SUPERIOR Milling Company Limited has reduced the price of both breakfast and roller meal by K5 and K7 respectively for Kazungula District in Southern Province in response to Government’s recent pronouncement to offload subsidised maize to millers.

The reduction only applies to Kazungula and does not apply to other parts of the country as the company is waiting to access subsdised maize from the Food Reserve Agency (FRA) for it to make further reductions in the prices of the commodity across the country.

Superior Milling Company Limited Managing Director Peter Cottan said his company was the first miller in the country to reduce mealie meal prices in rural areas by selling a 25 kilogram (kg) bag of breakfast mealie meal at K63 per bag from K68 and a 25 kg bag of roller meal at K44 from K51 in response to Government’s pronouncements.

Mr Cottan was speaking in Kazungula yesterday when his company officially opened the 41st depot in the border town.

During the same launch, Superior Milling Company Limited empowered 10 local women in Kazungula with 10 kg bag of floor each to start running their businesses from the same product.

“”Even though we have not yet received the subsidized maize, we have decided in good faith to at least reduce the prices in Kazungula while all other depots countrywide would follow as soon as we access the FRA subsidized maize,” Mr Cottan said.

He said the opening of the depot in Kazungula was a true demonstration off Public Private Partnership (PPP) programme at work.

Mr Cottan said there was need for the private sector to work with the Government to promote meaningful development in the country.

“I wish to remind you that our aim to create a sustainable business and become a market leader in our industry is well supported by strong company values and quality management principles.

“This is further validated in our resolve to uphold corporate governance principles in all our institutional activities,” Mr Cottan said.

And speaking at the same launch, acting Kazungula acting District Commissioner Goretti Bbalo commended Superior Milling Company Limited for opening a new depot in the area.

Ms Bbalo, who is Kazungula District Administrative Officer, said the Patriotic Front (PF) Government would endeavor to encourage private companies to take advantage of their favourable business environment created to improve their businesses.

“We call upon private companies to take advantage of the existing favourable conditions to promote their businesses beyond their comfort zones and create employment opportunities for the local people,” Ms Bbalo said.

Speaking on behalf of 10 women who were empowered during the launch, Anna Sitali commended Superior Milling for opening the depot saying the move would reduce the trips into the nearby Botswana where women had been flocking to at great cost for various baking products.

Ms Sitali called on her fellow women, who received certificate of competence, to take the empowerment seriously to improve the living standards in the community.

The opposition MMD says directives by Home Affairs Minister Davies Mwila to ban the parking of private vehicles at police stations are outside the law.

MMD National Youth Secretary Bowman Lusambo has since cautioned Mr Mwila to desist from issuing instructions to the Zambia Police Service that are not backed by law.

Mr Lusambo advised Mr Mwila to acquaint himself with the law before misdirecting himself to avoid misleading the entire nation.

He explained the Zambia Police Service Amendment Act No. 14 of 1999 allows the police station to operate as a parking lot for safe keeping of vehicles and storage of vehicles found abandoned or unattended to in a public place.

He said the law allows the officer in charge to receive fees which shall be determined from time to time by the Inspector General of Police which form part of the government general revenue.

“Section 54 A of the Zambia Police Service Amendment Act of 1999 is very explicit. It says the Inspector General of Police may establish at a police station or police post a public storage space to be known as a Vehicle Parking Lot for safe keeping of vehicles and storage of vehicles found abandoned or unattended to in a public place,” Mr Lusambo said.

He added, “The same section provides that a person who has deposited a vehicle for safekeeping shall be charged a fee payable to the Officer in Charge of the particular station or post where the vehicle is kept.”

Mr Lusambo has also appealed to Mr Mwila to restrict his role to policy issues that meddling into the day to day running of the Zambia Police Service.

He said the Zambia Police Service is critically underfunded which has made operations of police stations and police posts challenging.

“The law is clear and Mr Mwila should just take time to read before he starts harassing innocent police officers who are merely implementing the law that the National Assembly passed.”

“As MMD, we passed that law and we believe it was well intentioned. If we have MPs breaking their own laws then we have a big problem. Police stations don’t receive adequate funding and monies generated from parking fees help with stationery, fuel and buying tissue at these police stations and posts,” he said.

DEC arrests 35 for unlawful cultivation and trafficking in cannabis

The Drug Enforcement Commission (DEC) has arrested 35 people countrywide for unlawful cultivation and trafficking in various quantities of cannabis.

DEC Public Relations Officer (PRO) Theresa Katongo confirmed this in a statement released to ZANIS Lusaka today.

Those arrested include Christopher Kunda, 47, a peasant farmer of Mwengwe village in Kapiri Mposhi District for trafficking in 13.23kg of loose cannabis and Israel Kalolo, 22, of Mupeta village in Serenje District for trafficking in loose cannabis weighing 7.05kg.

Others include Majory Chibesa, 27, a peasant farmer of Shikapande village in Nchelenge district for trafficking in 2.404kg of loose cannabis, Samuel Chola, 24, a peasant farmer of Seketeni village in Kaputa district for trafficking in 2.436kg of loose cannabis and Philip Salungu, 33, of Mabebe area in Kabompo district for trafficking in loose cannabis weighing 1.2kg.

Ms. Katongo said the Commission in Northern Province has arrested Oreen Mwansa, 27, a peasant farmer of Chisutula village in Kasama District for unlawful cultivation of fresh cannabis plants weighing 17.4kg.

Meanwhile, Ms. Katongo further disclosed that the Commission in Lusaka has arrested a 47 year-old Somali national for allegedly trafficking in 33 bundles of Miraa.

She identified the suspect as Burhan Abdi, 47, a businessman of Chaisa Compound who trafficked in 33 bundles of miraa weighing 6.6kg.

She added that Patrick Kafwebu, 44, alias ‘Gala’, a Lusaka businessman of Makeni area was caged for trafficking in 12 rocks of cocaine.

She cautioned people to desist from cultivation of cannabis and engaging themselves in illicit activities as they risked being prosecuted.

The DEC Spokesperson said all 38 suspects would appear in court soon.

President Edgar Lungu Congratulates Nigerian Leaders, urges peaceful transition

President Edgar Lungu has congratulated the newly elected President of Nigeria Gen. Muhammadu Buhari and has pledged Zambia’s full support to the Nigerian democratic dispensation and the attendant quest for peace upon which the development of every nation is premised.

This is contained in a statement released in Shanghai by his Amos Chanda, his special assistant for press.

In letters to the outgoing President, Mr. Goodluck Jonathan, and President-elect Buhari, President Lungu commended the two leaders for the magnanimous spirit of respecting the will of the people unconditionally.

Nigeria is Africa’s most populous and largest economy and therefore its leaders have a responsibility not just to their own country but Africa at large. “It is Zambia’s sincere hope that under President’s Buhari’s tried leadership, Nigeria’s fate and destiny will be in safe and competent hands and that President Buhari will provide the necessary leadership for the resourceful and great Nigerian people to overcome the daunting challenges the country faces,” President Lungu said.

“In order to ensure that Nigeria remains Africa’s greatest hope for the continent to take its rightful place amongst the nations of the world, the new leadership in Nigeria must work together with all legitimate stakeholders to unite the country and ensure a peaceful transition takes place.”

In the final analysis, democracy entails that those who offer themselves before a people’s verdict, should always invariably be prepared to accept the results of an election.

“It in this respect that as Zambia congratulates President Buhari for his resounding victory, we correspondingly commend the magnanimous act by President Jonathan of graciously accepting the will of the people. This will indeed go a long way in consolidating democracy in Nigeria and help to heal the nation,” the President said.

The Head of State assured President Buhari that Zambia stands ready to help Nigeria at both bilateral and multilateral platforms. Zambia has had a good experience of successfully managing power transitions in the last 20 years.

“My Dear Brother, count of me and my Government as you undertake this onerous task of leading your great nation at a time of mammoth challenges that attend Nigeria at the moment. I am convinced your victory affirms the viability of the Nigerian democratic enterprise. The collective will of the people who have entrusted you with the mandate will energise your resolve to move Nigeria to greater heights.”

Voter registration to kick off from 17th August to 16th October 2015

The Electoral Commission of Zambia has announced that the voter registration exercise will commence on 17th August to 16th October 2015.

In a statement, ECZ Public Relations Officer Raphael Phiri, the exercise will be conducted at designated voter registration centers and at civic centers of all the councils.

Mr. Phiri said the voter registration shall be conducted by mobile teams which shall be based at each gazetted voter registration centre for 14 days and will move from one centre to the other.

He said the teams will move from one centre to the other according to the schedule t be published by the Commission.

“During the exercise, the Commission will register new voters, remove deceased persons from the register, transfer voters on application from one polling station to the other and replace destroyed or lost voter’s cards,” Mr Phiri said.

He added, “Every person shall be qualified for registration as a voter who is a citizen of Zambia, has attained the age of 18 years as at July 2016 and is in possession of a national registration card.”

And the ECZ says upon closure on 16th October, the registration of voters will continue at the civic centers of all city, municipal and district councils up to 31st March 2016.

PRESIDENT Lungu has facilitated the signing of two memorandums of understanding (MoU) with Huawei Technologies Company Limited for the construction of communication towers in rural areas and off-grid power plants.

Government also signed an MoU with Huawei to train 10 Zambian students in information communication technologies (ICTs).

Ministry of Transport, Works, Supply and Communications permanent secretary Charles Sipanje signed the first MoU on ICT training for Zambia while Zesco managing director Victor Mundende signed the one on the construction of communication towers and off-grid power plants.

Huawei Technologies Zambia Limited managing director Fan Wen signed for his company.

Speaking during the signing ceremony here yesterday, Huawei International Zambia solutions manager Thandizo Banda said Huawei is aware that Zambia needs technical skills for economic development.

“The intent of the MoU is to train the students for them to be able to train other Zambians,” Mr Banda said.

Earlier, President Lungu held a bilateral meeting with Huawei vice-president Dafeng Li.

“It gives me a lot of pleasure to have a chance to meet you in your home town Shenzhen. This is the ICT centre of the world and that is why you are here because you are the leaders in that area,” Mr Lungu said.

He urged Huawei to provide skills to Zambians so that they can own the projects that the company is undertaking in Zambia.

“I know you are very secretive about trade secrets and that goes naturally. But as your partners, we should be allowed certain knowledge to operate independently.

“There are some contracts you are executing for our people, which I must bring to your attention which are dissatisfactory, going by the nature of complaints Zambians have echoed through their elected representatives in Parliament. In this regard, I am talking about communication towers,” Mr Lungu said.

And Mr Dafeng said Huawei recorded profits amounting to US$46 billion, making it the best ICT company in the world.

Mr Lungu later met ZTE Corporation chairman Hou Weigui and Jilin Province director-general Cong Hongxia.
Mr Lungu told Mr Cong that Zambia heavily depends on agriculture.

“Most Zambians actually earn their living off the land, particularly in rural areas. Those constitute a very critical component of our people. They are the masses and most of them are peasant farmers. We have an inescapable duty as leaders to look after them and we can only improve their lives if we train them in improved farming methods and value addition to their products through agro-processing,” President Lungu said.

The President also held talks with Communist Party of China (CPC) Shenzhen Municipal Committee secretary Ma Xingrui.

Mr Lungu congratulated Mr Ma on his election.

President Lungu said he is privileged to be the first one from outside China to call on Mr Ma since his election barely a week ago.

“You have spoken elaborately about the history and development of Shenzhen, the insight will enable me and my ministers plan in what areas we want to engage in,” Mr Lungu said.

He said Zambia and China have been great friends for over 50 years.

The President also thanked the Chinese government for sending a high-level delegation to Zambia during the golden jubilee independence anniversary celebrations in October last year.

He also reiterated that Zambia is now emphasising public-private partnerships so that the people can also participate in the economic development of the country.

UNITED Party for National Development (UPND) president Hakainde Hichilema says Zambia has lost a vibrant woman in Violet Sampa-Bredt, who stood against injustices.

In a statement issued in Lusaka yesterday, Mr Hichilema said Reverend Sampa-Bredt, who died of cancer in Germany on March 29, was a woman who contributed in the fight for democracy in Zambia.

“I remember Rev Sampa-Bredt as a Council of Churches secretary general fighting for democracy and as a young politician, I admired her character,” Mr Hichilema said.

He said it was with a deep sense of shock and grief that he learnt the passing of Rev Sampa-Bredt.

Rev Sampa-Bredt was the Chawama member of Parliament from 2006 to 2011 under the Patriotic Front.

She was the first female to serve as Council of Churches general secretary in Zambia.

Rev Sampa-Bredt died on Sunday in Germany where she was being treated for cancer.

And family spokesperson Davies Ntala said Germany is making arrangements for transportation of the body.
Mr Ntala confirmed that the family is still waiting for a response from Germany as to when the body will arrive in the country.

And Zambia’s Ambassador to Sweden Reverend Edith Mutale has described the death of Rev Sampa-Bredt as a “major loss”.

In a statement issued by Deputy Ambassador Anthony Mukwita, Rev Mutale says Rev Sampa-Bredt was “an inspiration to many female reverends and a rare Christian gem”.

She said Rev Sampa-Bredt demonstrated a strong resolve to break barriers across gender divides, both in her work as a missionary, and also as a politician at a time women of the cloth would probably stir clear of politics.

CF Mounana have insisted it will be almost impossible for Power Dynamos to overturn the four-goal deficit at home on Saturday.

Power host the Gabonese club this weekend in a 2015 CAF Confederation Cup first round, final leg match at Arthur Davies Stadium in Kitwe.

Tennant Chilumba’s side trails Mounana 4-0 from the first leg played on March 15 in Libreville and they need to score five goals without reply to dramatically eliminate Mounana.

“I think when we score four goals that one can concede two goals away,” Mounana’s Nigerian-born midfielder David Tyavkase said in Ndola at Simon Mwansa Kapwepwe Airport upon the teams’ arrival for the game.

“We are prepared for the game and confident of going to the next round.”

Mounana are unbeaten both at home and away in this year’s competition after winning all of their last three games scoring twelve goals and conceding just one.

After over five wonderful years with the group – Tim ‘Thugga’ Chisenga has decided to leave Zone Fam. Dope G, Jay Rox and Yung Verbal will continue to carry the Zone Fam name as a three member crew. Zone Fam’s album ‘Bar Code’ is still scheduled for release later this year, major collaborations and more performances locally in Zambia and outside are also scheduled.

Thugga says: “I found brothers in the members of the group and we are a family. Even though I have decided to embark a more Christian path and take up Gospel music; the guys and I will be as close as we have always been…it’s deeper than just music. I am thankful for all the support they have given to me during the few months I was going through my transformation. You will still hear more music from me as an artist but on a more Christian note.”

Zone Fam say: “Thugga has been a significant part of our group and will sorely be missed. We respect his decision to pursue other endeavors and wish him the very best. Thugga is irreplaceable hence we have chosen not to bring on board a new member at the moment. We cherish all the good times we shared including making a mark for Zambian music worldwide. Chinese Language Teacher at Kasama Girls impressed by pupils progress in learning Chinese

A Chinese teacher at Kasama girls’ secondary school has expressed happiness with the improvement shown by pupils in learning the Chinese language.

Dai Po a teacher of Chinese language said that he has about five classes made up of 60 pupils each of whom he is teaching Chinese as a foreign language.

Mr. Po revealed that he started teaching the Chinese language at Kasama girls’ secondary school about a year ago.

ZANIS reports that the Chinese language teacher was speaking in an interview in Kasama District, today.

He said that he is overwhelmed with the positive response that the pupils have shown in the recent months.

Mr. Po added that so far majority of his pupils are able to not only converse but write in Chinese language.

He further encouraged Zambian pupils to take the Chinese language seriously as it is likely to benefit them in future when the need for bursaries to study in china arises.

Government has introduced Chinese language as a subject in certain schools around the country in order to equip pupils who would prefer to study in China in the near future with communication skills.

Currently, Zambian students studying in China are required to undergo a mandatory one-year orientation programme of Chinese language before commencing their planned studies.

Solwezi Council warns people who sublet their shops to foreigners

Solwezi Municipal Council Mayor Ezekiel Mulonga has appealed to shop owners in the district to stop renting out their shops to foreigners.

Mr. Mulonga says most shop owners in the area are trading illegally and do not have valid documents to be in the Country.

The illegal traders, mostly from neighbouring countries are reported to have taken over trading space and shops in markets thereby denying the Municipality the much needed revenue for developmental projects.

ZANIS reports the Solwezi Mayor saying in an interview today that his council will not allow the current trend to continue saying sooner than later council police will pounce on offenders.

On street vending he stressed that it has never been allowed at any given time, adding that, the Council will not dwell on politics but move in.

The Mayor has since appealed for cooperation from members of the public in ensuring that Solwezi town rids itself of undesirable trading practices and cheating the Council out of its revenue collections.

He also observed that the township had become very dirty.

The District lately expressed been swarmed by aliens who enter the country, nearly on a daily basis without valid papers and engage themselves in various trading practices in the markets.

He said the streets the majority of whom are also being looked after by Zambians in the compounds.

ZESCO spends K8.9 m to resettle displaced villagers

ZESCO has spent over K8.9 million on a resettlement scheme for the displaced families in Hachipilika village in chief Sinadabwe’s area in Siavonga district.

ZESCO Spokesperson Henry Kapata said his company has so far built 13 modern housing units for the affected families who in 2013 relocated to pave way for the construction of the 750 megawatts Kafue Gorge Lower hydro power station.

In an interview with ZANIS in Lusaka today, Mr. Kapata said ZESCO has also upgraded the Hachipilika basic school, built a clinic and three staff houses under the resettlement scheme.

Mr. Kapata further said the Kafue Gorge lower resettlement scheme has greatly improved the living conditions of the people in the area who entirely depended on fishing and farming as their source livelihood.

He said the 25 displaced families had built their make shift houses close to the Kafue river where the 750 megawatts Kafue Gorge Lower hydro power station will be built.

Mr. Kapata explained 13 families chose to go back to Hachipilika village which is their place of origin located about 30 kilometres from the project site while the other 12 chose to relocate to different places within and outside Siavonga district.

Meanwhile, Government says the Lunzua hydro power project in Northern Province to be commissioned later this year will help to stabilize electricity supply in the area.

Deputy Minister in the Office of the Vice President Lazarous Chungu says government is aware of the power deficit in the province which is affecting the livelihood of the local people.

Mr. Chungu said this yesterday when he paid a courtesy call on acting Mbala District Commissioner Felix Mungaila at his office.

He expressed concern with the continued power black-outs being experienced in some parts of Northern Province including Mbala District.

The Deputy Minister however noted that the Chinese contractor has made remarkable progress in completing works on Lunzua power project in Mpulungu District.

He added that this gives hope to consumers that the Province is likely to have stable power supply soon.

Mr. Chungu further said the upgrading of the ZESCO power-line from Pensulo in Serenje to Kasama via Mpika will also boost the availability of electricity in the region.

And speaking earlier, Mr. Mungaila said Mbala District has continued to experience frequent power outages which are negatively affecting business in the area.

He informed the Deputy Minister that residents were now becoming angry with the constant power failures without any update from ZESCO on the matter.

Mr. Mungaila however expressed hope that once the Lunzua Hydro Power Station is fully operational, the supply of electricity to Mbala will improve for the better.

Efforts to get a comment from ZESCO proved futile by press time.

Edith Nawakwi to mobilise resources to build a Dip Tank for the people of Chief Muchila in Namwala

FDD president Edith Nawakwi has pledged to construct a dip tank for the people of Chief Muchila in Namwala district, Southern Province.

And Chief Muchila of the Tonga people in Southern Province has bemoaned the lack of development in his chiefdom.

Speaking when she paid a courtesy call on his royal highness, the opposition leader said it was sad that people in the area were being forced to walk more than 40 kilometres to dip their animals when government could could help construct the facility.

She says the government could just mobilise the community in the chiefdom and facilitate the building of the facility by providing expert knowledge and other necessities such as cement and iron sheets.

She wondered how animals expecting would move for 40 kilometers just to have them dipped when they are supposed to be grazing to stay health.

“I am a farmer and I understand these challenges. I am therefore, your royal Highness, leaving you with a task of organizing your subjects and finding a suitable place to build a dip tank. I going back to Lusaka to source for funding from your sons hiding in Lusaka so that we can build a dip tank.

That’s why as FDD we believe that the best way for communities to move forward and the country to eradicate poverty is by decentralisation. We believe that when people are given powers to decide for themselves what they need in their areas we will see development rolling out simultaneously.” Ms. Nawakwi said.

She adds that as a party they believe that the best way of helping communities is to facilitate for the implementation of the projects chosen and wanted by communities and not just thinking on their behalf.

And Chief Muchila has bemoaned the lack of development in his area saying its like government does not know that they exist.

The traditional leader who was grateful to the opposition leader for finding time to visit his area said the it was difficult to feel part of the country as government had neglected them.

“I’m grateful that you have come to visit us here and see for yourself how we have been neglected in this area. We are living as if we are orphans, as if we don’t have a government.

In this area we have a number of challenges which we think you as some one aspiring to lead this country should be aware of. We have to walk our animals for 40 kilometers to find the nearest dip tank and as you know this area is the worst affected by cattle diseases.” He said.

He noted that he has heard that government is building houses for traditional leaders but that it seems only a few are benefiting from that initiative while the rest will continue to live in their grass thatched hats.

Chief Muchila further said his Chiefdom depends on farming and facilities such as roads are important.

“The other thing is as you have probably seen for yourselves the road is bad our government can’t even send a grader to help have a decent road.

Other infrastructures such as schools and clinics are nothing to write home about,”explained the traditional leader.

The traditional leader further advised other politicians not politicize Ms. Nawakwi’s gesture saying people should not stop helping those in need in the name of politics.

President Edgar Lungu intends to amend the terms of reference of the Tribunal tasked to problem the allegations of abuses of authority against suspended Director of Public Prosecution Mutemba Nchito.

This came to light before former Chief Justice Annel Silungwe’s led Tribunal at Lusaka’s Mulungushi international Conference Centre.

Solicitor General Abram Mwansa submitted that once amended, the terms of reference will be submitted to the Tribunal.

Mr Mwansa later applied for an adjournment.

He also submitted that there is no room for debating preliminary issues as the tribunal is investigative in nature.

But Suspended Director of Public Prosecution Muntembo Nchito objected to the application for an adjournment , saying it was unfair.

Mr Nchito submitted that he needed to be heard on all preliminary issues as earlier indicated by the Tribunal

He submitted that the probe against him is a matter of public interest and has a bearing on all constitutional office orders.

But tribunal Chairperson former Chief Justice Silungwe ruled against Mr Nchito.

Justice Silungwe ruled that Mr Nchito cannot be heard on preliminary issues allegations that have necessitated his probe and have not been formally presented before him.

He noted that the main business of the Tribunal today was to decide whether to hold its sittings in camera or public.

Justice Silungwe has since adjourned the Tribunal sittings to next Monday to decide whether to hold the its sittings in camera or public.

11 foreign firms express interest in setting up companies in MFEZ-Mwanakatwe

Commerce, Trade and Industry Minister Margaret Mwanakatwe has said that Eleven foreign companies have expressed interest in setting up companies in the Lusaka East Multi-Facility Economic Zone.

Mrs. Mwanakatwe said that so far a pharmaceutical company and a mushroom production firm have already started operating in Zambia.

The Minister was speaking to Zambian Journalists after attending the Zambia-China, Economic, Trade and Tourism Forum in Beijing.

Mrs. Mwanakatwe said the Lusaka East Multi- Economic Zone is a huge vehicle that government will use to drive the economic engine of the country.

She said President Lungu’s visit to China has played a big role in not only attracting but also assuring Chinese investors come into Zambia.

And Government has appointed an energy consultant to explore incentives to give to investors in the energy sector.

Energy Minister Christopher Yaluma said that the consultant is looking at incentives that can be given to investors in the solar energy sector.

The Minister said that the consultant is expected to complete the work by June this year.

Mr. Yaluma said that Government is vigorously looking at ways and means of addressing the power deficit in the country.

He was speaking in Beijing on the side lines of the Zambia- China Economic, Trade and Tourism Forum.

Meanwhile, President Edgar Lungu has said that he is determined to make Zambia a center of excellence in value addition to raw materials in Africa.

Jeff Banda reports that President Lungu said that Zambia exports a lot of raw materials in raw form and he is determined to ensure that the country starts adding value to its raw materials.

The President said that Government is exploring ways in which incentives will be given to investors that add value to raw materials before they are exported.

The President was speaking on the sidelines of the Zambia- China Economic, Trade and Tourism Forum in Beijing.
