Higher Education Minister has said the provision of power through an off grid stand alone and clean technology would provide the rural communities with impetus to break out from the shackles of poverty and improve their living standard.
Professor Nkandu Luo said an off grid stand alone and clean technology is vital for enhancing education and introducing better learning conditions such as computer facilities and internet.
Prof Luo said at the launch of phase one project of Lundazi Green Village at a total cost of US$ 1 million held at Egichikeni primary school in Lundazi that reduced isolation and marginalisation by the improvement of communication and information channels such as mobile phones, cinema as well as computers would improve education.
The Minister said the move would enhance safety measures that could be implemented such as security and street lighting.
She said the electrification of the area would improve health care by providing lighting and power to the rural health centres where medical equipment could be installed and stored.
The Minister said irrigation and processing of agriculture produce could be improved to increase the productivity.
Prof Luo said the success of the project would entail many other rural communities stand a chance of being electrified using solar energy through replication of the appropriate technology.
She said the sustainability of the project was such that it meant to facilitate achievement of energy and financial independence by the rural communities as it was designed to be flexible modular and aligned to the specific needs of the communities.
Prof Luo said the project was underpinned by an effective multiple stakeholder involvement.
She said her ministry has a mandate to lead all sectors in fostering the adaption of science, technology, and innovation at national level.
In an effort to drive innovation from the grassroots to full commercialization, Prof. Luo said the Government through her ministry has put in place certain institutions with specific roles and mandates.
Prof Luo commended National Technology Business Centre (NTBC)’s role which she said was unique as it would serve as a commercial wing of the ministry.
Speaking at the same function,NTBC Director Luwodzya Mwale said the project was an initiative of the Government.
He said 300 households and other places were expected to benefit from the project.
He commended various institutions for partnering with NTBC in the realisation of the project.
”The Lundazi Green Village project shall thus provide electricity for lighting and electrical appliances through a stable solar based power supply which shall cater for both household and business use, inevitably leading to job creation and higher incomes,”Mr Mwale said.
Zambia Environmental Management Agency (ZEMA) Director General John Msimuko said ZEMA was pleased to be associated with the successful story of the Lundazi Green Village Project which has been supported under the interim environmental fund.
He said the provision of energy would without doubt reduce the negative impacts on natural resources and help to address issues of climate change.
Patriotic Front Chasefu Member of Parliament Gerald Zimba said the population of Lundazi has been growing steadily since the last Census of 2010.
Mr Zimba said the implementation of the Lundazi Green Village project would foster massive benefits to the people of Chasefu Constituency and Lundazi district.
Minister in the Vice President’s Office, Sylvia Chalikosa (centre) with Stanbic Bank Chief Executive Charles Mudiwa (left) and influential women celebrating the launch on the bank’s Anakazi proposition.
More than a hundred of Lusaka’s most influential women joined Stanbic this week for the launch of its Anakazi banking solution, a new banking proposition that seeks to equip Zambian women with the skills they need to succeed in business.
Minister in the Vice President’s Office, Sylvia Chalikosa, was part of the glamorous female who’s who list at the Taj Pamodzi Hotel, as she implored Zambian women to take advantage of business solutions that sought to uplift their well-being.
The women at the launch included company executives, government officials, business women as well as representatives of industries such as arts and music.
Mrs Chalikosa said Anakazi Banking was complementing several government efforts aimed at uplifting the welfare of women.
“Stanbic has done well to recognise the simple woman; the woman who breaks her back to look after her family; the woman who’s educating her family and who’s selling fruits and vegetables to support her family,” she said.
Stanbic Bank Head of Personal and Business Banking Mukwandi Chibesakunda and Vice President’s Office Permanent Secretary Stephen Mwansa celebrate the launch on the bank’s Anakazi proposition.
“The government welcomes all co-operating partners who have similar initiatives to join in as we look at women’s issues collectively. We will support programmes of this nature.”
The launch was preceded by an alluring catwalk fashion show that showcased trendy fashion designs for ‘real women’ as well as a parade of women representing all walks of life who Stanbic’s new banking proposition seeks to target.
Anakazi Banking focuses on both increased access to finance and capacity building activities for women entrepreneurs. These platforms include training, mentorship and networking events to build knowledge in business management and access to markets, as well as assistance in business formalisation.
Some of Zambia’s most influential women, who joined in the celebrations of Stanbic Bank’s new Anakazi proposition for women.
It is Stanbic’s bold move to boost Zambian women’s involvement in business and entrepreneurship since the bank became the first Zambian financial institution to join the Global Banking Alliance for Women, a global consortium of financial institutions dedicated to supporting banks as they capture the Women’s Market, in February.
Bank of Zambia Deputy Governor for Administration, Dr Tukiya Kankasa-Mabula congratulated Stanbic for coming up with the Anakazi Banking proposition, stating that the central bank could already see opportunities opening up for women to accelerate wealth creation, prosperity, peace and stability.
A model showcases fashion for ‘real women’ during the launch of Stanbic Bank’s new Anakazi proposition for women.
“This is exactly what the women of Zambia need to excel. Financial assistance from financial institutions can put women in a good position, considering that a majority of them do have business acumen that is not supported by funding,” Dr Kankasa-Mabula said.
She said Zambia had a large number of women who for years had been running stunted business ventures because they lack the knowledge, exposure and assistance to enable them succeed.
Stanbic Bank Chief Executive Officer Charles Mudiwa said although women made up the larger percentage of the Zambian population, few made use of banking services.
Mr Mudiwa urged women across Zambia to take advantage of the offer for increased access to financial services to succeed in business.

There are so many challenges that come with buying of cars online, just starting with the idea of searching and choosing that nice car which meets your needs, within your budget and in good condition can be quite daunting.
It’s not only those costs that you have to consider. One ought to sit down and take into account all the other costs of importation. Zambia is one of the landlocked nations in the southern region. With this status the country happens to have one of the highest costs of importation due to lack of direct access to ports and distance is also another cost factor as the nearest port is Dar es Salaam in Tanzania, others are in Mozambique, Durban in South Africa and Namibia through waives Bay.
Necessary Information for the Payment of Tax and Duty
It is very important to adequately prepare the right tax and duty to pay to the Revenue Authority prior to even ordering the car, as paying these tax obligations is a must whenever one is importing a vehicle or any other machines in the country. The Zambia Revenue Authority has so many guidelines and restrictions that have to be adhered to when importing vehicles or machines. The general guidelines are that whenever you are importing a vehicle, the unit shall be subjected to inspections and the correct value ascertained at the point of entry, which in this case is any border point that the vehicle came through. Upon determination of the correct value of the vehicle the importer is liable to settle all taxes as ascertained by the authority within a specified period (maximum of five working days utmost). Other factors that are also considered are the year of make of the car, additional accessories and the engine capacity of the car.
There is a law that was currently passed on all vehicles being imported in the nation that older vehicles that were manufactured before the year 2000 will attract a higher tax than latest models due to the fact that these are considered to have higher carbon emission levels in addition to that vehicles with higher engine capacities, which also fall in the same category of attracting high tax as they also emit more carbon levels in the environment. Go to BE FORWARD.JP
to find vehicles manufactured after 2001.
Points to Consider for Lower Tax and Duty When Buying a Vehicle
With the Zambia Revenue Authority, the right taxes can also be paid in advance as one receives documents such as export certificate, bill of lading and invoice for the car off course the vehicle will still go through the physical inspection process, as that is very important for verification purposes. All these measures have been put in place to make it more convenient for car importers to easily go through the process without much delays as border points can be very congested with lots of vehicles, trucks and cargo awaiting clearance. The risks are even higher for those that are bringing in units, as they are usually target for pilferage and all sorts of vandalism. Tax compliance is very important and one should not risk their units from being impounded as the authority has the power to do so.
In addition to the above I would say that certain vehicles attract low tax and duty, due to their weight, smaller, compact and mid-size cars always get lower tax and duty charges as the tonnage is considered less of a strain on road infrastructure and environment. Low emission cars with low engine capacities and vehicles manufactured from the year 2002 upwards
, these will always save you some money as government policy on importation of cars is to try to encourage individuals and companies to purchase units that are environmentally friendly with low carbon emissions. Vehicles with 1500cc and below are lowest surtax rate refer to the Zambia Revenue Authority in 2016. You can find some excellent car options for import from BE FORWARD.JP

UPND President Hakainde Hichilema
UPND President Hakainde Hichilema says Inspector General of Police Kakoma Kanganja must show cause as to why he should continue in that position when Police officers are allegedly killing innocent citizens.
Mr Hichilema also says Zambians including those working in the civil service are being killed by PF thugs dressed in police uniforms.
He said for a long time now, he has been calling on the Zambia Police Service to uphold professionalism but that this has been overtaken by the PF cadres being recruited as officers.
Speaking in Lusaka on Thursday evening after visiting the house of mourning for the late ZAF Flight Sergeant Nchimunya Choongwa, the UPND President charged that there is no leadership in the country determined to protect citizens.
And Mr Hichilema has called on the Choongwa family to remain strong during this trying moment.
Meanwhile, Reverend Leonard Choongwa, bother to the deceased said the police officers who killed his brother, must be brought to book and be punished.
Reverend Choongwa said the family has reports that at the time police officers were killing his brother, they were heard shouting that the officer must be killed because he was Tonga.
On Wednesday, Zambia Air Force officer Nchimunya Choongwa was put to rest at Lusaka’s Leopards Hill Memorial Park.
Government on Wednesday, 22nd March, launched the 4 billion United States Dollar Batoka Gorge Hydro-Electric Scheme implementation process with a call to the media to help market the project to potential financiers locally and abroad.
The call came ahead of a high level international investor conference that Zambia will host on 30th March, 2017, in the tourist capital Livingstone to mobilise resources for the Batoka Hydro-Electric Scheme, a joint venture with neighbouring Zimbabwe.
When he officially launched the project at a media Breakfast in Lusaka yesterday, Energy Minister David Mabumba, observed that currently, electricity demand outstripped supply in Zambia and Zimbabwe and the SADC region at large, adding that this has impacted negatively on socio-economic development.
The Minister said the situation is further compounded by the fact that there are large portions of the communities that do not have access to electricity, thereby putting pressure on the environment in search of alternative energy.
“The result is deforestation, a scourge that the SADC region is battling which has contributed to land degradation, global warming and climate change,” Hon. Mabumba told the audience which included his Permanent Secretary Brig-Gen. Emelda Chola, her Finance counterpart Mukuli Chikuba, Zambezi River Authority Chief Executive Officer, CEO, Mr Munyaradzi Munodawafa, representatives of financial institutions, the media and other stakeholders at Lusaka’s Mulungushi International Conference Centre.
He added: In response to this energy crisis in the SADC region, the Governments of Zambia and Zimbabwe have embarked on the bi-lateral Batoka Gorge Hydro-Electric Scheme 54km downstream of the Victoria Falls. The project is expected to produce 2,400 MegaWatts of electricity at an estimated cost of US$4 billion.”
The Minister said it is against this background that the Council of Ministers that govern the Zambezi River Authority made a commitment to raise funds for the Batoka project through an investor conference slated for 30th March, 2017 in Livingstone which is expected to attract multilateral development financial institutions (DFIs), bilateral cooperating partners, local, regional and multinational private sector organisations.
“The US$4 billion required to implement this project is colossal which neither Hon. Mutati nor his Zimbabwean counterpart can raise from their respective state treasuries, hence this conference aimed at raising the funds from the private sector and other development partners both locally and internationally. And you the media are our ambassadors to help us market this project to potential financiers, said Hon. Mabumba.
Earlier in his welcome remarks, Zambezi River Authority CEO Mr Munodawafa said the Batoka Gorge Hydro-Electric project was long overdue, having been mooted in the early 1990s when the cost of implementing it stood at about US$2 billion which has since doubled.
“Today, we launch the implementation process of a good, high priority project, that makes good economic sense at national, regional and continental levels – the Batoka Gorge Hydro-Electric Scheme,” he said.
Veteran Broadcaster Frank Mutubila and Former Muvi TV General Manager Costa Mwansa have announced the launch of Diamond TV, formerly Mobi TV.
This follows a successful takeover of Mobi TV following the decision by the previous owners to put it up for sale.
Mr Mwansa who was unceremoniously fired from Muvi TV is the Station’s Chief Executive Officer while Mr Mutubila who was recalled from his post as Zambia’s Ambassador to Italy will serve as Board Chairman.
Mr Mutubila describes the partnership with Mr Mwansa as a one made in heaven.
” It gives me immense pleasure to be associated with Diamond Television. I have been associated to the media for over 40 years. Mine has been a long journey from the Zambia National Broadcasting services from 1970 to date,” Mr Mutubila said.
“In between I have worked for the British Broadcasting services and Radio Deutche Weller of Germany presenting quality programmes. I have also extended my experience to the diplomatic world, serving my country diligently as Ambassador to Italy while accredited to seven countries,” he said.
“My journey has now brought me to a dynamic television station being steered by an amazing broadcaster, my friend Costa Mwansa, fondly referred to as my ‘SON’. As chairman, I am not one for sitting on the chair – together with Costa this is a partnership made in heaven, as far as explosive programs are concerned our viewers are in for a special treat.”
And Mr Mwansa said viewers can catch Diamond TV programming on Channel 99 on the Go TV Platform as well as on analogue within Lusaka and the surrounding areas.
“As diamond TV we understand the huge demand for information and quality content in today’s digital space. That is why for us we recognize that “Creative content is king” and that is what we bring to the fore,” he said.
He said Television Re-invented seen as a very ambitious statement but very opportune with the dynamics that technology and internet bring about.
“The way that the world consumes information today is fast changing and this is why as Diamond TV we are set to penetrate and stamp our authority into the digital space of media and break traditional barriers’ of doing business. It’s about forward and futuristic thinking.”

THE Lusaka High Court has ruled that Vincent Banda was the dully appointed and installed Chief Kazembe of the Chewa Speaking People of Lundazi District.
In this matter, Philip Chitambo Nyirenda had sued Banda who was selected as Chief Kazembe.
High Court Judge Maria Kawimbe said when she delivered her judgement dated March 17th 2017 that the plaintiff had failed to prove any of his claims against the defendant.
Ms Justice Kawimbe said that for the avoidance of doubt, Banda was the rightfully installed Chief Kazembe IX.
“Albeit, the defendant’s claim for damages against the plaintiff has not been proved and is therefore unsuccessfully. Costs are awarded to the defendant to be taxed in default of agreement,” she stated in a judgement obtained by Times office.
She said she was satisfied that according to the Chewa system of succession which was matrilineal adding that Nyirenda was not entitled to be enthroned Chief Kazembe.
Ms Justice Kawimbe ruled that Nyirenda was disqualified from the throne of Kazembe IX.
“I am satisfied on the evidence adduced by DWI(Vincent Banda) the grandson of Lina Phiri who traces his ties to the royal family through matrineal lineakage was entitled to inherit the throne of Kazembe IX.I accordingly declare that he is duly appointed chief,” she said.
Ms Justice Kawimbe stated that she found the explanation plausible and affirms the matrineal heritage of the Kazembe throne from the eldest female member of the Lina Phiri family.
She said the history of the Chewa people of Eastern Province was well documented.
Ms Justice Kawimbe said Kazembe chiefdom was Chewa and follows the strict Chewa matrimonial system of succession.
She said the inquiry set up by Paramount Chief Kalonga Gawa Undi on the Kazembe chieftaincy on 28th June 2006 affirmed that the Kazembe throne was matrilineal.
Law Association of Zambia President Linda Kasonde has defended the Association’s perceived strong anti-government stance saying the Association is not being controlled by anyone.
And Ms. Kasonde has wondered why Kasama Member of Parliament Kelvin Sampa, a non-lawyer is interested in the affairs of the association by even sponsoring a private member motion to Parliament to dissolve LAZ.
Speaking Thursday morning when she featured on Hot FM’s Hot Seat radio programme, Ms. Kasonde said she has no political ambitions adding that she does not even have any relationship with opposition leader Hakainde Hichilema.
“There is a very strong perception out there that LAZ is cartel and that LAZ is anti-government but that perception has been largely created by misinformation by putting bits of information together that is not entirely true,” she said.
Ms Kasonde said, “The other day, somebody told me I used to work for HH, it was shocking because I have never worked for H.H. I don’t have any relationship with HH whatsoever. Personally I don’t have any political agenda. My role as leader of the association is to follow the mandate under Section 4 to protect the rule of law, constitutionalism, social justice and good governance, that is all we are trying to do.”
Linda Kasonde
She added, “I don’t have political ambitions. I just love my country as any good citizen should do.
Ms. Kasonde also revealed that LAZ will soon meet to consult its members over the move by Mr Sampa to take a Private Members Bill to Parliament aimed at dissolving LAZ.
“When I first saw it (Bill), i think my first reaction was to wonder as to what the interest of a non-Lawyer is in the affairs of the Law Association. Obviously, we are not perfect as an Association because nobody is but if there are any reforms to take place in the association, I believe those reforms should take place within the association and the association will be consulting its members over these issues in the coming weeks,” Ms. Kasonde said.
Asked on whether she feels some LAZ members including President Edgar Lungu are secretly sponsoring the Bill, Ms. Kasonde said she could not speculate.
“I can’t speculate on whether some LAZ members including President Lungu are supporting the bill but what I can say is that Lawyers are members of society and therefore hold divergent views.”
She continued, “As LAZ, we think that we are just doing our job, unfortunately that is not perceived as such. When Jesus was on earth, he had one mission and that was to save humanity from sin, a very simple and noble cause and he did so by telling the truth, unfortunately as a result he was insulted, forsaken and even killed for expressing those views. Unfortunately telling the truth in many societies is seen as a rebellious act, so unfortunately, we seem to have become a victim of that.”
Ms. Kasonde said LAZ is working according to the law as it understands it.
“There is old English saying that nobody kicks a dead dog, I think our leadership is very strong so strong that when we choose not to speak, people start weaving placards and chanting saying why aren’t you speaking, so strong that a non-lawyer has seen it fit to challenge the existence of the association, so I don’t think this is a sign of weak leadership, infact, it’s a sign of strength,” she said.
“We live in a democracy where there is freedom of association, freedom of conscience, freedom of expression, in a democracy, ideally, divergent views should be able to co-exist side by side, like someone put it, when a snake enters the hut, you don’t burn down the hut to get rid of the snake.”
She also stated that the decisions in the association are collectively made by the Council.
“I have in the Council since 2013 and even beyond that to my knowledge LAZ has always chosen when to comment, we comment on law and constitutional issues, good governance, rule of law issues, social justice issues and we do so as a Council, it’s not anyone one individual, we have 16 member Council made up of men and women and we sit and deliberate on these issues and we also consult members on these issues, it’s not fair to say that we are unnecessarily selective and in any case, if we choose to talk about every issue, we would be issuing statements every day because there are many issues that happen in society.”
She continued, “No one individual controls the association, the association is governed by a Council who are made of people with different opinions and beliefs.”
