THE planned countrywide demonstrations by the public services workers have been abandoned following an agreement between Government and union leaders to commence negotiations for 2014 conditions of service.

This follows a meeting that took place yesterday in Lusaka between the two parties at the Government complex.

Secretary to the cabinet Roland Msiska was leading the Government team, while Zambia Congress of Trade Unions (ZCTU) president Leonard Hikaumba led the public sector unions.

Mr Hikaumba confirmed in an interview after the meeting that the unions had agreed to put on a hold the planned countrywide demonstration following Government’s indication that it was willing to open up negotiations for improved conditions next year.

“We hope the indication for commencing of the negotiation is not meant to make us put aside our intentions for a planned demonstration but that the negotiation should commence as soon as possible, “he said.

He said Civil servants do not want to continue sacrificing as they have done so for a long time and it was their time to enjoy the fruits of their labour.

“We have sacrificed a lot, during the Highly Indebted Poor Countries (HIPC) initiative period we sacrificed and we do not want to sacrifice anymore,” he said.

In a separate interview, Dr Msiska was happy that the two parties had reached an agreement to commence the normal procedure of negotiating for conditions of service.

“We have had a good relationship with the union and Government has always been committed to addressing the plight of the workers as evident with the unprecedented salaries increments which have never been experienced in the history of the civil service,” Dr Msiska said.

On the salary distortion, Dr Msiska said Government was aware of the problem as it initiated the correction of the same, through a 10 years public service reform system.

“As usual, when implementing such a venture challenges are likely to be encountered, but these will be eventually addressed,” he said.

Inspector General of Police Stella Libongani has denied allegations that the presence of police officers at political campaigns was an act of intimidation.

Ms. Libongani said the duty of security officers was merely to observe and ensure that peace, law and order are maintained.

She said the deployment of officers to political rallies was not meant to instill fear in electorates.

She was speaking in an interview with ZANIS in Lusaka today.

Ms. Libongani has meanwhile disclosed that the police service will enough officers to Mansa to maintain law and order ahead of the January 7, 2014 Mansa Central parliamentary by-election.

She described the just ended nominations for Mansa Central constituency as peaceful and thanked the political players who are participating in the forthcoming election for the behaviour.

The Mansa Central seat fell vacant after the death of area Member of Parliament (MP) Kennedy Sakeni last month.

Ms. Libongani has since appealed to political party leaders to notify the Zambia Police Service about their meetings early enough so that the service can prepare adequately.

She further advised political parties and their cadres to adhere to the electoral code of conduct and desist from engaging t in political violence.

Kagem to auction rough emeralds for the third time in 2013

Kagem Mining Limited will from 11th to 15th November this year hold an auction of commercial and lower quality rough emeralds in Lusaka.

This sale will be the third rough emerald auction to be held in Lusaka by Kagem Mining Limited this year.

Kagem Mining Limited Company, which is 75 percent owned by London-listed Gemfields Plc and 25 percent by the Zambian government, made the announcement in a statement made available to ZANIS in Lusaka yesterday.

The company expects to attract leading buyers of precious gemstones from all around the world for a week-long session of appraisal followed by the submission of sealed bids.

Gemfields Chief Executive Officer Ian Harebottle confirmed the group’s commitment to holding the auction in Lusaka.
Mr. Harebottle reiterated the company’s desire for Zambia to become an important hub on an
international circuit of auction.

He stressed the importance of taking all necessary steps to support the continued increase in global demand for Zambia’s long undervalued gems and the associated increase in achievable prices to ensure that the needs of the country are also met.

He added that Gemfields has continued to be pleased with the ongoing levels of communication and interaction between the company and the Zambian government with both parties committed to the objective of establishing Kagem as a flagship company within the global coloured gemstone sector.

Gemfields raised US$15.2 million from a sale of lower quality gemstones in Lusaka in April this year and a further US$31.5 million from an auction of higher quality emeralds in the city in July.

The company has noted that the forthcoming auction will be held under the supervision of nominated Zambian government representatives.

All the emeralds placed on offer at the previous auctions were mined at Kagem’s mine in Lufwanyama, the single largest emerald mine in the world.

Gemfields and Kagem are at the forefront of developing the international market for Zambian emeralds by investing in proprietary global sales, distribution and marketing platforms in order to develop a competitive and reliable source of ethically produced gemstones thatbuyers have full confidence in.

Mortgage Business growing-ZNBS

The Zambia National Building Society (ZNBS) says government’s commitment in creating over 326 thousand jobs in various sectors in the country, has positively impacted on mortgage business.

ZNBS Luanshya Branch Manager Susan Kacholola told ZANIS that the institution’s loan portfolio currently stands at K204 million and was remarkably escalating in view of the desire by many Zambians to own property.

Commending government on its positive strides in employment creation, Ms. Kacholola said the development has given the institution an opportunity to further its capacity in service provision.

She observed that the revamping of the mining activities in the district, has recorded economic growth which has translated into the desire by many residents to acquire property.

“Our target market is segmented, Copperbelt and Luanshya in particular is predominantly a mining town with established business enterprises supplying various goods and services to the mines resulting in income generation and the need to own property,” Kacholola said

She added that ZNBS’s core business is mortgage financing, but that due to the increased economic capacity by customers, the institution was also strongly advancing in deposit taking with savers accounts reaching K90, 000 and loan accounts currently standing at K20, 000.

Ms Kachola has implored Luanshya residents to embrace the culture of hard work, innovation and commitment to maximize wealth earning not only for the country but also for individual benefit.

She further encouraged the spirit of saving as a way of income maximization, which will benefit both ZNBS and its customers.

MINISTER of Defence Geoffrey Mwamba says he will consider standing for the presidency after President Sata completes his two terms of office in 2021.

And Mr Mwamba said he initiated the President Sata endorsement campaign to block some people in the Patriotic Front (PF) who were positioning themselves to challenge President Sata in 2016 from doing so.

Mr Mwamba, who is also Kasama Central member of Parliament, said at the moment his focus is on supporting President Sata to ensure that he is given a second term of office so that he can realise his dream for Zambia.

The minister said this here on Sunday after he launched the Chishimba/Musa II national grid extension project.

“But when President Sata leaves in 2021, because he has to run for two terms, probably God willing if I will be alive, why can’t I take part like anybody else? But that also depends on the Almighty God, what if he takes me tomorrow?” he said.

Mr Mwamba, however, did not want to discuss his intention in detail saying 2021 is still far and reiterated that he has no intentions of succeeding President Sata in 2016.

“There is no way you can expect President Sata to realise his dream in five years, it is impossible. So, let’s give President Sata a chance for a second term, I will be there to support him,” he said.

The minister also said he has been vindicated on his crusade to endorse President Sata as the sole candidate for 2016 following PF secretary general Wynter Kabimba’s recent statement in which he urged Zambians to give the President more years to deliver.

Mr Mwamba said his endorsement crusade was meant to promote unity in the ruling party saying now that things have stabilised in PF, Zambians should support President Sata.

“I have been vindicated because some people thought I was doing it [endorsement] for something. I was not doing it for anything, I was doing it for the sake of bringing unity in the party,” he said.

Mr Mwamba said President Sata can never be interested in leading a divided political party because the internal squabbles would derail Government’s national development agenda.

GOVERNMENT has castigated opposition MMD leader Nevers Mumba and civil rights activist Brebner Changala over their attacks on First Republican President Kenneth Kaunda for his statement during Independence Day celebrations in Kitwe.

Chief Government Spokesperson Mwansa Kapeya said Government takes great exception to attacks by Dr Mumba and Mr Changala whom he described as ‘self acclaimed’ civil rights activist, against Dr Kaunda over his statement during Independence Day celebrations last Thursday.

Dr Mumba was quoted in the Sunday Times of Zambia newspaper as describing Dr Kaunda as a “senile retiree” whose petty criticism could not shake his party.

Mr Kapeya who is also Information and Broadcasting Services Minister said as a Christian and pastor, Dr Mumba should least be expected to be such disrespectful to elders.

The Minister said it was Government expectation that, as a leader of a former ruling party, Dr Mumba should have reflected more on his callous statement.

Mr Kapeya further described as mischievous accusations by Mr Changala that Dr Kaunda was dividing the country by actively participating in politics, as reported in yesterday’s Daily Nation newspaper.

“Accusations by Mr Changala that Dr Kaunda is dividing the country by actively participating in politics, as reported in today’s Daily Nation newspaper are mischievous, misleading and disrespectful which should be dismissed with the contempt they deserve,” Mr Kapeya said.

He advised Mr Changala to accept the reality that Dr Kaunda was a founding father of the nation who possessed vast knowledge and wisdom which the nation needed in order to move forward.

“Dr Kaunda’s role and guidance in the affairs of the country is beyond partisan politics. He laid a firm foundation of peace and unity which we are enjoying as a nation.

“Instead of criticizing him, young people like Dr Mumba and Mr Changala should swallow their pride and learn from Dr Kaunda’s vast knowledge and wisdom in leadership,” he said.

Mr Kapeya said Zambia as a nation, should count itself lucky that Dr Kaunda was still around and providing the necessary guidance and counsel.

He reiterated Government’s appreciation for the immense contribution Dr Kaunda had and continued to render to the development and well being of the country.

“This Government will therefore continue to accord Dr Kaunda the status and attention he deserves as former Head of State and founding father of the nation,” Mr Kapeya said.

National Restoration party president Elias Chipimo Junior has said that President Michael Sata’s concerns over the issuance of nationwide broadcasting licenses to private radio stations amount to denying citizens access to information.

Mr. Chipimo has told Qfm News that the decision by government comes at a time of great uncertainty within the country.

Mr. Chipimo explained that it is unfortunate that government is now failing to fulfil its promises to allow the majority Zambians have access to information by blocking radio stations from disseminating information to the people especially in rural areas.

He said that government is failing to address the basic issues which are confronting the people of Zambia.

The NAREP leader stresses that denying the people access to critical information provided by the two radio stations will take the country backwards in achieving pure democracy.

And People’s party president Mike Mulongoti says it is unfortunate that president Sata is insensitive to allowing the media to operate independently.

Mr. Mulongoti has since expressed shock that president Sata feels that once the privately owned radio stations are allowed to broadcast nationwide that might negatively dent the integrity of the country.

Earlier today, the President castigated Mr Mwamba for not consulting him on the issuance of nationwide radio licence to Radio Phoenix, QFM and Muvi TV was given a nationwide television licence.

“And you Mr Mwamba do you know why…stand up.…do you know why the previous administration did not give national wide coverage to all other people apart from ZNBC, do you know why?

“You are very intelligent; you thought all of us are very stupid, you thought all the people who died before independence are stupid. You come to the ministry and start giving coverage to all so that HH can now speak on Phoenix, can you tell me the justification,” he said.

The President said the reason why Zambia National Broadcasting Corporation (ZNBC) and missionaries were left with the nationwide licences was to protect the integrity of the nation.

“The opposition sits at Radio Phoenix and you know that very well, you are much aware that persons with shares are not Zambians but you go ahead to approve, did you consult.

“Did you come to see me about it, don’t use my ministry to fight your own political battles, go outside stand on the platform and we can meet you there on the platform, don’t use my Government,” he said.

Operation young vote has expressed displeasure at President Sata’s directive to revoke national broadcasting licences for private radio stations.

OPV has described it as not only retrogressive but also a confirmation of the PF’s desire to keep Zambians starved of the much needed information that would ensure media growth and democracy. The OYV has said President Sata’s fear for opposition leader Hakainde Hichilema is testimony that the PF stands ready to disregard their manifesto when it suits them and further not to allow Zambians access rich, correct and true information on which to base their decisions now and in the future. Operation Young vote has concluded that the revocation of the national broadcasting licenses from the private media and the removal of PS Mwamba from the Ministry of Information and Broadcasting, is a clear indication that even the much talked about Freedom of Information Law will never see the light of day at least under the current PF.

PRESIDENT SATA’S UTTERANCES ON THE ACQUISITION OF NATIONAL BROADCASTING LICENSING BY SOME PRIVATE MEDIA INSTITUTIONS

Operation Young Vote is gravely appalled at the utterances and tone of His Excellence the President of the Republic of Zambia on the rightfully deserved national broadcasting licenses by some private media institutions that include Radio Phoenix and QFM Radio which were not only negative but sounded bitter and dictatorial.

The directive by the President to have the licenses revoked less than a month after the PF Government issued them through PS Mwamba is not only retrogressive but also a confirmation of the PF’s desire to keep Zambians starved of the much needed information that would ensure media growth and democracy.
The President’s categorical expression of fear for the opposition and Hakainde Hichilema (HH) in particular on being on Private National Media is testimony that the PF stands ready to disregard their manifesto when it suits them and further not to allow Zambians access rich, correct and true information on which to base their decisions now and in the future.

We are very saddened at the insinuation that the National Broadcasting status has all along been restricted to the Zambia National Broadcasting Cooperation (ZNBC) so as to preserve the Country’s integrity.

As an organization, we are of the view that such indications are retrogressive looking at the strides we have made as a country in trying to FREE OUR MEDIA and INFORMATION ACCESS especially as a democratic dispensation. Further, the President’s action is not a big blow to the media fraternity in media growth and information dissemination but also a huge subtraction to what Zambia has gained in the 49 years of independence.

From the President’s utterances, the revocation of national broadcasting licenses from the private media and the removal of PS Mwamba from the Ministry of Information and Broadcasting, it must be very clear to ALL the Doubting Thomases that even the much talked about Freedom of Information Law may never see the light of day at least under the current PF. There is determination to frustrate every progressive endeavor by the Government.

Beston blames Nkana for “Konkola War”

Konkola Blades coach Beston Chambeshi says Nkana supporters should be blamed for two team’s abandoned FAZ Super League match in Chililabombwe on Sunday.

Kabwe referee Wisdom Chewe was forced to halt this match after fighting erupted between Konkola and Nkana supporters in the stands.

The home team was leading 1-0 late in the second half before Chewe stopped the Week 27 fixture at Konkola Stadium.

“I think it was a planned thing from the way I see it. I think it was Nkana who did the whole thing but we shall wait and see for the report from the referee and match commissioner,” Chambeshi said.

“It’s the Nkana supporters you have seen the way they have behaved. It is up to the match commissioner to find a solution but the game was posted with three minutes to go,” the ex-Nkana skipper added.

Humphrey Maseneko gave Konkola a 15th minute lead when he converted from the sport after his team mate Lazarous Kambole was alleged fouled in the box.

Meanwhile, MultiChoice and SuperSport have condemned the hooliganism witnessed at Konkola Stadim.

“This is completely unacceptable in our football. It does not do us nor the image of our football any good when we have fans invading the pitch and others throwing missiles,” Multi Choice Public Relations Manager Marlon Kananda said.

“We condemn this in the strongest possible terms. We are confident that the Football Association of Zambia and all stakeholders will help sensitize the football loving fans on the importance of upholding pitch and terraces,” Kananda added.

Zambia secure Egypt friendly

The Football Association of Zambia has announced that Chipolopolo will next month play away friendlies against Egypt and Jordan.

The 2012 African champions will face Jordan on November 3 in Amman before tackling The Pharaohs of Egypt eleven days later in Cairo.

The Egypt friendly will be played on a FIFA recognized day of friendlies.

“FAZ is pleased to inform the football fraternity and nation as a whole that we have concluded consultations and agreements to play the national teams of Jordan and Egypt in November 2013 as we continue the regeneration of the Zambia national soccer team,” FAZ Spokesperson Erick Mwanza said on Monday.

“The match between Jordan and Zambia will be played on a non FIFA date and will therefore feature a locally assembled side which will use the tie to prepare for the 2013 CECAFA championship as well as exposure of youngsters to the rigours of international football.”

Mwanza added:”The fixture against Egypt is on a FIFA competition date and will therefore feature the full compliment of the Chipolopolo to be called by Coach Patrice Beaumelle.”

On 15 October, Zambia played against Brazil in a high profile friendly in China –the match Chipolopolo lost 2-0.

Mr. Muwana replaces Mr. Emmanuel Mwamba who has been transferred to Cabinet Office in the same capacity.
President Sata wishes the duo success and God’s blessing as they serve the nation in their assignments.
Prior to his appointment, Mr. Muwana was Zambia Information Services [ZANIS] Assistant Director Technical Services. He has served the department for over 22 years rising through the ranks up to the position of Assistant Director.

Police warn ZCTU over countrywide demos

The Zambia Police service says it is concerned with the statement issued by the Zambia Congress of Trade Unions-ZCTU-that they are going to hold country-wide demonstrations.

Police Public Relations Officer Charity Chanda said the police are only in receipt of a notification from ZCTU tendered in by the Secretary General Roy Mwaba to hold a consultative meeting on Wednesday, 30th October 2013 at Nakatindi Hall in Lusaka following an earlier meeting which took place on 25th October, 2013, which was equally reported to the police.

Mrs. Chanda said the go ahead was given based on their intention to hold the consultative meeting only, but they have ended up misrepresenting the contents of the notification.

She said in a statement that due to the misrepresentation of facts and security issues arising out of this, the police have advised the ZCTU to reschedule their meeting to a date which will be agreed upon.

Mrs. Chanda has since warned those planning to hold or attend the country-wide demonstrations that they will be breaching the law as they will have not adhered to the provisions of the Public Order Act.

And Mrs. Chanda said police in all the provinces will be on high alert to deal with those breaching the law.

President Michael Chilufya has castigated Vice President Dr. Guy Scott for issuing a statement through his Deputy Minister in South Africa glorifying the purchase of second hand vehicles.

Dr. Scott recently in abstentia officiated at the opening of Be Forward Zambia Offices, a Japanese used car exporter.

President Sata wondered whether it is right for the vice president to praise the importation of secondhand vehicles 49 years after the country’s independence.

President Sata singled out Radio Phoenix which he said is keenly used by the opposition and especially that it has sold some of its shareholding to a foreign entity.Privately owned commercial radio stations were recently given the leeway to broadcast countrywide.

He said government can only issue licenses to broadcast nationwide to missionary stations.

President Michael Sata expressed concern over the impact that such issuance of national coverage licenses to private owned commercial radio stations will have on the country’s integrity.

Speaking shortly before chairing a cabinet meeting at State House this morning, President Sata said the issuance of nationwide licenses to Radio Qfm and Radio Phoenix by the Independent Broadcasting Authority (IBA) may have been done without proper consultation.

The Head of State explained that the reason the national broadcasting license has been left only to ZNBC alone has been to protect the integrity of the state from possible careless statements that may come from political leaders with ill intentions.

And speaking to the press after the pre cabinet meeting, Mr. Mwamba said that the IBA will convene an urgent Licensing Committee Meeting to urgently resolve the concerns raised by the President.

He said the issuance of nationwide licence that might be affected will be Radio Phoenix and QFM.

Mr. Mwamba recently announced that government had issued nationwide licences to Q FM, Radio Phoenix and Christian Voice and Catholic TV.

President Sata this morning also blamed ZRA officials for misleading Minister of Finance Alexander Chikwanda over the issuance of a statutory instrument that lifted 10% export duty and allowed export of copper concentrates.

The President made a directive at State House this morning to Zambia Revenue Authority (ZRA) Commissioner General Berlin Msiska to immediately start the preparations of the revocation of the SI.

“You cannot export soil” “. “We need to create jobs”, President Sata said.

President Sata urged young people not to erode the gains and sacrifices made by miners and freedom fighters.

The lucrative Benefits the President and ministers enjoy

The challenge thrown to the opposition Members of Parliament regarding giving up the 10 % salary increment is a step in the right direction by the PF leadership in government. I also agree with the public’s concerns that at the time when:

  • we cannot reasonably pay our civil servants
  • we cannot fund our students in tertiary institutions at home and abroad
  • we cannot provide adequate social and economic infrastructure and services
  • we cannot create the necessary jobs for our citizens

we should consider leading by example through sacrifice.

While offering to give up the 10% salary increment, the PF should avoid being hypocritical by ignoring the bigger costs with which society sustains the 70 ministers. Lest we forget, the table below reminds us of the cost items that are far much bigger than the 10% salary increment and ideally, which the President and his ministers, must consider giving up rather than fooling people with the offer to give up the least of the costs to the public. We in the opposition are willing to continue not to benefit from cost items no. 1 to 9 in addition to giving up cost item no 10 which is the 10% salary increment:

We must also remind ourselves that the only reason the President and his ministers are playing politics that they can give up the increment is because they will easily replace it a million-fold through corruption which by their own admission is prevalent in their rank and file.

As for the President, whose increment is even higher than 10 percent, it is so easy for him to forgo everything including the existing salary before increment. I wonder whether the bank statements for the account into which his salary is paid shows any monthly withdrawals. Mine and those of Hon. Mushili Malama, Hon. Sydney Chisanga Hon. Howard Kunda and I suspect Hon. Stephen Katuka, and Hon. Elijah Muchima show immediate withdrawals on the day the salaries hit the accounts. A lot of ordinary people can relate to this type of life! History reminds us that the late Republican President, Fredrick Chiluba’s salary was looted over a period of two years without him noticing. This shows that a President can do without his salary thus making offers to reject an increment while keeping several benefits just mere poking fun at the opposition MPs and the public.

How the opposition Mps has tried and failed to curtail PF wastefulness of resources

For us opposition MPs, we have tried our best to assist the PF government maintain fiscal space by avoiding wastefulness. In particular, the following is what we have been doing:

a. Fighting the unnecessary creation of districts;
(Instead the President went on to create 28 politically motivated districts)

b. Fighting the unnecessary by elections;
(Instead the PF has so far created close to 20 unnecessary by elections at a cost of over K140 million and according to Mr Kabimba, more are yet to come until all the 150 seats are taken by the PF)

c. We fought hard in attempts to make the government reduce fuel costs by realizing potential within the eleven unnecessary elements in the comingled crude oil value chain from procurement to point of sale;
(Instead, the PF government suddenly and without warning, increased fuel prices by removing subsidies)

d. We spoke against unexplained and sometimes unnecessary trips abroad by the President and his Ministers;
(These trips have not stopped and Mr. Kabimba is amongst those making the most unproductive trips at great cost to the suffering masses)

e. We spoke against the recalling of all career diplomats only to be languishing home on full pay;
(The PF, instead, chose to replace career diplomats with PF cadres, relatives, and friends)

f. We spoke against the corruption in the link-8000 road project;
(Instead the PF illegally transferred RDA to State House and increased the cost of construction of a kilometer of bituminous road from the MMD and SADC regional standard of US $1 million to a higher rate)

g. We moved several private members’ motions on the floor of the House to urge the PF government to take certain measures to ensure a more resilient and sustainable economy and society;
(Instead the PF rejected most of these well meaning motions just for the sake of it. On those motions that went through, the PF arrogantly reminded us that we were pushing open doors and that in any case, the government was under no obligation to implement Parliament’s recommendations)

h. We advised the PF not to rush to the capital and financial markets without first identifying projects and ensuring that the debt instruments so accessed matched the projects in terms of:

1. Timing of availability of financing
2. Qualification to accessing borrowed funding
3. Bankability of the projects
4. Creativity in choice of funding instruments/strategies
5. Realisation of economic benefits from borrowings
6. Ability to repay the loans if possible from the project cash flows or benefits
7. Achievement of reproductive capacity and resilience of the economy
(Instead, the PF, chose to rush to the market, issued a US $750 million bond and proceeded to either attempt to loot the money or simply put it in the bank. Today about US $100 million and been spent on fees and interest payments)

i. We advised on the management of the agriculture sector;
(Desire to create opportunities for corruption and pure incompetency have reduced the sector to underperforming status thus threatening food security)

The PF government has failed to honour its promise to civil servants. It has failed to take care of students abroad especially in Russia. It has failed to maintain a reliable and regular supply of medicines in our health centres.

The implication of the PFs arrogance, lack of a defined developmental strategy, corruption, and lack of fiscal discipline is that the economy has suffered irreparable damage to its resilience and has massively lost opportunities to create reproductive capacity from the liabilities it is taking on.
Ideally, when you borrow, the borrowings must immediately create an asset to match the liability.

Further, the creation of that asset must achieve local wealth retention so that the money contributes to the creation of the reproductive capacity to assist the economy have capacity to repay the loan.

Currently, the assets we are creating do not match the liabilities and because the contractors are Chinese companies, the funds are growing the Chinese economy rather than our own. The end result will be that we will fail to repay these loans and we will need to refinance through further borrowings. The problem is that these borrowings will be more expensive because our credit rating will have dropped.
PF should not score cheap political points – the PF caused the challenges we are faced with and the PF leadership should give back the increment and offer to give back many more incentives – that will be in order. But the PF must do more – they must resign and disband. The sooner the PF goes the better for our nation!
