Hifikepunye Pohamba, the former President of Namibia, last night accepted the 2014 Ibrahim Prize for Achievement in African Leadership at a special ceremony in Accra, Ghana.

The Ibrahim Prize recognises and celebrates excellence in African leadership. It is an annual US$5 million award paid over 10 years and US$200,000 annually for life thereafter.

Presenting the award to President Pohamba, Dr Salim Ahmed Salim, Chair of the independent Prize Committee, said: “President Pohamba’s focus in forging national cohesion and reconciliation at a key stage of Namibia’s consolidation of democracy and social and economic development impressed the ?Prize Committee. His ability to command the confidence and the trust of his people is exemplary.”

Accepting the Award, President Pohamba said: “This honour is not for me alone. I accept it with a sense of great humility, on behalf of the Namibian people, who entrusted me, through democratic processes, to lead our country as President for two consecutive terms. Their commitment to uphold democracy and the rule of law, made the modest achievements that were recorded during my tenure of office possible.”

Mo Ibrahim, the founder of the Mo Ibrahim Foundation, said: “We need to change the narrative about African leadership. The world knows everything about our bad leaders, but nothing about our heroes, especially those who are doing wonderful things for their people. We need role models – we need heroes – to inspire and motivate our young people. President Pohamba is one of the unsung heroes of Africa.”

The Ibrahim Prize Ceremony kicks off the 2015 Governance Weekend, a series of events and debates organised by the Mo Ibrahim Foundation. On Saturday 21 November, the Ibrahim Forum will bring together experts from across Africa and the world to discuss African urban dynamics. It will be followed by a free concert in Accra’s Independence Square involving Angelique Kidjo, Sarkodie, Stonebwoy, Youssou N’Dour and others. On Sunday 22 November, TP Mazembe from Democratic Republic of Congo will compete against Ghana Dream Team for the Ibrahim Cup in a special football match at Accra Stadium.

Green Buffaloes are the 2015 Barclays Cup champions.

Buffaloes beat Nkwazi 2-0 at Nkoloma Stadium in Lusaka to become the fifth team to lift Zambia’s only lucrative knockout Cup competition.

First half goals by Stephen Kabamba and Christopher Katongo handed Buffaloes their debut Barclays Cup triumph.

Kabamba headed-in the first goal in th 21st minute off a Sebastian Mwansa corner.

Katongo completed the scoring in the 34th minute from the penalty spot after Jasper Masialeti was brought down in the box by Nkwazi goalkeeper Makasa Kalaba.

This is Buffaloes first silverware since 2010 when they won the season-opening Samuel ‘Zoom’ Ndhlovu Memorial Charity Shield and also a debut Cup win for coach Bilton Musonda.

President Lungu turns down IMF aid package

President Edgar Lungu left the IMF mission team that recently visited Zambia frustrated after he refused to agree to terms of their proposed financing facility for Zambia.

Highly placed sources at the Ministry of Finance have revealed that the IMF team that left Zambia on Friday were ready to offer close to US$1 billion extended facility to help stabilise the Zambian economy.

One of the key conditions to accessing the facility however was that President Lungu announces a range of austerity measures to help with fiscal consolidation.

The IMF team led by Mr Tsidi Tsikata demanded that the PF Government cuts fuel subsidies.

The sources also revealed that the IMF further demanded that Government realigns its expenditure on ongoing road and other infrastructure programmes.

They said President Lungu told the IMF team that he is reluctant to withdrawal fuel subsidies fearing that it would result in a spike in fuel prices which could cost him the next election.

The sources also revealed that President Lungu felt that slowing down on the road projects would be a sign of failure which could spell doom for his administration.

The treasury sources said Finance Minister Alexander Chikwanda was more receptive to the IMF package but was left frustrated by President Lungu’ refusal to entertain the IMF proposals.

‘What this means is that we are going to experience a very difficult period going forward. We were optimistic that we would strike a deal with the IMF to ease the pain but it appears our leaders are not reading the signs of the times,’ one source said.

‘What we were proposing is similar to what was agreed with Ghana last month and we were able to provide $918 million to the authorities and you can now see some stability with the Cedi. This has however come about because the Ghanaian government agreed to withdraw subsidies on fuel.’

And a member of the IMF team that visited the country also confirmed that there was nothing concrete that emerged from the mission visit because the Zambian Government was resistant.

‘There seems to be deep-seated misgivings about the IMF which we feel is unwarranted because as much as the Fund has had bad history in this country, it has undergone serious reforms over the years and we thought Zambia, having invited us over here would be more willing to consider our proposals but that has not been the case,’ the source whose identity has been withheld said.

‘Our team was left wondering whether this man (President Lungu) really wants to win the next election. We were of the view that the aid package we were proposing would provide the much needed fiscal relief in the short to medium term and help stabilise the economy,’ the source said.

‘What we were proposing is similar to what was agreed with Ghana last month and we were able to provide $918 million to the authorities and you can now see some stability with the Cedi. This has however come about because the Ghanaian government agreed to withdraw subsidies on fuel.’

But Secretary to the Treasury Fredson Yamba in a brief statement said the Zambian Government recognizes that risks remain and mainly relate to the need to contain fiscal pressures, particularly those related to the costs of electricity imports and the attainment of cost reflective fuel pricing, following the steep deprecation of the Kwacha.

Mr Yamba also confirmed that increased spending on subsidies partly due to the depreciation of the Kwacha also poses risks to the treasury including the need to complete ongoing infrastructure projects.

‘Government will ensure that it re-aligns expenditures to counter some of the pressures. It will also limit its borrowing in the domestic market and will also regularly review budget implementation with the objective of taking other corrective policy actions. The Zambian Government will undertake consultations to define the forms of further engagement with the Fund.’

Morning people, I thought to share with you something for the day.

Early last year I made an attempt to share part of the MTN money with the lower division teams. This received a lot of resistance from certain circles within the executive.

After my investigation it was revealed that a deliberate policy was in place to make lower division teams financially unsustainable so that some people can continue to donate cheaper balls and jerseys for their popularity.

Come next year the league sponsorship money has to trickle down to lower teams whether some people like it or not for as long as I will be treasurer.

For those who attended the last AGM an attempt was made to push K220,000 to be allocated for replicas. As an association we have never made any profits from these sales as it benefitted a few selfish members.

I reversed it at the last AGM, a move which was not liked by some people and allocated that amount to women teams because I knew the beneficiaries of that allocation.

This did not sit well in the minds of some Exco and tension between me and them continued as I was blocking most attempts to siphon funds from the association.

Currently a huge syndicate of ticket sales is underway as they have blocked Vane Technologies/Shoprite to go Compu ticket.

Institutions I had concluded deals with to handle e ticket sales at the a preference to lifting tickets from South Africa.

We have continued to make losses as tickets cant reconcile as the huge part go in wrong hands at the expense of the association. This move which I have been fighting led to my being removed as Match Organizing Committee Chairperson.

Brethren let us not condone thieving. The people who are busy hosting clubs are using stolen money and can’t survive without FAZ as it is their livelihood.

Help fight this by pushing for my retaining because I won’t rest until we expose the shoddy deals.

We lost the Nike deal because of allowing one individual to reproduce the kit from China of which sales were being shared among individuals as a result we have no kit supplier.

Nike was the best deal as we were the only African team dressed by Nike.

To lose it because of corruption pains. Let us wake up gentlemen and call a spade a spade and not a big spoon.

Have a lovely Wednesday and let us focus as we play our last games and say no to corrupt individuals at Football House.

We are Investigating Financial Irregularities at NATSAVE-ACC

The Anti-Corruption Commission (ACC) has said that it has been carrying out investigations into alleged mismanagement and financial irregularities at NATSAVE. In a statement released to the media by Public relations manager Timothy Moono, ACC said that the investigations are progressing well and are being dealt with in an efficient, effective and professional manner.

Yesterday, Transparency International Zambia (TIZ) made a strong and passionate appeal to the Anti-Corruption Commission (ACC) to thoroughly investigate allegations that the NATSAVE Managing Director made an irregular payment for an advert in a French magazine of over K630,000 which was not published and a further 46,366 Euros to a French advertising agency.

Executive Director Goodwell Lungu in a statement said that as far as TIZ was concerned, this was a very simple case which the Commission can easily investigate and establish the truth within a week.

Mr Lungu said that TIZ had information that there were more financial scandals at NATSAVE that the ACC needed to thoroughly probe.

He stated that the key factors that the ACC needed to focus on were whether it is true that tender procedures were not followed, if the funds were transmitted, if the advert did not run and if the Bank made any official follow ups.

Mutafu resigned Friday afternoon following a statement from Football House which expressed shock at his wild claims which cast aspersions about Football House operations.

Mutafu was due to be among FAZ Executives to attend an emergency meeting at which he was due to be asked to substantiate claims he made and published in one of the dailies.

FAZ operations above board; to deal with Treasurer Kelvin Mutafu wild allegations firmly

Football House is deeply disappointed with the outrageous, wild and false claims that the Treasurer Kelvin Mutafu has made regarding matters of the Football Association of Zambia and its operations.

The unfounded statement and the levels of ignorance or wilful falsification of information exhibited by Mr Mutafu to suit his personal agenda is deeply shocking, worrying and extremely frightening.

It is particularly sad considering that it is from a very senior member of the Executive Committee who has been serving at that board level for about six (6) years now.

In view of his statement, an emergency Executive Committee meeting will be convened at which Mr Mutafu will be asked to substantiate his claims and provide the ExCo with proof. FAZ takes governance matters seriously and any statements casting aspersions on the integrity and standing of Football House and the game and raising allegations of corruption are taken very seriously and will be dealt with fairly and firmly.

This ExCo meeting will be convened over the next 72hours and its outcome communicated immediately.

The Football Association of Zambia would like to assert as follows:

Computerised ticketing is a matter FAZ has explored over the past years and months. After careful consideration of various options, Football House settled for Ticibox, which contrary to the false allegations peddled by Mr Mutafu, is running. The trials of computerised ticketing started with the semi-finals of the Barclays Cup, are in use for the final and will be gradually introduced for the Chipolopolo’s AFCON 2015 and FIFA World Cup Russia 2018 Qualifiers next year.

This careful and gradual introduction of e-ticketing is in order to have a smooth transition from the present system to the new one without causing so much disruption and confusion among fans and other stakeholders.

Further, we would like to add and stress that all match tickets are subjected to a thorough audit in compliance with our external auditing requirements before tickets are assigned to the designated selling points.

The technical sponsorship with Nike was not lost. FAZ was the first in Africa with Nike European operations and the record of that success is there for all to use. It is a sponsorship that we stand very proud of because it consigned to the past the trend of buying Zambia uniforms off the shelf in sub-standard material which did not even have national identity. Today, Chipolopolo and all other Zambian teams are proudly green and orange with distinct national colours and emblems which the country is proud of.

In contract renewal talks with Nike, FAZ demanded to have certain clauses and other adjustments like financial rewards be adjusted. Nike made an offer that we Football House felt fell far short of our expectations. We keep our options open and will only sign a new contract “on our terms which will be dictated by us”.

This could be with Nike again or other prospective sportswear firms that have made declarations of intent to take over sponsorship of our Chipolopolo and other national teams befitting an African champion team, a continental giant and a squad that is ambitious to become a global force. The wild allegations by Mr Mutafu are far off-mark, a blatant lie that seriously injures FAZ reputation and threatens the good standing that we have with our other sponsors and partners.

On the sponsorship of the FAZ Super League and resources getting down to lower division teams, this matter is no stranger to FAZ members.

The Treasurer was again out of line as the distribution of such resources is clearly defined by sponsorship clauses and other detailed management processes.

FAZ members are aware of the commercial undertakings for the Chipolopolo, Super League and how the structure of resource distribution will be done. This has been explained at various FAZ AGMs and is clearly not an issue. Sponsorship specific to a particular entity cannot be unilaterally disbursed.

It is therefore incumbent on Mr Mutafu to provide in detail his allegations of wrongdoing and corruption to the ExCo, public and any relevant organisation such information so that appropriate action may be taken. Failure to do so makes his position untenable.

Government has assured the International Monetary Fund-IMF that it will realign its expenditure to counter fiscal pressure arising from current macroeconomic challenges.

Secretary to Treasury, Fredson Yamba said that government recognises the need to ensure a cost reflective pricing of fuel arising from the depreciation of the Kwacha.

Mr. Yamba said that government also wants to contain pressure associated with electricity imports.

He was speaking during a joint press briefing with the IMF team.

During the period 11 – 20 November 2015, the Zambian Authorities hosted an IMF Staff visit to Zambia. The main objective of the visit was to review recent economic developments and share views on appropriate policy measures to address the current macroeconomic challenges.

Ladies and Gentlemen

The Government shares the views of the Mission and fully acknowledges that fiscal consolidation is paramount in ensuring sustained macroeconomic stability, growth and poverty reduction. The Zambian Government recognizes that risks remain and mainly relate to the need to contain fiscal pressures, particularly those related to the following:

1) costs related to electricity imports should weather conditions continue to be adverse;

2) attainment of cost reflective fuel pricing, following the steep deprecation of the Kwacha;

3) increased spending on subsidies partly due to the depreciation of the Kwacha; and

4) the need to complete ongoing infrastructure projects.

The Government further takes cognizance of the fact that fiscal consolidation is inevitable to support the attainment of monetary policy objectives. In this vein, Government will ensure that:

1) It re-aligns expenditures to counter some of the pressures outlined above. This is in view of the limited scope for new revenue measures and the challenges in the mining sector; and

2) It limits its borrowing in the domestic market with the objective of addressing imbalances in parameters such as lending rates and availability of credit to the private sector.

Government will also regularly review budget implementation with the objective of taking other corrective policy actions. The Zambian Government will undertake consultations to define the forms of further engagement with the Fund.

The Government would like to thank the Mission Chief, Mr. Tsidi Tsikata and his team for the fruitful discussions during the visit. Special thanks also go to Ms. Chileshe Kapwepwe, Executive Director, Africa Group I Constituency, for her supportive role during the visit.

ZAMBIA Civic Education Association (ZCEA) Executive Director Judith Mulenga has attributed the high number of children who are in school to weak compulsory laws on education.

Ms. Mulenga has told QFM News that the country needs to come up with punitive laws which will deal with parents or guardians who fail to enroll children who have attained the school enrollment age.

She adds that the value of education in the country has also been lost because of certain situations such as the lack of jobs after one has completed schools among other reasons.

Ms. Mulenga says the nation needs to upgrade the value of education if many parents are to enroll their children in school.

She notes that even the free education system in primary school has not helped much, stating that free education alone is not enough to increase enrollment.

Ms. Mulenga says people especially in rural areas need to be educated on the importance of education.

Ms. Mulenga further states that children also need to be inspired by those who have been in school by seeing the benefits of being educated.

GOVERNMENT has handed over the site where the K213 million Luapula University will be built to a consortium of contractors.

Luapula Province Minister Benson Kapaya handed over the site on behalf of President Edgar Lungu to China Energy Engineering Group, 15MCC Africa, and Ndilila Associates.
Brigadier General Kapaya said Government was committed to provide education at all levels.

“This will see an increase in the number of people attaining higher education as this university will provide different academic and professional programmes,” Gen Kapaya said.
The university once complete and enrolment starts will offer among others ecology and aquaculture programmes.

Construction is expected to take two from start to completion.

“We expect at 500 jobs to be created during the period of construction and we want to encourage the business community to take part by supplying goods and services,” he said.
He expressed his thanks to Government, stakeholders and co-operating partners that had made the launch possible.

Project manager who represented the consortium of firms Milton Gui said the group would work within the project’s guidelines and stick to the time frame.

Present at the launch was permanent secretary Boniface Chimbwali, Mansa District Commissioner Royd Chakaba and members of the public that went to witness the occasion.
The public was urged to work in harmony with the contractors and desits from acts of vandalism.

President Edgar Lungu has challenged all Permanent Secretaries to interlink with their cabinet and deputy ministers in order to provide effective public service delivery.

Mr. Lungu noted that there has been a lapse among some of the permanent secretaries in interfacing with their ministers and deputies in their discharge of duties.

The President said as controlling officers of government ministries, permanent secretaries should ensure that programmes that form part of the vision of the people of Zambia are collaboratively addressed.

Mr Lungu said this in Lusaka yesterday when he swore in Kayula Siame as the new Permanent Secretary in the Ministry of Commerce, Trade and Industry.

And speaking to journalists shortly after being sworn in, Mrs. Siame said she will work towards the successful implementation of the industrialisation and job creation strategy programme.

Mrs. Siame said she will ensure that there is full and active participation of micro and small business enterprises in country’s economy.

Meanwhile, President Edgar Lungu said it is no doubt that the falling of copper prices and the energy deficit has impacted negatively on the country’s economy.

Mr. Lungu said government welcomes investment in renewable energy such as biomass, and among other forms of traditional energy.

The President said this when he met a team of visiting German business delegation at State House today.

And Mr. Lungu said the country’s political stability has continued to attract many foreign investors.

Mr. Lungu assured all investors to continue investing in the country and assured them of safety of their businesses.

President Edgar Lungu has assured prospective Germany investors that the security of their investments in the Country is guaranteed.

President Lungu says while Zambia remains a stable Country, it is also looking for fast economic growth.

He has urged the German business community not be restricted by the already existing businesses in Zambia as the Country still has the potential for new businesses to emerge.
President Lungu was speaking yesterday afternoon when visiting Germany Minister of Foreign Affairs Frank-Walter Steinmeier with his delegation mostly comprising of the business community called on him at State House.

President Lungu said that Zambia is fortunate to have a delegation of the Germany business community visiting especially at a time when the Country’s economy is faced with many challenges.

He has cited the energy sector crisis as one of the challenges that has had a negative impact on Zambia’s economy growth.

FAZ says its operations are above board and dismisses NIke deal allegations

Football House is deeply disappointed with the outrageous, wild and false claims that the Treasurer Kelvin Mutafu has made regarding matters of the Football Association of Zambia and its operations.

The unfounded statement and the levels of ignorance or wilful falsification of information exhibited by Mr Mutafu to suit his personal agenda is deeply shocking, worrying and extremely frightening.

It is particularly sad considering that it is from a very senior member of the Executive Committee who has been serving at that board level for about six (6) years now.

In view of his statement, an emergency Executive Committee meeting will be convened at which Mr Mutafu will be asked to substantiate his claims and provide the ExCo with proof. FAZ takes governance matters seriously and any statements casting aspersions on the integrity and standing of Football House and the game and raising allegations of corruption are taken very seriously and will be dealt with fairly and firmly.

This ExCo meeting will be convened over the next 72hours and its outcome communicated immediately.

The Football Association of Zambia would like to assert as follows:

Computerised ticketing is a matter FAZ has explored over the past years and months. After careful consideration of various options, Football House settled for Ticibox, which contrary to the false allegations peddled by Mr Mutafu, is running. The trials of computerised ticketing started with the semi-finals of the Barclays Cup, are in use for the final and will be gradually introduced for the Chipolopolo’s AFCON 2015 and FIFA World Cup Russia 2018 Qualifiers next year. This careful and gradual introduction of e-ticketing is in order to have a smooth transition from the present system to the new one without causing so much disruption and confusion among fans and other stakeholders.

Further, we would like to add and stress that all match tickets are subjected to a thorough audit in compliance with our external auditing requirements before tickets are assigned to the designated selling points.

The technical sponsorship with Nike was not lost. FAZ was the first in Africa with Nike European operations and the record of that success is there for all to use. It is a sponsorship that we stand very proud of because it consigned to the past the trend of buying Zambia uniforms off the shelf in sub-standard material which did not even have national identity. Today, Chipolopolo and all other Zambian teams are proudly green and orange with distinct national colours and emblems which the country is proud of.

In contract renewal talks with Nike, FAZ demanded to have certain clauses and other adjustments like financial rewards be adjusted. Nike made an offer that we Football House felt fell far short of our expectations. We keep our options open and will only sign a new contract “on our terms which will be dictated by us”. This could be with Nike again or other prospective sportswear firms that have made declarations of intent to take over sponsorship of our Chipolopolo and other national teams befitting an African champion team, a continental giant and a squad that is ambitious to become a global force. The wild allegations by Mr Mutafu are far off-mark, a blatant lie that seriously injures FAZ reputation and threatens the good standing that we have with our other sponsors and partners.

On the sponsorship of the FAZ Super League and resources getting down to lower division teams, this matter is no stranger to FAZ members.

The Treasurer was again out of line as the distribution of such resources is clearly defined by sponsorship clauses and other detailed management processes. FAZ members are aware of the commercial undertakings for the Chipolopolo, Super League and how the structure of resource distribution will be done. This has been explained at various FAZ AGMs and is clearly not an issue. Sponsorship specific to a particular entity cannot be unilaterally disbursed.

It is therefore incumbent on Mr Mutafu to provide in detail his allegations of wrongdoing and corruption to the ExCo, public and any relevant organisation such information so that appropriate action may be taken. Failure to do so makes his position untenable.

Zambian economy is under stress-IMF

The International Monetary Fund has observed that the Zambian economy is under stress because of low copper prices and a severe electricity shortage that are straining economic activity.
This is according to a statement issued shortly after the IMF team led by Tsidi Tsikata concluded its November 11–20 tour at the invitation of the Zambian Government to review recent economic developments and discuss the authorities’ policy responses to the macroeconomic challenges currently facing the country.

Mr. Tsikata the Zambian kwacha has lost half of its value since the beginning of the year, causing difficulties for many segments of the economy and population, and putting upward pressure on inflation.

He said domestic and external financing conditions have tightened markedly, with increased interest rates on Zambian government debt.

“In recent months, the pressures on the economy have not only reflected the impact of external shocks but also waning market confidence. Fiscal discipline has been undermined by additional spending commitments that stand in contrast to lower-than-budgeted revenues,’ he said,

‘Further, delayed implementation of critical policy pronouncements such as ensuring cost-reflective pricing of petroleum products and electricity continues to impact negatively on the budget.’

Mr. Tsikata said monetary policy has been appropriately tightened to counter the pressures on the exchange rate and rising inflation, but success will depend on complementary tightening of fiscal policy.
“The mission and the Zambian authorities reached a shared understanding on the current economic challenges and the implications of alternative policy choices,’ he said.
‘Zambia, with a record of peace and political stability and abundant natural resources remains a country with great potential to achieve strong and inclusive growth.’

He said the mission remains confident that resolute implementation of a credible package of measures to lower the fiscal deficit will go a long way towards restoring market confidence, bringing stability to the economy, enabling a speedy recovery in economic growth, and ensuring debt sustainability.

‘It was agreed that the authorities and IMF staff would remain closely engaged in the period ahead. The Zambian authorities undertook to conduct internal consultations based on the outcome of the mission, with a view to defining the forms and timing of engagement.’

The team met with President Edgar Lungu, Finance Minister Alexander Chikwanda, Bank of Zambia Governor Denny Kalyalya, other senior government and BoZ officials, members of parliament, as well as representatives of the private sector, labour unions, civil society organizations, and Zambia’s development partners.

GBFC’s injured Chileshe Kangwa to miss Barclays Cup final

Green Buffaloes forward Chileshe Kangwa will miss Saturday’s Barclays Cup final against Nkwazi at Nkoloma Stadium in Lusaka due to injury.

Buffaloes coach Bilton Musonda confirmed on Friday that Kangwa sustained a knock in training on Thursday.

The winger was instrumental in pushing Buffaloes to the Barclays Cup final.

“We have suffered a set back after our player Chileshe Kangwa sustained a knock.He will now miss the final,” Musonda said.

Meanwhile, Musonda has declared Buffaloes ready to face Nkwazi.

“We are ready and we are just waiting for tomorrow. We have prepared well,” he said.

Musonda added:”We are expecting a tough game as you know Nkwazi are playing good football as well but we will carry the day.”
