Zambia’s external debt soars to US$4.7 billion, Chikanda tells parliament in budget speech

ZAMBIA’S external debt stock has increased to US$4.7 billion as of last month, representing an increase of 34 per cent from $3.5 billion recorded last year.

Domestic debt also increased to K21.9 billion, reflecting an increase of 5.6 per cent from K19.7 billion registered last year.

Finance Minister Alexander Chikwanda told Parliament in Lusaka today when he presented the 2015 National Budget that the increase in the external debt was mainly on account of the $1 billion issued in April this year as part of programmed financing in the 2014 Budget.

Mr Chikwanda said the total external debt service for the first nine months of this year amounted to $126.2 million, which was less than three per cent of the domestic revenues, while the increase in the local debt was due to programmed financing for the 2014 Budget.

“The net present value of Zambia’s external debt at 23 per cent of GDP remains below the internationally accepted threshold of 40 per cent of GDP. Mr Speaker, I wish to assure this House that the PF Government will exercise fiscal prudence in contracting debt. Borrowing will therefore be restricted to financing only critical capital investments,” he said.

Mr Chikwanda said to avoid burdening future generations with debt, the Government would further strengthen domestic revenue mobilisation so that an increasing proportion of the Budget would be financed from domestic resources.

On domestic borrowings, the minister assured that the Government would limit this to not more than two per cent of the Gross Domestic Product (GDP) to guarantee that fiscal policy did not crowd out the private sector, adding this would support the lowering of interest rates in the domestic market.

Shepolopolo face Namibia in AWC opener

Shepolopolo on Saturday makes their debut appearance at the Africa Women Championship when they face Namibia in the 2014 edition opener.

Zambia and Namibia clash in the 17h00 kickoff opening match at Sam Nujoma Stadium in Windhoek seeking to start the tournament on a positive note.

This is probably the easiest match for Shepolopolo who have to tackle favourites Nigeria and Ivory Coast in the other Group A matches on Tuesday and Friday respectively.

The team arrived in Namibia on Wednesday night.

Head coach Charles Bwale is upbeat about Zambia’s chances in Namibia.

“I am happy that we are finally ready for the tournament,” Bwale said.

“We shall definitely compete as we are just as good as our opponents,” he added.

Finance Minister Alexander Chikwanda today comes under the spot light from stakeholders across all sectors as he unveils the 2015 national budget.

For many economic players they will be expecting the minister to give some tax relief in the 2015 budget, while for most workers focus will be on the Pay As You Earn (PAYE) threshold which they hope will be increased above the current K3,000.

There will also be anticipation for a budgetary allocation for the constitution making process, especially with growing calls for the holding of a referendum before the 2016 elections.

ActionAid Zambia said it expects a much more robust policy on taxation in the 2015 national budget to be presented to Parliament today.

ActionAid country Director Pamela Chisanga told Qfm news in an interview that increased budgetary allocation to the social sector is also key for the country to build on the gains its has made in the sector.

Ms Chisanga said there is need for Finance Minister Alexander Chikwanda to further clearly state measures government will taken to enhance revenue generation.

She added that much as government has shown serious commitment to infrastructure development across the country, there is need for clear prioritization.

Ms. Chisanga said the country risks losing the gains it has made in crucial sectors such as education and health if enough funding is not allocated.

Meanwhile the Zambia Council for Social Development (ZCSD) says it hopes the 2015 Budget will provide funding for the holding of the referendum on the new constitution.

Executive Director Lewis Mwape told Qfm news that ZCSD also looks forward to seeing an increased allocation towards the Farmer Input Support program (FISP) in the budget.

Mr. Mwape said this is in order to enable more small farmers scale farmer benefit from the programme as others graduate into medium scale farmers.

Zambian Mines may be the easiest place to find money for 2015 budget

Zambia needs money, and mines in Africa’s second-biggest copper producer may be the first place the finance minister looks when he presents his 2015 budget.

Alexander Chikwanda, who delivers his budget today in the capital, Lusaka, faces pressure to reduce the fiscal deficit from the 5.8 percent of gross domestic product Fitch Ratings Ltd. predicts for 2014. He also needs to spur growth and job creation. Failure to rein in the shortfall will make it more difficult in 2016, when an election is due, said Yvonne Mhango, a sub-Saharan African economist at Renaissance Capital.

“The mining sector will be an important part of this year’s budget, unfortunately to the detriment of the mining companies,” Mhango said by phone from Johannesburg yesterday. “Government is trying to mobilize revenue wherever they can.”

Chikwanda is considering scrapping corporate income taxes for mines and increasing royalties instead, as this would be simpler to administer, a person with knowledge of the matter said last week. At the same time, the Zambia Revenue Authority has withheld more than $600 million in value-added tax refunds from mining companies as part of a dispute.

Mineral royalties will rise to 8 percent for underground mines and 20 percent for open-pit operations, the Lusaka-based Post newspaper reported today, citing people it didn’t identify. Chikwanda doubled the rate to 6 percent in 2011.

Tax Avoiders

Mineral producers have repeatedly been accused of tax avoidance in the country, allegations they deny. First Quantum Minerals Ltd. and Barrick Gold Corp. have open-pit mines in Zambia, while Vedanta Resources Plc (VED) and Glencore Plc have underground operations. The country lost its place last year as Africa’s biggest copper producer to the Democratic Republic of Congo.

It will be important for the finance minister to address the issue of the VAT refunds, which has hurt business confidence in Zambia, Mhango said.

“If there’s uncertainty in the operating environment for investors, you’re going to see the currency come under pressure,” she said. “The performance of the kwacha has markedly reflected sentiment more so than almost any other currency in the region.”

Zambia’s kwacha is Africa’s worst performer this year after the Ghanaian cedi among 24 African currencies tracked by Bloomberg, slumping 12 percent against the dollar. It fell less than 1 percent to 6.32 per dollar by 11:22 a.m. in Lusaka, weakening for an 11th day.

Top Priority

Clarification on the VAT dispute is the top priority for the Zambia Chamber of Mines, Jackson Sikamo, president of the lobby group, said by phone from Kitwe in Copperbelt province. He declined to comment on whether royalties may rise.

The timing of a potential increase in mineral royalties would be “unfortunate,” as “we’re in a softening commodities environment right now,” Mhango said.

Chikwanda will maintain a wage freeze for government workers next year, the Post reported yesterday, citing people it didn’t identify. He’ll probably announce 46 billion kwacha ($7.3 billion) in spending, the Post said. That’s a 7.7 percent increase on the 42.7 billion kwacha announced for 2014.

To raise revenue, government will sell 27 percent of the shares it holds in ZCCM Investments, through which it owns minority stakes in mines, the Post reported. ZCCM Investments, 87 percent-owed by the government, has a market value of about $763 million on the Lusaka Stock Exchange. The company is considering listing in London, its chief executive office said this week.

“We believe the government will look to further consolidate its fiscal position,” Standard & Poor’s analysts including Benjamin Young said in an Oct. 3 report. “Measures to increase revenues are uncertain, and expenditure pressure from important infrastructure projects and the need for job creation remains significant.”

Chief Liteta concerned with traders selling along the road at night

Chief Liteta of the Lenje speaking people of Chibombo district has expressed concern over the safety of traders who sell fruits and other merchandise at night on the sides of the Great North Road.

Chief Liteta has observed that many of the traders have left their homes and are now spending nights in the makeshift structures near the road so that they are able to sell their merchandise to the travellers throughout the night.

The chief told ZANIS that the trend has continued to put the lives of these traders at risk of being attacked at night by thieves who may think they have money on them from the sales of their merchandise.

The traditional leader has also observed that the structures the traders put up on the roadside are grass-thatched and, therefore, can easily catch fire.

He has since appealed to the traders to be security conscious and to stop spending nights in the makeshift structures on the roadsides.

Chief Liteta said in as much as people would like to generate more income by continuing to sell their merchandise to the travellers even throughout the night, their safety is equally important.

The chief further advised his subjects to ensure that they close their businesses early enough before it is dark so that they are able to reach their homes when it is still safe.

And in a separate interview, Patriotic Front Chibombo District Youth Chairperson Robby Malindima said traders on the roadsides further risk being hit by vehicles which may career off the road.

Mr Malindima, who is also Chibombo Central Ward Councillor, has since appealed to the traders to heed to the calls from the district council and other stakeholders that they should be selling their merchandise from designated places.

He said once all traders relocate to designated trading places, travellers will also be left without any other option but to drive to the markets to buy the products.

On Tuesday, a female trader was found dead in the bush near her roadside makeshift structure near Kasukwe market.

The trader had been spending nights in the structure erected behind her stands near the road.

Mafinga poacher shoots himself

A 59-year-old man of Mafinga district in Muchinga province has accidentally shot himself whilst poaching.

Muchinga Province Deputy Police Commissioner, Bonny Kapeso, confirmed the incident to the in Chinsali today.

Mr Kapeso has identified the victim as Mutual Soliam of Wenela village in Chief Muyombe`s area in Mafinga district.

Mr Kapeso said that the incident happened last night around 20:00hrs at Wenela village.

He said Soliam shot himself on the left side of his back using a homemade gun, adding that the victim has sustained an open gunshot wound.

Mr Kapeso said Soliam is in a critical condition and has since been referred to Isoka District Community Hospital.

Constitution making process is not about individual politicians but the people

A constitution is many things. One of these is a vision of the country and a statement of its values. This cannot be reduced to mere ping-pong between politicians or indeed other players. We cannot minimize this process to a Wynter Kabimba versus Edgar Lungu affair as some sections of society and media houses would want us to. How Mr. Wynter Kabimba handled the constitution-making process compared to how his successor Mr. Edgar Lungu is handling the process is inconsequential to Zambians on its own regard. However, both men have had an opportunity to do justice to the constitution-making process, Zambians have not forgotten and posterity will judge them accordingly. It is not debatable that the process had stalled and became highly politicized. It’s also a fact that in the recent weeks, Zambians have observed glimmers of hope as the process gets more and more demystified and it’s only prudent that well meaning Zambians, including media houses, ensure this process does not slip-back into comatose. Simple logic dictates that this process is far beyond the two men and all Zambians want is for the PF Government to do what is right and if this happens while Hon. Lungu is Minister of Justice, the important thing is the product.

Zambians pine for a new political order, based on a constitution which is supreme and represents the highest ideals of the nation; where state authority is subject to limits which arise from the rights of the people and the principles of good government, in which there is separation of powers of the state, horizontally and frequently vertically as well, and checks and balances, where the judiciary is competent, honest and independent, where people elect and remove governments, and hold them responsible and accountable, with the help of independent institutions. A key element is the rule of law, which requires that State authorities and all individuals are bound by the law; policies must be based on law; and administrative discretion must be exercised in accordance with the law. The law itself must be a reflection of the popular will, arrived at through a prescribed procedure.

Lastly, such an important process cannot be reduced to a debate of who was right or wrong on the constitution. Mr. Kabimba had his time and Zambians know what happened to the process as the country squandered an opportunity to give itself a good constitution. Zambians are also interested to see what happens to the process on Mr. Lungu’s watch. To do this, the importance of redressing the balance between politicians and people remains. Zambians must therefore be wary of voices and agendas aimed at sabotaging the constitution process by of the political elite and those with vested interests. Zambians must therefore rally behind PF’S renewed hopes on the Constitution.

Former ZAF Chief Sakala sentenced for 5 years imprisonment

Former Zambia Air Force Commander Lieutenant General Andrew Sakala has been sentenced to 5 years imprisonment with hard labour by a Lusaka Magistrate Court for theft by public servant involving K1.5 million.

Deputy Director of Local Courts sitting as Magistrate Wilfred Muma on Monday, October 6 found General Sakala guilty of theft by public servant involving funds meant for operations prior to and after the 2011 general elections. Magistrate Muma however acquitted General Tembo’s co-accused for Army Commander Lieutenant General Wisdom Lopa and former Zambia National Service Commandant Lieutenant General Anthony Yeta.

In sentencing General Sakala this morning, Magistrate Muma hoped the sentence will serve as a deterrent to would be perpetrators of a similar crime.

He noted that while General Sakala deserved leniency from the court, the crime he committed required a maximum custodial sentence.

In his mitigation General Sakala asked the court for leniency considering his rendered service to the country and the role he played in ensuring the smooth transfer of power following the 2011 tripartite election.

Particulars of the Offence were that between 16th and 21st September,2011, General Sakala received K1,500,000 through the ZAF Aircraft Hire Account , money meant for operations during the September 2011 General Elections which he is alleged to have distributed to his colleagues.

And Magistrate Muma dismissed a bail application by defence counsel pending appeal to the High court saying it was lodged prematurely.

He explained that a bail application can only be made after sentencing of the convict.

General Sakala who looked sad but composed was later taken to prison by security officers.

Zambia hunt for first win in Niger

Zambia play Niger in the two sides first-ever meeting at international level when they clash in a 2015 Africa Cup Group F qualifier on Saturday.

The match is the first leg doubleheader between the two sides who meet in four days time again in at 18h00 kickoff on Wednesday at Levy Mwanawasa Stadium in Ndola.

Zambia head to Niamey on a low note after losing 2-1 away to Cape Verde on September 10 in their previous Group F qualifier in Praia.

The result left Zambia third on one point from two games played and are five points behind leaders Cape Verde.

Niger are bottom of Group F tied on one point with Zambia.

Coach Honour Janza, though, is certain Zambia will bounce back in Niger despite heading to the Sahel on the back of an away defeat exactly a month ago.

“The target is to get three points. We are looking at winning this game that is what is on our mind and the boys know that,” Janza said.

Janza has carried a healthy side with the only absentee being defender Stopilla Sunzu who withdrew from the trip following the death of his sister on wednesday.

The major highlight will see for the first time since 2006 that Zambia will have more home-based players than overseas call-ups in the team with 12 and 11 players respectively in the 24-member travelling party.

Nkana striker Ronald kampamba and Zanaco midfielder Roderick Kabwe who were dropped for the last two Group F qualifiers are in the team and in line for their Africa Cup qualifiers debut.

Meanwhile, an away win could potentially lift Zambia into second place on four points should Cape Verde beat second placed Mozambique on the same day away in Maputo.

Mozambique, who held Zambia to a scoreless draw on September 6 in Ndola, have two points from as many games played.

The top sides from each of the seven qualifying groups plus one best third placed side at the end of the last games on November 19 will join hosts Morocco in next years finals from January 17 to February 8.

Chipolopolo land in Niger

Chipolopolo has arrived safely in Niger ahead of Saturday’s crucial 2015 Africa Cup of Nations qualifier in Niamey.

Zambia landed at about midnight at Niamey International Airport.

Honour Janza’s team is camped at Tenere Hotel in central Niamey.

Chipolopolo is expected to have the first training session this afternoon at the match venue at Stade Général Seyni Kountché in Niamey.

Parliament unanimously passes bill to allow Government reposes land wrongly allocated to investors

MEMBERS of Parliament (MPs) from both the ruling and opposition on Wednesday night unanimously supported and passed a private members bill giving powers to government to repossess huge chunks of land dubiously allocated to investors at the expense of Zambians.

Rufunsa MP Kennedy Chipungu (MMD), who moved the motion, said government should start repossessing land that has dubiously been allocated to investors so that Zambians can also benefit from their God given natural resource.

Mr Chipungu said government should be cautious enough on land matters and that it should not allow foreigners to possess more land than Zambians.

“Government should ensure that Zambians start benefiting from their God-given natural resource.

“We are very concerned that our own people are not benefitting from this land and it is only the so-called investors who are benefiting from this land. This should come to an end,” he said.

And in winding up debate, Minister of Lands, Natural Resources and Environmental Protection Mwansa Kapeya warned that government will deal ruthlessly with anyone breaking the law in land allocation.

He said government will deal sternly with lawbreakers regardless of whether they are traditional leaders or a local authority as land is held by the President in trust on behalf of the people of Zambia

Mr Kapeya said it is sad that only a few foreigners own land throughout the country as similar names are found everywhere.

He said Government will start repossessing land acquired illegally and that no compensation will be given.

“Mr Speaker, the Land Act CAP 184 of the Laws of Zambia does not authorise traditional leaders to sell land.

“Traditional leaders are only custodians who look after land on behalf of the President who holds it on behalf of the Zambians,” the minister said.

“Traditional leaders are only allowed to allocate up to 250 hectares free to indigenous Zambians. Therefore, should there be any traditional leader who has sold land either to an indigenous Zambian or investor, they have done that illegally,” Mr Kapeya said.

He said Government has commenced the land audit exercise to collect statistics on land use patterns across the country.

Mr Kapeya said through the land audit, Government will clean up the confusion by getting accurate records of who is on the ground and how they got that land.

He, however, said people who obtained land legally will be protected under the laws of Zambia, adding that Government can only acquire their land through the Land Acquisition Act CAP 189 of the Laws of Zambia.

He said in this case, Government will be required to compensate the owner of the land based on the market value of the land in question.

A POLICE officer has testified that potential witnesses in the assault case involving Kasama Central member of Parliament (MP) Geoffrey Mwamba were not willing to be interviewed for fear of losing their jobs.

Assistant superintendent Flywell Mbale, 53, based at Matero Police Station, told Lusaka magistrate Prince Mwiinga yesterday that people he inquired from about Mwamba’s alleged assault of his employee, Collins Mudai, were not cooperative for fear of victimisation.

Mr Mbale was testifying in a case in which Mwamba, who is also former Minister of Defence, is charged with assault occasioning actual bodily harm contrary to the laws of Zambia.

Mwamba is alleged to have assaulted Mr Mudai, a logistics officer at his Arizona Marketing and Distribution Company, on May 14 this year.

“I conducted a very good investigation although the environment at Arizona was hostile for me when I went to question potential witnesses.

“By hostile I mean people I found were not willing to cooperate and come forward to help with investigations for fear of victimisation and losing their jobs,” he said.

Mr Mbale said during cross-examination by Mwamba’s defence lawyers that he interviewed Mr Mudai and two other witnesses but the two independent witnesses were not willing to give him their details.

He said according to Mr Mudai’s statement recorded at Matero Police Station on May 16 this year, Mwamba pushed him after a dispute on shortage of fuel for three trucks.

Mr Mbale said he thoroughly investigated the matter for him to arrest and charge Mwamba with assault occasioning actual bodily harm although Mr Mudai did not have physical injury on him.
During re-examination by State prosecutors, he said Mwamba punched and pushed Mudai.

Mwamba is being represented by lawyers Sakwiba Sikota, Martha Mushipe, Makebi Zulu and Mutakela Lisimba.

Juvenile found tied to a tree and abandoned in Mazabuka

A JUVENILE was on Wednesday morning found abandoned in the bush in Mazabuka District while tied to a tree with some pieces of clothes by suspected relatives.

The boy, who was suspected to be mentally-ill with his names yet to be known, was aged between 13 and 14 years.

Southern Province Deputy Police Chief, Milner Muyambango who confirmed the incident, said the boy was discovered in the bush in Magoye area.

Mr Muyambango said in an interview yesterday that the boy was found tied with some pieces of clothes to a tree by a passer-by between 10:00 hours and 11:00 hours on Wednesday.

He said that the passer-by, then took the boy to the Social Welfare department in Mazabuka where he was being kept.

“He was tied with some pieces of clothes and he was only discovered by a passer-by who later took him to the social welfare department in Mazabuka,” he said.

Mr Muyambango said that police suspect that the boy could have allegedly been left in the bush by suspected relatives.

He said police have instituted investigations and he appeared to members of the public to help trace the relatives of the boy.

Pupils riot after discovering that the paper leaked to them was a fake

SCORES of grade 12 pupils at Helen Kaunda, Kitwe Boys and Mukuba Secondary schools in Kitwe on Tuesday ran amok throwing stones and burning vehicle tyres after discovering that they had fake leaked examination papers.

The protests ignited soon after the pupils wrote their Biology Paper One examination, which turned out to be different from the supposed question papers they had obtained prior to the examination.

The pupils, immediately after writing Biology, mobilised outside their respective school premises and started throwing stones and other missiles, first on school infrastructure and later at nearby communities.

Kitwe police chief Lizzy Machina confirmed the riots that characterised the three schools around 12:00 hours on Tuesday. Ms Machina said the pupils got furious when they discovered that the supposed leaked examination paper was in fact fake.

She said frustrated by that, the pupils took to the streets and started throwing stones as a way of expressing their anger. “Police quickly moved in and dispersed the protesting pupils but no arrests were made,” she said.

Ms Machina said similarly, pupils at Ndeke Secondary School yesterday engaged in the same conduct when they found out that the Mathematics Paper One examination which they had obtained before, was not the actual one they sat for in the examination.

She said pupils immediately after the examination set out to demolish the school perimeter wall-fence but alert police officers prevented them from doing so.

Ms Machina said police rushed to the area and fired teargas canisters to disperse the rampaging pupils.

“We were lenient with the pupils because we don’t want to disturb them from writing their examinations,” Ms Machina said.

She said the police had since instituted investigations to bring the culprits to book.

Kitwe District Commissioner Elias Kamanga expressed disappointment with the pupils over their conduct.
