Vice President Inonge Wina has arrived in Mansa Luapula Province en-route to Samfya District on a two-day working visit.

The Vice President will also drum up support for Patriotic Front (PF) candidate Anthony Kasandwe in the August 6 Bangweulu parliamentary Constituency by election.

Mrs Wina arrived at Mansa airport at exactly 11: 20 hours aboard a Zambia Air Force plane.

She was accompanied by Luapula Province Minister Brigadier General Benson Kapaya.

The vice president was received by Home Affairs Minister Davies Mwila, Community Development Mother and Child Health Minister Emerine Kabanshi and Defence Deputy Minister Christopher Mulenga.

Others to receive the Vice President were Luapula Province Permanent Secretary Boniface Chimbwali, PF Luapula province Chairperson Nixon Chilangwa, PF party officials and Heads of Government department.

ZANIS reports that the Vice President is expected to address three rallies in Bangweulu Constituency.

The Bangweulu seat fell vacant after the death of PF Member of Parliament Chifita Matafwali.

And Rural communities in far flung areas will not be neglected under Government’s development agenda, Vice President Inonge Wina has said.

Ms Wina was speaking in Chishikishi area of Samfya District where she went to campaign for the Patriotic Front’s candidate in next week’s Bangweulu Constituency by-election Anthony Kasandwe.

The seat fell vacant following the death of Patriotic Front (PF) member of parliament Chifita Matafwali.

She said the creation of new districts was a deliberate move intended to make public services available to the public as they became centres of development.

“Some people may say there is not much development here but we are asking you to give us another MP because our development plans are on course,” she said.

Government had in the first phase concentrated on connecting districts and provinces under the Link Zambia 8000 project.

The next phase would see roads in areas like Chishiskishi worked while electrification under the rural electrification authority was also in the pipeline.

Ms Wina said the Government also valued education and wanted to see all children in rural areas a have access to schools.

The community of Chishikishi which is on the shores of Lake Bangweulu relies mainly on fishing as a source of its livelihood.

The vice president however, urged the community to take advantage of Government programmes that empowered vulnerable groups like women and youths to engage in other avenues of survival because of the depleted fish number in the water bodies of Luapula Province.

Present at the rally where senior Pf officials that included secretary general Davis Chama, his deputy Mumbi Phiri, ministers Benson Kapaya and Emerine Kabanshi.

Over 10,000 people on ART in Mongu

HIV
The number of adults accessing Anti Retroviral Treatment (ART) in Mongu now stands at 10, 986 while that of children is 617.

And Mongu District Health Office has increased malaria coverage through vector control measures with either Long-Lasting Insecticide-treated Nets (LLIN) or Indoor Residual Spraying (IRS) in a bid to soon reduce malaria deaths to near zero and achieve a malaria-free Mongu District and Zambia by 2020.

ZANIS reports that Mongu District Commissioner Susiku Kamona disclosed this when he officiated at a Mongu District Health Planning meeting for the 2016-2018 Medium Term Expenditure Framework (MTEF).

Mr. Kamona added that government was committed to annually increasing the drug budget coupled with strengthening of the health systems through implementation of the Essential Medical Logistics Improvement Programme (EMLIP).

He said in this regard, the Ministry of Health had opened a Medical Stores Limited hub in Mongu to completely mitigate shortages of essential medicines and medical supplies.

The District Commissioner also said that the Mongu District health sector focus for 2016 among others was to complete construction works of Mongu District Hospital and four health posts in the district and rehabilitate some facilities.

Meanwhile, Mongu District Medical Officer Francis Liywalii said that health centres in the district were facing a lot of challenges due to inadequate funding.

Mongu DC disappointed with Youth Empowerment Fund recovery rate

6

Mongu District Commissioner is saddened by the low recovery rate for 2013 and 2014 Youth Empowerment Funds in Mongu District of Western Province.

Speaking to ZANIS in a walk in interview at his office yesterday, Susiku Kamona said the district collected only about 2% of the loan grants for the 2013 and 2014 Youths budgetary allocated to the province.

Mr. Kamona said he was disturbed with the escalating mismanagement of the public funds given to youths in the district and asked them to use the money for the intended purposes.

Mr. Kamona noted that the monetary fund given to youths by the government is meant to empower them and other youths in the district.

He has since appealed to youths in the district to venture into viable businesses that would help them generate income and plough back the profit to the government treasury.

The Mongu District Commissioner has since called for prudent utilisation of the One million five hundred and twenty thousand kwacha funds released for 2015 and 2016 youths empowerment through the Ministry of Youths and Sports.

Mr Kamona has since called on youths to submit their workable business proposals to the district administration in order to access the funds.

Police yesterday morning picked up an unknown woman near Lusaka Silverest Gardens who was attacked by unknown people.

The victim was discovered yesterday morning at the junction of Great East and Chongwe Road leading to Silverest Gardens.

A check by a ZANIS crew at the scene found the woman mumbling although what she was saying was not clear.

The woman, who was also bleeding heavily from her nose, had her lower garments stripped off by the suspected unknown attackers.

But Zambia Police Spokesperson Esther Katongo said the police had not yet received a formal report on the matter by press time.

‘Good Samaritans’ got the wounded woman from the scene and took her to an unknown hospital for medical attention.

And Police in Nchelenge district has opened a file of inquiry for the suspected murder of an unidentified man in his 20s.

Luapula Province Commissioner of Police Hudson Namachila said an unidentified body of a man was discovered floating on Mweru Lake near Isabi Fisheries investment yesterday.

Mr Namachila said the body was discovered and reported by a 19-year-old man of Kapepa village in Kambwali Chiefdom who was on a swimming expedition at around 14: 00 hours.

Mr Namachila said the officers that rushed to the scene found the body had been retrieved by the members of the general public.

He however said a physical check on the body revealed a deep cut on the head which made the police suspect foul play and that in the light of the ensuing evidence a file of inquiry for murder has been opened.

“The physical check on the body revealed a very deep cut on the head and we suspect that the victim could have been murdered and thrown into the water to destroy evidence,” he said.

The Luapula Provincial Police chief said the corpse is lying at Saint Paul’s Hospital Mortuary awaiting identification and urged members of the general public that may be missing a male relative to contact health authorities.

GBM is a reject and a coward-Davies Chama

Davies Chama

THE ruling Patriotic Front (PF) says UPND vice president Geoffrey Bwalya Mwamba (GBM) is nearing the end of his political carrier after his seat was declared vacant by Speaker of the National Assembly.

PF secretary general Davies Chama said the former Defence Minister cannot win a parliamentary seat under any political party because he was riding on the popularity of the PF from 2011 when he was invited to join the PF by late President Michael Sata.

Meanwhile, the United Party for National Development (UPND) has ruled out seeking court redress over the loss of Mr Mwamba’s seat saying it will instead float him as its candidate when the by-election is officially announced.

Speaker of the National Assembly Patrick Matibini declared the Kasama seat vacant on Tuesday on account that Mr Mwamba had joined the UPND by accepting the position of vice president of the opposition party.

Mr Chama said in an interview yesterday that Mr Mwamba popularly known as GBM would find it hard to convince the electorates that he still had relevance to political dispensation in the country.

“GBM is a reject and a coward whose political career has now come to an end and the UPND should not be cheated because Mr Mwamba was riding on the popularity of the PF.

“We don’t have short memories, GBM should thank our late father (president Sata) who resuscitated his political career after being defeated when he stood on MMD ticket in Kabwata in 2006,” Mr Chama said.

Mr Chama noted that it was lack of morals for Mr Mwamba to try and hang on to two parties when he was a former minister who was conversant with the law after swearing to uphold the constitution.

However, UPND spokesperson Charles Kakoma said the opposition party was surprised at the ruling by Dr Matibini in Parliament especially that the matter was still in court.

He said Mr Mwamba had raised serious issues on his fundamental rights and freedoms which should have been exhausted by the courts of law before Dr Matibini could make a ruling on the Kasama seat.

Mr Kakoma however, said the UPND was now ready to float Mr Mwamba in Kasama in the by-election and expressed confidence of shocking the ruling party by scooping the seat.

UPND SPOKESPERSON CHARLES KAKOMA NOT BEING CANDID ENOUGH – SUNDAY CHANDA, VICE CHAIRPERSON, PF MEDIA AND PUBLICITY COMMITTEE

Lusaka, Zambia, 29th July 2015 – We wish to deal with untruths and sheer propaganda contained in the response to our castigation by Mr. Charles Kakoma on behalf of United Party for National Development (UPND) and his leader Mr. Hakainde Hichilema. We wish to restate the fact that when His Excellency President Edgar Chagwa Lungu fell ill, he chose to be admitted at Maina Soko Hospital until the medical personal recommended for specialized treatment.

If UPND was sincere enough, they would agree that evacuation of citizens is not and has never been a preserve of the PF but has been availed to Zambians from different walks of life, including those outside Government. We do not however consider it a worthy cause to catalogue those Zambians who have been evacuated before and who are not PF members because we respect their privacy and do not take pleasure in other people’s health challenges as the case may be. It is in this spirit that PF sends its earnest prayers to newly appointed Secretary General Hon. Stephen Katuka and wish him the quickest recovery. As a matter of principle, PF will not drag Hon. Katuka’s misfortune as a subject for politicking in the manner Mr. Kakoma wishes to do.

PF in Opposition recognized the country’s general infrastructure deficit as it relates to key areas, including the health sector. Upon forming Government, PF has aggressively moved to invest in the country’s infrastructure, including roads, schools and hospitals. It seems only yesterday that the UPND leader castigated PF by insisting that citizens would not eat roads. Today we are proud to report that with the work done so far, citizens can move on good roads, and this includes Mr. Hichilema’s political program, including his investments which are also benefiting from these good roads, a fact they will never acknowledge.

To highlight a few, infrastructure development in the health sector over the past three (3) years has seen the construction of Health facilities in all of Zambia’s ten (10) Provinces, including construction of the new and refurbished Filter Clinic at UTH, which had remained in a deplorable state for years. PF is also on course with the Cancer Hospital and determined to ensure phase two (2) is completed so that phase three (3) can start which will see the Construction of Cancer Hospitals in Provinces. PF in Government will continue to make increased investment in healthcare, such as the construction of 650 health centres across the country.

PF in Government has been implementing the National Health Strategic Plan, 2011-2015, a broader vision about how the public and private sector can work together; a greater emphasis on providing and funding primary-care services; and strategies to ensure that all citizens, including the most impoverished, have reliable and accessible healthcare. PF has been candid enough to acknowledge that there are obstacles on the way and these must be overcome.

The investments into the country’s health sector such as the procurement of CT Scans at Livingstone, Ndola and Kitwe Central Hospitals, the cart laboratory at UTH valued at K6.3 million kwacha for diagnosis of patients with heart problems to decongest the waiting list that would have over 400 heart cases at UTH, among others, is sufficient proof of PF’s rethinking and restructuring of Zambia’s healthcare systems so that they are fit for purpose, making care available to a majority of their citizens, and improving health outcomes.

President Lungu and his PF administration understand that good health is both factor on the demand and supply side of development economics. This is because healthy individuals live longer lives and are more productive and contribute to national income, job creation, and economic development and growth. With this understanding comes hard political choices, as well as an acceptance by government that healthcare represents a critical investment in the country’s population and good for the nation.

Lastly, during The Assignment Programme on Muvi TV, where UPND’s “who is who” ganged up in vain against one President Lungu, Mr. Hichilema asked for 5 years to be able to do what he envisages to be Zambia’s development. We therefore wonder why Mr. Hichilema expects President Lungu to deliver in six (6) months what he wishes to do in 5 years. During the Assignment Programme on Muvi TV, Mr. Hichilema told the nation that he had a dummy budget starched somewhere under lock and key in some briefcase.

Apparently this hidden treasure is supposed to be the miracle budget for Zambia. It is this dummy budget they seek to implement if voted into office next year. The country has heard this before with late Chama Chakomboka who told Zambians that he knew where precious stones, including oil and gold where but kept it as a secret and sadly went with the concealed knowledge to his grave. Zambians also recall that UPND’s original tradition under the late Anderson Kambela Mazoka is to provide alternative and not dummy national budgets.

Mr. Mazoka and team had the intellectual depth to provide alternative budgets to those of late President Levy Mwanawasa’s government. Interestingly, UPND has now migrated from the era of alternative budgets under late Mazoka to that of dummy budgets under Mr. Hichilema. Zambians would have to be wary of what tax this dummy budget promises to do for mining houses reportedly financing UPND campaigns. This is considering that Zambia’s mining sector has been auctioned before for a song and under very reckless and selfish circumstances.

We also called on Mr. Hichilema’s philanthropic initiatives to become more visible as could have been expected by the patients he visited at UTH. Zambians could have also noted that it is in the best interest of UPND to kill the privatization story around its leader Mr. Hichilema. Zambians would be glad to put the matter to its finality if the UPND leader could answer the questions he intelligently avoided during the SABC interview and in making this demanding, we are not asking for too much.

If Mr. Kakoma believes his leader did justice to the matter, we challenge UPND with its financial muscle to air the SABC interview on both ZNBC and Muvi TV for Zambians to judge on their own. If they are not ready, the PF Media and Publicity Committee will be more than glad to air Mr. Hichilema’s interview for the benefit of Zambians.

31

PRESIDENT LUNGU-ARTHUR PETER MUTHARIKA 1

The President of Malawi Peter Mutharika is expected in Zambia on July 31, 2015 to grace this year’s Agriculture and Commercial show which starts tomorrow.

Ministry of Foreign Affairs Public Relations Officer Dorcas Chileshe said Professor Mutharika will arrive in Zambia on Friday for a two day official visit.

Mrs. Chileshe revealed that during the visit, Prof. Mutharika will also hold bilateral talks with his Zambian counterpart Edgar Lungu.

Later President Lungu will host a state banquet in honour of the visiting Malawian President.

Meanwhile, Foreign Affairs Minister Harry Kalaba said the visit by the Malawian President is significant as both country share history and similar interests.

This year’s Zambia Agriculture and Commercial show is being held under the theme “Innovation beyond golden jubilee”.

Senior Chief Kalasa Mukoso bemoans the lack of social facilities in his chiefdom

3

Senior Chief Kalasa Mukoso of Bangweulu Constituency in Samfya District has bemoaned the lack of social facilities in his chiefdom.

The traditional leader bitterly complained that successive Governments have completely ignored their plight as a people in the chiefdom and that the people were living as if they were not part of Zambia.

He explained that people in the area have to walk long distances to access any sort of medical assistance and that young children have to cover long distances to access schools.

“We have been neglected by successive Governments. We have been promised a number of things during elections but once the voting is done no one seems to remember that we exist. We have been promised that they will build us Palaces so that we can have decent Palaces as leaders but we just hear that they are building this side but as for us you can see for yourself, this place is like a craw were you keep cattle.

“We are aware that Government can’t do everything at once but there are important things which people need in their areas which they can point at to say that Government is working and make them feel that they are part of the nation.

“We are not involved in politics but when you come to ask for blessings I will bless you so that you can meet the people and sale your party, in fact we are so happy to receive you here because no President has stepped here, you are the first President either from ruling or opposition who has thought of seeing first hand how your people are suffering and because you have seen for yourself I believe you will be able to remember us even when you are in Government,” said his Royal Highness.

And FDD President Edith Nawakwi has called on traditional leaders in the country to advise Republican President Edgar Lungu to practice what he preaches on tribalism.

Speaking when she paid a courtesy call on His Royal Highness, senior Chief Kalasa Mukoso Ms. Nawakwi said the President preaches one Zambia one Nation when he meets traditional leaders from other regions of the country but is quick to pull the wako ni wako statement when meeting his tribesmen.

She explained that she understood the importance of chiefs in the development of the country hence her visit to the palace to ask for blessings from the traditional leader.

“Life in our country has become difficult and it is you our traditional leaders who are holding this country together. Government has neglected you and there is nothing that shows that you are our leaders. You can see the kind of Government that we have now, they bring Graders when its time for elections to trick voters that they are bringing development.

“We have been explaining to people in places we going to that we propose a different kind of governance, the kind of governance which will spar development across the country at the same time as well as give chance to people in different areas to participate fully in the development of their areas and this development will anchored on you our traditional leaders.

She added “We come here to ask for blessings because we recognise the fact that you are the owners of this land and others will also come to ask for blessing but what I just ask from you my father is to tell our President to walk the talk when talking about tribalism. The President should stop using divisive language. We are one tribe called Zambia, if you look around you will find that we have Mulenga Tembo or Mwansa Nyembe hence we cannot have a leader going on a platform to preach wako ni wako.

“Our President went to Petauke during the last by- election and said vote for this one because she is from your womb. He went on by saying when I went to China I came back with a lot of harmer mills and I will choose who to give now what kind of a President is that? Once you choose to be a President then you accept to be a leader of everyone in the country regardless of were they are or who they like therefore I’m asking you to counsel my brother to practice what he preaches,” Ms. Nawakwi said.

Meanwhile a check at a nearest Community Health Post at Kaishe reviewed that a dilapidated thatched building was being used as a health centre.

In the pictures some teenage mothers pose for a photo at Kaishe Community Health Center. Elizabeth Mwila of Kapaka village in Chief Kalasa Mukoso has with a tooth problem which has turned septic due to lack of medical facilities in the area and her family was unable to help her because they had no money for transport and other logistics to take to Samfya district hospital were she has been advised by the community health provider in the Kaishe Community Health Post FDD President Edith Nawakwi has since helped the family.

Kabwe Municipal Council yesterday swung into action and demolished makeshift tables for vendors at the Green market in a bid to maintain cleanliness in the city centre.

The action was conducted by the department of Public Health between 02:00 hours and 03:00 hours which aimed at cleaning the streets.

Kabwe Municipal Council Public Relations Manager Annie Mumba told ZANIS that the process was on-going and stressed that the Council was mandated to keep the town clean and safe therefore would not allow dirt in town.

Ms. Mumba said that traders were allowed to trade in the streets but not to leave their commodities in places where they sold their merchandise.

She said the demolition only involved marketers who leave their tables and merchandise on the street after knocking off.

Ms. Mumba noted that the tables could cause harm to nearby shops in an event of a fire outbreak and would lit up the whole town adding that removing the merchandise and tables from the streets would give the council ample time to clean the town.

She appealed to members of the general public to help the council by buying from designated places.

“Buyers should stop buying from the streets to encourage the people to start trading in the market seeing that there is enough space for everyone,” Ms. Mumba said.

She further said the Council had carried out an inventory and found out that there was enough space for traders in most markets in Kabwe.

“Findings were that there is ample space for every one, am therefore appealing to the marketers to start trading in the markets,” she said.

Meanwhile, marketers expressed displeasure at the council for demolishing the stalls without notifying them.

One of the marketers spoken to by ZANIS accused the Council of depriving them their right to trade in the streets and also to earn a living.

“We are not thieves…We did not steal those things for them to destroy and bring the police to inconvenience our business,” said Jennifer Mfula.

And United Street Vendors Association Provincial Coordinator Morris Mulenga appealed to the vendors to work hand in hand with the Council in ensuring that the town was clean.

Mr. Mulenga said his executive had a meeting with the department of Public Health and agreed to comply with the Council’s directive.

COBUSU pleads for amicable solution between ‘warring’ parties

A student at the Copperbelt University sadly walks away after the PF Government shut down one of Zambia’s highest learning Institutions

The Copperbelt University Students’ Union (COBUSU) has appealed to government to take proper actions that will quicken the reopening of the Copperbelt University (CBU).

COBUSU vice president Miselo Mumba said government should find ways of resolving the problem between CBU management and members of staff.

The demands by CBU members of staff to have their Vice Chancellor Naison Ngoma fired and the insistence by government not to fire the management caused the closure of the institution.

Mr. Mumba said the union was only interested in reaching an agreement that will help the school and the ‘warring’ parties.

Meanwhile, Striking Lecturers at the Copperbelt University (CBU) have said they will not resume work under the management of Vice-Chancellor Professor Naison Ngoma and have since challenged Chief Government spokesperson Chishimba Kambwili to fire them if he has powers to do so.

CBUAU Academics Union General Secretary Kawunga Nyirenda said lecturers would not be threatened by Mr Kambwili because they were intellectuals who do not need an election to get a job.

Dr Nyirenda was reacting to Mr Kambwili’s statement that Government would not be blackmailed into firing Professor Ngoma.

“We are not blackmailing any one and Kambwili should know that we are serious people. We are intellectuals who do not need elections to get a job. We are intellectuals and so we do not want mediocrity at CBU.

“We want CBU to be the Centre of Excellence and this is why we do not want the management of Professor Ngoma. We will not leave CBU and we will only resume work after Professor Ngoma’s management is flushed out,” said Dr Nyirenda at a press briefing held at CBU.

Dr Nyirenda alleged that Mr Kambwili was joking when he threatened to fire lecturers and hoped that the minister did not mean his words.

He said if the minister meant his words, then should go ahead and dismiss the lecturers.
Dr Nyirenda said the lecturers were demanding for the resignation or dismissal of Professor Ngoma because he had allegedly failed to manage CBU.

“Even in a team of football, if a team is losing, you change the coach and so even at CBU, we want Professor Ngoma and his team to go,” he said.

Government is currently engaged in negotiations concerning the bus fares.

Deputy Minister of Transport, Works, Supply and Communications Richwell Siamunene says government is currently engaged in discussions with bus operators to agree on the how much can be bus fare increment.

Mr. Siamunene told ZANIS in an interview in Lusaka today that the public will be informed when the agreement will be made.

He said the increment that the bus operators were demanding was far much more than the increment of the fuel prices.

Mr. Siamunene said until a more realistic and fair suggestion in the increment is made, the bus fares will remain the same.

The deputy minister reiterated that government will remain committed to ensuring that any decision made during the ongoing negotiations will be of equal benefit to all key players.

James Thornton – BRITISH High Commissioner to Zambia

The Britain has commended the Zambian government for implementing the UK-Zambia double taxation agreement.

British High Commissioner to Zambia James Thornton said the agreement will help promote and foster business linkages between British and Zambia companies.

In a press statement issued to ZANIS in Lusaka today, Mr. Thornton said the publication of the agreement was a welcome development as it will enable Zambian and British companies to work together.

He noted that the double taxation agreement has eliminated administrative burdens and the additional costs to the business of being taxed twice.

Mr. Thornton further said the agreement will create a strong partnership between the two countries.

He said it will also help Zambia not only to continue growing prosperously but also to have a strong commercial basis.

The agreement was signed on February 4, 2014 during a ceremony held at the Ministry of Finance in Lusaka and came into force on July 20, 2015.

The new agreement has since replaced the 1972 double taxation agreement between the UK and Zambian government and will take account of the taxation policies and international developments.

The Zambia Bureau of Standards (ZABS) has urged all show goers to be to be quality conscious and shun substandard products as they do their shopping during this year’s Agricultural and Commercial show which opens doors to the public on 30th July 2015 under the theme “Innovation beyond the golden jubilee”.

ZABS Head Public Relations and Marketing Hazel Zulu said“As a Bureau, we are encouraging consumers to take a few minutes of their time to read the product details on the packaging and look out for details of the origin of the product, the expiry date and ensure that it is written in the English language, which is the official language of communication and business in Zambia.”

During exhibitions and trade shows, various products are sold to consumers/show goers hence the need for show goers to be mindful of what they are buying and refuse to buy substandard products.

This will enable them to get value for their money and demand suppliers to produce quality products that meet the set Zambian standards.

“We are also urging manufacturers and retailers to put the health and safety of consumers first and ensure that the goods that they are putting on the market meets the required Zambian standards.

We urge all show goers to utilize this opportunity and visit our stand so that they can learn more about standardization and quality assurance.”
