Muhabi Lungu calls for unity in MMD

The opposition Movement for Multiparty Democracy (MMD) has called on its members to embrace one another and stop name calling.

MMD National Secretary Muhabi Lungu said every member of the party was important and no-one was an opportunist.

Mr. Lungu said unity was key in any party and has since advised the members to use the normal established channels of communication in the party.

He was speaking in an interview with ZANIS in Lusaka today.

He said there was still room for the party to become strong again inspite of the infighting that rocked his party in the recent months.

A faction has arisen in the former ruling party with some MMD members opposed to party president Nevers Mumba’s leadership calling for an extra ordinary convention.

Mr. Lungu pledged to rebuild the party and ensure that the members who defected to join the ruling PF and other political parties re-join the MMD.

Mr. Lungu took over the position of party national secretary from MMD Senga Member of Parliament (MP), Kapembwa Simbao.

Beston: Blades were better than Nkana

Beston Chambeshi says Nkana were very lucky to beat Konkola Blades on Wednesday.

Blades lost 2-1 to Nkana in a match they dominated but their hosts beat them in the finishing department with two goals while in midfield Misheck Chaila stamped his authority throughout the 90 minutes.

“The boys played good soccer I am happy with the way they are playing it wasn’t an easy game even for Nkana. We gave them a good run,” Chambeshi said.

“I think we gave them a cheap goal in the first half otherwise we put up a good fight.”

Blades defeat came courtesy for two goalkeeping errors by William Chibale.

Ronald Kampamba sent a cheeky chip over an advancing Chibale in the 33rd minute to open scores and hand Nkana a 1-0 halftime lead.

Claude Bwalya then finished off a rebound shot after Chibale parried Evans Kangwa’s shot into the Nkana midfielders path in the 51st minute.

Meanwhile, Blades secured their consolation goal in the 57th minute through striker Elson Mkandawire who beat Nkana goalkeeper Rabson Mchelenganga from close range.

Cape Verde pip Zambia on FIFA Rankings

Cape Verde have been ranked higher on the latest FIFA rankings than their top seeded 2015 Africa Cup Group F qualifier opponents Zambia.

The Atlantic Ocean archipelago nation, who made their Africa Cup debut in 2013 where they reached the quarterfinals, are at 42nd in the World while Zambia are at 79.

Furthermore while Cape Verde have not moved at 42nd and fourth in Africa, Zambia has tumbled five places down the FIFA rankings from 74 to 79.

Zambia’s fall also sees them drop from 16th in Africa to 17th.

Chipolopolo will visit Cape Verde for the two sides first meeting on September 10 on match-day-two on the road to Morocco.

Meanwhile, the other Group F opponent Niger are at 102 in the World and 28th in Africa.

TIZ Calls on President Sata to immediately Suspend Provincial Minister Hon Nathaniel Mubukwanu

TRANSPARENCY International Zambia has called for the suspension of North Western Province minister Nathaniel Mubukwanu for procurement irregularities involving Constituency Development Fund (CDF) as cited in the 2012 Auditor Generals report.

TIZ executive director Goodwell Lungu called on President Michael Sata to immediately suspend Mr Mubukwanu, who is also Mongu central Member Parliament (MP) for procurement irregularities cited in the Audit Report.

The Public Account Committee yesterday heard that Mr Mubukwanu irregularly influenced the awarding of K452, 000 CDF contracts to unqualified contractors.

Mr Lungu said in a statement in a statement released to the media today that TIZ was dismayed to learn that Mr Mubukwanu irregularly directed the Mongu municipal council to award contracts in the allocation of 2 projects.

He called the on the Anti-Corruption Commission (ACC) to urgently institute investigations into this report.

“We want to remind the ACC to be proactive and utilize the already existing MOU (Memorandum of Understanding) which allows them early access to such information that they signed with the Office of the Auditor general in June 2012,” Mr Lungu said.

Mr Lungu said TIZ expects that by now ACC should had concluded such an investigation as this matter took place in 2012.

TIZ recommends that law enforcement agencies should swiftly deal with all culprits cited in the Auditor General’s report.

“It is not enough to continue paying lip service when huge public funds are being lost.
We therefore call upon President Sata as the appointing authority to immediately suspend the Deputy Minister in order to pave way for investigations,” he said.

ZAMTEL wants to set up mobile money unit

The Bank of Zambia has revealed that it is currently reviewing an application from state owned telecoms firm ZAMTEL to set up a mobile money unit to be called ZAMTEL Money.

Bank of Zambia Assistant Director for Payment Systems Lazarous Kamanga told Journalists that the central bank will make the decision on the ZAMTEL application before the end of the year.

Mr Kamanga said the Bank of Zambia has allowed ZAMTEL to test the mobile money unit internally using its members of staff.

“Yes I can confirm that we are reviewing the ZAMTEL Money application and we should be able to make a decision before the end of the year. They came to us and we told them a few areas we wanted them to work on before licence could be issued,” Mr Kamanga said.

If granted, ZAMTEL will become the third mobile phone company to enter the mobile money platform after Airtel and MTN.

Mr Kamanga also revealed that Zambia currently has 3,400 registered mobile money users.

Just last month, speaking to Zamtel Communications Manager, we posted an article in which we revealed that Zamtel was set to launch its mobile money service by the end of this year. 

That launch is set to happen as we now read in The Post Online that the Bank of Zambia has said it’s currently reviewing a mobile money service application submitted by Zamtel.

Zamtel, a government owned fixed and mobile operator, is the only mobile telecoms company in the country that doesn’t offer mobile money services yet.  Zamtel, says the article, has so far been allowed to pilot the service with its employees.

Mobile money transfer services have been identified globally as key in reducing financial exclusion by enabling individuals that have generally been considered nonviable by traditional banks to access financial services like money transfer, savings and loans.

In Zambia, MTN and Airtel offer mobile money transfer services. In addition, Zanaco, the largest bank in the country, also offers a hybrid of mobile banking and mobile money called Xapit.

Agriculture and Livestock Minister Wilbur Simuusa has challenged people doubting the authenticity of the 2013/2014 crop forecast survey results to conduct their own survey.
Mr Simuusa stated that the crop forecast uses a scientific method for obtaining data which could not be called into question.

He said it does not help the agriculture sector if stakeholders are questioning progressive developments such as the bumper harvest.

“We have produced a forecast, my message to the doubting Thomases is go and conduct your own survey and come back we compare your survey results,” Mr Simuusa said.

He said in an interview that his Ministry will welcome any other independent survey on the amount of food crops produced during the 2013/2014 agricultural season.

Mr Simuusa admitted that some areas in the country recorded low yields due to erratic rainfall.

“As much as it is true we had poor rains, the general situation is that the country recorded above normal rainfall and that should be enough to spur farmers to produce more food,” he said.

Mr Simuusa said stakeholders in the agricultural sector should be happy that Zambia has recorded a record bumper harvest.

“We should be congratulated our hard working farmers and not ridiculing the production estimates as this might discourage them from working even harder,” he said.

On Monday, Mr Simuusa revealed that Zambia has posted a projected Maize bumper harvest in the 2013/2014 farming season of above 3.3 million metric tonnes.

Crime Tainted and Convicted MPs Should Resign—Mufumbwe Deserves Better Representation

Kabimba’s interest in Kasama Central at the expense of Mufumbwe

Recently the PF secretary general was in Kasama where he is purported to have been spreading word that the people of Kasama Central should prepare for a by-election. It is not clear whether he implied a parliamentary by-election, ward or indeed a presidential by-election. What is surprising is that within his party, Mr. Kabimba, who is also the Minister of Justice, is deliberately ignoring the people of Mufumbwe whose MP, Steven Masumba is a convicted felon by a competent judge and court and ought to be serving a one year sentence in prison with hard labour for criminal offences.

Surely, Mr. Kabimba would do well to bring sanity to the PF by ensuring that proper representation is given to his constituency, and that parliament is made up of sober minded, crime free MPs. His focus on Kasama Central whose people seem to be well represented is strange, when the people of Mufumbwe, his party’s seat, are without voice in parliament.

Usually, an ordinary citizen does not have the right to cast his vote if he is in prison or in police custody on some charges. And a government employee, and even private sector employee found guilty of an offence of the magnitude of Steven Masumba’s forgery case would lose his job. But for an MP, one that belongs to the group that produces hundreds of new laws each year designed to keep the rest of us in check, to hold his constituency under siege on the basis of an appeal is not only unfair to the people of Mufumbwe but also a rotten ideal of governance that the PF is tolerating. This clearly shows the need for a new and better constitution which would not be held hostage by criminals, especially convicted criminal MPs who ought to be behind bars, but instead are living the highlife around the corridors of power, to the delight of our leaders?

Masumba’s refusal to step down

We respect, albeit regrettably so, Mr. Masumba’s refusal to step down as MP even after he has been convicted of criminal offences by a legitimate and competent court headed by a competent judge, even when all evidence as presented points to him deservedly so serving one year in prison with hard labour, and thus relieve the people of Mufumbwe of ill representation, and make way for PF’s proper governance of the nation. We surely do believe and support his right to appeal, but that he cannot potently function as an MP leaves the people of Mufumbwe without a leader. As far as we are concerned, the MP for Mufumbwe is a prisoner on appeal.

While we all play the blame game, it is sad that Convict Masumba continues to blame others instead of taking responsibility himself for his own actions of forgery. It is surely morally wrong for someone convicted of such a felony to hold onto and hope to return to Parliament. We would all be pleased if he is gone, and that will bring sanity to the making of laws in our country, and also give the PF an opportunity to have a more mature member of parliament in place of the convicted felon and dance fever enthusiast.

A sober constitution ought to allow voters adequate and competent representation. Currently, the case of Mufumbwe attest to the inadequacies of our constitution, which is unfair to our people. We, the people, ought to have the right to better and just representation in parliament, and ought to have the right to call for the resignation of any member of parliament that is convicted in a criminal court. Surely, in their own volition convicted MPs must resign their seat even in the case of an appeal during which they cannot effectively function in their roles. Members convicted should have all honours and titles removed. There is nothing honorary about being a convict and holding onto to the corridors of power. This should be written into law. This requires a new constitution!

But then, if it is true from the word going round in the media that in addition to forging documents, while serving as North-Western Provincial Minister, Mr. Masumba abused his authority by dipping his hands into government money by withdrawing K100million (unrebased) and threw a party for himself and his supporters after winning the by-election, this is heavily unfortunate to our governance system. There is need for serious accountability. There is need for the ACC to investigate this matter and make the nation aware of such governance irregularities and abuse of power. If we cannot account morally, atleast we should demand financial accountability.

How does the PF, His Excellency tolerate such plunder in his government? Most of our people would live on less than K10, 000 a year, but to allow a convict, a felon, access to K100million for a one evening party in country that relies on borrowed funds is a shame. It is a disgrace. It stinks. It is pungently hypocritical! We need the K100million to be accounted for! That money is for the people of Mufumbwe, and they deserve better!

Let me conclude that allowing a convicted member to continue would be derogatory not merely to the dignity of the House of Parliament but also derogatory to the good sense and wisdom of the people who elected them as members of Parliament. Furthermore, it would reflect badly on the party on which such convicts stood.

Opposition Movement for Multiparty Democracy (MMD) President Nevers Mumba has dismissed as lies the projected bumper maize harvest for the 2013/2014 farming season.

Government has projected a bumper harvest for the 2013/2014 farming season with maize production expected to be over 3, 350, 671 metric tonnes.

But Dr. Mumba told Qfm News in an interview that the scientific projection government has made is a complete fabrication which people in the country should not believe.

Dr. Mumba said he is convinced that such fabrications are based on the same platform of alleged lies the ruling Patriotic Front used to get into power in the 2011 general elections.

He said this is because it is already clear that Agriculture policies that can possibly support the projected bumper harvest have been misplaced.

The MMD leader stated that it is also in the same vein that the other projections the government is making on the country’s economy are nothing but alleged lies as no Zambian in his right mind can believe such projections when the cost of living in the country has drastically gone up.

Dr Mumba said it is also clear that investments in country have slowed down.

He said this is the reason why Finance Minister Alexander Chikwanda and Bank of Zambia (BOZ) Governor Michael Gondwe should step down on moral grounds owing to the poor performance of the economy.

OUR COUNTRY’S ESTIMATED CROP PRODUCTION IS ENCOURAGING

Today I wish to share with you our country’s estimated crop production for the 2013/2014 agricultural season as well as the country’s national food balance for the marketing season covering the period from 1st May 2014 to 30th April 2015.

I am happy to inform you Dear friends that our country is forecast to produce the highest quantity of maize ever recorded in the country’s history.
According to this year’s forecast, maize production is expected to exceed last year’s production by 32.29%, to reach a record high of 3,350,671 metric tonnes. In addition, the country has maize carry over stock amounting to 597, 192 metric tonnes bringing the estimate for total available maize for the 2014/2015 marketing season to 3,947,863 metric tonnes.

I am also happy to report that the production of rice, millet, groundnuts and tobacco has increased compared to last season. This year’s good maize harvest provides the country with a good opportunity to adequately feed the nation and the potential to export the surplus crop as well as promote value addition of maize and other crops. You will be happy to note that of the estimated maize 2013/2014 production, 93% is attributed to small and medium scale farmers whilst the rest is attributed to large scale farmers. I want to commend our farmers for this tremendous achievement.

Our Government, through the Food Reserve Agency (FRA) will continue to play an important role in marketing of maize this season. I also want to encourage the private sector to continue to fully participate in crop marketing both locally and internationally.

Our Government’s focus for 2014 is to continue investing in the crop diversification programme so that we trigger the desired 6% annual growth in the sub-sector inline with the PF Manifesto. MCS – 07/05/2014

The Zambia Civil Society Scaling up Nutrition Alliance has welcomed Zambia’s projected record Maize bumper harvest for the 2013/2014 agricultural season.

Alliance National Coordinator William Chilufya says the development is welcome especially that a Maize bumper harvest was not anticipated considering that there were reports in many parts of Zambia not having accessed farming inputs in good time.

“We wish to congratulate Government on recording yet another maize bumper harvest. As an Alliance congratulate farmers and the Government for the announced record high production of maize. This was indeed not anticipated considering that there were reports in many parts of the country not having accessed farming inputs in good time. As people are still contesting whether this is true or not-one of the best ways is to see to what extent the current high price of mealie meal is reduced in the near future,” Mr Chilufya stated.
 
He added, “We understand and support Government’s interventions in ensuring we have surplus food and that no one goes hungry. We also believe this surplus food must be nutritious enough to guarantee the health of the people.”
 
Mr Chilufya however noted with sadness a common perception that sufficient or surplus maize production is synonymous with ‘good nutrition’.

“Production of diverse crops and animal foods is given low priority must also be given the same high priority. This attitude, if unchecked, will also marginalise the high impact nutrition interventions promoted through the National Scaling Up Nutrition launched by Vice president Guy Scott which emphasizes diet diversity,” he said.
 
Mr Chilufya stated that the major form of malnutrition Zambia is facing is protein-energy malnutrition.

“This type of malnutrition occurs when the human body does not consume enough protein and calories. Most childhood deaths are caused from this type of malnutrition. It is therefore important to promote diet diversification through the consumption of a variety of protein rich foods in order to adequately tackle malnutrition,” he said.

Mr Chilufya said the Zambia Civil Society Scaling up Nutrition Alliance recommend that Government strengthen support of small livestock farming, such us Goats, pigs, sheep and the like so that the majority of people can benefit from much needed animal protein.
 
“Furthermore, we note that while the country may record a bumper harvest, there are places in this country that do not have this same maize and they in desperate need. This may have been due to poor rainfall or late distribution of input.”
 
He said it will be sad to hear of cases of people going hungry without mealie meal in some parts of the country while the nation celebrates bumper harvest.
“We have to ensure at all costs that people have access to this bumper harvest especially in areas that may have experienced poor production. Our understanding as highlighted by the Minister of Agriculture is that enough maize has been produced in the country to feed all the people and some of it to be exported.  We hope that with this alarming truth, many people will not suffer from chronic hunger today,” Mr Chilufya stated.

He urged government, through Social Protection programs to ensure vulnerable populations benefit from bumper harvests.

Mr Chilufya said there is a huge disparity in Zambia between people with adequate food and those starving or malnourished.

“We need to strive to close this gap and allow everyone to have access to high-quality food in the proper amounts. The root causes of poor distribution include the lack of infrastructure such as markets and transportation routes, waste, inefficiency in markets, and poverty. We need to work on these factors to create a world in which all have access to food at affordable prices,” he observed.

Mbala prison recommended for closure due to overcrowding and poor sanitation

Mbala Municipal Council health inspectors have recommended for the immediate closure of Mbala State Prison.

Mbala Municipal Council Public Relations Officer, David Simfukwe, revealed the development in a press statement released to ZANIS yesterday.

Mr Simfukwe revealed that the State Prison has been recommended for closure due to the violation of Public Health Act and Sanitation laws.

He said the prison is over-crowded and has inadequate cell space for inmates as a cell, which is supposed to accommodate two inmates, is currently accommodating nine inmates.
The Public Relations Officer mentioned that the institution lacks latrines in cell rooms hence inmates are using buckets during night time.

He noted that the institution is also experiencing smell nuisance which is caused by untreated human excreta discharged in an open pit within the prison premises.

Mr Simfukwe said the prison is experiencing erratic water supply which is worsening the situation as the three pour flush toilets are in a deplorable state.

He revealed that the newly contracted cell and ablution blocks are constructed using substandard material rendering the institution unfit for prison use.

The Public Relations Officer recommended that the prison constructs water born sanitary facilities to improve sanitation at the prison.

Mr Simfukwe said the prison should be decongested as the current situation is a health hazard.

Kelvin Bwalya’s suspension by LAZ upheld by Lusaka High Court

THE Lusaka High Court has upheld the Law Association of Zambia (LAZ)’s decision to suspend Lusaka lawyer Kelvin Bwalya’s practicing certificate.

High Court Judge Florence Lengalenga dismissed Mr Bwalya’s application for judicial review seeking the Court’s indulgence to quash LAZ’s legal practitioner’s committee decision to suspend him for misusing his client’s money.

Ms Justice Lengalenga in her judgment said LAZ was on firm grounds when it suspended the applicant’s practicing certificate because he was given an opportunity to be heard by LAZ disciplinary committee where he admitted the allegations against him.

Ms Justice Lengalenga said she was of the considered view that Mr Bwalya’s application for judicial review was prematurely brought to her court as he did not exhaust all administrative channels available to him as a legal practitioner.

” From the foregoing, I find that there was no procedural impropriety in the manner in which the LAZ committee dealt with this matter, this court finds that the committee complied with the rules of justice as the applicant was accorded time to be heard and admitted on his own,” she said.

Ms Justice Lengalenga said the applicant should have appealed against the decision of the legal practitioner’s committee before going to court.

Mr Bwalya had dragged LAZ to court and accused the legal mother body of having misdirected itself when it recommended that his practicing certificate be suspended because he did not fail to pay Gertrude Kaseko her K 38,000.

He also submitted that LAZ also misdirected itself when it ruled that the applicant failed to render books of accounts to the committee’s satisfaction contrary to evidence on record.

The same court had since granted the applicant leave to appeal against the high court’s decision that upheld the LAZ’s decision to suspend his practicing certificate.

“Upon hearing the advocates for the applicant, it is hereby order that leave to appeal to the Supreme Court against the judgment is hereby granted,” she said.

Mongu Central in misuse of Constituency Development Funds

THE Public Accounts Committee (PAC) yesterday heard how Mongu Central member of parliament, Nathaniel Mubukwanu, irregularly influenced the awarding of a K452,000 Constituency Development Fund (CDF) to an unqualified contractor that failed to carry out the works.

Mongu Municipal Council in 2013 awarded four contracts to three contractors for the construction of staff houses at four schools, namely Lulambo, Mutalaite, Kama and Ndau basic schools.

PAC learnt that the contracts were irregularly awarded in that the contractors did not meet the requirements at the preliminary evaluation stage and therefore did not qualify.

Ministry of Local Government and Housing Director, Thomson Banda, sitting in for the permanent secretary told the PAC that the contracts were awarded to the contractors based on a directive from the area MP.

The PAC heard that the MP allegedly influenced the allocation of the two projects and left the other one to the tender committee to pick the contractor.

“As of January 2014, amounts totaling K452, 184 had been spent and a physical inspection carried out revealed that the construction works had not been completed,” Mr Banda said.

The PAC also heard that one contract was awarded to a company only known as Tibowange, on July 5, 2013 but the company was only registered on July 25, 2013.

Records at the Patents and Companies Registration Agency (PACRA) also revealed that Tibowange belonged to a councilor in Mongu district.

Mr Banda said the ministry had since severely cautioned the council to desist from delegating its responsibilities of awarding contracts to best bidders.

However, PAC chairperson Vincent Mwale, who is also Chipangali MMD MP, said MPs had no powers to make decisions in the awarding of contracts.

He said it was sad that a councilor was also involved in the irregular awarding of the contract.

“It appears, as others have said before, CDF is now a conduit for taking out money because there is no way a councilor owns a company which was given a contract, 20 days before being registered and the contract was recommended by the area MP,” Mr Mwale said.

Lunte MMD MP Felix Mutati said it was unfortunate that an MP irregularly influenced the awarding of the K452, 000 contract which had since been lost due to the engagement of an unqualified contractor.

And Mr Banda said the ministry regretted the abuse of public funds and would not sit idle but follow up on all outstanding issues.

He said the ministry had since written to the Local Government Service Commission (LGSC) to start disciplining local authority controlling officers and other workers that had carried out irregular transactions throughout the country in which Government was losing huge sums of money.

Opposition United Party for National Development (UPND) says it will continue escorting its leader Hakainde Hichileme to his court hearings as it was its democratic right.

Reacting to concerns by section of society on yesterday’s court proceedings by the opposition party’s cadres who went to offer moral support for Mr Hakainde, UPND official William Banda says no one will stop the party cadres from going to court when ever Mr Hakainde appears in court.

Mr. Banda was reacting to concerns by a named Lusaka clergyman only identified as Pastor Mwanza who said the opposition party cadres were in the tendency of disrupting court proceedings whenever their party president appears for his court hearing.

The UPND official said this in a telephone interview in Lusaka , yesterday.

He said courts of law were public places open to anyone regardless of political affiliations.

Mr. Banda, who is also the UPND’s special adviser, said escorting any influential leader to court is as good as escorting a friend to a funeral saying there was nothing sinister about escorting.

He has defended his party cadres’ presence at the court yesterday who he said were ‘peaceful’ people ‘ and accused state police of fueling violence at public places like courts.

Speaking in a separate interview, Mr. Banda said no leader even in the western countries could go un-escorted whether to court or campaign trail.

“Courts are public places and no leader is it in Europe or Asia leaders are always escorted by their followers and it’s not wrong to do that,” Mr. Banda said.

And opposition MMD National Secretary Muhabi Lungu says Zambia as a democratic state cant propel justice without exhibiting it.

Mr Lungu says all courts have got public galleries for people from all walks of life to sit and attend to court hearings as such there was nothing illegal for particular party cadres to escort their leaders to court.

He said cadres cannot be stopped from supporting a leader of their choice because doing so was against the tenets of democracy.

“Zambia is a democratic nation. Justice must be seen to be done and not be seen to be done. A courtroom has got benches to sit and anybody regardless of any affiliation can’t be stopped from escorting or attending a court session,” Mr. Lungu said.

On Tuesday this week (May 5), opposition UPND and ruling PF cadres almost clashed outside the Lusaka Magistrate’s Court after Principal Resident Magistrate Aridah Chulu adjourned a case in which UPND president Hakainde Hichilema is charged with publication of false news with intent to alarm the nation.

The cadres, who accompanied their leader Hichilema to court, accosted PF supporters as party SG Wynter Kabimba was leaving the courtroom and hurled a tirade of un-printables at them.

The PF cadres were escorting Mr Kabimba, who was summoned to testify in the case, to his car when the UPND sympathisers attempted to intercept them leading to a near punch-up between the two camps.

Beaumelle opens door for Singuluma return

Patrice Beaumelle has made a surprise call up by inviting prodigal son Given Singuluma for May’s monthly home-based players training camp.

Singuluma is among 24 players Beaumelle has named for the week-long training camp in Lusaka that will also serve as prelude camping for the June 6 friendly against Japan.

The striker has been recalled for the first time in over a year after his no-show for Zambia’s 2014 World Cup Group D qualifier away against Lesotho in Maseru on March 24 , 2013.

Singuluma is one of two foreign-based players invited for the training camp together with his Mazembe club mate and defender Kabaso Chongo.
