Zawa warns of stern action to squatters of Lukusuzi national park

THE Zambia Wildlife Authority (ZAWA) has warned the people who have illegally encroached on Lukusuzi National Park in Lundazi District, Eastern Province of stern action.

Zawa Public Relations Officer Sakabilo Kalembwe said yesterday that it was illegal for people to be squatting in the national parks.

Mr Kalembwe said the law was clear that the people should not squat in the national parks because doing so was depleting the wildlife.

He said the people who were illegally settling in the national parks were cutting down trees thereby threatening the wildlife.

Mr Kalembwe said Zawa shall apply the necessary tools to ensure that the people who were squatting in Lukusuzi National Park move out.

He said the people who were illegally in the national park were suppose to move out in 2013 and wondered why the people were still squatting.

“Zawa shall move in to chase away people who have settled in the Lukusuzi National Park because as far as I am concerned these people were supposed to move out in 2013,”Mr Kalembwe said.

He said Lukusuzi National Park was in a joint programme of Zambia-Malawi Transfrontier saying the encroaching of the people was giving a tight corridor to the wildlife.

Recently Lundazi District Commissioner Mukule Banda said more than 3,000 people have encroached on Lukusuzi National Park in Lundazi.

The opposition United Party for National Development (UPND) in the Northern Province has welcomed the appointment of Kasama Central constituency Member of Parliament Geoffrey Bwalya Mwamba as the party’s vice president for administration.

UPND Provincial chairman Nathan Ilunga says the opposition political party is confident that Mr. Mwamba will add value to growth of the party in the area.

Mr. Ilunga said there is need for UPND members to continue supporting the party leadership ahead of next year’s tripartite elections.

He noted that the country needs a strong opposition to offer checks and balances to the ruling Patriotic Front (PF) government in order to growth the democratic dispensation in the nation.

Mr. Ilunga said his party will continue to provide constructive criticism to the government so that the wishes of the general citizenry can be achieved.

He said time had come for all political parties in the country to co-exist despite their different ideologies in their manifestoes.

Mr. Ilunga has since urged Mr. Mwamba to freely associate with party members at the grass-root level in order to promote oneness in the UPND.

Former PF Kasama Central Member of Parliament Geoffrey Bwalya Mwamba popularly known as GBM defected to the UPND last week and has since been appointed vice president for administration.

Government urged to reduce property transfer tax

Estate Development Limited has urged government to reduce property transfer tax because it adds to the cost of houses in the country.

Estate Development Limited Chairman Savior Konie said this in Lusaka yesterday during the launch of the 136 houses meant for sale to prospective buyers.

The houses are being constructed under the partnership between state owned National Housing Authority (NHA) and Malaysian Development giants MKP.

Mr. Konie however said the 136 housing units were a drop in the ocean in terms of mitigating the nation’s housing deficit.

He said the cost of utilities has a significant cost implication on the final price of the houses because the utility providers do not deliver the services such as power, water and sewerage in the new areas that are being opened up by developers.

Mr. Konie further said this has caused the delay in project completion and has increased project costs.

He explained that the tax is imposed on the developer at a rate of 10 percent transfer rate.

He further said the excessive cost of mortgage financing should be looked into with the urgency it deserves for quick resolution of the problem so that more people can access affordable mortgages.

And Estate Development Limited Chief Executive Officer Charles Holland also urged government to reduce tax or waive it for buyers of newly constructed houses.

Mr. Holland said this will go a long way in ensuring that a lot of people own houses.

Government confers with Mopani and Mine accident families

Government has held a consultative meeting with Mopani Copper Mine, the families of the four miners that perished in the mine accident and other stakeholders to determine the way forward on the accident.

Chief government spokesperson Chishimba Kambwili told ZANIS in Kitwe yesterday that the nation will be informed today about the decision that has been arrived at in the meeting which he described a fruitful.

Four miners died at Mopani Copper Mine in Kitwe over a week ago after a rock fall in an underground pit when the area curved in at the South Ore Body (SOB) shaft.

The search for the remains of the deceased miners has continued as it enters day 11 today and so far a limb which was confirmed to have been retrieved is the major retrieval that has been made so far.

Vice President Inonge Wina, Mines Minister Christopher Yaluma and First Lady Esther Lungu have also visited the funeral houses for the four minors in Kitwe.

The deceased are Arnold Mambwe, Honest Mushota, Emmanuel Kyongola and Abel Munthali who were all machine operators.

The cause of the accident has not yet been established.

Chitimukulu bemoans high number of unlicensed drivers

Paramount Chief Chitimukulu of the Bemba speaking people has attributed the high rate of road traffic accidents in the Northern province to the increased number of unlicensed drivers.

Paramount Chief Chitimukulu said this when a team of officials from the Road Transport and Safety Agency (RTSA) led by board chairperson Webster Nonde and Chief Executive Officer Zindaba Soko paid a courtesy call on him at his palace today.

The Mwinelubemba said the high number of unlicensed drivers is a major contributing factor to road carnage in the region.

He noted that RTSA has a huge task to reduce the increasing number of accidents in the area.

Paramount Chief Chitimukulu has since praised the RTSA Northern region team for the efforts being made in road safety regulation.

And RTSA Chief Executive Officer Zindaba Soko said the agency recognizes the role traditional leaders play in raising awareness on road safety.

Mr. Soko revealed that RTSA decided to take advantage of the installation of Paramount Chief Chitimukulu tomorrow and the Ukusefya Pa Ng’wena traditional ceremony on August 1 to conduct road safety education campaigns saying patrols will also be intensified.

Meanwhile, RTSA board Chairperson Webster Nonde has warned motorists against abrogating traffic rules while driving to and from the two ceremonies in Mungwi district this weekend.

Earlier, Northern Province Permanent Secretary Hlobotha Nkunika said the motoring public should not be intimidated by the presence of RTSA officers but instead feel secure.
The installation of paramount chief Chitimukulu will take place tomorrow on Friday 31st July , 2015 while the Ukusefya Pa Ng’wena Bemba Traditional ceremony is on Saturday 1st August, 2015.

Government installs solar fridges at 12 health posts in Mufumbwe district

Government has spent over ten thousand kwacha to install solar fridges at 12 rural health centres in Mufumbwe District in North-Western province.

The centres that have benefitted from the facilities are Kashima, Kinkonge, Nyansonso, Kabanda, Lalafuta, Jivundu, Matushi, Munyambala, Kabipupu, Kalengwa, Musonweji and Miluji wards.

District Medical Officer (DMO), Fred Kapaya, explained that the fridges were among the more than 90 fridges bought by the Ministry of Community Development, Mother and Child Health for health centres across the province.

Dr Kapaya stated that installation of fridges at health centres in Mufumbwe would improve storage of vaccines particularly those meant for preventing diseases like measles in children.

Dr Kapaya told ZANIS in an interview in Mufumbwe that the fridges would not only help in terms of storage but also to maintain the potency of the medicines in their storage.

The District Medical Officer further disclosed that fridges were bought to improve service delivery in rural areas like Mufumbwe whose entire area relied on thermal power.

“The fridges were bought by the ministry us we simply transported and installed them at a cost of K10, 000. They are all working well in all the 12 health centres,” Dr Kapaya said

FDD President Edith Nawakwi says she has been moved by the alarming poverty levels in Luapula Province.Ms Nawakwi said that she gets annoyed when she sees such high levels of poverty while Government is misusing resources on what she termed rubbish things.

Speaking in Bangweulu Constituency where she is on a campaign trail for the party candidate Robby Mwansa in the forth coming by-election, Ms. Nawakwi said the PF have been telling people that they are developing the country when in fact the opposite is happening on the ground.

“I get so annoyed when I move around in rural areas and see this appalling poverty levels in the country especially in rural areas while Government officials continue to misuse state resources by buying rubbish oil and other useless things.We are here in Bangweulu Constituency and this Government decides to start grading roads which you don’t even need at the moment because what I see here is that you definitely don’t need roads but what you need is food, what you need is clinics because you can’t call what you are using a clinic. I am from checking your school and the teachers don’t even have accommodation.You built those small houses for teachers but the teachers in the area are not even getting help from Government because they have been fooled. These are the important things your Government should be bringing instead bribing voters.In any case by grading these roads while you are hungry they are telling that they don’t know what your challenges are.”

Ms. Nawakwi who camped at headman Kapaka’s village wondered how the people are surviving because there is no sign of any economic activities in the area.

“I wonder how you are surviving in this area because there is no sign of any economic activity anywhere. Everywhere I have visited the story is the same, you cannot even see a chicken in villages, no goats nothing! I spent a night at headman Kapaka’s village and I met a woman who has a tooth ache which has turned septic because she doesn’t have money to go to Samfya General Hospital where she has been told to go.”

And the opposition leader also bemoaned the high number of teenage mothers in the district saying it is not healthy for children to be having babies.

“I was at Kaishe where I took a ten day old baby to the under five clinic for the first time because the mother is too young to understand anything about motherhood and the baby is not gaining weight because the mother is not producing milk.It is not healthy for children to be having babies because their bodies are not ready to start having children and the reasons for this unfortunate situation in communities is because of poverty and lack of recreational activities for these teenagers. Instead of grading roads for your votes these are the things which the President and his Government should be looking into not doing roads where people need food, schools and health facilities.

I have seen many mothers trying to build a community clinic by themselves and I told them that I will not hesitate to support them by bringing them 200 bags of cement, window frames and roofing sheets once this by election is over. I know someone will say am trying to buy votes but tell them to also build houses for teachers because I have seen that they don’t have accommodation.Moreover the Government has brought graders to try and buy your votes by grading your roads.” Ms. Nawakwi said.

She further called on the people in the constituency to challenge President Edgar Lungu and his Government to show them the development they have been preaching about because as far as she is concerned there is no sign of development to write home about in the entire province adding that all she can see is impoverished communities deprived of the little resources there is in the country.

Government to table all the provisions of the draft constitution, except bill of rights

Justice Minister Ngosa Simbyakula has said that the Constitution Amendment Bill 2015 and the Constitution of Zambia Bill 2015 will be published on Saturday, 1st August, 2015.

Dr Simbyakula told Parliament today that the Bills which have been drafted are expected to be tabled in Budget sitting of Parliament after ensuring compliance with Article 79(2) of the current constitution which requires 30 day publication period prior to introduction in the house.

Dr Simbyakula said that following the public concerns raised on the identification of clauses for enactment into the constitution, Cabinet has decided to table all the provisions of the draft constitution prepared by the Technical Committee on Drafting the Zambian constitution except the bill of rights and provisions on alterations of the constitution provided for under Article 79 of the current constitution.

Dr Simbyakula said that the Bill of rights and Article 79 of the constitution will be subject to a referendum during the 2016 general election.

The Justice Minister has since urged members of the public to take time to study the contents of the documents once published and make their submissions to the relevant committee of Parliament at the appropriate time.

Meanwhile Government spent about K12 billion unrebased on three commissions of inquiry appointed by late President Michael Sata in 2011.

These are the commissions of inquiry on the Mongu riots of 14th January 2011,the sale of 75% government shareholding in Zamtel to Lap Green and the commission of inquiry into oil procurement under the Energy Regulation Board.

Dr Simbyakula told Parliament in a ministerial statement that the inquiry on the Mongu riots gobbled K5.5 billion, while the one on procurement of oil gobbled K4.7 billion with the one on the sale of Zamtel gobbling K2.2 billion.

Dr Simbyakula said that President Edgar Lungu is currently studying the contents of the reports, and that later, Cabinet will consider the reports and that the appropriate follow up action will be determined thereafter.

Southampton coach Ronald Koeman has broken his silence on why Zambia striker Emmanuel Mayuka has to go.

Mayuka was stripped of his squad number in the 2015/2016 pre-season triggering news that he was heading away from the English Premiership club he joined on a £3million deal in 2012 from Swiss club Young Boys.

The 2012 Africa Cup winning star is reportedly on the verge of joining Russian club Spartak Moscow.

“We have a lot of young people coming into the squad and we have enough strikers and for Mayuka there is no future in the club. There is some contact with [head of football development] Les Reed about Mayuka,” Koeman told UK media.

Mayuka failed to score in 16 games he played for Southampton since his arrival and his only competitive goal came in 2013 a 5-1 Capital One Cup win at Barnsley.

Promotion chasing Roan United on Wednesday maintained their third position on the FAZ Division One North table after beating Kalulushi Modern Stars 1-0 in the away Week 20 match in Kalulushi.

Midfielder Lazarous Chishimba scored the goal after 43 minutes as Roan relegated Kalulushi from the top spot into second position on the table.

Kalulushi came into this game unbeaten in four games and drop from first to second after the defeat.

Roan have now increased their tally to 35 points, seven behind new leaders Lumwana Radiants.

Roan and Kalulushi were demoted in 2014 and 2013 respectively.

Meanwhile, Lumwana bounced back to the top of the FAZ Division One North table after edging Copperbelt Buffaloes 1-0 at Lumwana Grounds on Wednesday to open a three point lead.

The Allan Kamwanga-coached side replaces Kalulushi at the top after the latters’ home loss to Roan United.

Forward Rodgers Munkenge scored the solitary goal just before the half time break as Lumwana moved to 42 points as at Week 20.

Kalulushi remain stuck on 39 points after 20 games.

The Young African Leaders Initiative has called for a probe on whether Speaker of the National Assembly Patrick Matibini breached the Constitution by declaring the Kasama Central parliamentary seat vacant.

YALI Governance Adviser Isaac Mwanza said in an interview that a probe should be called to establish whether Dr Matibini was in order when he declared the Kasama seat vacant.

Mr Mwanza has since called on Dr. Matibini to reflect on his conduct in determining the question of the membership to the National Assembly in light of the matter that the PF had used the due process of the law as provided in Article 72 of the Constitution to determine the question of Mr Mwamba’s membership.

He said YALI was of the view that Speaker Matibini could have waited for the High Court to rule over the matter.

Mr Mwanza said the High Court was best placed to determine in the application by the PF with recourse to the Supreme Court.

He said Speaker Matibini knows very well that only the Courts can determine whether the seat has fallen vacant.

But Law Association of Zambia President George Chisanga has supported the decision by Speaker Matibini to declare the Kasama Central Seat vacant.

Mr Chisanga said the ruling by the Speaker is consistent with Article 70 and 71of the Republican Constitution.

He however said he was not sure that the Speaker did the right thing considering that the matter between Mr. Mwamba and the PF was in court over his earlier expulsion from the party.

President Edgar Lungu is tomorrow expected in Mungwi District of Northern Province for the coronation of Paramount Chief Chitimukulu, Mwinelubemba Kanyanta Manga II.

Northern Province Permanent Secretary Hlobotha Nkunika said that President Lungu is scheduled to land at Kasama Airport in the morning before proceeding to Mwenda Ng’ombe in Mungwi where the ceremony will take place.

Mr. Nkunika told ZANIS in an interview that President Lungu will return to Lusaka shortly after gracing the installation of the Mwinelubemba.

Meanwhile, Mr. Nkunika has revealed that Vice President Inonge Wina will grace the Ukusefya Pa Ng’wena Traditional ceremony this Saturday.

He also disclosed that several foreign and local dignitaries who include former heads of state, ministers and ambassadors are scheduled to attend the two ceremonies.
The Permanent Secretary has since urged people of Northern Province to exercise caution on the roads during the celebratory period.

Mr. Nkunika has also directed law enforcement agencies to ensure that law and order is maintained at the two events.

The installation of paramount chief Chitimukulu will take place tomorrow Friday 31st July, 2015 while the Ukusefya Pa Ng’wena Bemba Traditional ceremony on Saturday 1st August, 2015.

Former PF Kasama Central Member of Parliament Geoffrey Bwalya Mwamba has declared himself ready to re-contest the vacant parliamentary seat on the UPND ticket.

Speaker of the National Assembly Dr. Patrick Matibini recently declared the Kasama Central seat vacant after Mr. Mwamba crossed the floor by accepting to serve as UPND Vice President for Administration.

But Mr. Mwamba popularly known as GBM said he is ready to defend his seat in order to prove his popularity.

The former parliamentarian said the developmental projects he had initiated in his Kasama Central constituency will speak volume during the campaign period.

Mr. Mwamba claimed that the PF’s popularity in Kasama was as a result of his personal contribution to the ruling party.

Meanwhile, PF Kasama District Chairperson Teddy Mweshi said the impending Kasama Central parliamentary by-election has been long overdue because Mr. Mwamba was an expelled party member.

Mr. Mweshi revealed that the PF is more than ready to contest the Kasama central seat and teach Mr. Mwamba a lesson that the ruling party is bigger than him.

He urged PF members to support the aspiring candidate that the party will adopt to contest the forthcoming parliamentary by-election.

And The Patriotic Front ( PF) in Muchinga says the ruling party in the province is intact and ready to take on newly appointed United Party for National Development ( UPND) Vice president for administration Geoffrey Bwalya Mwamba whose Kasama Central seat has been declared vacant.

PF Provincial Women Chairperson Mary Chifuna says the PF in the province has welcomed the declaration of the Kasama seat by Speaker of the National Assembly Dr. Patrick Matibini vacant and that the party in the province is ready to take on Mr. Mwamba.

Ms. Chifuna told the Zambia News and Information Services (ZANIS) in Chinsali today that PF members in Muchinga are not worried about the defection of Mr. Mwamba adding that he is as popular as he claims to be, he should re-contest the Kasama seat and prove himself wrong.

Ms. Chifuna has also appealed to Mr. Mwamba to stop marginalising some tribes in the country saying no tribe is small as long as it has people who are also Zambians.

She said all the tribes in Zambia whether small or big should be respected adding that this is the reason why President Edgar Lungu has been calling for unity of purpose in the country under the One Zambia One Nation motto.

The Provincial Chairperson said the PF under the able leadership of President Edgar Lungu has been growing from strength to strength going by the number of parliamentary and ward seats that it has won in the recent past.

She has since called on all the PF party members in the province to continue being united and support President Lungu in his quest to develop the country.

Speaker of the National Assembly Dr. Matibini has declared the Kasama Central seat held by newly appointed UPND vice president for administration, Mr. Mwamba vacant and the Electoral Commission of Zambia (ECZ) is yet to set the date for the by-election for the Kasama Central Seat.

International outrage over the the killing of Cecil the Lion by American dentist

There are mounting calls for the prosecution of an American dentist who shot dead one of Africa’s most famous lions, as two other men involved in the hunt appeared in court in Zimbabwe to face poaching charges.Cecil the lion’s death has prompted calls to ban trophy hunt imports to the US.

Walter Palmer, who runs a dental practice in Minnesota and hunts big game in his spare time, is accused of illegally killing Cecil, a protected lion, in Zimbabwe on a $50,000 (£32,000) hunt.

Professional hunter Theo Bronkhorst, and Honest Ndlovu, a local landowner, appeared in court in Victoria Falls on Wednesday.

Cecil, a popular attraction among international visitors to Hwange national park, was lured outside the reserve’s boundaries by bait and killed earlier this month.The dentist left the lion skinned and headless on the outskirts of the park,chairman of the Zimbabwe Conservation Task Force Johnny Rodrigues said.

The hunt took place around 6 July. “They went hunting at night with a spotlight and they spotted Cecil,” Rodrigues said. “They tied a dead animal to their vehicle to lure Cecil out of the park and they scented an area about half a kilometre from the park.”

The hunter first shot at Cecil with a bow and arrow but failed to kill the lion. “They tracked him down and found him 40 hours later when they shot him with a gun,” Rodrigues said.

The Minnesota dentist’s killing of Zimbabwe’s Cecil the lion just outside a national wildlife preserve has unleashed death threats and a global firestorm of hate messages on social media.

About 200 people protested on Wednesday outside the suburban Minneapolis office of Walter Palmer, 55, calling for him to be extradited to Zimbabwe to face charges.

Palmer, an avid big game hunter, said in a statement on Tuesday he regrets killing Zimbabwe’s most famous lion on July 1. He said he had hired professional local guides who secured hunting permits and believed the hunt was legal.

Cecil, was rare black-maned lion.It was fitted with a GPS collar for a research project by scientists from Oxford University and was one of the oldest and most famous lions in Zimbabwe.

Palmer temporarily closed his office in Bloomington, Minnesota, on Tuesday as criticism grew of his killing of Cecil and negative business reviews flooded Google and Yelp.Justice-thirsty Cecil fans have taken matters into their own hands to ensure Palmer is punished for killing the lion, flooding his cosmetic dentistry business’s Yelp page with vitriolic reviews and comments.
