provision.

President Lungu directs FRA to revisit maize price after outcry from Farmers

President Edgar Lungu has directed the Food Reserve Agency (FRA) to revisit the maize price that has been pegged at K65 per 50 kilogramme (kg) of maize. The Head of State said there is need for FRA to adjust the prices upwards so that both the farmers and the consumer are supported.

President Lungu made this directive at Mafuta Basic School in Chipangali district during a public meetings where he was drumming up support for the Patriotic Front (PF) Council Chairperson candidate for the July 26, elections Million Tembo.

President Edgar Lungu has said he will look into the K65 price for a 50 kilogramme (kg) bag of maize which the Food Reserve Agency (FRA) announced two days ago, adding that he will sit down with officials from the Ministry of Finance to see if the price can be adjusted upwards.

The Head of State said that the K65 price per 50kg bag of white maize is more like killing farmers.

FRA Board Chairperson Joe Simachela announced last Friday that the agency will purchase maize at K65 per 50kg bag of maize during the 2018 crop marketing season, a five Kwacha increase from last year’s price.

The price has since been received with mixed feeling by various stakeholders.

The Zambia National Farmers Union (ZNFU) has described the K65 per 50 kilogramme bag of maize as absurd and horrendously low.

And Chikankata District Cooperative Society members have threatened to sell the maize to private buyers and not to FRA because of the low price.

Meanwhile the President said the creation of Chipangali district will help take services closer to the people in the country.

He said he is tired of hearing people of Chipangali accessing services such as obtaining National Registration Cards (NRC) and medical services from a distant place such as Chipata.

President Lungu has lashed out at people that were against the establishment of new districts, when the late President Michael Sata introduced them.

He said the creation of new districts has proved to be one way of enhancing development as people will benefit from infrastructure development

“Critics will question the establishment of districts citing lack of resource. But where there is a will, there is a way so I must assure you that resources will be found,” the President said.

Meanwhile, President Lungu has urged Million Tembo, the aspiring council chairperson for Chipangali to embrace and respect the views of all the people in the district.

The Head of State further praised the people of Chipangali for being peaceful during the entire campaign period urging them to continue with the same spirit even after the elections.

Minister of Higher Education Nkandu Luo has called on medical professionals serving in other countries to come back to Zambia and help in improving the provision of quality health care services.

Professor Luo says it is sad that the country’s health system has continued to face challenges of inadequate staff despite the University of Zambia (UNZA) School of Medicine producing a number of medical graduates every year.

She says this has negatively affected government’s plans to provide quality health care services as closer to the Zambian family as possible.

She was speaking at the UNZA School of Medicine golden jubilee dinner last night.

Prof. Luo noted that to this effect, there was need for Zambian medical practitioners saving in other countries to consider ploughing back in their country by offering their much needed services to Zambians.

She said the UNZA School of Medicine is a critical component to the country’s development agenda because of its mandate which is to save the lives of people.

And Professor Luo has announced that plans to split the University of Zambia into five university colleges will take effect by January 2019.

She pointed out that all the colleges will be headed by principals who will be reporting to the Vice Chancellor in an effort to improve the management and operations at the country’s highest institution of learning.

She also disclosed that the university will have three Deputy Vice Chancellors in charge of administration, academic, research, innovation, science and technology in order to address all the operational problems at the institution.

She named the colleges as College of Medicine, Colleges of Education, College of Science, Engineering and Mines, College of Agriculture and Veterinary services and the College of Humanities, Social and Economic Sciences.

Earlier, UNZA Vice Chancellor Luke Mumba called for concerted efforts from all stakeholders to address the challenges that are affecting the operations at the institution.

Professor Mumba said government alone cannot manage to effectively address all the problems at the university hence the need for other stakeholders to come on board and find lasting solutions to the challenges for the benefit of the students and the county as a whole.

He cited inadequate infrastructure as one of the major challenges, adding that the School of Medicine has been expanded into four schools namely, medicine, public health, nursing and health sciences in a bid to broaden the health care system and increase the number of graduates.

Re-bagged sacks of maize awaiting FRA officials to buy from farmers

Some farmers in Chikankata district in Southern Province have expressed dissatisfaction with the floor price of a 50 kilogramme (kg) bag of maize grain which the Food Reserve Agency (FRA) has pegged at K65.

Chikankata district Cooperative Society farmers representative Hakeete Hamalambo said farmers in the area have since resolved not to sell their grain to FRA.

Mr. Hamalambo told ZANIS in Chikankata district today that the low maize floor price was a loss to farmers.

He added that most farmers in the district will hold on to their maize and later sell it to private buyers.

In another development, Henry Lweendo, a small scale farmer of Ching’ang’auka area has appealed to government to ensure that farming inputs for the 2018/2019 farming season are delivered on time.

Mr. Lweendo said this will enable farmers prepare adequately for the next farming season and possibly realise good yields next year.
