A Cabinet minister has been linked to calls by the ZCTU for nationwide worker protests. Some union officials have accused deputy secretary general Cosmas Mukuka of working with the said Cabinet minister, who is alleged to have pledged to facilitate Mr Mukuka’s appointment as permanent secretary at the Ministry of Education.

But Mr Mukuka has dismissed the allegation as malicious. Mr Mukuka said the reports are false, malicious and aimed at weakening the ZCTU and its affiliates’ fight against the announced salary increment freeze for public service workers.

“The decision for a countrywide protest was made by the congress and its affiliates and at no time did I receive any instructions from any person.

“These are communal matters. That is a lie and if it is meant to weaken the fight by targeting individuals, it will force us to get aggressive,” he said.

Mr Mukuka also threatened to sue the Daily Mail if it goes ahead to publish the story.

But another senior union official said: “We were surprised that ZCTU is calling for nationwide protests over the wage freeze. This is a matter Government and ourselves are discussing.”

He charged that the minister is also behind the issuance of a police permit for ZCTU to stage a protest march from Nakatindi Hall to Parliament, where a backbencher has been organised to receive the workers petition. The permit was displayed for affiliate unions to verify.

“A matter of protests should come from our members or from affiliate unions, but ZCTU called for an impromptu meeting in Lusaka and Copperbelt and just informed us of their decisions to protest and urged us to organise our members” he said.

He said that a fundamental decision to go on strike or countrywide protests requires approval from the formal structures of ZCTU.

“The issue has never come through for discussion in the ZCTU decision-making structures such as the executive board meeting, which consists of the board and general secretaries of affiliates done after demands from affiliates or extra-ordinary general council,” he said.

He stated that after the formal announcement of the nationwide protests, affiliate public sector union officials took ZCTU secretary general Roy Mwaba to task.

He said the union leader allegedly owned up and disclosed that the protests were a government project given to them by a senior Cabinet minister.

“We were shocked to learn that Government could risk the stability and health of the economy and threaten peace and public order and organise countrywide demonstrations against itself.

“It became clear that the demonstrations were a project by a certain set of ministers, working to embarrass another set of ministers due to the on-going Patriotic Front (PF) internal wrangles,” he said.

“As affiliate unions, we are enjoying cordial working relationship with Government and we refuse to be used as tools in these political games,” the union leader said.

It is alleged that a government minister urged the workers to organise mass scale protests against it, as Government was having difficulties with the International Monitoring Fund (IMF) and the World Bank over the national budget.

Mr Mwaba is alleged to have disclosed that even the issuance of the police permit and the media coverage by the Zambia National Broadcasting Corporation (ZNBC) was secured.

On Friday, October 25, the ZCTU secretary general was quoted by ZNBC news stating that the union had organised nationwide protests against government’s wage freeze as announced in the 2014 budget.

Today, Government is scheduled to meet the ZCTU and 10 public sector unions over the impending protests. The meeting is expected to be held at Government Complex at 14:30 hours.

Secretary to Cabinet Dr Roland Msiska has stated that Government is surprised by ZCTU plans to hold countrywide protests over the freeze on wages and employment, especially that the union adopted the 10-year integrated competitive remuneration strategy (ICRS) through its bargaining process with government.

He said the ICRS was approved by Cabinet and adopted by the unions.

He stated the attempts to hold public protests were, therefore, unjustified and premature.

GOVERNMENT says it has put in place a mechanism to monitor clinics in the country to prevent them from conducting illegal abortions, health deputy minister Patrick Chikusu has said.

Dr Chikusu said his ministry was saddened by continued reports of both foreign and local doctors conducting illegal abortions at the expense of government’s efforts in trying to curb the vice.

He said those perpetrating the vice risked having their practising licences confiscated once found guilty or have their clinics closed if they continued to work against government’s efforts to curb the vice.

Dr Chikusu said in an interview yesterday that the mechanism to curb illegal abortions was in place and those involved would be dealt with in accordance with the law.

“This mechanism is there to monitor the perpetrators of illegal abortions, the process might take long because the monitors have to take into account so many investigations before taking any action, so the best is to refrain,” he said.

He said his ministry had names of clinics that were being pursued and investigations had started.

He could however not reveal the names of the clinics being investigated for fear of jeopardizing investigations.

Dr Chikusu appealed to citizens to ensure that they reported any suspecting doctors conducting illegal abortions to help government
curb the vice which might be fatal.

The deputy minister who was reacting to recent media reports that mentioned some private clinics in Lusaka that was conducting illegal abortions and was charging its clients between K500 and K2, 500.

MINISTER of Home Affairs Edgar Lungu has advised the Zambia Congress of Trade Unions (ZCTU) leadership against proceeding with a planned march on Parliament, which he says is illegal.

As an alternative, Mr Lungu said the ZCTU leadership should consider further dialogue with Government to resolve any differences or issues that they have, instead of demonstrating.

“There is crystal clear evidence that the President Sata government has the ability to solve issues without breaking the law as demonstrated by constructive discussions that led to the minimum wage being adjusted upwards by over 100 percent,” Mr Lungu said.

The Home Affairs Minister, who is also in charge of the police, said: “Dialogue can get us out of any difference. Zambian public workers as at the end of last month became among the highest paid in the entire region taking home more money than before without having to demonstrate or march.”

Mr Lungu said his office is trying to establish who could have “erroneously” given ZCTU a permit to march on Parliament instead of having an ordinary meeting.

“I have spoken to the Inspector General of police [Stella Libongani] and she knows nothing about a march on Parliament so I don’t know where this despondency is coming from.”

Mr Lungu in his appeal for dialogue used a Bemba adage saying: Ukuboko bapota ukumine, meaning: “You can only twist an arm which is stiff.”

Mr Lungu advised the union not to put the proverbial cart before the horse and talk first before demonstrating because the government under President Sata has demonstrated that it can settle differences without spilling blood.

THE Islamic Supreme Council of Zambia has urged Government to audit all Muslim organisations operating in the country.

Council president Suzgo Zimba charged that some Muslim organisations receive a lot of money from donors but these funds are not spent on the intended beneficiaries.

Mr Zimba said in an interview in Lusaka yesterday that such organisations receive money on the pretext that they support underprivileged people but some selfish individuals allegedly invest the funds in their businesses.

“We are asking the Government to audit all Muslim organisations so that we know if the money is being used for intended purposes,” he said.

Mr Zimba said auditing Muslim organisations will ensure transparency and accountability in the administration of public funds.

He also said the council will continue supporting Government in the implementation of programmes aimed at improving people’s living standards.

Mr Zimba further called on the Muslim community in Zambia to continue playing their role of looking after the needy in society.

He also said the council has received US$12,000 from the Dubai Muslim Charity Association and 50,400 euros from a Turkish organisation, Hasene for hosting a four-day Qurban at which Muslims slaughter animals to feed underprivileged people in society.

It’s official: Kabaso Chongo joins TP Mazembe

Konkola Mine Police have finally confirmed that Zambia defender Chongo Kabaso has joined DR Congo giants TP Mazembe.

Kabaso moved to Mazembe last Wednesday.

“Kabaso is in Congo. He joined Mazembe last week,” club vice-Secretary Abraham Lengwe said on Sunday.

The 21-year-old left-back has signed a three-year contract at the Lubumbashi outfit.

Kabaso featured in Zambia’s October 15 friendly against Brazil in China.

He was a member of the COSAFA Senior Challenge Cup winning Zambia squad in July and scored a goal in the final match against Zimbabwe in Ndola.

Kabaso becomes the seventh high profile Zambian player on Mazembe’s profile joining Jonas Sakuwaha, Hichani Himonde, Stopilla Sunzu, Nathan Sinkala, Rainford Kalaba and Given Singuluma.

Nkana lose their cool: Blades game abandoned

Chaos reigned at Konkola Stadium as fighting between leaders Nkana and Konkola Blades supporters on Sunday forced Kabwe referee Wisdom Chewe to abandon the two teams’ FAZ Super Division match ten minutes from time.

Chewe stopped the match after inadquate police officers at Konkola Stadium could not control the crowd at the time Konkola were leading 1-0 thanks to a 15th minute penalty scored by Humprey Maseneko.

Fighting erupted in the open wing after some suspected home fans started teasing Nkana supporters.

Confusion prevailed at the stadium as Nkana supporters overpowered their Konkola counterparts.

Stones rained all over and some fans caught up in fracas sustained injuries.

This forced police officers to fire teagass as a way of controlling the unruly crowd.

The match started with less than five police officers.

On the pitch, Konkola dominated play in both halves and were headed for victory before the match was halted.

It is bad politics to freeze wages and employment – Chitala

Political activist Mbita Chitala has observed that it is bad politics for the Patriotic Front (PF) government to decide to freeze wages and employment as it has prescribed in its 2014 national budget.

The freezing of wages and employment by the government in the civil service for a period 2 years has already caused agitation amongst workers in the civil service who have already announced plans to conduct a countrywide protest against government’s move.

The government has on the other hand called for a consultative meeting with the Zambia Congress of Trade Unions (ZCTU) and the ten public service unions tomorrow on Monday October 28.

Dr. Chitala has however observed that freezing of wages and employment by the government is an unnecessary provocation to which workers in the civil service have the right to protest against.

Dr. Chitala says the purpose of presiding over people like a government does is to ensure that wages are sustained and people continue being employed.

He has told Qfm in a telephone interview that going forward it is hoped that the meeting that government and the unions are expected to hold on Monday tomorrow will resolve the misunderstanding that the government has created.

KK is a free moral agent to commend president Sata – Ng’oma

Political scientist Alex Ng’oma has observed that there is nothing wrong with the statement that first republican president Kenneth Kaunda made during the commemoration of the country’s 49th independence anniversary in Kitwe last week.

Some opposition political parties in the country have cried foal that Dr. Kaunda’s speech in which he praised President Michael Sata was decisive and that the former head of state was actually campaigning for his re-election in 2016.

Dr. Ng’oma has however observed that much as he is a former Head of State, Dr. Kaunda is also a free moral agent and that he was merely giving credit where it was due in terms of how President Sata is presiding over the country’s governance affairs.

Dr. Ng’oma says the cry by some opposition political parties over Dr. Kaunda’s speech has actually exposed them of what they really are as political parties who are inclined to negativity.

Dr. Ng’oma says this is because they do not want to give credit where it is due no matter what a good thing that ruling party or the President himself may come with.

He says some opposition political parties are a kind that would prefer that the former Head of State speaks negatively about Mr. Sata even when there is some credit due to him for anything good he may do.

Zambia on course to meet Digital migration deadline – Kapeya

Minister of Information and Broadcasting Services Mwansa Kapeya says Zambia is on course to meeting the digital migration deadline set by the International Telecommunications Union (ITU).

Mr Kapeya said government has put in measures and a policy which is working towards meeting the said deadline which is July 16th, 2016.

He said government could not meet the SADC regional deadline for this year which was set for June as it concentrated so much on meeting the international deadline.

The minister said this in Ndola today during a live interview on Sun FM radio station.

Meanwhile, Mr Kapeya noted that it is government’s desire to ensure that every district has a radio station.

He said this is so because radio stations are the quickest means of disseminating information.

Mr Kapeya said community radio stations in the country are doing a commendable job as people including the rural populace are now able to get first hand information.

He noted that due to the commendable job that the media is doing, it prompted government to create the Information Broadcasting Authority (IBA) to be responsible of monitoring the operations of the media.

Mr Kapeya pointed out that the media in the country has expanded and government does not want to interfere in its operations in any way.

He said the PF government does not want to have any hand in the running of the media as the media cannot continue to work under the control of government.

And IBA Director General Josephine Mapoma advised the media practitioners to ensure that only balanced stories are published.

She said it is important for journalists to work according to what the code of ethics stipulates.

Two people buried alive in Nakonde

Two people have died after being buried alive in Nakonde district in Muchinga province.

Both Muchinga province Police Commissioner Remmy Kajoba and Nakonde District Commissioner James Singoyi have confirmed the accident in separate interviews with the Zambia News and Information Services (ZANIS) in Chinsali today.

Mr Kajoba said the accident happened this morning around 08:30 hours at Chambeshi Main Water Supply plant when a trench for water pipes which the two were digging together with others collapsed and buried them.

Mr Kajoba said the two were pronounced dead on arrival at Nakonde health centre after being rescued 40 minutes later while two others have been resuscitated and they are recovering at the health centre.

Mr Kajoba has identified the deceased as Boniface Nsama, 29, and Boyd Mulenga, 24.

And Mr Singoyi said a rescue team is currently searching for more people because it has not yet been established as to how many people were working from the portion which has collapsed.

Elsewhere, over 75 pupils from Kenneth Kaunda Secondary School in Chinsali escaped unhurt in the early hours of today after a dormitory in which they were sleeping caught fire.

Kenneth Kaunda Secondary School Head Teacher Blackson Silwenga confirmed the incident in an interview with ZANIS in Chinsali today.

Mr Silwenga said the dormitory involved belongs to the girls adding that the building, which is one of the old structures built under the World Bank project in 1975 caught fire due to an electrical fault.

Mr Silwenga said the building caught fire around 01:00 hours adding that all the girls were quickly evacuated to safety and they are now squatting in Grade 11 class rooms.

The school head teacher has since appealed to the government and well- wishers to help in the rehabilitation of the structures at the school which he said are dilapidated.

He said school urgently needs to be rehabilitated saying from 1975 when the school was built, it has not under gone any serious rehabilitation hence accidents like the fire experienced in the dormitory in the early hours of today.

Defence Minister Geoffrey Mwamba has praised Patriotic Front Secretary General Wynter Kabimba for calling on Zambians to give President Michael Sata more time to realise his vision of national development.

Mr Mwamba says Mr Kabimba’s call is in line with views of many Zambians including PF members that President Sata needs ample time to facilitate tangible development to all parts of the country.

He said he felt duty-bound to respond to Mr Kabimba’s sentiments as quoted in the private media because unity-of-purpose was vital to the ruling party.

The Defence Minister said this in Kasama today when he addressed PF members who welcomed him at Kasama Airport.

“I saw what the Post has written today, Mr Kabimba has also agreed. We are now speaking the same language. We only know one president and that’s what we have been saying. We thank you Mr Kabimba wherever you are,” he told a chanting crowd.

He said the endorsement of President Sata started in Kasama and the constituency had not been fighting about it. He said now that President Sata had stopped the endorsement campaign,
there was need to comply with his directive. Mr Mwamba said he has obeyed President Sata’s directive for him to stop the endorsement campaign for the Head of State in the 2016 presidential election.

“President Sata said not now and we have stopped the endorsement campaign,” he said.

He urged PF members in Kasama district to follow suit and concentrate on re-organizing the party structures in the area.

Mr Mwamba further cautioned party members against forming parallel structures, as doing so would be tantamount to indiscipline.

He said it is responsibility of PF officials and ordinary cadres to rally behind President Michael Sata’s leadership in order for the country to attain sustainable development.

The Southern African Center for the Constructive Resolution of Disputes (SACCORD) has advised former republican president Kenneth Kaunda to be cautious not to take partisan stances whenever he is making any public statements.

This follows concerns raised by some opposition political parties over Dr. Kaunda’s open praising of President Michael Sata during the commemoration of the country’s 49th Independence anniversary as well as the official launch of the 2014 Golden Jubilee in Kitwe last week.

SACCORD Executive Director Boniface Cheembe says it is important for the first republican president to be all embracing because by being the founding father of the country everybody is expected to run to him whenever they have problems.

Mr. Cheembe says if Dr. Kaunda is seen to be one who has somehow taken up a partisan stance people in the country will be reluctant to run to him and share the problems that they are having.

Mr. Cheembe notes in an effort to avoid any perceptions that the first republic President has taken up partisan affiliation, it is important that Dr. Kaunda always endeavor to be objective when addressing national matters.

Mr. Cheembe was speaking in an interview with Qfm.

And DAily Nation reports that Zambians have expressed shock at the disparaging comments and insults directed at PF ministers and opposition political leaders by first republican president Kenneth Kaunda during the commemoration of 49th independence anniversary in Kitwe on Thursday.

Opposition MMD leader NeversMumba said that it is most unfortunate that the occasion was spoiled by utterances from Dr Kaunda who turned it into a time to disparage the former ruling political party, the MMD, and other opposition political parties.

And Operation Young Vote (OYV) says it is a pity that first republican president Dr Kenneth Kaunda is dividing the ruling PF more by launching attacks on the ministers that championed the “Sata for 2016” campaign.

Mumba said former presidents are supposed to be statesmen and women who must conduct themselves well and with impeccable decorum.

He said Dr. Kaunda was the Father of the Nation, and must therefore desist from thinking that he had friends and enemies in Zambia.

“The sour statements which Dr. Kaunda made have not gone down well with right-thinking Zambians across the country. Everyone is surprised and asking the question, “what is wrong with the old man?” or “has the Old Man joined politics contrary to the Republican Constitution on former heads of state?” he said.

He said Kaunda had an immense responsibility to assist fellow Zambians in keeping the unity of the nation.

Mumba wondered how President Sata had become a great man today when he defected from the United National Independence Party in 1990 to campaign against Kaunda and that vice president Scott was part of anti -Kaunda and anti-UNIP campaigns at that time.

“It is very unfortunate and sad that Dr. Kaunda can stomach hate against the MMD up to this day. Losing democrats never hate victors.The ruling Patriotic Front appears to be abusing the old man by making him its campaign manager following the dwindling of its fortunes in popularity. Let it be known by the great Zambian people that the MMD cannot be shaken by such petty and false criticism from a senile retiree,” Mumba said.

He said his party the MMD took the opportunity to condemn Dr. Kaunda and his insults in the strongest terms possible and with the contempt they deserve.
The opposition leader further urged the PF to find constructive projects and programmes where former heads of state could be assigned instead of being “wild campaigners” or indeed appearing in courts on fabricated offences.

And OYV executive director Guess Nyirenda said it is unacceptable that president Kaunda who should be regarded as a beacon and icon of peace and unity was now fanning division in the ruling party by labeling ministers foolish and stupid.

Nyirenda charged that it was not right for Kaunda to refer to ministers serving the current government as foolish for expressing their democratic right.

“As much as we appreciated what KK did for this country, we also remember how he also mistreated people that expressed contrary views to him. He called Zambians stupid and foolish idiots and for a head of state it is not right to display such attitude towards the people of this country.

“If Kaunda wants to get back to politics, he should do so clearly and be ready to forfeit his benefits. The people using KK to gain political mileage are being unfair to him and it’s unfortunate that the old man is just following without saying no,” said Nyirenda.

He said president Kaunda was expected to give advice to President Sata on how best he could resolve the wrangles in the ruling party other than fanning more divisions.

Bruised Nkana seek vital win at Blades

Nkana travels to Chililabombwe on Sunday in search of the three points that will put them within earshot of the 2013 FAZ Super Division title.

A win today will shift Nkana within the three points they need to seal the 2013 title with two games in hand.

Nkana visit Konkola Blades also looking to recover from last Sunday’s setback at home when Nkwazi beat them 1-0 to deny them the possibility of holding their coronation this weekend at Konkola Stadium.

Despite that defeat, Nkana continue to enjoy a seven-point lead at the top of the table on 54 points with four games left to play.

“We are coming from a loss and I think that loss has motivated us so that that as we go to Konkola, we come out with a positive result,” Nkana coach Masauso Mwale said.

Meanwhile, Nkana visit Blades without key defender Chris Munthali who is unwell just days after recovering from a two week injury layoff.

The good news for Mwale is that striker Reynold Kampamba and midfielder Kelvin Mubanga are both fit for the trip.

Kampamba limped off in Thursday’s Independence Day junior friendly while in action for the Zambia Under-23 team in the second half of their game against the Under-20’s.

Mubanga on the other hand returns to action after a two week injury lay-off.

And in the lunchtime kickoff at the same venue, third from bottom Kalulushi Modern Stars battle for survival intensifies when they face 9th positioned Roan United.

A loss today will see Kalulushi needing a win against Power Dynamos in their rescheduled game to ensure their top flight survival.

Government has called for a consultative meeting with the Zambia Congress of Trade Union (ZCTU) and all the ten public service unions following calls for protests by ZCTU (the union mother body) over the wage freeze and recruitment in the civil service.

Finance Minister Alexander Chikwanda recently announced a two year wage and recruitment freeze in the public service from 2014-2015 when he unveiled the 2014 national budget.

Secretary to the Cabinet Roland Msiska said the meeting is scheduled for Monday 28th October 2013 and will be held at the Government Complex starting at 14:30hours.

Dr Msiska said the calls for protests are clearly premature and unjustified as government has undertaken to resolve concerns related over structural distortions in the current salary structures in the public sector.

He said in a statement made available to ZANIS in Lusaka today that government has been enjoying a harmonious relation with all public service unions.

Dr Msiska said the state is stunned by calls for protests by some union leaders, especially that this is only the second year in the implementation of the 10-year Integrated Competitive Remuneration Strategy which was approved by Cabinet and agreed to by all the Public Service Unions through the collective bargaining process.

He said the Integrated Competitive Remuneration Strategy seeks to remove structural distortions for public workers in the three arms of government.

The Secretary to the Cabinet said that in relation to the wage freeze and net recruitment for 2014, government will continue with the recruitments and replacements for positions that fall vacant due to retirements, resignations, death and dismissals.

He said government has further given Treasury Authority for the recruitment of nine hundred and fifty two (952) health personnel under the Ministry of Community Development, Mother and Child Health.

Dr Msiska has therefore appealed to the public service unions to follow the due process.
