William Wilima and to her immediate left is Caphes Musonda the two MMD defectors.

MMD Ndola District Secretary William Wilima and Ndola District Youth Chairman Cephas Musonda have today ditched the MMD and have since joined the Forum for Democracy and Development, FDD. The duo defected during a press briefing which was held by FDD President, Edith Nawakwi at the Shebourne Lodge in Kitwe.

Ms. Nawakwi who welcomed the duo urged other members of the opposition to follow what she termed ”the visionary decision” that Mr. Wilima and Mr. Musonda had made.” Today, is a particularly important day for the FDD Party Mobilization Calendar because we have the exceptional honour to be joined by two vibrant top officials from MMD who have visualized that FDD is the party of the future. we commend our colleagues for making such a visionary decision to join our journey to make Zambia a better place for all of us”

And Mr. Wilima said he had been inspired to join FDD owing to President Nawakwi’s record and standing on the country’s political and economical pendulum. “Having spent time in both Unip and MMD I have gained enough experience to discern a great leader when I see one. I have known President Nawakwi as a fearless and compassionate leader who has sacrificed a lot for this great country. I have seen that the MMD as a Party is a lost cause. I have therefore decided to join the FDD and my experience to work together with President Nawakwi and the entire FDD. I believe everything has time and this is the time for a woman to govern Zambia.”

In his speech Mr. Musonda said it is incumbent upon every Zambian to make a decision for the betterment of the future of our country.

He said he had decided to join FDD, not out of pressure but on his own volition. “I have decided to join FDD not out of pressure but out of my own volition. I have no doubt in my mind that President Nawakwi would make a better leader for our country”

The Press briefing was also attended by MMD’s Provincial Publicity Secretary, Mr. Mutayachalo, FDD’s Spokesperson Mr. Antonio Mwanza and other FDD Senior Party officials. Ms. Nawakwi is on the Copperbelt were she is mobilising her Party.

Government has with immediate effect terminated the contract for interim Zambia Wildlife Authority (ZAWA) Director General, Xenophon Emmanuel Vlahakis.

In a press statement released to ZANIS in Lusaka today, ZAWA Communications & Public Relations Officer, Mwila Readith Muliyunda, confirmed that Mr Vlahakis’ contract as interim Director General came to an end yesterday, April 22, 2014.

Mr Vlahakis, who officially handed over today, thanked government for the opportunity given to him to serve the Authority in the interim capacity.

“I enjoyed the experience and challenges of working for ZAWA. I would especially like to thank the officers in the field for their kindness and commitment towards the conservation of Zambia’s wildlife estate,” Mr Vlahakis’ letter reads in party.

Mr Vlahakis urged all members of staff at ZAWA to keep up the spirit and morale and that he looks forward to seeing them again when he visits the national parks in his private capacity.

He stated that the role of ZAWA officers was to educate people about wildlife and conservation.

He assured that the conditions of service and infrastructure for field officers were receiving serious attention by Government in order to have a better ZAWA befitting all.

And Acting Director General Kampamba Kombe, who is also the Authority’s Legal Counsel, thanked Mr Vlahakis for his leadership role and the contributions he has made to the authority during his tenure of office.

Mr Kombe said Mr Vlahakis’ contributions could not be over-emphasized and would definitely help the institution and the industry as a whole to proceed towards achieving its mandate.

Recently, Minister of Tourism and Arts, Jean Kapata, dissolved the ZAWA Board.

The Minister said review of policies and legislations on wildlife is scheduled to be concluded before the end of this year.

“In line with my duties as appointing authority of the board of ZAWA, I have decided to dissolve it (board) with immediate effect and I thank the out-going board members individually and collectively for their contributions that they made to carry out the mandate of ZAWA,” she stated.

The minister said the nation will be informed at an opportune time on the composition of the new board.

Ms Kapata could, however, did not disclose the reasons for dissolving the board but promised to announce the new office bearers soon.

The out-going board, which was led by commercial farmer, Guy Robinson, was appointed by sacked Minister of Tourism and Arts Sylvia Masebo.

Other board members included Minister of Justice, Wynter Kabimba, Senior Chief Inyambo Yeta and Timothy Mushibwe, Ministry of Finance Economist Chasiya Kazembe, Anita Poleti and Chieftainess Mwape of Petauke and the then Tourism Permanent Secretary, Charity Mwansa.

President Michael Sata recently relieved Ms Masebo of her duties as Cabinet Minister for Tourism and Arts.

ZAMBIA’S economy is headed out of turbulence following the recent issuance of the US$1 billion Sovereign Bond, Secretary to the Treasury Fredson Yamba has said.

Mr Yamba said the international investor community has shown positive response to the issuance of the Bond.

“The economy is heading out of turbulence as attested by the positive response of the international investor community following the issuance of the US$1 billion Sovereign Bond. The ratings actions of International Rating Agencies, Standard & Poor’s and Fitch were also positive factors to consider,” he said.

Mr Yamba added that the country’s external debt obligations remained on course and that this was consistent with the need to maintain credit worthiness and safeguard macroeconomic stability through debt sustainability.

Mr Yamba said this in a statement issued in Lusaka yesterday by Ministry of Finance public relations officer Chileshe Kandeta.

He said as at end of March, 2014, external debt stood at US $3.16 billion or 15.72 per cent of Gross Domestic Product (GDP) while domestic debt stood at K20.2 billion or approximately 16.57 per cent of the GDP.

For the period under review, total external debt service including principal and interest payments, stood at USD48.8 Million of which USD 8.9 Million was a payment made in January, USD 2.3 Million in February, and USD 37.7 Million in March, 2014.

During the same period, total domestic debt service involving principal plus interest payments, stood at K2.6 billion of which K930.8 million was a payment made in January, K887.3 million in February, and K830.2 million in March, this year, respectively.

Mr Yamba said both external debt adding with the US$ 1 billion Sovereign Bond and domestic debt levels remained below the international thresholds of 40 and 25 per cent, respectively.

“To ensure that we continue on this path, the Ministry of Finance will continue to maintain high standards of financial and economic governance,” he said.

He said precision in the implementation of development programmes overseen by relevant Ministries, Provinces and other Spending Agencies would be vital to ensure that projects, whose progress was constrained by rains, were now speedily executed in conformity with the Governments objective of widespread job-creation and poverty reduction.

Nkana on Wednesday afternoon arrived in Tunisia for Sunday’s 2014 CAF Confederation Cup return leg of the pre-group stage against local side CA Bizertin.

The 37-member delegation led by FAZ Treasurer Kelvin Mutafu landed at Tunis Carthage International Airport around 13:50 local time after an 18-hour long journey from Ndola via Lusaka and Dubai.

Bizertin Secretary Lamjed Belkahia received Nkana at the airport before the delegation took an hour-long drive to the resort town of Bizerte where the team is camped.

Nkana are accommodated at Bizerte Resort Hotel after rejecting Hotel Corniche which was initially secured by the hosting club.

Mutafu slammed Hotel Corniche saying it was below the required standards.

“We can’t sleep here, this is a ramshackle,” he said, before Nkana officials secured Bizerta Resort Hotel.

Bizertin officials abandoned the Nkana delegation after the Zambian team rejected the hotel initially booked for them.

Meanwhile, the two teams are tied goalless from the first leg match played in Kitwe on Sunday.
The 16h00 kick off return match is scheduled for the 15 October International Stadium in Bizerte.

Sinkala wants permanent Sochaux move

Nathan Sinkala says he hopes to make his stay at French club Sochaux permanent.

The Zambia midfielder is currently on a six month loan spell at the French Ligue 1 club from DR Congo club TP Mazembe.

Sinkala arrived at Sochaux in January together with defender Stopilla Sunzu who joined the club on a Euros 1 million year year deal.

“I’m enjoying my football here in France and to be honest with you the difference is very clear – you can’t compare football in Africa to what is here,” Sinkala told the BBC.

“Hopefully, when the season is over and Sochaux manage to stay in this division then we can sit and decide if I can stay.”

Sinkala, like Sunzu, has cemented a place in Sochaux starting XI and has played 12 times in Ligue 1 for the struggling side who are third from bottom on 33 points from 34 games and another four left to try and survive demotion.

The Grand Coalition’s Position on the Constitution Making Process in Zambia

PRESS STATEMENT

23 April 2014, Kampingila House, Lusaka

Dear Colleagues,

We welcome you all to this briefing at which we want to state the position of the Grand Coalition over the Constitution review process against the backdrop of various events and statements seen over the last few weeks.

We note with sadness the conflicting statements made by the Executive which do not address the earnest demands of the people of Zambia to categorically release the second draft Constitution. It has become very clear now that the position of the State over the issue of the Constitution is one devoid of the seriousness required to provide a new Constitution to the Zambian people. The experiences of the past few weeks speak for themselves on this matter.

The Grand Coalition is also extremely disheartened at the increasing levels of intimidation and police harassment under the PF rule whenever people with divergent views stand up to demand for their rights or when the demand accountability from their elected leaders. The Police have continued to be used to gag citizens’ right to free assembly and expression without shame or remorse. They have continued to selectively apply the Public Order Act favoring those in power and disfavoring the opposition views. The intimidation suffered by all fellow patriotic compatriots at the hands of State institutions that should protect them in promoting transparency and good governance has not spared the church and community radio stations. We would like to offer our solidarity to these stakeholders and many more that continue to receive threats for standing out to provide solace and voice to the common man and woman that may not have the medium and space to air their voices on the Constitution. We are aware that some colleagues who participated in the organisation of the recent Prayer service in Chipata are fearing for their lives after being harassed for simply facilitating the people’s voice calling for a new constitution.

We particularly wish to throw our weight and support behind Bishop George Lungu of Chipata Diocese for his courage to reveal his interaction with the republican President HE Michael Sata on the phone. Indeed, it takes a man of courage to reveal such incidents to the public. Bishop Lungu, we salute and feel greatly humbled by your patriotism. At the same time we wish to condemn comments attributed to the President in the said telephone conversation which border on threats to the Bishop’s life. Those comments if true are patently unchristian in a supposed Christian nation and clearly go against the recent rhetoric of ‘unity and consensus building’ as we head towards our Jubilee celebrations. We are mindful that there are many more in the Church and elsewhere that continue to suffer silently through these orchestrated threats and earnestly extend our prayers of solidarity to them all.

We further condemn the harassment suffered by the youths from Action-Aid during the Youth Day celebrations for just wearing T-shirts with inscriptions demanding for the immediate release of the final draft Constitution. We also note with sadness the degenerating and continued harassment of opposition political leaders and in particular the incident involving President Hakainde Hichilema in Ndola recently. We condemn that behavior in the strongest of terms and urge the state to allow all people, regardless of their political affiliation, to exercise their rights to free expression and assembly.

We believe that Fifty years after independence, what we have seen lately takes us back to to the era of the stone age, to the days of Welensky. Surely country men and women, we need to have something to show as a country after so many years of independence. Violence is the least of those things, it is archaic. It exhibits leaders’ failure to reason and use their wisdom.

As for ourselves and other patriotic Zambians, we find ourselves rather ironically being referred to as “yappers” who should be ignored, all because we stand for justice and truth for all Zambians. There is pride in undertaking such defining ‘yapping tasks’ on behalf of a majority of a people that God has given the virtues of peace and humanity. We feel indebted to continue ‘yapping’ because our message on the Constitution is undoubtedly hitting hard and finding its mark across the stretch of the entire country through our dedicated and well networked membership. We urge the President to simply come clean and observe a fundamental cornerstone of the 10 commandments: Thou shall not lie. We urge the President to heed the people’s call: release the final Draft Constitution now.

The Grand Coalition reiterates its firm belief in the strong linkage between good governance and social, economic and political prosperity. This is one reason we are strong advocates of the expansion of the Bill of Rights in our Constitution. The current ‘functional’ Constitution of Zambia is a fountain for bad governance. With bad governance comes lack of accountability and transparency. With the lack of accountability and transparency comes corruption, recklessness, arrogance, poverty, joblessness, price hikes and a general degradation in the well-being and freedom of a people. These ills and many more are what compelled the Patriotic Front government to invest huge resources into the Constitution review process because they wanted to put more money in people’s pockets and address the high levels of poverty through correcting the glaring deficiencies of the current functional Constitution.

The Grand Coalition resolutely believes that the noble task of delivering a people-driven Constitution is now just before dawn and if His Excellency the President exercises his full commitment to the 10 commandments as he did when he took office, he will do the right thing, he will deliver the second draft Constitution now. We believe that this courageous action will help raise the popularity rating for the Patriotic Front government particularly as we begin the countdown to the 2016 tripartite elections. Based on our interactions on the ground, we have noted with concern that the perception of the current governments’ political will to deliver on their campaign promises in their manifesto is at an all-time low.

In this regard, the Grand Coalition proposes that the country celebrates the golden jubilee of our independence with renewed hope and liberty associated with a new Constitution, a Constitution that would ensure political, economic and social freedom. Our firm belief is that with a flawed ‘functional’ Constitution, there is no guarantee that Zambians will have food on the table, neither is there any guarantee that they will have jobs, safe drinking water or even medicines when they are sick. A new constitution is the best gift we can receive in this Jubilee year.

Dear Colleagues, unless we stand up and defend our rights, no one will do it for us. Remember that God did not give us the spirit of timidity but courage, as a Grand Coalition we religiously receive this gift. We must all defend our rights. History still tells us that mighty armies and dictators have been defeated by the people’s collective wisdom and energies once they get resolved to defend what belongs to them. Going forward, the Grand Coalition has lined up a number of nationwide activities to demand for a people driven Constitution which will be launched very shortly. Zambians are resolute in demanding a new constitution NOW, not tomorrow, not the day after and shall remain steadfast and focused until it is delivered to them.

Presented on behalf of the Grand Coalition by Fr. Leonard Chiti on 23 April 2014.

CSPR urges govt to intervene in fuel price hikes

The Civil Society for Poverty reduction (CSPR) in Eastern Province has appealed to government to intervene in the recently increased fuel pump prices.

CSPR Provincial Coordinator, Maxson Nkhoma, stated that the decision to increase the pump prices will impact negatively on the ordinary Zambians who are already living under the poverty datum line of one Dollar per day.

Mr Nkhoma said this in a press statement released to ZANIS in Chipata today.

He stated that government, through the Ministry of Finance, should work on strengthening the depreciation of the Kwacha to regain its strength against other currencies while the Ministry of Energy and its subsidiary entities like Energy Regulatory Board (ERB) find other practical measures to subside the fuel.

“As CSPR we feel and know that government should have found other practical ways of ensuring that monies saved from subsidies could have been channelled to benefit the many citizens than increasing the fuel pump price,” he said.

Mr Nkhoma noted that the timing of fuel hikes is bad as the country is threatened by hunger because of poor rainfall pattern experienced during 2013/14 farming season.

He further complained that prices of essential commodities are already high, adding that the recent hike of fuel prices will worsen the situation hence the need for government to intervene.

He has also urged the Consumer Protection Commission to also monitor the situation on the market to ensure that ordinary Zambians are protected from exploitation.

“CSPR is also aware that government has given out 17 oil exploration licenses to 12 companies who are currently carrying out exploration of oil in seven out of ten provinces, Eastern inclusive, although not much has been achieved but would be good to scale up the exploration activities on oil as Zambia may stand to benefit if the commodity is found,” he stressed.

Mr Nkhoma also said it is sad that transporters and other traders take advantage of fuel increments to charge unrealistic fares to members of the general public thereby exploiting citizens and also cause artificial prices on goods and services.
Recently, the ERB increased the fuel pump prices by eight per cent.

NAPSA to prosecute employers who do not remit workers’ contributions

napsa1

The National Pensions Scheme Authority (NAPSA) has warned employers that they would be prosecuted if they do not comply with remittance of workers’ contributions.

NAPSA Customer Service Manager South Tapeya Phiri said employers who were in the habit of not remitting workers’ contributions to the authority will be prosecuted once identified.

Mr. Phiri explained that according to the national pension scheme act. No 40 of 1996 of the laws of Zambia, any employee with an income of K15 was eligible to contribute to the authority.

He clarified that domestic workers and gardeners were also eligible for contributions and urged them to demand for the social security number from the institution.

Mr. Phiri further said the authority was formed to provide income security against the risk arising from retirement and death hence the need for everyone to comply with the contributions.

He reiterated the authority’s commitment to sensitise the public adding that people should also develop a habit of paying attention to sensitising massages in order not to be cheated.

He further urged employers to comply with officers on the ground and not perceive them as being there to harass employees.

NAPSA is on the ground urging employers to remit the contributions to the authority but this move has been received with mixed feelings from some informal employees.

Inonge Wina Challenges Political parties to adopt more women in 2016 elections

19
Inonge Wina
Inonge Wina

Gender and Child Development Minister Inonge Wina has challenged political parties in the country to have a 50/50 ratio when adopting candidates for the 2016 parliamentary and local government elections.

Mrs. Wina said women in Zambia were highly underrepresented in the political arena making the country the least in the region in implementing the 50/50 representation as required by the Southern African Development Community (SADC) protocol.

She was speaking when she officiated at the 2014 Zambia SADC gender protocol summit held in Lusaka under the theme ‘50/50 by 2015 and demanding a strong post 2015 agenda’.

She expressed sadness that only two female mayors were elected across the country in the recently held mayoral elections.

Mrs. Wina said this has made Zambia have the lowest representation of female councillors at only six percent compared to other countries in the SADC region where Lesotho is the highest at 49 percent.

She reaffirmed the Patriotic Front (PF) government’s commitment to increase women participation in politics and decision making positions as evidenced by the implementation of the national gender policy.

She said President Michael Sata has in the last two years shown strong leadership and great commitment by appointing several women to head key institutions including the judiciary, police, Anti Corruption Commission and Drug Enforcement Commission among others.

The minister said her ministry was currently working with different stakeholders to ensure that the ruling PF and opposition political parties adopt more women for parliamentary and local government elections.

“Government policies will be meaningless if the political parties do not take up this challenge. The civil society organisations play an important role in advocating and supporting women’s representation,” she said.

Mrs. Wina called for concerted efforts in implementing the provisions of the SADC gender protocol alongside the Millennium Development Goals to foster gender equality and empowerment before the 2015 deadline.

And speaking at the same function, Lusaka Mayor Mulenga Sata urged women to employ affirmative action as part of their advocacy to achieve effective 50/50 representation in the country.

Mr. Sata, who bemoaned the rising number of reported gender based violence, commended gender links and the women movement for advancing the cause of their equality in the country which has culminated into action plans.

MMD NEC meeting still on despite agitation from Dora Siliya faction – Nevers Mumba

nevers-4

MMD President Nevers Mumba has maintained that his party’s NEC meeting will take place before this month end despite continued agitations from the Dora Siliya faction.

Opposition Movement for Multiparty Democracy (MMD) President Nevers Mumba has maintained that his party’s National Executive Committee (NEC) meeting will take place before this month end despite continued agitations from the Dora Siliya faction.

Ms. Siliya, who is also MMD spokesperson, has been recently quoted to have warned that if the former ruling party waits until 2016 to have Dr. Mumba removed as party President there will be no MMD to talk about the more reason the opposition party should go for a convention.

But Dr. Mumba, who has also maintained his stance of not responding to any comments made by the Dora Siliya faction, says he can only confirm that his party’s NEC meeting will take place as scheduled and that other issues relating to holding of this meeting will soon be availed by the party’s Secretariat.

Dr. Mumba has told Qfm news that he is confident that the said NEC meeting will take place as scheduled because whole that is need is the formation of a quorum of NEC members in line with the party’s constitution.

Asked whether the NEC meeting will still take place if the quorum is not formed in view of the agitations by the Dora Siliya group which has preferred an extraordinary convention to elect a new leadership, Dr. Mumba has maintained that the said NEC meeting will take place and it will be successful.

And Dr. Mumba has disclosed that his party, which is amongst four opposition political parties that has formed the Opposition Alliance, is doing very well as a member of the alliance.

He says his party has so far attended several meetings of the Alliance and is yet to attend another meeting for the next step of the Alliance.

Zambians from different walks of life raise placards with messages to demand for the release of the draft Zambian constitution

The Grand Coalition on the Constitution says it will soon launch Countrywide Campaigns to demand for the release of the Constitution.

Coalition Chairperson Fr. Leonard Chiti told a media briefing in Lusaka today that the Grand Coalition will not sit back and allow the PF government and President Sata take Zambians for a ride.

Fr. Leonard Chiti said it rather ironic being referred to as “yappers” who should be ignored all because they stand for justice and truth for all Zambians.

“It is ironic that we are today being referred to yappers who should be ignored for asking for something that was promised to us as Zambia,” Fr Chiti stated.

Fr Chiti said there is pride in undertaking such defining acts on behalf of a people that God has given the virtues of peace and humanity.

Father Chiti said that the Grand Coalition will continue yapping because their message on the constitution is undoubtedly hitting hard.

President Michael Sata during the swearing in ceremony of Tourism Minister Jean Kapata at state house recently said that people calling for a new constitution are yapping and should be ignored.

And Father Chiti has called on President Micheal Sata to observe the ten commandments of the bible and deliver a people driven constitution to Zambians.

“We can only call on the President to observe one fundamental rule of Christianity- thou shall not tell lies.”
He noted that the current flawed constitution is a fountain of bad governance.

Fr. Chiti said the position of government on the constitution is devoid of seriousness.

And the Coalition has praised Bishop George Lungu for revealing to Zambians that President Sata had threatened him describing the act as unChristian. The Coalition has since condemned the act and described it as unChristian.
The Coalition has further described citizen’s freedoms as being under treat in the PF administration. They condemned attacks on UPND President Hakainde Hichilema, ABZ President Frank Bwalya and among others.

Grand Coalition Vice Chairperson Beatrice Grillo stated that PF is de-campaigning itself by denying Zambians a people driven constitution.Ms. Grillo said the coalition will simply help the PF to further decampaign itself.

“Are we going to decampaign the PF for refusing to give us a constitution? The answer to that question is that the PF is already decampaigning themselves by denying Zambians a constitution they have hoped for for over 19 years. They are simply making themselves unpopular over this constitution issue,”Mrs Grillo.
