More Kabimba accusations emerge, he felt betrayed and openly talked about Sata’s alleged illness

ANOTHER Patriotic Front (PF) Member of the Central Committee (MCC) from Western Province has written to President Michael Sata demanding the removal of party Secretary General Wynter Kabimba.

In a letter to President Sata dated October 7, 2013, Winnie Manenga Kamayoyo Oyat, reveals that Mr Kabimba informed District Commissioners during a recent meeting in Western Province, that he feels betrayed that President Michael Sata has not appointed him as his successor.

Ms Oyat, an MCC for Arts and Culture becomes the second MCC to petition Mr Kabimba’s removal after Mandevu Member of Parliament Jean Kapata who has written two letters to the President calling for disciplinary action against the party’s executive officer.

“Sir at his meeting with District Commissioners from my Province, he (Kabimba) claimed that you had betrayed him by promising him the presidency and now you appear like you are showing interest in it or might take it to someone else.

Ms Oyat charged that Mr Kabimba had formed numerous parallel structures and women groups.

She said Mr Kabimba had also has spoken about the Presidents alleged illness openly and urged the meeting to be ready to support him in his quest to take over the Presidency.

“I have nothing to fear and I can openly state the same issues even in his presence and the presence of other witnesses,” she added Ms Oyat who is currently in Madagascar to observe elections in that country accused Mr Kabimba of causing divisions in the party.

She said that Mr Kabimba’s ‘naked’ presidential ambitions and open campaigns had caused the conflicts in the party.

She alleged that plans to hijack the party during the next PF convention had reached an advanced stage.

She said Mr Kabimba had betrayed his own party by labeling it as tribal and accusing his fellow Cabinet Ministers of engaging in corrupt practices as well as stating that the PF youths were the worst undisciplined cadres in the country’s political history.

“This is the worst treachery and betrayal against his party. Instead of defending and promoting the interests of the party, Mr Kabimba has instead shown dangerous traits that will sink the party in future, if His Excellency will not take action,” she said.

She added that Mr Kabimba said had ‘silenced’ party members that supported President Sata by allegedly blocking them from having an audience with the Head of State to discuss party affairs.

“His failure to exercise humility and humbleness disqualify him to be a leader and your Excellency requires that you and all our colleagues take action,” she said.

Chintu joined the Chipolopolo squad in China on Sunday ahead of

He believes that Zambia should not be intimidated by a litany of stars

Chuumbwe’s announcement of my suspension is disrespectful to President Sata as the appointing authority-Chikwelete

Patriotic Front Lusaka District Chairman Robert Chikwelete has described the announcement of his purported suspension by Lusaka Province PF chairperson Geoffrey Chuumbwe as disrespectful to President Sata as the appointing authority.

Mr Chikwelete said in a statement that Mr Chuumbwe and ousted district chairperson Goodson Banda were exhibiting serious impunity and disloyalty to President Sata’s decision in the party.

He said by appointing him as district chairperson, President Sata was merely correcting an era which was allegedly created by Mr Kabimba who appointed Mr Banda to the position.

Mr. Chikwelete said that he does not recognise Mr Chumbwe as a PF leader who can issue a statement to suspend him. He claimed that Mr. Chumbwe is allegedly aligned to a new political party called the Forth Republic where he holds a senior position.

On Friday Lusaka Province party Chairperson Geoffrey Chumbwe announced Mr Chikwelete’s suspension at during a briefing at Courtyard Hotel.

Mr Chumbwe clarified that President Sata when launching the pave Zambia project in Chawama did not appoint Mr. Chikwelete as PF Lusaka District Chairman.

“This issue was clarified by his Honour the Vice President in Parliament when he made it clear that Mr Chikwelete is not the District Chairman,” Mr Chuumbwe said.

He said Mr Chikwelete has shown lack of respect from party leadership by publicly attacking Vice President Dr Guy Scott.

“I want to warn that all those found hanging around Mr Chikwelete that they will also go the same way he has gone,” he said.

Mr Chuumbwe said also announced that party officials who were recently dropped after Mr Chikwelete took over the leadership of the party should return to their posts.

“All those people who were affected by the coupe d’état should consider themselves reinstated,” he said.

Mr Chuumbwe announced that he will recommend the expulsion of Mr Chikwelete at the next Central Committee meeting.

Zambia immigration hunt Sunzu, Kalaba and Sinkala

Rainford Kalaba, Stopilla Sunzu and Nathan Sinkala are facing the prospect of arrest for allegedly illegally leaving Zambia.

The trio are in the midst of an ugly club versus country crossfire after TP Mazembe refused to release them for the October 15 friendly against Brazil in Beijing citing illness and injuries.

The trio was in Zambia yesterday with Mazembe officials to meet FAZ officials but reached a deadlock over their release.

However, the three are believed to have allegedly sneaked out of the country back to their DR Congo base without proper immigration exit formalities.

“Following information received from a reliable source that the TP Mazembe players and officials who entered Zambia aboard a Chartered Plane via Kenneth Kaunda International Airport on Saturday, 12th October, 2013 had returned to Congo DRC using some other mode of transport, the Department carried out a comprehensive search on recent exits,” Zambia Department of Immigration public relations officer Namati Nshinka said in a statement.

“The search has revealed that any exit made by the players was done illegally as they did not appear before Immigration authorities as required by the Immigration and Deportation Act number 18 of 2010.

“In this regard therefore, the Department intends to arrest the players and anyone who may have aided their illegal crossing. We have alerted our officers throughout the country especially those at the borders to intercept the players on sight.”

Nkana enjoy four point lead

Zesco United have fallen further behind Nkana who now enjoy a four point lead at the summit of the FAZ Super League table.

Zesco finished 0-0 at home against Green Buffaloes in Ndola on Sunday.

The draw has left Zesco four points behind Nkana who beat hosts Kabwe Warriors 2-1 on Saturday to end the latter’s 10-match unbeaten home run.

Nkana rallied to pick up the three points after Musonda Mweuke gave them the lead in the 2nd minute.

Jimmy Ndhlovu equalised in the 9th minute before Claude Bwalya made sure of the three points in the 60th minute.

Nkana move to 51 points with a game in hand from 24 matches played.

PF lodges appeal to prevent Charles Kakoma and Eustarckio Kazonga from re-contesting their nullified seats

The ruling Patriotic Front (PF) has asked the Supreme Court to invoke section 104 of the Electoral Act number 12 of 2006, which bars any candidate found guilty of electoral malpractice from standing again for five years. In an appeal, the PF candidate’s lawyer Bonaventure Mutale said that the supreme court found that they were guilty of electoral malpractice.

“In this matter, we are asking the Supreme Court to give directions as how section 104 of the Electoral Act is to be applied, especially bearing in mind the fact that in its judgment nullifying the election, the Supreme Court had found that they had been guilty of electoral malpractice,” Mr Mutale said.

On Thursday, the Supreme Court nullified the election of Dr Kazonga and Mr Kakoma for electoral malpractice.

The former Vubwi MP, who also served as Agriculture Minister in the Rupiah Banda administration, is said to have given headmen in the constituency K20 million (old currency) each to attend his campaign meetings.

Mr Kakoma is said to have diverted hammer mills from Mwanse to Chinyingi in Zambezi, a move that could have influenced voters and disadvantaged the competition. The duo’s election was petitioned by PF’s Vincent Mwale (Vubwi) and Christabel Ngimu in Zambezi West.

“So we are to that extent asking the court to give directions to the ECZ [Electoral Commission of Zambia] as to how this issue should be dealt with. That is the purpose of this motion: to invoke provisions of the law to ensure that the two candidates in Vubwi and Zambezi West constituencies, whose election was nullified, are barred from standing for elections again,” Mr Mutale said.

In a notice of motion filed in the Supreme Court on Friday, Mr Mutale wants the court to determine whether, on a construction of sections 22 and 104 of the Electoral Act number 12 of 2006, read with section 9 of the Supreme Court Act, Chapter 25 of the Laws of Zambia and in view of the finding of the Supreme Court that Dr Kazonga is guilty of having committed corrupt practices in connection with Parliamentary elections held on 20th September 2011 in respect of Vubwi constituency.

“…it is incumbent on the High Court to make a report to the 2nd respondent (ECZ) and Director of Public Prosecutions on the finding that the first respondent (Dr Kazonga) committed corrupt practices in connection with the Parliamentary election…

“Whether the first respondent may contest any Parliamentary election in Zambia in the period of five years from the submission to the second respondent (ECZ) and the DPP of a report prepared by the High Court; and it is incumbent on the ECZ or the National Prosecutions Authority to prosecute the first respondent (Dr Kazonga) for corrupt practices under the Electoral Act.”

And in his affidavit in support of the notice of motion, Mr Mutale says: “It is unclear whether the first respondent (Dr Kazonga) is eligible to contest any election held in the next five years, or whether the High Court, the second respondent (ECZ), the DPP, and/or the National Prosecutions Authorities must take any steps in view of the finding by this Honourable Court that the first respondent is guilty of having committed corrupt practices in connection with the election.”

Naomi Mbewe Zimba, wife of Newstead Zimba has asked the magistrates court to have her 20-year-old marriage to dissolved. Naomi claimed Mr Zimba, a former Cabinet minister and diplomat, is violent, adulterous and once infected her with a sexually transmitted disease, adding that he does not care for her.

She narrated that problems in their matrimony started just after they married because he had a girlfriend who was working for the National Assembly of Zambia- one of the country’s highly revered institutions.

“He used to come home late. I remember one time when our child was sick I asked him to drive us to the clinic he refused, forcing me to wait until the following morning to take the child to the clinic. I walked 10 kilometres to the nearest clinic. On my way back, he cruised past me.”

Naomi said: “I forgave him but his detestable behaviour continued. He is one man who allowed his friends to come home with their girlfriends.

“They do whatever they want to an extent that they cook and serve themselves without my permission.”

She recalled a time during political campaigns when Zimba went to the Copperbelt with another woman named Mervis, who was his other girlfriend.

She said his insatiable appetite for extra- marital affairs has no limits because he reached an extent of proposing love to her younger sister.

In his quest to have an affair with his sister-in-law, Zimba went to her school to enquire more about the girl’s school programme and arranged to pick her up.

“His love [lust] for my sister was so deep that when she died, he was so devastated and told me that he felt like a part of him had died,’’ she said.

To strengthen her case further, Naomi disclosed that among other women Zimba was flirting with are a cleaner named Candy in Sweden, where he served as Zambia’s ambassador, another one called Alice, and a Ms Mtine, who was an ambassador in Namibia.

She said when Zimba was minister, he was always accompanied by a Ms Siwale from the Ministry of Community Development on all his official duties.

She does not want to reconcile with him because he has always wished her dead, adding that he pretends to people that he loves her when in fact not.

But Zimba, who has not been living with Naomi for six months now since she left home, was vividly shocked at his wife’s revelations and asked the court to ignore the submission.

He asked magistrates Abishine Michelo, Linda Tembo, and Pauline Newa to reconcile them and not to dissolve their marriage because he loves her so dearly.

Zimba claimed that Naomi is just possessed with some evil spirit, hence her outburst in court.

He said they had lived in harmony as a happy couple until he caught her with another man.

“Omi my wife, as I call you, there are problems in every home, please come back home. I need you, I love you,’’ Mr Zimba pleaded.

But she refused and pleaded with the magistrate to dissolve the marriage because she cannot continue living with a violent man who always threatens to kill her.

The magistrate then asked the couple to list properties they co-own and when Naomi talked about the cars, Zimba chipped in and told the court that she cannot talk about the vehicles as he bought them using his personal money.

Judgment on the matter has been reserved for October 22, 2013 to allow the couple to explore other avenues of resolving their marital impasse.

Mbita Chitala advises Kabimba to step down

Political analyst Mbita Chitala says Patriotic Front (PF) secretary-general Wynter Kabimba should resign or be “excused” from the party to save it from more damage.

Dr Chitala says it is evident that unless Mr Kabimba leaves the management of the PF, the ruling party will suffer more damage and could deter further foreign investments in Zambia.

Mr Kabimba could not be reached for a comment because his mobile phone went unanswered after several attempts to contact him.

In recent weeks, however, Mr Kabimba, who is also Justice Minister, has been quoted as saying he would not quit and that those demanding his removal are a clique of tribalists promoting anarchy in the party.

But Dr Chitala says for the good of the party and the country, Mr Kabimba should not be at the helm of the governing party.

“We who helped form this government are only hopeful that this instability can be quickly stopped by either Mr Kabimba himself excusing himself as has been demanded by PF cadres countrywide or the PF Central Committee should live to its mandate and excuse Mr Kabimba so that peace and harmony can return to the PF and that the PF government can successfully execute its development programme of our country,” he said.

In a statement to the Sunday Mail yesterday, Dr Chitala, one of the founder members of the MMD in 2001 and a supporter of the PF in the run-up to the 2011 elections, said events in the PF have potential to scare away investors.

“No clever investor will come to a country where there appears to be an insurrection such as the events in the PF appear to show now. It is obvious that many PF members do not want Mr Kabimba to continue,” Dr Chitala says.

He reckons the rebellion by PF members against Mr Kabimba is self-made and self-induced.

“He has been too drunk with power and forgotten about the virtues of being modest and grateful to colleagues in public affairs. All his work however good comes to naught for not appreciating the contribution of others and being too self-centred,” Dr Chitala says.

The former minister and diplomat says that by claiming that some PF leaders are corrupt and tribal and threatening to spill the beans, Mr Kabimba is committing an act of “self-preservation”.
“(It) appears to be an act of blackmail, which should not be tolerated. This is the same cry we have heard from many Africans when they fail in their good-for-nothing schemes,” Chitala said.
He said Zambians will always be united and thanks must go to patriotic nationalists who united the country.

Dr Chitala said the creation of parallel structures without the consent of the party is like instituting a creeping coup.

“Events in the PF are a good reminder that those of us who serve the public must always respect the people that voted us. And if people feel unhappy with us and demand our removal, however wrong or unfair they may be, we must oblige. We cannot force ourselves on them.

On Wednesday, President Sata called for an end to the infighting in PF and to instead concentrate on developing the country.

The following day Vice-President Guy Scott was quoted by the press saying Mr Kabimba is “here to stay because he is not expected to be removed as secretary general of the PF”.
There have been ceaseless demands that Mr Kabimba leaves the position. Party representatives from all 10 provinces met in Lusaka recently and resolved that for the good of the party Mr Kabimba steps down.

A member of the party’s central committee, Jean Kapata, put the demand in writing that Mr Kabimba be disciplined. This was backed by former PF Lusaka district information and publicity secretary Wellington Musonda.

MINISTER of Defence Geoffrey Mwamba has called on Zambians to guard against tribalism and other forms of discrimination.

Mr Mwamba said Zambians should learn to co-exist and promote peace and unity.

“The foundation of our country rests on the principle of one Zambia, one nation in which all people are free regardless of tribe and colour,” Mr Mwamba said.

Speaking when he officiated at the Nsakwa Yaba Kaonde traditional ceremony in Kasempa yesterday, Mr Mwamba said culture and tradition must be preserved as it is a mode of identification.

Mr Mwamba said Government attaches great importance to traditional ceremonies because they are vital to national development.

He said a country that ignores traditional values and culture is as good as dead.

Mr Mwamba said Zambia is what it is today because of the long preserved values that ancestors have passed on through traditional ceremonies.

He said Government values traditional leaders and sees them as partners in development hence the creation of the Ministry of Chiefs and Traditional Affairs.

The minister also called on people to guard against early marriages and ensure that boys and girls have equal access to education.

He said gender-based violence has remained a major problem in Zambia and there is need for concerted efforts to address the problem.

And Mr Mwamba said North-Western Province has potential to develop economically in sectors such as agriculture, mining, tourism and forestry.

He said the province is poised to become a major economic zone due to its location.

“Government will construct 74 health posts in the province as a way of increasing health service delivery. Government is also determined to develop a viable road network in the province,” Mr Mwamba said.

Earlier, the ceremony was almost abandoned after fire gutted the kitchen at Chief Kaponda’s palace burning all utensils.

People scampered for safety and only returned after realising that the fire was not as bad as it seemed in the beginning.

It is believed that people at Chief Kaponda’s palace had deserted their cooking to witness the ceremony proceedings.

The Patriotic Front (PF) leadership has been urged to act on the ongoing confusion of the Lusaka District chairmanship and send a consistent message to the public. In a statement released to the media, Open Society Foundation Executive Sunday Chanda warned that failure to act by the PF leadership is likely to polarize the party even further.

PF LEADERSHIP MUST ACT RIGHT AND WITHIN THE SEASON

OSF is calling on the leadership in the Patriotic Front (PF) to ensure that the deepening and widening divides in the party get resolved as a matter of urgent priority. The mixed messages being sent into the public space has not been consistent and this is sending different signals into the public space.

President Michael Sata is on record as having recognized former Lusaka Mayor Robert Chikwelete as District Chairman both in Chawama during the Pave 2000 launch and at Kenneth Kaunda International Airport.

It is therefore a worrying factor that Republican and PF Vice President Dr. Guy Scott remain unaware of this fact. On as far as the PF and general public are concerned, Chikwelete is the District Chairman unless the Vice President can provide strong evidence to the contrary.

So the PF Central Committee must come out categorical on this matter as opposed to engineered suspensions as reported in the media.

The PF must also be seen to respect processes because some statements emanating from part of the top leadership remains highly prejudicial of the work PF’s Central Committee and Disciplinary Committee need to undertake in respect of the petitions presented in connection with the Party’s Secretary General, Hon. Wynter Kabimba.

On this score, we to advise the PF leadership that it will be suicidal to antagonize the structures in the manner certain quarters of its leadership are doing currently. PF must weigh the cost of suffocating the momentum within the structures in order to assure political survival of beleaguered leaders.

The PF must be candid enough to thoroughly investigate the revelations regarding the formation of another political party, the Fourth Republican Party (FRP) and mere denial of its existence or indeed the involvement of some of its members does not bring healing to the organization.

The PF must establish of at all parallel structures did exist and if they did, as confirmed by President Sata, then culprits must not just be warned but disciplinary action need to be taken as this is inimical to the ideals of the PF’s regulations.

Failure by the PF leadership to deal decisively with issues related to FRP, parallel structures and indeed the issues contained in the petitions presented by the 10 (ten) Provinces is likely to polarize the party even further.

The implication is for the leadership of the PF to act by building on precedent already set in cases involving Hon. Given Lubinda, former Lusaka Province Chairman Davies Chama and others. In order to sustain PF’s fortunes, the leadership must take strong decisions and there must not be sacred cows in this endeavour.

ZAWA told not to place more value on animals than humans

The District Administration and the Traditional leadership in Luangwa District have cautioned the Zambia Wildlife Authority (ZAWA) Officers in the area not to value animals than human beings.

Luangwa District Commissioner, Eunie Mumba and Chief Mphuka of the Chikunda people warned ZAWA officers not to value animals than human life but to be seen protecting people from animals.

Mr. Mumba said they have observed with concern at the attitude of ZAWA officers who do not want to protect human life from animals.

He said a lot of human life has been lost through animals especially elephants and ZAWA officers seem not to take any action to protect people from these animals.

ZANIS reports that the District Commissioner said this during a meeting held in the District Administration conference room, yesterday.

He said a month rarely passes without his office receiving reports of elephants killing someone or destroying people’s fields.

The District Commissioner said the PF Government was a government of the people and it will not allow a situation where people are killed by wild animals.

He said ZAWA officers should find a way of protecting the people from these animals especially elephants which have increased in number in the area.

And Chief Mphuka said it was sad that ZAWA offices only act quickly when they hear that a person has killed an animal but when an animal kills a person they take time to act.

He said that it was sad that animals were more valued than human beings and called on them to change their work culture as this will bring them problems with the people.

Chief Mphuka said there was a lot of human/animal conflict in his chiefdom and ZAWA officers seem not to care about human life but only quick to arrest someone who has killed a wild animal.

The ZAWA officers said they were doing everything to control the animals but inadequate staff and ammunition was there biggest problem.

AU 15th extraordinary Executive Council opens in Addis Ababa

The 15th Extraordinary council of the African Union has opened in Addis Ababa , Ethopia to discuss Africa’s relationship with the International Criminal Court (ICC).

Executive Council Chairperson Tedros Ghebreyesus during the official opening of the Council expressed concern over the way the ICC has been treating Africa and Africans.

Dr Ghebreyesus who is also Ethiopian Foreign Affairs Minister said that the ICC had transformed itself into a political instrument targeting Africans instead of promoting justice and reconciliation as well as contributing to the advancement of peace and stability on the continent.

He said that the AU had made attempts to engage with the ICC with the view of finding a solution to the unfair treatment but that it had not received desired response.

Dr Ghebreyesus said that AU Member States should speak with one voice and ensure that they receive a fair treatment from the ICC.

He said that he was confident that the Extraordinary Summit will send a strong message to the International Community on the issue of Africa’s relationship with the ICC.

The Extra ordinary Summit has been convened following a motion passed by Kenya’s upper and lower parliament last month to take the country out of the ICC because of the trial of its President, Uhuru Kenyatta and his deputy William Ruto.

Foreign Affairs Deputy Minister Gabriel Namulambe is attending the Extraordinary Executive Council. Mr Namulambe will also represent President Michael Chilufya Sata at the Extraordinary Assembly of the Heads of State and Government tomorrow.

Appointments of Mumbi Phiri and Mirriam Mwape Mulenga not irregular-President Sata

President Michael Sata has dismissed assertions that the recent appointments of Ambassador Josephine Mumbi Phiri and Ambassador Mirriam Mwape Mulenga were irregular.

In a statement released to the media by the President’s special aid for press and public relations George Chellah, President Sata explained that all appointments were based on merit and the consideration of an individual’s capacity to contribute to the country’s development agenda takes priority.

“As Head of State, I am cognisant of my limitations and prerogatives. Hence whatever I do is within the prescribed guidelines and procedures as espoused in our laws. Therefore, I find these innuendos and malicious claims primitive and retrogressive to the country’s progress,” President Sata said.

The President advised the opposition to engage the Government without partiality to enable both sides mull over potential paths forward for the growth of the country.

Wynter Kabimba linked to a new party within PF called the Fourth Republic Party

FURTHER revelations about a parallel structure in the Patriotic Front (PF) have surfaced after the interim president for the ‘Fourth Republic Party’ which is believed to be a new party within the ruling party structures, has resigned from the grouping.

Lameck Kamalo informed the Times of Zambia in Lusaka yesterday that the Fourth Republic was transforming into a new party and was using the foundation on which the PF had been established to gain popularity.

Recently, Sikwindi Situla then PF assistant secretary general in charge of politics under party Secretary General Wynter Kabimba’s office, refuted that the Fourth Republic did not exist.

Mr Situla in an interview yesterday again refuted the existence of such a structure within PF saying the revelations by Mr Kamalo were machinations to tarnish his and Mr Kabimab’s image.

“This is mere propaganda to tarnish our image, we are suffering for things we have never done. Mr Kabimba is a straightforward man and he would not want to see this anarchy continue in PF. Let this man provide proof that such a party exists by showing documents and how he was appointed as interim president. We won’t bow to such cheap propaganda by people fighting us,” Mr Situla said.

On Thursday this week, the PF Lusaka district leadership accused Mr Kabimba of having formed a political party called the Fourth Republic Party (FRP) and that he was using the ruling party’s structures to build the new party.

PF Lusaka district vice-chairman Julius Komaki said Mr Kabimba was allegedly conducting covert operations in a scheme meant to convert some ruling party members to the yet-to-be-registered party.

However, in his resignation letter addressed to Mr Situla and copied to Mr Kabimba, Mr Kamalo stated that he did not want to be part of the alleged Fourth Republic claiming that the movement promoted the establishment of federal States in Zambia.

“I hereby write to inform you that I have with immediate effect stepped down as interim president for Fourth Republic. I wish to state that I will not in any way propel or promote any activity or event aimed at achieving the organisation’s mandate.

“May I take this opportunity to thank you for the trust and confidence you showed in my abilities to mobilise and champion the above cause,” the letter dated October 9, 2013 read in part.

Mr Kamalo said he was in possession of a constitution guiding the formation of the Fourth Republic, which had recently been pointed out by Mandevu Member of Parliament Jean Kapata, who had written to the PF calling for disciplinary action against Mr Kabimba for alleged breach of party regulations.

“If Mr Situla who knows about this organisation is refuting that it doesn’t exist, yet he charged me with the responsibility to help establish its structures around the country, I will be forced to release the constitution about the Fourth Republic, and I am not aware if President Michael Sata is aware about this. I might speculate I am not sure but what I know is that Mr Situla and Mr Kabimba are aware,” he said.
