TIZ disturbed with ZNFU financial mismanagement report

Transparency International Zambia (TIZ) has expressed displeasure at the latest revelations that K34 million from the Zambia National Farmers Union (ZNFU) was unaccounted for.

TIZ Information Officer, Charles Chulu, said in a statement made available to ZANIS in Ndola today that it is worrying to note that such a report came from a Non-governmental organization that represents a lot of people in Zambia.

Mr Chulu wondered why the report came from the Draft Forensic Report which indicated that K34 million was unaccounted for and that ZNFU did not know about it.

He stressed that ZNFU shares the concerns of the farmers and should the report on the said financial mismanagement be true, a lot of small scale farmers risk losing support following threats from the Finish and Swedish governments which will result in cutting funding to the institution.

Mr Chulu added that it is disheartening that one organization can allegedly mismanage K34million at the expense of millions of poor Zambians.

He further added that TIZ has since called for quick action from the law enforcement agencies to look into the revelations and ensure that the law takes its course in dealing with ZNFU officials.

Mr Chulu advised that other than prosecution and incarceration, outright dismissal of the officers who have allowed such irregularities at the expense of poor farmers should be exercised.

He said TIZ has made a further call to the investigative wings of the organization to ensure that whistle blowers are protected from losing their jobs, adding that ZNFU management and staff respond fully to the issues that have been raised in the audit report.

ZAMBIA will soon send a delegation to Beijing to present projects for possible funding under the US$60 billion which China committed to Africa’s development, Minister of Foreign Affairs Harry Kalaba has said.

China pledged the support at the 2015 Forum on China-Africa Cooperation (FOCAC) in Johannesburg, South Africa last December.

Mr Kalaba and his delegation have held bilateral talks with the Chinese and British envoys ahead of the 26th ordinary session of the Assembly of Heads of State and Government of the African Union (AU).

In his opening remarks in a meeting with Zhang Ming, China’s permanent representative to the AU, Mr Kalaba said Zambia wants to realise the full benefits of the US$60 billion windfall, and will in March send a team to Beijing with a list of specific projects that the country wants to undertake.

“Very soon we will be sending a team to Beijing to present our case. Zambia has come up with a broad range of projects. We want to improve our roads and railways. We are also looking at investments in the energy sector, with particular focus on alternative sources of energy,” Mr Kalaba said.

He thanked the Chinese government for increasing funding to Africa, comprising grants and concessional loans, from the US$20 billion offered at the last FOCAC meeting held in Beijing in 2012 to US$60 billion in 2015.

Mr Kalaba, who was flanked by Minister of Gender Nkandu Luo, expressed Zambia’s desire to maximise the benefits from the US$60 billion in various sectors.

He said Zambia and China, through China Development Bank (CDB), signed a loan agreement of US$418 million to finance the rehabilitation of roads on the Copperbelt under the C-400 project within the auspices of FOCAC.

The minister said the Zambian government has come up with priority projects for financing under the FOCAC framework, namely infrastructure development, including broadband communication network, construction and rehabilitation of the existing railway network to increase the speed of trains and reduce pressure on road usage.

In the energy sector, Mr Kalaba said Zambia wants investment in alternative energy sources such as wind, bio-mass, thermal, geo-thermal and solar.

Proposed projects in the tourism sector are the construction of a five-star and three-star hotels in Lusaka and Livingstone.

He also told Mr Zhang, who is China’s deputy minister of Foreign Affairs, that agriculture, with emphasis on agro-processing, is another sector needing more investment.

Mr Zhang said his government will welcome the delegation that Zambia will be sending to China soon.

He said President Lungu paid a successful visit to China last year and his meeting with his Chinese counterpart Xi Jinping at the Johannesburg FOCAC last December has consolidated bilateral ties between the two countries.

“We have reached consensus to deepen bilateral relations with Zambia. It’s up to our ministers to implement the consensus that our two Presidents have reached,” Mr Zhang said.

Mr Kalaba and Mr Zhang later went into a closed-door meeting.

He later met the United Kingdom Minister for Africa, the Overseas Territories and the Caribbean, James Duddridge.

George Mpombo’s 17-year-old appears in court

PEOPLE’s Democratic Party (PDP) president George Mpombo’s 17-year-old son yesterday appeared for mention in Ndola magistrate’s court charged with murder and attempted aggravated robbery.

The boy, who appeared before magistrate Moffat Phiri, is in the first count alleged to have murdered Ruth Phiri on January 11 this year.

In the second count, it is alleged that the juvenile tried to rob Lewis Mpundu of his property by use of actual violence. He told the court that he understood the charges.

Mr Phiri explained to the juvenile that the offences he was charged with were only triable by the High Court and that he was appearing before his court for mention only without taking plea.

The matter, which attracted scores of Ndola residents, was adjourned to February 11 for another mention as the prosecutions team awaits instructions from the office of the Director of Public Prosecutions (DPP).

The juvenile is in police custody.

PRESIDENT Lungu says prospects for Zambia’s mining sector are good because of many factors such as a cordial relationship that exists between investors and the government.

President Lungu said in Lusaka yesterday that the future of mining looks brighter than before in the country because the government has put in place most of the benchmarks that constitute a vibrant mining industry.

“I think the future of mining in Zambia is bright. I will be studying the findings of the report [by a team of experts appointed to carry out an audit of mines] and I think we should work out the way forward based on the outcome,” he said.

President Lungu was speaking to journalists at Kenneth Kaunda International Airport in Lusaka shortly before departure for Addis Ababa, Ethiopia, to attend the 26th Ordinary Session of the Assembly of heads of State and Government of the African Union (AU).

He said the relationship between investors has been blossoming in Zambia and hoped that it continues.
On his AU summit assignment, President Lungu said he is impressed with the theme of the summit, which is about human rights with emphasis on women’s rights.

And President Edgar Lungu arrived in Addis Abba, Ethiopia, for a two day 28th African Union (AU) Summit.

President Lungu is accompanied by Minister of Foreign Affairs, Harry Kalaba and his Special Assistant for Press and Public Relations, Amos Chanda.

The Presidential Challenger carrying President Lungu and his entourage touched down at Bole International Airport at 19:00 hours Zambian time.

President Lungu was received on arrival at Bole International Airport by Ethiopian State Minister, Motuma Mekassa.

Meanwhile, Zambia was yesterday voted to seat on the 15 member Peace and Security Council (PSC) during an Ordinary Session of the Executive Council.

All the 52 member countries voted for Zambia.

Zambia has also won a bid to host the Economic Social and Cultural Council (ECOSOCC) which will greatly benefit Zambia as it will boost tourism as well as contribute to job creation for Zambia.

The AU Summit is being held under the theme: 2016 African Year of Human Rights with Particular Focus on the Rights of Women.

Briefing the media after the elections yesterday, Foreign Affairs Minister Harry Kalaba said the Executive Council has demonstrated confidence in the country because it has always advocated peace and harmony as opposed to civil strife.

Japan gives grants to two Organisations to improve the education sector

The Japanese Government has given grants to two Zambian Organisations to improve the education sector.

The beneficiaries of the grants are Kabwe Institute of Technology (KIT) and Zambian Impact Network (ZIN).

KIT got US$90, 588 equivalent to K1 million for the improvement of automotive course facility in Kabwe, Central Province while ZIN got US$40, 588 equivalent to K500, 000 to help it expand the three community primary schools in Katete district in Eastern Province.

Japanese Ambassador, Kiyoshi Koinuma, who gave the grants, said the grants are aimed at supporting development and human security projects at grass roots.

And Director at Department of Technical and Vocational Education in the Ministry of Higher Education, Alex Simumba, described the grant as an empowerment instrument for the youth.

Mr Simumba disclosed that the grant would be used towards purchasing modernised automotive equipment to enable the students at KIT do hands-on practically.

Meanwhile, KIT Board Chairperson, Titus Ikowa, commended the Japanese government for the gesture as it had portrayed true friendship.

Mr Ikowa said the grant would also enable the institution to produce qualified automotive mechanics.

Patriotic Front Secretary General Davies Chama says Zambians will be making a big mistake to remove the ruling PF from government in this year’s elections.

Mr. Chama says unlike other political parties, the ruling PF has a blueprint for developing the Country.

He notes that in addition to its massive road infrastructure development projects, the PF government is this year bringing on board its vision of massive job creation.

Mr. Chama says the PF’s target in the next five years is to create as many jobs as possible for the Zambian people.

He states that this means a shift from the phase of road infrastructure development to industrialization.

Mr Chama says it will therefore be wrong for Zambians to disrupt such a well established vision and take the Country backwards by voting for another political party other ruling PF in the August 11th general election.

Zambia gets $243 million loan for rehabilitation of the Chinsali-Nakonde Road

Zambia has signed two loan agreements, worth $243 million, with the Africa Development Bank (ADB) for rehabilitation of the Chinsali-Nakonde Road.

This came to light at the Signing Ceremony held at the Ministry of Finance Headquarters in Lusaka.

Of the $243 million Loan , $193 million is from the ADB while $50 million is from the Africa Growing Together Fund, a trust fund by the CHINESE Government to support Africa’s economic transformation.

The Africa Growing Together Trust Fund is managed by the Development Bank of Zambia-DBZ.

Finance Minister Alexander Chikwanda signed the Loan on behalf of the Zambian Government.

Mr Chikwanda said the loan is repayable within the period of 20 years and attached with one percent interest.

He said the two hundred and 10 kilometre stretch of the Chinsali-Nakonde Road is an important project as it is part of the Great North Road-a gate to the Far -East where Zambia ferries it copper to CHINA for export.

Mr Chikwanda said the PF government is committed to rolling out infrastructure development to accelerate economic development.

At the same function ADB Resident Representative Damoni Kitabire said his bank has focused on the development of key roads linking the countries with its neighbours.

Mr Katabire cited that DBZ has provided funds for the Nacala Corridor Project, which originates from Port Nacala in Mozambique to Lusaka-Zamba.

He said his bank has financed Feasibility Studies for the rehabilitation of Mpulungu Port to improve communication services on Lake Tanganyika, between Zambia and Burundi.

Transparency International Zambia (TIZ) Chapter president, Lee Habasonda, says there is need to have Zambia a corruption-free zone as a way of attaining national development.

ZANIS reports that Mr Habasonda made the remarks during the launch of TI 2015 Corruption Perception Index (CPI) which is taking place in 120 countries simultaneously.

Mr Habasonda said the launch of CPI should not be taken for granted but should be the day to take stock of the successes and failures recorded in the fight against corruption.

He added that TI-Z is directly linked to promoting transparency, accountability and integrity which will better the lives of citizens.

“The key objectives of the Corruption Perception Index are to enhance comparative understanding of levels of public sector corruption and to create public awareness of corruption and create a climate for change, to offer a snapshot of the views of business-people and experts that make decisions about trade and investment and also to stimulate scientific research and complementary diagnostic analysis on causes and consequences of corruption, both at international and national level,” Mr Habasonda explained.

He said Zambia was first surveyed and included in the CPI in 2001 with the view of challenging government and all stakeholders to put the fight against corruption at the centre of national development.

Mr Habasonda appealed especially to the media to help clean up the political space of dishonesty and lack of accountability because Zambia has performed badly in the past few years on the continent.

He stated that a total of 168 countries are included in the 2015 CPI and that 82 countries performed better than Zambia in the 2015 CPI out of 168 countries.

Mr Habasonda said the CPI 2015 demonstrates that all countries still face the threat of corruption at all levels of government from the issuing of local permits to the enforcement of laws and regulations.

He added that even the private sector has not been spared, siting the recent revelations from the Zambia National Farmers Union and Football Association of Zambia which are a clear indication that the fight against corruption is a troubled one and that there is need to urgently do something about it.

Mr Habasonda said the CPI results for Zambia are a clear message to all citizens that corruption has continued to destroy all the positive efforts of bringing back the lost values of a decent society.

He further stated that there is need to see strong political leadership that would see strategies of addressing corruption in areas such as public procurement and put an end to the reported corruption in the construction sector.

Mr Habasonda has since urged the nation to further put its energies to the current efforts of responding to climate change, economic crisis and extreme poverty.

A Zambian National, Paul Sikazwe who was detained at Westville Prison on charges of causing alarm and panic at King Shaka International Airport, contrary to the Terror Act, has been freed.

Sikazwe appeared in a Durban Court this Thursday afternoon and pleaded guilty to the charge of causing panic and alarm.

The Judge convicted him to a R15,000 fine suspended by R12,000( meaning he only paid R3000.00) and released him upon paying the statutory fine.

On Friday last week, Sikazwe joked to an airport security officer that he was carrying a bomb when the lady asked him the content of his hand luggage.

Police quickly swung into action, searched and detained Sikazwe for causing panic and alarm.

Nothing was found in the bag and his pleas that he was merely joking went unanswered.

There was celebrations outside the court when Sikazwe was released, and was greeted by Zambians led by ZASA leaders in Durban and Pietmarizburg-KZN.

Abused wife refuses reconciliation

AFTER being stuck in an abusive marriage for three years, a housewife of Kitwe has decided to take charge of her life by refusing all attempts by her husband for reconciliation.
Lydia Kunda of Bulangililo township who appeared in the Buchi Local court said she has endured enough physical and emotional abuse from her husband Peter Chileya.
Kunda who was narrating before Local Court magistrate Vincent Sondwapo in a case in which her husband Chileya sued her for marriage reconciliation said she has never been happy in all the years she was married.
“This man is abusive. I have suffered enough humiliation in his home. I have made up my mind to move on with my life without him in it. Our marriage was characterised by constant marital problems that is why I eventually left and went back to my parents’ home,” she said.
Kunda said she was fed up of the marriage and was not prepared to give Chileya another chance to be abusive to her.
“I will not go back to this man. We are done,” Kunda said.
But Chileya pleaded with the court to restore his marriage so that they could take care of their child and live as a family.
“I love my wife and I want her to come back home so that we can take care of our child. We have not lived as husband and wife since December 21 last year when she went to her parents’ home,” he said.
The court dismissed the case saying it would be impossible to reconcile them as Kunda was no longer interested in the marriage.
The court advised Kunda to sue for divorce.

CHAN records show Munthali is Nkana player

The Chipolopolo squad FAZ has submitted to CAF at the ongoing African Nations Championship (CHAN) in Rwanda indicates that defender Christopher Munthali is a Nkana player.

Power Dynamos have filed in an official complaint to the Football Association of Zambia over Nkana’s alleged illegal signing of Munthali.

The player and Nkana insist they have a contract from Power that states the defenders stay at Arthur Davies ended on December 31, 2015.

According the Zambian team list that has been published by CAF, Munthali is a Nkana player.

He has so far featured in two of the three games Zambia have played in Rwanda.

Meanwhile, Power have produced their two-year contract with Munthali that runs from January 1, 2015 to December 31, 2016.

The contract was an extension of his previous deal that expired at the end of the 2014 season when he returned to Power after a two-year loan stay at Nkana.

But Munthali has promised to produce the contract he says expired last December when he returns from Rwanda.

Mr.Hichilema said the UPND was honoured once again to receive new members,whom he called Ambassadors of Change in Choma yesterday, including a sitting PF Councillor for Livingstone’s Maramba Ward.He said there are no old or new members in UPND’s ever growing party. Mr.Hichilema said everyone must be treated equally.

Zambian consumer prices accelerated for a sixth consecutive month to a fresh 12-year high amid a power crisis and currency weakness.

Prices rose by 21.8 percent year-on-year in January from 21.1 percent a month earlier, the Central Statistical Office said in a statement handed to reporters on Thursday in Lusaka, the capital. Prices rose 1.3 percent in January from the previous month, it said.

Inflation has in Zambia, Africa’s second-biggest copper producer, climbed from 7.7 percent in September after the nation’s currency plunged against the dollar as metals prices fell and the fiscal deficit widened. An electricity shortfall that’s led to daily rationing lasting as long as 14 hours for businesses has cut output and increased costs. The central bank increased its key lending rate to a record 15.5 percent in November to try contain prices.

Food inflation accelerated to 25.9 percent in January from 24.8 percent as corn and bread prices prices rose, according to data from the statistics agency.
Zambia’s trade deficit narrowed to 778.8 million kwacha ($69 million) in December from a revised 1.22 billion kwacha the month before. The value of metal exports fell 6.4 percent, the Central Statistical Office data showed. Imports fell to 7.8 billion kwacha last month from 9.4 billion kwacha in November.The kwacha weakened 0.1 percent to 11.25 per dollar by 11:15 a.m. in Lusaka.

The Human Rights Commission has condemned the violence that took place in Choma where some UPND supporters stoned some private and public vehicles.The Human Rights Commission has called on all political leaders to take responsibility over violent acts by their supporters.

For Immediate Release

The Human Rights Commission condemns the political violence that took place in Choma where United Party for National Development (UPND) cadres disturbed public peace and order and stoned some private and public vehicles.

The conduct of the cadres was unreasonable and unjustified in a democratic state like Zambia where respect for other people’s rights and freedoms, such as motorists and the general members of the public, should be respected. The Commission is deeply concerned that in a space of five days, disturbing incidences of grave political violence have taken place at Simon Mwansa Kapwepwe International Airport in Ndola, in Sinda District in Eastern Province and now in Choma in Southern Province. All these incidences hinge on violation of the rights to fundamental freedoms of Association, Assembly and Expression, which are the life blood of a vibrant plural society.

The Commission is therefore calling upon all political parties to take full responsibility over the violent conduct of their members by unreservedly and publicly condemning violence regardless of the perpetrators and victims.
The failure by leaders of political parties to take full responsibility over violent acts committed by their supporters has given an impression to the party cadres and the public at large that the party leadership endorses political violence by their members.

Therefore, the tendency by political party leaders to half-heartedly condemn violence while at the same time exonerating their members from acts of political violence even when it is clear to any right thinking and reasonable member of society that such acts were being committed by their supporters, should stop in order to end the circle of political violence.

The Commission therefore reiterates its earlier call for evident and effective sanctions against individuals involved in political violence as a punitive and deterrent measure against abuse of human rights and freedoms. Political parties have the primary responsibility of ensuring that their members and supporters always maintain law and order. Violence only serves to alienate the vulnerable and marginalised members of society such as women, the aged and persons with disabilities as well as other peace-loving members of society from participating in public affairs, thereby violating the core human rights principles of inclusive participation of citizens in matters that affect their lives.

It is therefore necessary that political party leaders should co-operate with, and support the Zambia Police Service in maintaining law and order, particularly as the campaigns for the 11th August elections gain momentum for the common good of society at large.

The Human Rights Commission is a National Human Rights Institution established under Article 230 of the 1991 Zambian Constitution as amended by Act Number 2 of 2016, to among other human rights functions, ensure that the Bill of Rights is upheld and promoted.
